San Mateo County Sustainability Department is seeking a creative and highly analytical individual for the position of Administrative Services Manager I (ASM) to oversee the Department’s administrative functions. The ASM will provide fiscal, procurement and grants oversight; coordinate a variety of administrative support functions within the department; assist in the development, implementation and interpretation of administrative policies and procedures; and train and supervise assigned personnel.

This Administrative Services Manager I (ASM) is a hands-on, multi-faceted role that is broad in scope but extremely detailed and technical in nature. The ASM is a supervisory management position responsible for overseeing and coordinating all or most of the administrative support functions within the department including finance, budget, administration, personnel management, purchasing, contract administration, clerical support, management analysis, research, program evaluation and/or other related functions.

The ASM will also support the department in the development and overall management of a Grant Program for identification, pursuit, and implementation of federal, state, and philanthropic grants and funding focused on sustainability programs and projects. This includes developing and supporting systems to manage the entire grants lifecycle, managing and/or guiding analyst and program level staff in identifying opportunities, developing concept papers and proposals, submitting grant applications, project implementation, and grant closeout. The ASM will receive direction from the Executive Leadership team and exercise direct and indirect leadership over professional, technical and/or clerical team members.

The ideal candidate for this position will have or be:

• Knowledge of public financial administration, budgeting, and project accounting. Able to manage the entire budget cycle from planning and developing to monitoring, analyzing, reporting, and forecasting.
• Knowledge of and experience with the County's budget, accounting, auditing, and financial reporting.
• Knowledge of relevant climate mitigation, energy efficiency, climate resilience, stormwater management, waste reduction and management programs and initiatives.
• Possession of great leadership skills and can mentor, inspire, and motivate staff.
• Proficiency in using accounting, financial, budgeting, data, analytical, and/or project management software including Excel and other information systems (such as the County's OFAS, Sherpa, Socrata, Workday, Asana).
• The ability to analyze complex problems accurately, develop practical recommendations, and take appropriate action to resolve them.
• The ability to be politically astute, a strategic thinker, and a planner.
• The ability to analyze moderate-to-complex budgetary, contract, accounts payable, and claiming issues and recommend actions to resolve issues.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Organize, oversee and coordinate the central administrative services operations for the department.
• Lead department budget preparation including cost analysis and rationale; and liaise with County Executive Office to align budget activities.
• Maintain fiscal controls, forecast revenues and expenditures, and conduct statistical evaluation and analysis.
• Administer and evaluate departmental contracts and oversee systemic improvements.
• Advise County Human Resources Department and department leadership on staffing and organizational matters within assigned department.
• Conduct analysis or direct the automation of various fiscal and programming record keeping processes.
• Design and recommend systems, procedures, forms and instructions for departmental use.
• Supervise professional, technical, and clerical team members in payroll, purchasing, property control, office management, and other administrative support functions.
• Conduct studies and make recommendations regarding organization, staffing patterns, program activities and internal procedures.
• Ensure seamless and timely process for all tasks, communication, and reports related to the grant process, including identifying opportunities, developing concept papers and proposals, submitting grant applications, project implementation, and grant closeout.
• Initiate and maintain effective utilization of office space, equipment, furniture, forms, office supplies, etc.
• Perform related duties as assigned.

Qualifications

Knowledge of:

• Advanced principles and practices of organizational analysis, systems improvement, research methodology, and strategic workforce planning.
• Core functions and operations of the assigned County department, including its organizational structure and administrative processes.
• Advanced principles of financial administration, including public budgeting and reporting.
• Commonly used business software, enterprise systems, and productivity applications relevant to County operations.

Training and Experience:
Any combination of training and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is at least three years of progressively responsible experience performing a broad range of administrative duties in a large and complex public-sector organization.

Under general direction, plans, organizes, coordinates, and supervises the activities and operations of the Police Department Records Unit; assigns, supervises, trains, and evaluates  assigned personnel; develops and implements records unit procedures and work standards;  performs and oversees complex, technical, and confidential work involving the receipt, maintenance, security, retention, dissemination, and release of law enforcement records; serves as the department’s designated custodian of police records as assigned; ensures compliance with applicable federal, state, and local laws, regulations, court orders, and department policies; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

This is the full supervisory-level classification in the Police Records series. Incumbents are responsible for planning, organizing, assigning, supervising, and reviewing the work of staff engaged in police records functions and for overseeing the day-to-day operations of the Records Unit. This classification is distinguished from lead or senior-level records classifications by its ongoing responsibility for personnel supervision, work planning, evaluation, training, compliance oversight, and administration of unit procedures.

Receives general direction from a Police Captain, Lieutenant, or designee. Exercises direct supervision over assigned records staff and may exercise indirect supervision over temporary staff and/or volunteers, as assigned.

ESSENTIAL FUNCTIONS

Physical Demands

About the Opportunity

This position is limited to 1,000 hours per fiscal year, averaging approximately 20 hours per week. Work schedules are based on business needs and candidate availability. As part of supporting the City Clerk's Office, the Intern will assist with preparation and setup for City Council meetings held on the 2nd and 4th Tuesday evenings of each month, in addition to occasional weekend events and community activities. The Intern will support the Administrative Services Department, assisting both the City Manager's Office and City Clerk's Office. Under close supervision, the Intern will perform a variety of administrative, analytical, and project-based assignments while gaining valuable exposure to municipal government operations.

Human Resources Operations Manager | Principal Human Resources Analyst

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.

The Human Resources Department has one (1) vacancy to be filled at either the Human Resources Operation Manager or Principal Human Resources Analyst classification.

The ideal candidate will bring extensive experience in labor relations, collective bargaining, contract negotiations, and employee relations, including grievance response, workplace investigations, performance management, and providing guidance and coaching to supervisors and managers.  Experience with benefits administration, day-to-day payroll functions, and local government operations is highly desirable.  The successful candidate will be results-driven, adaptable, and customer-service orientated, with the ability to excel in a highly autonomous environment and effectively support eight bargaining units.  

This individual will possess strong analytical and strategic thinking skills enabling them to navigate complex human resources issues and develop practical, innovative solutions.  Exceptional interpersonal and communication skills are essential to building and maintaining productive relationships with department leaders, elected and appointed officials, employees, and labor representatives.

• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department, assists in administering the department's budget.
• Plans, organizes, administers, reviews and evaluates the activities of professional and technical support staff.  Assist the Human Resources Director in employee relations and labor negotiations.
• Confers with City employees regarding personnel, employee relations, or related activities or problems and may assist the Director in conferring with supervisors and managers on the same matters.
• Prepare complex written reports and make presentations to the City Council as required.
• Assists the Director in managing the training program for the City in assessing training needs and in developing programs to enhance the skill and performance level of employees.
• Selects assigned staff and provides for their training and professional development; interprets City policies and procedures to employees.
• Directs and conducts analytical studies; develops and reviews reports of findings, alternatives, and recommendations.
• Helps in preparing the department's annual operating budget; monitors expenditures to ensure that the department operates within the allocated budget.
• Oversees the recruitment testing and certification program for the City; reviews and approves recruitment and examination plans for open and promotional recruitments using established guidelines and authorities; works with subordinate staff to design and implement appropriate internal procedures to assure that the recruitment, testing, and certification meet accepted standards.
• Manages and directs the City's employee benefits program, including leave management programs; negotiates with insurance carriers on rates and coverage; works with insurance brokers to obtain the best rates and coverage for a variety of products.
• Participate in labor relations activities, including contract negotiations, meet and confer sessions and meet and consult sessions.
• Serve as the HR lead regarding Information Systems/Technological management
• May be required to conduct investigations into discrimination complaints and make recommendations for resolving complaints; coordinates City response to state and federal enforcement agencies when required.

• Oversees and manages the Risk Management and Worker's Compensation programs for the City.
• Confers with City employees regarding personnel, employee relations, or related activities or problems and may assist the Director in conferring with supervisors and managers on the same matters, as required.
• Prepare complex written reports and make presentations to the City Council as required.
• Develops and delivers training and interprets City policies and procedures to employees.
• Directs and conducts analytical studies; develops and reviews reports of findings, alternatives and recommendations.
• Helps in preparing the department's annual operating budget; monitors expenditures to ensure that the department operates within the allocated budget. 
• Periodically reviews and evaluates established recruitment and selection procedures and recommends and implements changes when required.

EDUCATION/EXPERIENCE

Human Resources Operations Manager

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of direct supervision preferably in a public agency.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

Principal Human Resources Analyst

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of increasingly responsible work in the areas of labor and employee relations and/or Worker's Compensation.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

San Mateo County Health is seeking well-qualified individual for the position of Medical Office Specialist-Behavioral Health & Recovery Services – Extra Help.

There is currently one extra help part time (20-hours per week) vacancy in the Behavioral Health & Recovery Services Division. This position is located in Belmont, CA, but may travel/drive throughout the County to perform duties of the job.

The Medical Office Specialist (MOS) will be involved in the organization and development of workflows for the Access Utilization Management (UM) Team. The Medical Office Specialist will oversee and perform a variety of complex medical office administrative tasks that correspond to the compliance mandates of Department of Health Care Services (DHCS) and Centers for Medicare and Medicaid Services (CMS); perform difficult, complex, technical or specialized medical office support work, which may require the exercise of independent judgment, the application of technical skills, and a knowledge of detailed or specialized activities related to Behavioral Health and Recovery Services and compliance standards; and may train others in work procedures or direct the work of others on a project or relief basis.

Access Utilization Management (UM) MOS Position
Support outpatient utilization management; track timelines, requests, and provide monthly reports on completed tasks; help with formatting spreadsheets, creating PDF referral forms, and completing complex spreadsheet analysis in Excel; write formal letters and input data from the electronic medical record (EMR) database; verify insurance eligibility; input demographic and insurance eligibility in EMR database, Avatar; oversee and perform a variety of complex administrative tasks that correspond to the compliance mandates of DHCS and CMS; and process in or out of county requests using knowledge of specialized out of county activities.

Ideal candidate will possess:

• Demonstrated proficiency in Microsoft Excel
• Experience processing health care insurance
• Ability to perform a variety of complex medical office administrative tasks
• Experience working in a high-volume health care environment
• Demonstrated skill in organizing and prioritizing work to meet deadlines
• Ability to work independently
• Demonstrated ability to establish, maintain, and foster positive and effective working relationships with those contacted in the course of work
• Excellent verbal and written communication skills

This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

Qualifications

Knowledge of:

• Office administrative practices and procedures, including filing and the operation of standard office equipment.
• Basic business data processing principles and the use of word processing or personal computing equipment.
• Medical terminology as related to office support work.
• Policies and procedures related to the medical treatment or screening area to which they are assigned.
• Proper form for typed materials.
• Business arithmetic, including percentages and decimals.
• Correct English usage, including spelling, grammar and punctuation.
• Record keeping principles and procedures.

Skill/Ability to:

• Perform technical, specialized, complex or difficult medical office support work.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• One year of journey-level office support experience in a medical office setting OR two years of general clerical or office assistant experience.

DEFINITION

The City of Live Oak Internship Program is designed to attract, develop and mentor innovative individuals interested in pursuing a career in the public sector. The program seeks dedicated students who, through their academic achievement and/or employment history, have demonstrated high potential for a career in local government. Interns are encouraged to apply for full-time positions with the City after their internship is completed.

CLASS CHARACTERISTICS

Interns generally work under close supervision and perform simple or routine tasks while learning to perform the more difficult and responsible ones. Interns are hired as limited term employees and employment service is dependent on the length of the project or the particular City service needs.

Intern positions are by their nature temporary employment and Interns are not eligible for City benefit programs unless specifically approved in writing by the City Manager.
