The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst in the State Budget unit of the Budget Services Sacramento office.

The Senior Fiscal Analyst provides advanced, complex, and specialized analytical and technical budget support to the Judicial Council Facilities Services Capital Outlay program. This position provides fiscal oversight for capital outlay projects and manages the ongoing project close-out activities. Fiscal oversight responsibilities include analyzing and preparing statewide budget reports for management, controlling capital outlay appropriations, reviewing and coding requisitions, preparing and reviewing Capital Outlay budget change proposals (COBCPs), reviewing the updated five-year capital outlay plan, and managing the bond sale process. The position conducts monthly fiscal forecasting for each project by appropriation, line item, and category of expense, that are completed three times a year for every project. The position is also responsible for ensuring project compliance with appropriation availability periods, recommends reappropriations when needed, forecasts cash flow to ensure cash flow loans remain sufficient and advises Facilities Services staff on project scope, cost, and budget changes during the bi-monthly budget meetings with Facilities Services management.

This position prepares and review materials required by the State Public Works Board and the Department of Finance for the ongoing phases of Capital Outlay projects, including memos, fiscal displays, and agenda items. These package submissions are done approximately eight times annually. The role also updates and escalates project costs for Executive staff to support accurate advocacy for project funding. In addition, the position manages the twice-yearly bond sales process, a 3.5 month cycle involving extensive preparation, detailed bond document review, meeting participation, and coordination with the Judicial Council Facilities Program, Department of Finance, the State Treasurer’s Office, Judicial Council Legal services, and the tenant courts. The position also prepares and reviews budget documents and fiscal displays containing Capital Outlay budget data for inclusion in the budget galley, published three times per year, and provides backup support to other areas within the State Budget Unit.

RESPONSIBILITIES

The Administrative Services Department is a combination of Finance, Human Resources, Risk Management and Information Technology. The department coordinates City recruitments, labor relations, benefits, payroll, accounts receivable, accounts payable and other financial and administrative functions. In this role, you will be hands on within all areas of the department, including scheduling and organizing citywide trainings, assisting with HR compliance, assisting with financial reporting (Budget, CAFR, Audits, etc.) and many other crucial projects.

 

ABOUT THE POSITION

Definition:  Under direction of management, preforms a variety of administrative, secretarial, and office support duties of considerable complexity. These duties require thorough knowledge of the department’s procedures and operational details. Prepares and routes all departmental invoices. Provides administrative support to management and departmental staff. Composes and prepares correspondence using considerable judgement in content and style; performs other related duties as required.

Important and Essential Duties

• Provides administrative support to the department in the daily management of operations. 
• Maintains accurate and detailed records, verifies accuracy of information, researches discrepancies, and records information.
• Assists in monitoring department expenditures and purchasing activities; receives and records invoices.

Summary
Under general supervision, performs technical paraprofessional accounting duties including payroll processing and accounts receivables and payables for Conejo Recreation & Park District (CRPD) and Mountain Recreation & Conservation Authority (MRCA); prepares accounting records and journal entries as necessary; generates reports and reconciles data; and performs other related duties as assigned.

• Calculates and prepares payment for a variety of taxes including sales tax, payroll taxes and income withholdings; assists with issuance of employee, contractor and vendor tax statements.
• Processes routine and special check runs; validates accuracy of coding and payments and prepares checks for mailing or distribution.
• Prepares direct deposit, warrants and wire transfer information for approval and transmittal to the bank before established deadlines; prepares bank deposits.
• Maintains independent contractor and vendor records and databases including contracts, payment and ACH information.
• Assists with generating financial reports, spreadsheets and records; maintains purchase order file and records expenses; scans and files data and documents in accordance with District and MRCA records management policies and procedures.
• Gathers statement backup and reconciles Cal-Card statements; processes approved payments.
• Researches and answers District and MRCA employee and department inquiries regarding payroll, reimbursements and general status inquiries.  

Other Duties and Responsibilities

• Provides backup to divisional administrative staff.
• Assists in research and preparation of data for payroll and financial audits and special reports requested by auditors, MRCA administrators, and other public agencies.
• May be required to drive District or personal vehicle.
• Participates during disasters or when emergency response is needed.

Language Ability: Ability to read and interpret accounting documents, procedure manuals and govern­mental regulations. Ability to write routine reports and correspondence. Ability to effectively communicate business needs.  

Math Ability: Ability to accurately calculate figures and amounts such as discounts, interest, commis­sions, proportions and percentages. Ability to apply concepts of basic accounting and finance.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to analyze and reconcile fiscal recording, banking and payroll records. Ability to interpret a variety of instructions provided in written or oral form.

Certificates and Licenses:

SUMMARY DESCRIPTION

To operate a computer aided dispatch (CAD) and radio system, receiving calls and dispatching public safety equipment and personnel, and maintaining public safety records and reports.

DISTINGUISHING CHARACTERISTICS

Serves as a relief Public Safety Dispatcher. The Reserve Dispatcher performs the routine tasks and duties assigned to Public Safety Dispatchers working on-call and subject to various shifts and workday assignments including nights, weekends and holidays.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from sworn or other supervisory personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

·         Receive emergency and non-emergency telephone calls from the public and other jurisdictions.

·         Dispatch police personnel and equipment in response to such calls; transfer fire and medical                communications to appropriate agencies.

·         Relay emergency and non-emergency information to public safety personnel in the field.

·         Relay information to other agencies as required; search and relay warrant information.

EXAMINATION PROCESS 

Those applicants who meet the employment qualifications will be contacted via email regarding next steps in the recruitment process, a comprehensive multitasking test that assesses memory recall, map reading, spelling, sentence clarity, reading comprehension and data entry. THE POSITION

The Police Dispatcher/Clerk is a non-sworn technical and complex clerical support classification associated with law enforcement support services assigned in the Town Police Department.  Police Dispatcher/Clerks learn and perform a variety of responsible records management, communications and dispatching duties for emergency and non-emergency calls for service. 

TYPICAL DUTIES AND RESPONSIBILITES

Duties may include, but are not limited to the following:

• Dispatches police officers to calls for service
• Provides assistance, information and directions to non-emergency callers including but not limited to police, fire, paramedic, animal control and public utilities calls for service, forwards non-emergency calls to proper personnel or departments
• Maintains awareness of field unit activities; communicates with field units through radio in accordance with Federal Communications Commission (FCC) regulations; maintains status and location of units on patrol
• Retrieves information from State and National computer networks regarding wanted persons, stolen property, vehicle registration, stolen vehicles and other related information
• Enters call information into computer systems; logs and completes call forms, maintains records of calls for service and self-initiated officer activities
• Assists the public at the front counter; provides information and responds to general inquiries
• Performs other related duties as assigned

ABOUT THE POSITION

 

The City of Redwood City invites you to apply for the position of SECRETARY in the Parks, Recreation and Community Services Department (Recreation Division). The successful candidate will perform a wide variety of complex and secretarial duties in daily support of the Red Morton Community Center. This position has the responsibility for a wide range of administrative support functions as well as providing top-notch customer service to customers of all ages and backgrounds. Verbal bilingual skills (Spanish/English) are highly desirable.

Typical duties include, but are not limited to:

• Independently compose correspondence related to responsibilities assigned.
• Act as a receptionist and customer service specialist for general City services.
• Initiate and maintain a variety of files and records for information such as payroll, attendance, budget, payables, as well as taking activity registration.
• Recommend organization or procedural changes affecting the administrative team.
• Serve as back-up for other administrative staff as necessary.
• May serve as Secretary for a Board, Commission or Committee.
• Assist non-profit partners and organizations with clerical and financial duties.
• Provide guidance and connections for participants seeking recreation programs, sports leagues, non-profits, or community support.
• Supervise and train staff and volunteers.
• Perform related duties as assigned.
