ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of ADMINISTRATIVE ASSISTANT. The current opening is in the Fire Department and provides an excellent opportunity for an innovative and creative professional seeking variety and challenge. Reporting directly to the Management Analyst, this high-impact role is a key member of the Department’s administrative team.

The successful candidate will serve as the Departments payroll timekeeper. Additional responsibilities include managing executive scheduling, processing invoices and payroll, assisting with the Department’s annual budget, and supporting purchasing card administration. This position requires strong organizational skills, discretion in handling confidential information, and the ability to manage multiple priorities in a fast-paced public safety environment.

The candidate should be a confident, organized, and enthusiastic self-starter able to work well with a large, diverse staff.  The successful candidate will oversee and coordinate office support functions, including project management and other related duties as required.  Good written and oral communications skills are required. 

Typical duties may include the following:

Provides oversight to one or multiple programmatic areas, depending on the department to which assigned; ensures that work is completed in an appropriate manner and that program goals are met; recommends and implements policy or procedural changes related to the programmatic area(s); may develop the budget and time schedules for the programmatic area(s). Conducts administrative, operational, budgetary, financial, procedural or other information or research projects related to the department or functional area to which assigned; analyzes alternatives and makes recommendations regarding such matters as administrative policies, budget development, staffing, productivity and other matters. Attends to a variety of office administrative details such as following up on projects, transmitting information, keeping informed of departmental activities, processing payroll forms, arranging equipment and supply purchase, equipment maintenance, attending meetings and serving on a variety of committees. Confers with staff of other City departments, representatives of government, community, business and public agencies and the public. Initiates specified correspondence independently for signature by appropriate management, supervisory or professional staff; reviews finished materials for completeness, accuracy, format, compliance with policies and procedures, and appropriate English usage; uses a computer or word processor and appropriate word processing, desktop publishing and spreadsheet software. Receives and screens visitors and telephone calls, providing information which requires tact, discretion and the interpretation of policies and procedures; takes messages or refers the caller to the proper person. Researches and compiles a variety of informational materials from sources both inside and outside the office; summarizes such information as directed and may prepare reports from such materials. Organizes and maintains various office files, including personnel and tickler files; purges files as required. Provides supervision to office support staff; plans, assigns and reviews work; trains staff in work procedures. May serve as secretary to a Board or Commission, preparing agendas, assembling and distributing materials and taking minutes; may provide staff support to Commission members. Uses standard office equipment, using a computer, in the course of the work; may drive a personal or City motor vehicle in order to attend meetings or deliver or pick up materials. Position Duties

The Department of Transportation is currently seeking to fill multiple vacancies for the Parking & Traffic Control Supervisor (PTCO) position. The Parking and Traffic Control Supervisor is responsible for the management of the parking control program and coordinates parking control services.  The position is responsible for the supervision of Sr. PTCOs and PTCOs who are directly engaged in the enforcement of vehicle and parking codes and regulations, patrolling assigned areas, issuing citations, impounding vehicles, and directing vehicular and pedestrian traffic.

Additional responsibilities of the PTCO Supervisor may include, but are not limited to:

• Managing vendor contract and supervise staff.
• Developing enforcement strategies and directing analysis of operational data to improve program effectiveness.

• Coordinating parking program service deliveries with other City departments, external partners, and members of the public.

May be assigned to work rotational shifts on a 24-hour, 7-day-a-week schedule, including holidays, and may be requires to work overtime in support of operational needs or special events, while performing related duties on a rotational basis consistent with the scope and level of the classification.

As the Information Technology Systems Administrator, your work will directly contribute to the safety of our residents and the efficiency of our public services by making sure all systems are stable, secure, and aligned with industry best practices, state and federal data security requirements, and Town policies. The Position

The RTIC Coordinator is a non-sworn classification responsible for overseeing all RTIC operations. This role manages resources, develops and implements training requirements, and ensures the RTIC is functioning effectively. This position provides technical and functional oversight of RTIC to ensure the delivery of timely, accurate real-time intelligence to support field operations and departmental decision-making. The RTIC also participates directly in RTIC operations during peak periods, coordinates scheduling and staffing, and represents the City in related initiatives. Work requires a high level of independent judgment, technical expertise, and the ability to collaborate effectively with sworn personnel, specialized units, and external partners.

Depending upon assignment, duties may include, but are not limited to, the following:

• Efficiently manages resources, including personnel, budget, and technology, to enhance the overall effectiveness of the center.
• Develops training programs and ensures the continuous professional development of personnel assigned to the RTIC.
• Produces complex reports and bulletins for the Police Department to develop strategies and tactics to effectively prevent and control crime.
• Assists the Police Department with real-time information sharing; utilizes video feeds, intelligence databases, and other systems as needed.
• Assists operations and management personnel in planning the deployment of resources for the prevention and suppression of criminal activity.
• Creates and maintains informational databases; uses complex databases and software applications utilized by the RTIC.
• Participates in operations with specialized units to provide real time intelligence through radio communication and other authorized communication platforms.

The County of San Mateo's Sheriff's Office Forensic Laboratory, which is accredited by the ANSI National Accreditation Board in both Testing and Calibration, is seeking to fill a Criminalist I/II position within its Controlled Substances and Toxicology Sections, which includes participation in crime scene examination.

The Forensic Laboratory was constructed in March 2003 and is located in San Mateo, California. It is managed by a civilian Laboratory Director who is currently supported by three Supervising Criminalists, one Legal Office Services Supervisor, 28 Criminalists and technicians, two Legal Office Specialists, and two Property Officers.

The Criminalist will report to a Supervising Criminalist and will analyze evidence seized in the course of criminal investigations, providing laboratory analysis and expert witness testimony in the areas of seized drug analysis, toxicology (blood alcohol and breath alcohol) and driving under the influence (DUI) interpretation. They may participate in validation studies of new technology and methods for use in casework, cold case investigations, internal audits, and guiding our intern program. Also, on a rotational basis, they will respond with a partner to investigate crime scenes for homicides and officer-involved critical incidents. The ideal candidate will:

• Be an experienced toxicologist, seized drug analyst, or laboratory chemist dedicated to staying abreast of changes within the forensic industry.
• Have knowledge/experience in blood alcohol analysis, breath alcohol analysis, and DUI interpretation.
• Have knowledge/experience in the analysis of controlled substances.
• Have a baccalaureate or an advanced degree in a chemical, physical, or biological science or forensic science.
• Be experienced in using a wide variety of equipment and instrumentation, including gas chromatography, mass spectrometry, and infrared spectroscopy.
• Have courtroom testimony experience.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Examine and identify controlled substances using chemical and instrumental techniques.
• Perform quantitative alcohol analysis on blood and urine samples.
• Perform maintenance and calibration procedures on evidential breath alcohol testing instrumentation.
• Instruct officers in the operation of breath alcohol testing instrumentation.
• Analyze and interpret reported driving patterns, field sobriety test (FST) results, and objective signs and symptoms in conjunction with a chemical test result for alcohol in either breath or blood.
• Prepare evidence for presentation in court and testify as an expert witness on the results of laboratory analysis.
• Engage in crime scene examination of major crime scenes; identify, document, and collect physical evidence.
• Participate in an on-call rotation to respond to major crime scenes; each one-week on-call rotation repeats approximately every eight weeks.
• Take photographs.
• Participate in public relations activities such as conducting tours of the Laboratory and speaking to various interested groups.
• Care for and maintain laboratory equipment and instrumentation.

The Office of the City Clerk is a service department within the municipal government upon which the five-member City Council, all City departments, and the general public relies on information regarding the operations and legislative history of the City. The City Clerk serves as the liaison between the public and the City Council and provides related municipal services such as serving as the Elections Official, providing key staff for Council meetings and recording all Council action, and serving as records manager for the protection and preservation of the public record.

The Assistant to the City Clerk position serves as the welcoming and friendly face of government for both the City Council and the City Clerk’s office as this position is the first contact for the front counter and the primary receptionist. The position requires an ability to help demystify government services and processes, learn and maintain an understanding of all government services and procedures and help citizens get to the right service. The position’s administrative functions include responsibility for records management including filing and scanning; managing and ordering office supply inventory; writing correspondence, creating certificates of commendation and writing proclamations on behalf of the Mayor. This position also provides support for Public Records Act (PRA) request intake, coordination, and review to ensure timely and compliant responses. Excellent attention to detail, writing and proofreading skills are required and a positive upbeat attitude with the ability to be flexible, resilient, and creative when situations change is essential. Some of the duties may include, but are not limited to, the following:

• Provide information and answer inquiries from officials, the public, and City staff on laws, procedures, and policies, such as the City Municipal Code, the Brown Act, and the Public Records Act; organize and assist with the filing of Statements of Economic Interests and Campaign Statements for candidates, office holders and City employees; record and file deeds and other documents requiring recordation; maintain and monitor agreements and insurance certificates; perform special projects as needed.
• Support the intake, tracking, coordination, and review of Public Records Act (PRA) requests; work collaboratively with departments to identify, gather, review, and produce responsive records; assist in ensuring accurate, timely, and transparent responses in compliance with applicable laws and City policies.
• Act as receptionist and primary responsibility for staffing the front counter; answer the telephone and assist the public and internal customers by responding to requests for information; issue, receive, process various applications.
• Review and evaluate records, applications, and reports to ensure completeness and compliance with the California Public Records Act, the Brown Act, and applicable City policies and procedures.
• Attend meetings as required, may prepare meeting minutes, may assist in City Council agenda preparation and follow-up, as needed; manage Council reservations, correspondence and calendars.
• Assist with coordinating the bi-annual City-wide Records Clean-up Event; maintain comprehensive indexing and filing system of City Council actions, including resolutions, ordinances, deeds, contracts, and agreements; provide research to staff and the public on information needs, as needed.
• Ensure that meeting facilities are properly prepared.
• Maintain logs and manage Council and Clerk correspondence and responsiveness from other departments; receive, sort and distribute incoming and outgoing correspondence.
• Assist Deputy with the preparation and distribution of notices, action reports, letters, and other correspondence as required by action taken in the meetings.
• Order office supplies, manage supply inventory; submit expense claims, pay bills as needed.
• Perform general clerical work including filing, scheduling appointments, and processing personnel, payroll and purchasing information.

The Assistant to the City Clerk receives general supervision from the Deputy City Clerk or a higher-level position and may exercise direct or functional and technical supervision over lower-level clerical positions, volunteers, and interns.
