The City of Albany is seeking motivated candidates to apply for a part-time opening in our Police Department.  Under direct supervision, the Police Cadet performs a variety of routine and progressively more difficult tasks in an apprenticeship program in preparation for a career in law enforcement. The Police Cadet performs assignments in various divisions of the Police Department and completes related work as required.

Police Cadets are hired into this temporary non-sworn, non-benefited position for up to a four-year period while the Police Cadet and the department explore the incumbent’s interest and competency for employment opportunities in law enforcement. Police Cadets serve at the pleasure of the Chief of Police. A significant degree of initiative, independent judgment, and discretion is required. Individuals hired will be required to wear a uniform which is provided by the Police Department. This is not a sworn Peace Officer position; no weapon will be authorized.

Class Characteristics

The classification of Police Cadet is used for apprenticeship type programs in the field of law enforcement to familiarize incumbents with public service in various policing occupations. Police Cadet is a non-sworn, multi-incumbent class which performs the majority of duties. Duties assigned to this class does not require the incumbents to have Police Officer status. Experience in this position exposes Cadets to various working units and practices within the Police Department over a period of time, generally less than four years. A Police Cadet is not expected to have prior experience but is expected to have a demonstrable interest in public service, specifically a career in policing.

Typical Job Duties

• Performs clerical duties including record keeping, answering telephones, data processing and filing.
• Operates police computer systems to enter, process and/or research information and prepare administrative reports.
• Assists in photocopying, filing, indexing and locating police records and related paperwork
• Fingerprints individuals and performs photography duties.
• Participates in formalized training courses and programs as assigned.
• Lifts and carries equipment and other items and performs strenuous activities.
• Drives a vehicle on City business and assists with vehicle transportation.

• Assists in the Public Safety Dispatch Center as needed.
• Assists at the public service counter as needed.

• Rides with officers to observe and learn peace officer responsibilities and techniques.
• Performs official business errands for the department such as transporting documents, evidence, and information to courts, district attorney offices, crime laboratories and the Central Identification Bureau.
• Escort visitors, vendors, contractors and others in/through secure areas of the department.
• Provides traffic direction and control for special events, crime scenes, critical incidents and under other circumstances
• Assists in research projects, police services and functions.
• Working alone or as a member of a group, informs, educates, and confers with community members concerning crime prevention.
• Prepares reports as required in the performance of assigned duties.
• Performs other projects/tasks as assigned.

Knowledge of:

Basic functions of a Police Department. California Vehicle and Penal Code; City of Albany Police Department rules, regulations and operating procedures; geography of the City and surrounding communities; organizational structure of the Police Department; departmental record keeping practices; basic crime prevention; proper English grammar, spelling, punctuation and dictation for the purpose of completing various police reports; effective customer service techniques.

Ability to:

Minimum Requirements

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a High School diploma, GED, or equivalency
• Must be at least 18 years of age and no more than 30 years at time of appointment
• Must be currently enrolled at an accredited college or university in at least 6 semester/8 quarter units of Police Science, Criminal Justice, Administration of Justice or a related field, or, if not currently enrolled, must have earned at least 12 semester/18 quarter units of Police Science, Criminal Justice, Administration of Justice or a related field at an accredited college or university.
• Must be able to successfully pass a police department pre-employment screening process which includes background, polygraph, psychological and medical investigations.
• Must possess and maintain a valid California driver's license and a satisfactory driving record.
• Must be able to work a flexible schedule, to include overtime, emergency call back, shift work, nights, holidays and weekends to accommodate department needs.

Please Note: All college/university course work in Police Science, Criminal Justice or Administration of Justice must have been accomplished with an overall grade point average of 2.5 or better.

Physical Demands and Working Conditions

Work is performed indoors in a front counter or office environment and may occasionally be performed outdoors with full exposure to the elements. An incumbent drives a vehicle on City business, sits and stands for periods of time, uses a computer, walks and may run on slippery/uneven surfaces, climbs, kneels, crouches, twists, reaches, bends, crawls and grasps, lifts, carries, pushes, pulls and drags equipment and other items weighing up to 30 pounds. When assisting with traffic control, an incumbent may be exposed to vehicular traffic and fumes. When assisting with property and evidence, incumbents may be exposed to dust, dirt, bugs, rodents and rodent droppings inherent in storage facilities and a variety of hazardous compounds which may be found on property/evidence to include materials contaminated by blood and other human products, explosive materials and dangerous narcotic compounds. Incumbents must be able to meet the physical requirements of the class and have mobility, vision, hearing, sense of smell and dexterity levels appropriate to the duties to be performed.

Foster City Police Department is currently accepting applications for Per Diem Communications Dispatchers.  This is a part-time/temporary position (maximum of 999 hours per fiscal year), and no benefits are provided. The following is a description of the job responsibilities and conditions of employment for this position.

DEFINITION:

Receives and dispatches 9-1-1, emergency and non-emergency calls from the public and allied agencies for police, fire and ambulance personnel, equipment, services, and after-hours public works services.

DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:

This is a non-sworn, non-benefited, scheduled as needed, subject to availability position that works a variety of shifts, and often solo. It features a high volume and degree of communications responsibility for public safety and service.

CRITICAL AND IMPORTANT DUTIES:

Receives and directs telephone, radio and data communications, collecting pertinent information and dispatching units using radio and computer-aided dispatch system; determines priority, nature and location of emergency and non-emergency calls and status of units on and off assignment; maintains complete and accurate records, logs and reports on calls for a variety of services; operates a variety of teletype, computer, radio and recording equipment, monitors equipment for correct functioning; making records checks, computer entries, confirms and updates status of warrants; updates information in various law enforcement systems including stolen vehicles, missing and unidentified persons, automated property, supervised release files, and automated firearms systems; processes in-custody paperwork on prisoners; processes restraining orders and enters emergency protective orders into the restraining order system; receives and responds to complaints, questions and requests for reports from citizens at the counter and on the phone when the business office is closed; contacts citizens and allied agencies regarding traffic incidents, crimes, fires, and other emergencies, and requests for information; and you may be called to testify in a court of law regarding activities leading to legal proceedings as necessary.

JOB-RELATED QUALIFICATIONS:

Ability to enunciate, speaking clearly, distinctly, and concisely; learn to write in a legible, grammatically correct, and accurate manner to report and record information; learn, retain and utilize the full capabilities of the computer-aided dispatch system and other dispatch equipment in a quick and effective manner. Learn and retain departmental and City procedures, rules and codes, geographic detail within service area. The ability to clearly hear and understand multiple messages and direction simultaneously, explicitly follow oral and written instructions, use good judgment and apply a practical, thorough approach to a wide variety of circumstances and individuals.

EDUCATION AND EXPERIENCE:

Any combination of experience and training that would likely provide the required knowledge, skills and abilities.  A typical way would be:

Education equivalent to completion of the 12th grade and completion of a POST-certified Basic Dispatcher training course.  Experience in public safety; a minimum of two years’ experience as a dispatcher required.  A valid California Driver’s License and satisfactory driving record is required.  Experience with RIMS CAD is required.  

FURTHER CONDITIONS OF EMPLOYMENT:

The requirement to maintain training, at a minimum, to meet POST guidelines is the responsibility of the Per Diem Dispatcher and will take place at his/her expense.

Department specific training, for which a Per Diem Dispatcher is required to attend, will be compensated at the prevailing rate of pay for the hours of required attendance.

Any and all work performed, including time spent in court in response to a subpoena, will be compensated at the straight time prevailing rate of pay, based on the actual number of hours worked.

The Position

A temporary, limited term position to no more than 9 consecutive months while receiving accredited academy or Suisun City Police Department training. Under direct supervision, attends a basic Peace Officer Standards and Training (POST) certified training academy to obtain the basic skills and fitness level necessary for performance of Police Officer duties.  Instruction is received through academy instructors. General supervision will be received from a Patrol Sergeant or Lieutenant.  This position requires a thorough background investigation, voice stress analysis examination, psychological assessment, and a medical exam prior to appointment.  The position includes paid Police Academy tuition and required equipment.

THE POSITION:

Code Sec. 1031 (e); successful completion of 30 semester units of college at an accredited institution is desirable. In addition to above, Level II Reserve Police Officers require a Level II POST Academy Certificate. Level I Reserve Police Officers requirements include the possession of a California Basic POST Certificate.   Academy Graduates are required to be currently enrolled as a Police Academy Cadet or have graduated from a POST approved Police Academy within the last 3 years. All levels require the completion of the Foster City Police Department Field Training Program.

KNOWLEDGE, SKILLS AND ABILITIES:  Ability to make forceful arrests, to read, comprehend, explain and apply complex issues of law derived from code books, computer screens, and other printed materials. Ability to drive a motor vehicle under normal and emergency conditions safely. Ability to hear and understand verbal communications at normal speaking tones via voice, radio and telephone and to verbalize succinctly. Ability to qualify in the use of firearms on a regular basis. Ability to write accurate, clear, concise, legible, factual reports in a timely manner. Ability to observe and accurately recall names, faces, numbers, incidents, and places. Ability to think and act quickly in emergencies and evaluate situations and people accurately, exercise discretion and maintain effective working relationships with fellow employees and the public.

SPECIAL REQUIREMENTS:  Must pass a comprehensive physical and psychological examination as provided in the Medical Screening Manual by POST. Weight proportionate to height and build. Vision acuity minimum of 20/100 corrected to no less than 20/30 and normal color vision. Must have no record of felony criminal convictions or misdemeanor convictions, which affect his/her credibility as a witness in a court of law. Must be of good moral character and able to pass a thorough background investigation conducted under POST guidelines, including a polygraph and psychological testing. Successfully complete the Field Training Program with the Foster City Police Department. SALARY All uniformed Reserve Police Officers receive $200 a year uniform pay. In addition, all Reserve Police Officers receive pay for attending subpoenaed court cases.

SELECTION PROCEDURE:  Qualified applicants will be invited to an oral board.  Candidate’s overall score must be 70% or greater to be placed on the Eligibility List. The Department will then select candidates from the Eligibility List and then conduct a background investigation, polygraph examination, a Commander’s Oral Board, psychological examination, medical examination, and a Chief’s Oral Board. Failure to pass any portion will result in disqualification. Upon completing Reserve Level II training, the Reserve Police Officer will work in full uniform with a Field Training Officer. Each month there is a required unit meeting where you also receive In-Service Training, the same training that is required for regular officers. For Level I or POST basic academy graduates, once you have completed probation and field training, you may take the oral exam for Level I Reserve Officer. As a Level I Reserve Officer you may work patrol alone, as a single officer unit, when providing relief for the City’s regular force.

POSITION SUMMARY

This is a Level I Peace Officer designation that performs a wide variety of duties in the enforcement of law and order; and to carry out special assignments in the protection of life and property within the City of Ceres. Receives general supervision from a police sergeant or other designated authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Patrol an assigned area by motor vehicle, on foot, or by other designated means to answer calls for the protection of life and property, and the enforcement of city, county, and state laws; conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, robberies, death and other criminal incidents.
• Make arrests as necessary; interview victims, complainants and witnesses; interrogate suspects; gather and preserve evidence; testify and present evidence in court.
• Investigate major crimes against property, persons, and narcotics and vice-related crimes.
• Gather evidence using a variety of methods and techniques, including taking photographs, lifting fingerprints, tracing movements and talking with informants.
• Present information upon completion of investigations to the District Attorney's office for filing charges; appear in court, as directed.
• Serve warrants and subpoenas; file complaints; perform other work related to the processing of misdemeanor and felony complaints.
• Prepare reports on arrest, traffic violation, impounded property and other case reports.
• Check buildings for physical security; report street lamps or traffic signals that are not working; report or remove traffic hazards and report and take corrective action on other conditions detrimental to the general public.
• Detain drivers who are operating vehicles in violation of laws; warn drivers against unlawful practices; issue citations and make arrests as necessary.
• Contact and cooperate with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses.
• Conduct surveillance of known suspected criminal activity.
• Attend meetings with civic groups; participate in and conduct
• Public awareness/education programs at schools; work with the schools on specialized awareness programs
• Maintain contact with citizens regarding potential law enforcement problems and preserve good relationships with the general public.
• Direct and control pedestrian and vehicular traffic at emergency or other congested traffic situations.
• May assist in training new officers in areas such as traffic enforcement, safety, report writing and policy procedures.
• Attend meetings, seminars and training sessions as assigned.

The City of San Rafael is recruiting for the position of Police Cadet.  This is an excellent job opportunity for students interested in law enforcement.  Under direct supervision, this entry level, limited term, civilian position provides general and specific information and assistance to the public.  The position also provides logistical assistance to all police department functions.  The primary assignments for the Cadet position are crime prevention, patrol support, and records/front office support. 

This position performs the following essential job duties:

• Maintains inventory of supplies and equipment
• Photocopies documents, files reports and manages additional work requests
• Uses personal computers and software applications for data entry and records maintenance
• Ensures proper calibration and maintenance of technical equipment and instruments
• Cleans and maintains work areas and machinery
• Assists with vehicle fleet cleaning and maintenance
• Performs related duties as required

To be eligible for this position you must have knowledge of:

• Basic office practices and procedures
• City and Department policies and procedures
• Information technology, personal computers and related software applications
• Correct English usage including spelling, grammar and punctuation
• Alphabetical and numeric filing systems 

To be eligible for this position you must possess the ability to:

• Deal tactfully and effectively with the public

• Maintain accurate records and files
• Communicate effectively both verbally and in writing

• Work evenings and weekends 

EDUCATION / EXPERIENCE:

• High School Diploma or equivalent.
• Some related experience preferred.  

SPECIAL REQUIREMENTS 

• Must be able to meet City of San Rafael Police Department requirements for security clearance. 
• Must accept “limited term” appointment requirement as a condition of employment. 
• Must possess a valid California drivers’ license and have a safe driving record. 
• Preference given to college students preparing for a career in law enforcement.

ABOUT THE POSITION
The City of Emeryville's Community Services Department is seeking customer-service oriented people interested in working on an on-call basis providing transportation for seniors to various locations and attractions within the San Francisco Bay Area.  Drivers assist passengers to board/unboard the bus.  Hours vary based on scheduled excursions and will not exceed 16 hours per week.

DUTIES AND RESPONSIBILITIES

Typical duties may include, but are not limited to, the following: Drive seniors with a City furnished 22-passenger bus to and from the Emeryville Senior Center to various locations throughout the San Francisco Bay Area; greet passengers in a cheerful manner; assist passengers in and out of the City vehicle; maintain order on the bus; observe all traffic, City/Department, and other applicable rules and regulations; report any mechanical problems or damage to immediate supervisor; check and maintain cleanliness of bus interior; empty trash container; fuel and check/inspect fluid levels prior to each trip; and perform other related duties as assigned.
