The History Intern will work closely with staff in the City Manager’s Office to help preserve and protect the City’s History Collection, ensuring materials are properly safeguarded and prepared in the event of a disaster. This role includes digitizing and photographing historical items, accurately cataloging them in the City’s archival system, and supporting ongoing records management efforts. The intern will also collaborate with the City Council History Subcommittee to research, plan, and develop future exhibits for the Library’s History Room, helping make the City’s rich history accessible and engaging for the community.

What You’ll Do

• Compile, analyze, and prepare updates for the department budget and assist in the development and monitoring of budget.

• Analyze cost and revenue trends in multiple funding sources; prepare a variety of fiscal, administrative and management reports, and oversee fixed asset inventory and equipment replacement program.

• Perform research and statistical analyses on administrative, fiscal, personnel, and operational problems.

• Identify, recommend, and develop department policy changes which are submitted to the Fire Chief for final review; review and analyze operating procedures to determine if opportunities exist to streamline processes or better serve our customers and make recommendations as necessary.

• Participate in the development and installation of new or revised programs, systems, procedures, and methods of operation.

• Assist with administering contracts including those relating to department projects; monitor programs for compliance with applicable regulations.

• Represent the Department in interdepartmental, community, and professional meetings as required.

POSITION SUMMARY

Under supervision (Account Clerk I) or general supervision (Account Clerk II), performs a wide variety of responsible clerical and technical accounting work involved in performing financial record keeping and reporting duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management; provides information and assistance to the general public and City departments; maintains file and records; and performs a variety of clerical tasks relative to assigned area of responsibility.

This is a broad classification with individual positions assigned to specific functional areas; duties and assignments may overlap depending on the operational needs of the department and staffing levels.

DISTINGUISHING CHARACTERISTICS

Account Clerk I - This is the entry-level class in the Account Clerk series performing the more routine and less complex clerical accounting support and customer service assignments while learning City policies and procedures. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Account Clerk II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This classification is flexibly staffed with Account Clerk II. Advancement to the “II” level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

Account Clerk II - This is the full journey level class within the Account Clerk series. Employees within this class are distinguished from the Account Clerk I by the performance of the full range of clerical accounting support duties as assigned including performing the full scope of clerical financial record keeping transactions, customer service functions, and related support duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and are generally filled by advancement from the “I” level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties. This classification is distinguished from the Senior Account Clerk in that the latter is responsible for the more complex and difficult technical duties within the area of assignment and may provide lead direction to other Account Clerk positions.

1.       Perform a variety of responsible clerical accounting and financial office support duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management.

This position oversees the work of the Building Division, inclusive of managing permit technicians, plan checkers, building inspectors, and support staff, they are responsible for enforcing the adopted building codes as well as ensuring construction projects comply with federal and state laws and ordinances. Performs contract administration, project management, and coordinates activities with various outside agencies, contractors, municipalities, and other departments; manages the effective use of division resources to improve organizational productivity and customer service.

Minimum Qualifications:

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible experience of a supervisory, administrative, or professional nature in the design, construction, and inspection of public, commercial, industrial or residential buildings. 

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major work in structural, mechanical, or civil engineering, architecture, or a closely related field. 

License: Possession and maintenance of a valid Class C California Driver's License. Possession of Certification as Building Official by International Code Council (ICC) is required within one (1) year of appointment. Possession of a Certificate of Registration as a professional engineer in the State of California is desirable.  

OTHER REQUIREMENTS 
Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software; safely drive to various locations throughout the City and County to manage, direct, coordinate and/or participate in meetings and community events in a variety of community settings and weather conditions; make effective presentations to public audiences; perform building inspections in the field on an infrequent, as-needed basis; conduct City business during day and evening hours, including occasional weekend and irregular hours; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; stand, walk, reach, bend and safely lift and move equipment and materials weighing up to 35 pounds; converse by telephone, by email, in person, and before small and large groups, and be clearly understood; read and comprehend legal, technical and complex documents; interact with the public and all different levels of City staff in an effective and professional manner. This Internship is offered as part of a Regional Internship Partnership to introduce and encourage current students and new graduates to local municipal governments. Job Description:  

The intern will work in the Public Works/Engineering Department and will be assisting engineering project managers with general clerical, administrative, field work, and technical tasks for public works projects.  Tasks may include electronic document filing, checking mathematical calculations, creating spreadsheets using Microsoft Excel, preparing presentations using Microsoft PowerPoint, entering data and creating reports in various software applications, performing field data collection or investigation, construction management, internet research, creating map displays using Auto CAD, Google Maps/Earth, compiling and organizing data or documents.  The intern may also assist in other areas such as internal and external Department communication and public outreach.
