THE DEPARTMENT

The City Clerk serves as a steward of the democratic process and is a liaison between the City Council and members of the public. She is a partner in democracy, providing information and ensuring transparency. The City Clerk is an elected representative of the people and serves a four-year term. The City Clerk has legal responsibilities described in California Government Code Sections 40800, et seq., the Elections Code, and City ordinance.  

The Department: 

The City Manager’s Office provides executive leadership and administrative oversight for the City organization, ensuring the effective delivery of services in alignment with the City Council’s policies, goals, and strategic priorities. The City Manager’s Office is responsible for implementing City Council direction, overseeing daily municipal operations, and fostering collaboration across departments and with external partners. This Office plays a key role in strategic planning, policy development, budget preparation and oversight, labor relations, and performance management. Staff within the City Manager’s Office support complex projects and initiatives that advance organizational excellence, innovation, equity, and community engagement. The Position: 

The Staff Analyst I is responsible for program analysis and administrative duties in support of assigned programs and activities. Assigned programs could include housing development, community development, community outreach, historic preservation, advanced planning, public/private housing rehabilitation, management analysis, building services, human services, criminal statistics, solid waste, recycling, waste prevention, sustainability, urban runoff pollution prevention, and federal/state grant programs and activities.  Performs related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

DISTINGUISHING CHARACTERISTICS
An incumbent in this position is a Human Resources generalist performing a wide range of personnel assignments in administering and processing health and welfare benefits; managing the administrative duties associated with the Personnel Board and overseeing the preparation and management of all employee requisition and action forms; managing the office and providing administrative support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, the Human Resources Analyst(s) and Human Resources Specialist(s).

ABOUT THE FELLOWSHIP PROGRAM

The Department of Community Development is seeking qualified candidates for the position of Management Fellow. ABOUT THE POSITION

The City of Redwood City, Community Development Department is seeking a value-driven team player to join the Department. Through mentorship and under general supervision, the Fellow will assist in coordinating and managing specific projects to completion in the areas of budgeting, planning, community engagement, procurement, and legislative policy, especially related to the Planning and Building Divisions in Community Development.

Some of the various projects and responsibilities may include:

• Performing policy research and analysis, identifying relevant legislation, and developing recommendation positions as related to Planning and Building policy
• Assisting with the City’s budget process
• Program and Performance Management analysis towards the goal of identifying efficiencies

Typical duties may include, but are not limited to the following:

Review of contract invoices, back-up documentation and reports; providing logistical support for meetings; monitoring/tracking budgets and expenditures; assisting with the creation and implementation of performance measures; writing and editing Staff Reports for City Council; assisting with procurement activities such as performing RFPs and stewarding contracts; development, analysis, and working with the City’s Short Term Rental program.

This position provides essential case management services to support individuals and families in accessing community resources and services. HHSA Case Manager I is an entry-level, training-focused role that performs routine case management duties under close supervision. HHSA Case Manager II is the journey-level classification and performs the full range of case management functions, including direct client contact and complex cases, with greater independence and professional judgment. This position may work in one or more Public Health programs such as Women, Infants and Children (WIC) and/or health initiatives related to health equity, health care systems, and social determinants of health. This is an in-person position is scheduled for forty (40) hours per week.

JOB DUTIES

• Assists public health nurses in coordinating and conducting community events, such as immunization clinics; assists with screening process, initial assessments, clinic immunization records management, tracking and appropriate reporting.
• Provides case management through individual or group rehab methods for children and/or adults for a variety of health services programs and services.
• Coordinates services with individuals, coordinates activities with other departments, medical providers, social workers, schools and/or other outreach agencies as appropriate to ensure that the needs of the clients are met.

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.

• Periodically reviews and evaluates established recruitment and selection procedures and recommends and implements changes when required.
• Manages and directs the City's employee benefits program including leave management programs; negotiates with insurance carriers on rates and coverage; works with insurance brokers to obtain the best rates and coverage for a variety of products; monitors industry trends and recommends strategies to the Human Resources Director dealing with cost and quality.
• May be required to conduct investigations into discrimination complaints and make recommendations for resolving complaints; coordinates City response to state and federal enforcement agencies when required.  

EDUCATION/EXPERIENCE

Human Resources Operations Manager

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of direct supervision preferably in a public agency.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

Principal Human Resources Analyst

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of increasingly responsible work in the areas of labor and employee relations and/or Worker's Compensation.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

ABOUT THE OPPORTUNITY

The Neighborhood Response Group (NRG) Coordinator position will be filled within the Management Analyst Series and will be housed in the City Manager’s Office/Administrative Services Department.

The City plans to recruit flexibly within the Management Analyst Series (Management Analyst I or II) and will determine the appropriate level based on the qualifications, experience, and overall fit of the selected candidate. At the minimum, this position will be filled on a part-time basis at 15–20 hours per week.

Based on fit between the candidate and the City, we are willing to consider up to full-time employment, including a benefited position, depending on what the top candidate brings to the table and their ability to fit other needs of the City. KEY RESPONSIBILITIES

This is a unique and rewarding opportunity for a community-oriented individual to lead local disaster preparedness efforts and other community related projects/programs. Primarily, you will play a vital role in building community resilience by organizing and empowering residents to prepare for, respond to, and recover from emergencies. You will develop and manage the City’s Neighborhood Response Group (NRG) program, working directly with Mill Valley residents to strengthen neighborhood connections and provide vital emergency response training. 

Key responsibilities include (but are not limited to):

• Recruiting and mentoring block captains, training volunteers, developing outreach strategies, and serving as a liaison between residents and City Staff
• Supporting the Emergency Preparedness Commission (EPC) 
• Collaborating closely with first responders, local agencies, and community organizations to advance Mill Valley’s public safety and emergency preparedness goals
• Provide additional program development and/or project management as assigned
