The City of Wheatland is looking for an experienced City Clerk. The Clerk is the Elections Official, Legislative Administrator, Records Manager, Website Administrator and performs related duties and responsibilities as assigned.

Wheatland, with a population of approximately 4000 people, is one of only two incorporated cities
in Yuba County. It is nestled at the northeastern edge of California’s vast Sacramento Valley. Located 34 miles north of Sacramento, 107 miles north of San Francisco and 417 miles north of Los Angeles.

This position performs moderately difficult and complex administrative and analytical work that may involve and/or emphasize the functional areas of general and administrative support, fiscal, and contract management, program analysis and compliance, staff development and training. THE POSITION: 

The Executive Administrative Assistant reports directly to the City Manager and/or their designee. This position performs a variety of administrative tasks in support of the Office of the City Manager, as well as the City Council.

DEFINITION
Under general supervision, perform a wide variety of confidential clerical and administrative assignments for the City Manager, Staff, and/or the City Council; to take and transcribe shorthand dictation, to do general typing and filing, and perform a variety of responsible clerical, stenographic, and administrative assignments, and to perform related work as required.

License: Possession of a valid Class C California Driver’s License.

To perform responsible clerical work and administrative duties involved with billing and collection of business registrations; the maintenance and review of licensing and permitting records; the entry of data processing; and/or assisting in the review and input of building permit applications, cannabis permits, and mobile food vendor permits.  The purpose of this recruitment is to fill a temporary/part-time position to work in the Building Division of the Community Development Department.   

IDEAL CANDIDATE

The Ideal Candidate is customer focused, able to communicate well both orally and in writing, and can prioritize multiple tasks with little direction. The Ideal Candidate must have basic Microsoft Office Suite proficiency, as well as the ability to quickly learn public sector software platforms that encompass multiple modules including cashiering, business licensing, and permitting. Fluency in the Spanish language is highly desirable.

ESSENTIAL JOB FUNCTIONS

Prepare and process business registrations.  Collect payments over the counter and through the mail.  Balance cash drawer and reconcile end of day receipts.  Set-up and maintain customers on a computer system.  Prepare or assist in the preparation of a variety of statistical reports as assigned.  Input purchase requisitions into computer system.  Enter and verify invoices for payment. Respond to routine permitting inquiries and provide customer service to the public at the permit counter, and/or via telephone, email, or fax.  Research and communicate the status of permits for applicants. Work with Building Inspectors and/or Code Compliance Officers to schedule inspections and pull related permits.  Process various transactions involving business registrations, cashiering and permitting.  Assist customers over the counter with respect to new business registrations and renewals, general building permit issues, and over the counter plan submittals.  Generate reports as needed utilizing the computerized program related to permitting and/or licensing.  Provide information and direction to the public related to community development, planning, building, engineering, code enforcement and permit processes via phone, e-mail and counter work.  Respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate.  Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations.  Update forms and informational materials as needed.  Maintain files, both paper and computerized.  Regular, predictable, consistent and timely attendance is an essential function of the position.  Other duties as assigned.

DESCRIPTION 

The City of Thousand Oaks is excited to announce the creation of a new Cultural and Community Services Analyst position within the Cultural and Community Services Department! This newly established role has been created to track and analyze department metrics in libraries, theatres, and community services. Additionally, this role will provide service to the community through key support for grants, film and special event permits, youth services, senior services, and more. 

The Cultural and Community Services Department is seeking a proactive and adaptable Cultural and Community Services Analyst who will work across and support three divisions: libraries, community services, and theatres. This position will be responsible for innovating the department’s use of data by tracking metrics and finding ways to present the integrated data. The selected candidate will be assigned duties related to grants, youth and senior services, and/or film and special event permits. They will learn the role of the current Community Services Analyst and serve as a backup, when necessary.  

PRIMARY RESPONSIBILITIES

• Participate in planning, coordinating, implementing, and overseeing projects related to data management. Develop and prepare proposals, plans, reports, and recommendations for libraries, community services, and theatres.

Under general supervision, provides varied and complex office administrative assist­ance to a Director and associated division staff; creates and maintains division-specific publica­tions, contracts, tracking systems, reports, records and files required for work processes; acts as a liaison between the Director and other departments, customers and community/business groups; and performs other related duties as assigned.

Essential Duties and Responsibilities:

The Position: 

The position being recruited for is in the Benefits and HRIS Administration Division. The annual salary range for this position is $88,981.20 - $113,380.92. This position may be filled at or near the minimum of the salary range. 

Minimum Qualifications

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

• Graduation from high school or possession of a GED

Minimum Experience Requirements: 

• Two (2) years of experience in technical or clerical human resources programs. This would involve the recruitment and selection of employees, employee benefits, employee relations, maintenance of classification and compensation plans, coordination of workers' compensation and benefits programs, or maintenance of detailed confidential and sensitive personnel records.  
• Experience with word processing and spreadsheet software is required.

Acceptable Substitution: 

• College education in public personnel administration, human resources administration, or equivalent major in an accredited college or university may be substituted at the rate of one (1) year of education (30 semester units or equivalent) for each year of the required experience.

License/Certifications: 

• Possession of a valid California Class C driver’s license is required at time of appointment.

Desirable Qualifications: 

• Experience with database software (e.g., Microsoft Access), Applicant Tracking software, and/or Human Resources Management Information Systems (HRIS) are desirable.
• Bachelor’s Degree in Human Resources, Business Administration, or closely related field is desirable

About the Finance Department
The Finance Department is responsible for the overall financial management of the City, including
oversight of the citywide operating budget of $272 million ($175.8 million General Fund) for FY 25-
26 with 550 budgeted FTEs and a capital improvement program budget of $61.5 million. The
Department’s core function is to maintain a strong and secure financial position for the City by
providing comprehensive financial and analytical services to the City Council, City management and
staff, and the public. With a staff of 18.0 FTE and an annual budget of $4.5 million the Finance

The Opportunity
The Deputy Director of Finance assists in planning, directing, organizing, and coordinating the
operations of the Finance Department. This position manages assigned functional areas, which may
include accounting, payroll, revenue and treasury operations, and/or budget planning. The Deputy
Director provides highly responsible technical and professional staff support, serves as a key
member of the department’s leadership team, and performs complex financial and operational
analyses to support the City’s strategic and fiscal objectives.
