Summary: 
Under direct supervision, leads the planning and coordination of specialized recreational programs for the community and provides staff assistance in a specialized program area; and performs other duties as assigned.

Essential Duties and Responsibilities:

• Leads the planning, promoting and implementation of specialized recreation programs for an assigned community area or group, including registration and special events; verifies staff and/or instructor availability; resolves conflicts related to activities and events. Assists in conducting training programs for staff and recruiting volunteers and contract personnel
• Determines needs for and assignment of personnel and/or contractors; oversees the day-to-day work performance and coordinates work with contractors and internal departments.
• Participates in collecting fees for services; provides patron assistance with payments; properly stores or transfers cash monies; processes refund requests; initiates purchase orders; tracks revenue and expenditures; contributes to budget monitoring and development
• Serves as liaison with community groups to assess needs and proposes program ideas; engages patrons to solicit feedback on existing programs and identifies gaps in service; implements changes and adjustments to programs to enhance participants’ experience.
• Generates, reviews and maintains a variety of records and reports related to all aspects of programming, training, participation, staff scheduling and other records as required.
• Promotes participation in scheduled activities and explains specialized programs to patrons; interfaces with prospective and current participants through emails, telephone and social media contacts; collaborates with marketing team to create fliers, assists in collecting information for print material, submits material for approval, and posts print advertisements.
• Performs regular safety inspections of assigned units; initiates maintenance work orders; maintains appropriate emergency supplies and first aid inventory for facility
• May be assigned to camp programs.

Other Duties and Responsibilities:

• May be required to drive a District or personal vehicle.
• May attend and participate in councils or associations related to specialty.
• Participates during disasters or when emergency response is needed.
• Performs other related duties as assigned.

Qualifications:
 To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from high school or GED, and two years of relevant experience, specialized training and at least 30 units completed in recreation or a related field, or an equivalent combination of education and experience. An associate's degree is preferred.

When assigned to Inclusion: an associate degree from a two-year college with an emphasis in Applied Behavior Analysis (ABA), Therapeutic Recreation, Special Education, or a closely related field, along with two years of experience working with individuals with developmental disabilities; or an equivalent combination of education and experience.

Language Ability: Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar.

Math Ability: Ability to add, subtract, multiply, and divide whole numbers, fractions and decimals.

Reasoning Ability: Ability to use common sense and exercise good judgement in solving problems. Ability to establish effective relationships with fellow employees, volunteers and participants and parents/guardians.

Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• A valid California driver’s license with a good driving record and current auto- mobile insurance. For Therapeutics unit: ability to obtain a commercial driver license within one year of employment (for a 15-passenger van).
• Department of Justice fingerprint clearance.
• Proof of a negative TB skin test.
• Aquatics Unit: American Red Cross Lifeguard Training; American Red Cross Water Safety Instructor; American Red Cross First Aid for Public Safety Personnel (Title 22); American Red Cross Lifeguard Instructor; Certified Pool Operator or Aquatic Facility Operator.
• Conejo Senior Volunteer Program (CSVP): ability to obtain ServSafe Food Manager Certification within 90 days of employment.

Supervisory Responsibilities: This position provides lead-level work guidance to Recreation Specialists and/or part-time staff, contractors and volunteers. Contributes to and participates in performance evaluations. May act as Recreation Coordinator in their absence.

The City of San Carlos has an opportunity for a full-time Maintenance Worker to work in their Public Works Department. This classification performs a variety of routine, heavy labor and semi-skilled tasks in the maintenance and repair of public works facilities, City parks, and City buildings.

Essential Duties

• Perform daily safety checks and routine maintenance of equipment to ensure it is safe for use.
• Use proper techniques for operation of equipment and tools in a safe manner, according to accepted City procedures.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet rodder/vacuum truck, loader backhoe, compressor, boom truck, CCTV truck, pneumatic and electro-mechanical controls, and related equipment and tools for a variety of construction and maintenance operations.
• Perform on-call duties and work in emergency situations as required.
• Install, repair and modify pump station machinery and controls.
• Check pump stations for proper operation; troubleshoot and remedy malfunctions and stoppages.
• Read and interpret maps of underground sewer and drainage systems.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate airless line striping equipment.
• Manufacture and install traffic signs and remove signs no longer required.
• Design and manufacture special signs for municipal facilities.
• Install and remove traffic barricades and cones as required.
• Repair surface failures, utility cuts, chuckholes and seals cracks in asphalt pavements properly and competently.
• Break out and replace concrete sidewalks and gutters using a concrete saw, pavement breaker, wooden forms, and hand tools to finish the surface.
• Clean sanitary sewer lines using hand tools, a hydraulic jet rodder/vacuum and mechanical rodder.
• Excavate, remove, and install sanitary sewer pipes utilizing hand tools, power tools such as pneumatic pavement breakers, compaction equipment and loader backhoe.
• Repair storm drains, catch basins and storm drain pipes.
• Drive dump trucks to haul material to and from the job sites.
• Rake leaves, shovel and digs holes.
• Pick up and dispose of trash and debris from parks and roadsides.
• Control the growth of weeds in lawn areas, shrub areas and flower beds using hand tools, spray equipment and weed eaters.
• Trim trees, hedges, and shrubs using appropriate equipment, remove debris.
• Check irrigation sprinkler systems and ensures their proper functioning, by cleaning and adjusting heads and digging up and repairing broken lines.
• Clean City's park buildings by sweeping and mopping floors, carpets, and cleaning restroom facilities. Replaces light bulbs.
• Provide set up of tables and chairs for City functions.

IDEAL CANDIDATE

The Ideal Candidate for this position will have previous facility maintenance experience, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, have good attendance, a positive attitude and a willingness to take on new tasks as requested.  The ability to speak and understand Spanish is a desirable quality.

ESSENTIAL JOB FUNCTIONS

A primary function of this position is janitorial services. Will include set up and cleanup of special events. Prepare simple activity and related reports; maintain inventory and work records as required. Perform other facility maintenance duties as assigned. Work cooperatively with others. Regular and consistent attendance.

QUALIFICATIONS
Facility Maintenance Worker I

Education: High School Diploma or equivalent.
Experience: Six (6) months of work experience in carpentry, electrical and maintenance work is desirable.

WORK HOURS

The Department of Public Works is seeking experienced individuals for the position of Road Equipment Supervisor. 

The ideal candidate will have at least 4 years' of increasing responsible experience overseeing a crew involved in the operation of heavy equipment in road construction and maintenance activities, as well as experience in planning, organizing, coordinating, directing and participating in projects involving heavy equipment in construction and maintenance of roadways, bridges, channels, landscape areas, and storm drains and sewers. Additionally, the ideal candidate will have experience utilizing e-mail, word processing, spreadsheets, databases, project management, maintenance management systems.

 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, prioritize, and coordinate projects with the Road Maintenance Managers.
• Supervise, train, evaluate and instruct a group of equipment operators, drivers, and laborers.
• Ensure compliance with safety practices and procedures.
• Estimate and order materials.
• Assist the Vehicle and Equipment Manager with writing specifications for new equipment.
• Coordinate with Vehicle and Equipment Section on equipment repairs to ensure equipment is available when needed.
• Make work assignments, requesting additional labor as needed.
• Oversee projects such as road repair, major overlays and repaving projects.
• Serve as point of contact for Road Supervisors and the public if there are questions or concerns about work being performed.
• Make requests for appropriate training and new equipment.
• As a working supervisor, perform the more difficult or complex Operator tasks.
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 
 Four years of experience in the operation of rollers, bulldozers, backhoes, mowers and graders.
 
Knowledge of:

• Supervisory principles and practices, including work planning, scheduling, employee training and evaluation.
• Basic mathematics.
• Provision of the California Vehicle Code applying to the operation of vehicles.
• Safety practices in the operation of heavy construction equipment.
• Capabilities of all types of heavy equipment.
• Road maintenance and construction operations, materials and procedures.
• Operation of and preventative maintenance for trucks and road maintenance equipment.

Skill/Ability to:

• Plan, supervise and inspect the work of others.
• Determine personnel, material and equipment requirements for construction or maintenance projects.
• Read blueprints, read and interpret grade stakes, and use instruments to check grades.
• Operate a wide variety of complex road construction and maintenance equipment and light and medium duty trucks including graders, bulldozers, large loaders, backhoes, hydraulic excavators, rollers and mowers.
• Make minor adjustments and emergency repairs to equipment.
• Perform road maintenance duties which require strength, agility and endurance.
• Work courteously and effectively with the public and with co-workers.
• Follow oral and written instructions.
• Climb, bend, stand and walk for extended periods of time.
• Lift and carry equipment and supplies used in construction and maintenance work.
• Meet Department of Transportation (DOT) drug testing requirements and standards.

Licensure/Certification: 

• Possession of a Class A California-issued Commercial Driver License or equivalent with tank vehicle endorsement.

Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

The salary range listed above reflects the full compensation potential for this position. However, initial salary placement will typically be at the front end of the range and will not exceed 97% of the range maximum. Placement within the range will be based on the candidate’s relevant experience and qualifications. Progression through the range may occur over time, subject to continued service, good performance evaluations, and the City’s administrative policies.

ABOUT THE POSITION
The City is recruiting for a full-time Housing and Community Services Manager (HCSM) to advance and strengthen the City’s efforts in affordable housing production and preservation, homelessness response, tenant protections, and coordination of supportive services for vulnerable community members. Since the creation of the Housing and Community Services Division, it has become a key part of the City’s strategy to address city-wide housing challenges. This leadership position offers a unique opportunity to make a meaningful impact on housing accessibility, homelessness response, and community well-being in Gilroy. 

Under the general direction of the Community Development Director, the HCSM will plan, direct, and oversee the operations and programs of the Housing and Community Services Division and provide leadership and oversight of the development and administration of housing programs and grant-funded initiatives that support long-term housing affordability and stability for residents, including unhoused and at-risk populations. Working collaboratively with public agencies, nonprofit organizations, regional partners, and community stakeholders, the HCSM will help implement innovative housing solutions and advance strategic initiatives aligned with City goals and community priorities.

This position is an exempt, mid-management level position that must exercise competent discretion and judgement in the performance of duties and interactions with others. This position will be included with the Gilroy Management Association employee group.
