The Public Works Department is seeking a highly motivated and results-oriented Street Maintenance Worker I/II for the Street division. Depending on the candidate's qualifications, the vacancy will be filled at either Street Maintenance Worker Level 1 or Level 2. The successful candidate will work at the City’s Municipal Service Center in the Newbury Park area of Thousand Oaks.

Primary responsibilities:

• Breaks and removes concrete using a hydraulic breaker and handwork
• Repair or replace cracked, raised, sunken, or otherwise damaged sidewalks, curbs, and gutters
• Perform skilled and semi-skilled work in the construction, maintenance, repair, and cleaning of streets, curbs, gutters, storm drains, and related structures
• Perform heavy manual labor in the removal, repair, and finish of concrete and asphalt work
• Operate and maintain a variety of maintenance and construction equipment, including hand and power tools, and light, medium, and heavy motorized equipment
• Conduct traffic control when working in traffic areas of the City; install street barricades and cones; direct and control traffic around work sites
• Maintain records of work performed

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, sewer and storm conveyance systems, wastewater treatment plant, pump stations, a major lagoon, and dams and levees. What You'll Do

The Maintenance Worker position may be filled at either the I or II level based on experience. The Maintenance Worker will perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, sewers, storm drains, pump stations, traffic signal and street light equipment, traffic systems, or municipal buildings; and to do related work as required. Some of the duties of this position are as follows:

• Operate construction and maintenance equipment such as backhoes, motorgraders, boom trucks, tractors, vac-all and small sweepers, and skip loaders for a variety of construction and maintenance operations involving streets, sidewalks and gutters, sewer lines, and drainage channels.
• Use concrete cutting and braking equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet cleaner, vac-all, front loader, backhoe, compressor, sandblaster, power wench, boom truck, cc TV unit, main and auxiliary pumps, pneumatic and electro-mechanical controls, diesel power plants, and related equipment and tools.
• Assist pump mechanics to install, repair and modify pump station machinery and control.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck.
• Assist in performing a variety of routine electrical maintenance and repair tasks.
• Assist in trash and debris control activities such as picking up of litter and other street maintenance activities as required or when weather does not permit sweeping operations.
• Fully utilize the computerized work systems in accordance with work flow processes.
• Work cooperatively and effectively with co-workers.

The Department: 

The Department of Public Works (DPW) constructs, maintains and improves various components of the City’s infrastructure and provides quality, cost-effective, timely services to the residents and businesses of Santa Clara. DPW is responsible for a wide variety of programs throughout the City which include implementation of solid waste and urban run-off pollution prevention programs, design, construction management, inspection and maintenance of City streets, bridges, storm drain systems, traffic signal systems, building facilities, fleet, street trees, landscaping and the closed landfill. The Mechanical Maintenance Position is in the Facilities Division of the Public Works Department.

The Position: 

The Mechanical Maintenance Worker is a journey level technical classification. This classification operates, lubricates, cleans, adjusts, and makes repairs to heating, ventilating, refrigeration, emergency generators, solar systems, and other stationary building equipment, and installs and troubleshoots electrical systems up to 480 volts. The Mechanical Maintenance Worker is distinguished from the Mechanical Maintenance Foreman/Forewoman in that the latter is a supervisory position responsible for supervising Mechanical Maintenance Workers and Utility Workers in the maintenance and repair of the mechanical equipment found in City buildings.

The Division specializes on preventative maintenance in addition to work orders and projects.  This position works collaboratively and cooperatively with every department within the city with safety and employee satisfaction as a primary goal.  The successful incumbent should have experiences with lighting, repair and replacement including ballasts, switches, light bulbs, use of ladders and lifts.

Position Description

The Administrative Analyst II is the journey level class in the Administrative Analyst series in which incumbents are expected to perform the full scope of assigned analytical duties. This position will perform responsible professional administrative support to the City Manager’s Office and City Council, including, but not limited to, conducting analytical studies of administrative and operational issues, direction and/or coordination of administrative operations; managing and coordinating complex and sensitive special projects. The position receives direction from the City Manager or designee and may exercise direct supervision over subordinate professional, technical or clerical staff.  Work may require travel, attendance at meetings, and occasional irregular hours, including early morning and evening meetings.

The Ideal Candidate

The ideal candidate is a customer service-oriented team player with experience in local government operations, who can work independently in the absence of supervision. The successful candidate will have demonstrated experience providing high-level administrative and analytical support managing special project assignments. This position requires experience planning and coordinating highly visible public events, such as the Contra Costa County Mayors’ Conference, community receptions (e.g. Volunteer Appreciation event), ribbon-cutting ceremonies, and community festivals (e.g. Light Up the Night holiday event). The ideal candidate will also have experience overseeing and coordinating commission and board appointments for the City Council and may serve as a staff liaison to a commission.

Preferred qualifications include experience serving as a Deputy City Clerk; social media management, such as Instagram, X, and Facebook; drafting articles for the City newsletter; supporting Economic Development, such as conducting research and analysis for special projects; conducting outreach to local businesses; assisting business owners with City processes and grant funding opportunities; and representing the City at local and regional agency meetings, workshops, and events.

Candidates must demonstrate strong writing and English usage skills, Microsoft Office 365, and possess interpersonal skills and the self-confidence to work with elected officials, executive management, consultants, business and community leaders.

Examples of Duties

Duties may include but are not limited to the following:

• Manage and coordinate assigned projects from inception to completion; monitor progress according to established timelines and objectives and prepare status reports. Participate in budget development and implementation.

• Experience: Must have three (3) years of progressively responsible administrative and analytical experience preferably in a municipal government setting at the Analyst I level. Supervisory experience is desired.

• Education: Graduation from an accredited four-year college or university with major coursework in public administration, business administration or related field.

• Salary: $8.535 - $11,336. Placement in range depends on qualifications.

THE POSITION

The City is currently seeking General Maintenance Workers. This temporary position works with the City’s maintenance staff to perform: unskilled labor in the parks and landscape medians, street and sidewalk maintenance, street sign maintenance, and fleet building maintenance. Duties include, but are not limited to: raking, emptying trash cans and litter removal, irrigation repair, weeding, edging, street sign maintenance and graffiti removal. Work is closely supervised; work methods are explained in specific terms and work is subject to frequent review. 

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

KNOWLEDGE, SKILLS, ABILITIES

• Knowledge of methods, materials, and equipment used in landscaping, street and sidewalk maintenance, and building maintenance, as well as safety practices and precautions to be used in work.
• Skill in operating hand and power tool equipment such as rakes, pick and shovel, etc.
• Ability to work outdoors in all weather and to follow oral and written instructions. Intermittently, sit while studying or listening to training; bend, squat, climb, kneel and twist when performing maintenance, repair, or installation tasks; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry heavy weights up to 90 lbs.; work in conditions of various outdoor exposure.
• Capable of working independently.

• Driving a city truck is required for the position and the applicant must have an acceptable driving record, subject to California DMV pull records.

The Department: 

The Mayor and Council office is a division of the City Manager’s Office. This class is distinguished from other office administrative classes by its direct reporting relationship to the City Manager and its broader continuing interfaces with political and elected officials, department directors, other government agencies, private business representatives, City staff, and the public. The ideal candidate must be able to handle non-partisan confidential matters with a high level of judgement, practice confidentiality and discretion. An incumbent in this position demonstrates strong ethical, professional, and service-oriented leadership and interpersonal skills, sets a good example, and correctly applies the tenets of the City's Code of Ethics and Values.

 
As a member of the City's unclassified service, this is an "at-will" position, and the incumbent serves at the discretion of the City Manager.

Effective December 21, 2025, the annual salary range for this position will be $127,822.08 - $165,412.56.  This position may be filled at or near the minimum of the salary range.

High school diploma or tested equivalent.

Minimum Experience Requirements: 

Six (6) years of progressively responsible and varied administrative support including supervisory responsibilities, which includes one (1) year of support experience assisting executive management or a high-level public official.

License/Certifications: 

Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment.

Desirable Qualifications: 

Experience working in the public sector.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

PUBLIC WORKS SUPERINTENDENT

(Streets and Streams, Parks, Building Facilities and Motor Pool)

DEFINITION

Under direction, manages the field services of the Public Works Department; to plan, organize, and direct the work of field personnel, including Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool Divisions.

DISTINGUISHING CHARACTERISITCS

This is a management class with major responsibilities for the City’s Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool maintenance programs, that requires significant independence, initiative, and discretion within established guidelines. This position assists in the strategic planning, organization, and management across multiple operational units.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Field Services Manager or designee. Exercises general supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Plan, organize, direct, review and evaluate the work of staff involved in public works operations, including building maintenance, streams, streets, streets cleaning, storm drain maintenance, signs and signals, parking lots, and trails, janitorial service for City owned facilities, and vehicle maintenance and repair directly and through subordinate levels of supervision.
• Establish and carry out division goals, objectives, work plans, reports, policies and procedures.
• Prepare division budget and staffing requirements;
• Plan, organize and direct the work of contractors;
• Responsible for the procurement of goods and services.
• Monitor operations to ensure that operating procedures are followed.
• Control the requisition of supplies, materials and equipment.
• Assist in the recruitment and placement of new employees.
