The City of Sunnyvale is seeking an effective and skilled communicator, and highly motivated problem solver for the position of Principal Transportation Engineer/Planner.  This management position reports directly to the Transportation and Traffic Manager in the Public Works Department and will be responsible for:  assisting with planning, organizing and coordinating the activities of the Division of Transportation and Traffic; and perform professional traffic engineering, transportation planning, designing, and project management.

This position will supervise a small team within the Division to accomplish specific tasks and high-level, community-oriented projects. Current projects include: East Channel Trail study; Mary Avenue Overcrossing over highways 101 and 237; Bernardo Avenue railroad undercrossing; Sunnyvale Avenue and Mary Avenue railroad grade separations, liaison with the County for the Lawrence Grade Separation project; and coordinating with VTA as part of the delivering Measure B transportation projects. The position will manage multiple consultant contracts and will be expected to coordinate and work closely with other staff within the Division and with staff within other departments such as Public Works, Community Development, Environmental Services, and Public Safety, and represent the City with outside agencies such as the Valley Transportation Authority, Caltrain, High Speed Rail, Caltrans, MTC, County of Santa Clara, and adjacent cities.

The position will focus on advancing the projects mentioned above, assist with oversight of the design and traffic signal operations, implementation of Intelligent Transportation Systems (ITS); assist with the coordination of Division of Transportation and Traffic activities with other divisions and departments; oversee and assist with oversight of the grant application preparation, reporting, and management for transportation projects; assist with planning and coordinating division workload and budgets; creating and sustaining cooperative and collaborative working relationships across the City, with the development community, and residents; attend and present at public meetings/City Commissions; and provide assistance with highly complex traffic engineering work. We therefore, are looking for a candidate with strong analytical, technical and problem solving skills, who can prioritize and deliver results in a constantly changing environment, effectively communicate to various types of interested parties, and has the proven ability to establish effective working relationships with customers, co-workers, and vendors.

Quality Assurance Group: 
The QA Group supports all capital improvement programs for the Division during planning, design, procurement, construction and closeout phases of highway, rail, transit and facilities projects.  As a Senior Transportation Engineer, you will play an important role in ensuring delivery of quality products and services for the Division. It is the responsibility of the QA Group to ensure the development of each project’s Contract-specific Quality Management Plan (CQMP) and to conduct audits and surveillances, based on the approved CQMPs, to monitor and assure effective implementation. The Project Manager I (PM1) is responsible for the surface level integration of the new CBTC system with SFMTA’s existing traffic signal infrastructure.  The work will include systems engineering to integrate various pieces of infrastructure to ensure compatible functionality (e.g. CBTC can communicate with traffic signal controller software and output the desired signal outcomes). The PM1 should possess expertise in traffic signal systems and Intelligent Transportation Systems (ITS), including but not limited to: signal timing parameters, traffic signal design, Transit Signal Priority (TSP), network communication protocols and devices, as well as familiarity with the Manual on Uniform Traffic Control Devices (MUTCD) and the systems engineering architecture and standards established by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA).  The candidate must also have prior experience overseeing the integration of ITS devices, such as TSP and emergency vehicle preemption, with the D4 traffic signal controller software.

EXAMPLES OF IMPORTANT DUTIES:

• Oversee internal staff and consultants to develop protocols and procedures to integrate CBTC technology with existing traffic signal infrastructure
• Develop calculations for traffic signal timing card changes to reduce transit travel times and improve transit reliability

1. Bachelor's Degree in architecture, engineering or planning plus four years of responsible architectural, engineering or construction management experience, OR
2. A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project, OR
3. Eight years of architectural, engineering, or construction management experience in a field directly related to the project, OR
4. California registration as professional engineer or architect.

DESIRABLE QUALIFICATIONS:

• Possession of a current Certificate of Registration as a Professional Engineer in the State of California in both Civil and Traffic disciplines

POSITION DESCRIPTION:

18-week training program that teaches basic technical and job-readiness skills to prepare participants for a IAM Local 1414 Registered Apprenticeship for the Automotive Mechanic, Machinist, Auto Body Painter, or Body and Fender Repairer. The 18-week program includes eighteen (18) weeks of free academic training through City College of San Francisco, as well as nine (9) weeks paid on-the-job experience. All equipment and uniforms are provided by the program. Individuals are expected to attend all classes and work assignments to complete the program.

First nine (9) weeks of program at CCSF Evans Campus 8 am-4 pm Mon-Thurs. (unpaid)

Second nine (9) weeks 1/2 day class, four (4) hours at CCSF Evans Campus, and four hours a day, four days a week for nine weeks (paid) On-The-Job training.

Pre-Apprentices are expected to complete the following courses and certifications during the program:

• Intro to Automotive Mechanics
• Introduction to Hybrid and EV Auto Maintenance and Repair
• Auto Body Dent and Damage Repair
• OSHA 10
• EPA 609
• Automotive Service Excellence Entry-Level Brakes

Under immediate supervision, the 9940 Pre-Apprentice Automotive Mechanic performs semi-skilled trainee work designed to introduce career options and role models in connection with the operation, maintenance and repair of automotive vehicles. As part of a Pre-Apprenticeship program, incumbents learn about the work environment, required skilled mechanical work, and real-life experience to help them find employment as an apprentice and eventually as a journey mechanic. Positions allocated to the 9940 Pre-Apprentice Automotive Mechanic job code function as trainees.

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

• Observes and assists repairs and overhauls of a variety of mechanical equipment.
• Observes and assists the maintenance, removal, repair, overhaul installation and tuning of engines.
• Observes and assists the maintenance, repair, overhaul, adjustment, installation and calibration of automotive, diesel, hybrid and alternative fuel vehicle fuel systems.
• Observes and assists the maintenance and installation of lighting circuits and auxiliary actuating circuits.
• Observes and assists the maintenance, repair, overhaul and adjustment of vehicle brake systems, vehicle cooling systems, vehicle chassis, wheel suspension, and articulated bus suspension systems.
• Observes and assists the operation of shop equipment and machine tools.
• Observes and assists the troubleshooting of equipment problems.
• Observes and assists on a road call.
• Observes and assists the completion of paper and electronic forms and records on work performed, time and parts used.

NATURE OF WORK: 

May require exposure to disagreeable weather conditions and hazardous work situations; handling hazardous materials and waste; occasional lifting heavy objects weighing up to 50 pounds and carrying them for moderate distances; wearing required safety equipment, such as a respirator or dust mask; wearing specialized clothing such as mechanic coveralls, safety vest, etc.; walking or standing for extended periods of time. Some positions may require the use of a computer.

Minimum Qualifications:

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

• Automotive experience at service stations (Lube and Filter replacement), repair shops, tire shop, mechanical shop and/or automotive audio/video and tint shop.
• Any automotive or diesel technology course or classes.
