The Administrative Services Department is a combination of Finance, Human Resources, Risk Management and Information Technology. The department coordinates City recruitments, labor relations, benefits, payroll, accounts receivable, accounts payable and other financial and administrative functions. In this role, you will be hands on within all areas of the department, including scheduling and organizing citywide trainings, assisting with HR compliance, assisting with financial reporting (Budget, CAFR, Audits, etc.) and many other crucial projects.

ABOUT THE POSITION

Definition:  Under direction of management, preforms a variety of administrative, secretarial, and office support duties of considerable complexity. These duties require thorough knowledge of the department’s procedures and operational details. Prepares and routes all departmental invoices. Provides administrative support to management and departmental staff. Composes and prepares correspondence using considerable judgement in content and style; performs other related duties as required.

Important and Essential Duties

• Provides administrative support to the department in the daily management of operations. 
• Maintains accurate and detailed records, verifies accuracy of information, researches discrepancies, and records information.
• Assists in monitoring department expenditures and purchasing activities; receives and records invoices.
• Performs cashiering functions; receives and processes payments (cash, check, credit), issues receipts, and balances cash drawers with City policies.
• Maintains calendar of activities, and meetings for City management; arranges meetings and makes.
  appointments; assists with task prioritization; provides staff support to committees or commissions such as preparing agendas, materials and minutes; makes travel arrangements and prepares related expense reports; may be assigned to attend meetings to serve as the recording secretary.
• Screens office and telephone callers; receives and routes incoming mail. Refers inquiries as appropriate.

This position is in Payroll.

Salary Range (5 steps):  $31.22 - $37.95/hourly

Summary
Under general supervision, performs technical paraprofessional accounting duties including payroll processing and accounts receivables and payables for Conejo Recreation & Park District (CRPD) and Mountain Recreation & Conservation Authority (MRCA); prepares accounting records and journal entries as necessary; generates reports and reconciles data; and performs other related duties as assigned.

Essential Duties and Responsibilities

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal entries; corrects discrepancies.
• Compiles timesheets from District and MRCA employees, inputs payroll data into payroll system, prints proof list and verifies hours; corrects errors in time reporting; processes payroll and allocates payroll costs to budget appropriation accounts.
• Calculates and prepares payment for a variety of taxes including sales tax, payroll taxes and income withholdings; assists with issuance of employee, contractor and vendor tax statements.
• Processes routine and special check runs; validates accuracy of coding and payments and prepares checks for mailing or distribution.
• Prepares direct deposit, warrants and wire transfer information for approval and transmittal to the bank before established deadlines; prepares bank deposits.
• Maintains independent contractor and vendor records and databases including contracts, payment and ACH information.
• Assists with generating financial reports, spreadsheets and records; maintains purchase order file and records expenses; scans and files data and documents in accordance with District and MRCA records management policies and procedures.
• Gathers statement backup and reconciles Cal-Card statements; processes approved payments.
• Researches and answers District and MRCA employee and department inquiries regarding payroll, reimbursements and general status inquiries.  

Other Duties and Responsibilities

• Provides backup to divisional administrative staff.
• Assists in research and preparation of data for payroll and financial audits and special reports requested by auditors, MRCA administrators, and other public agencies.
• May be required to drive District or personal vehicle.
• Participates during disasters or when emergency response is needed.
• Non-exempt employees may be required to work overtime
• Performs related duties as assigned.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from a two-year college with an associate degree, coursework in accounting, finance or a related field, and two years of progressively technical accounting experience in financial recordkeeping, payroll, reconciliation of various types of accounts, and prep­aration of journal entries; or an equivalent combination of education and experience.

Language Ability: Ability to read and interpret accounting documents, procedure manuals and govern­mental regulations. Ability to write routine reports and correspondence. Ability to effectively communicate business needs.  

Math Ability: Ability to accurately calculate figures and amounts such as discounts, interest, commis­sions, proportions and percentages. Ability to apply concepts of basic accounting and finance.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to analyze and reconcile fiscal recording, banking and payroll records. Ability to interpret a variety of instructions provided in written or oral form.

Certificates and Licenses: 

• All full-time employees require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.

Other Required Skills: Use of word processing, spreadsheets and database programs. Ability to address and resolve employees’ concerns in a professional and discretionary manner. Maintain confidentiality of information and work products.

Supervisory Responsibilities: This position has no supervisory responsibilities.

ABOUT THE POSITION: This position will receive immediate direction from the Management Analyst II. They provide a variety of clerical support and perform a wide range of customer service-related tasks in a fast paced, high touch environment. CITY OF SARATOGA, CITY MANAGER DEPARTMENT • INTERNSHIP OPPORTUNITY

1 Position  •  $25.00/hour  •  Up to 12 Weeks  •  Flexible Start Date  •  Summer 2026

This internship is offered as part of a Regional Internship Partnership designed to introduce current students and recent college graduates to local municipal government. The City of Saratoga participates in this program with the goal of connecting a diverse student population to public sector work, providing meaningful hands-on experience that supports both personal and professional growth.

Position Description

The City Manager Department has one part-time, paid summer internship opportunity (up to 20 hours per week). This is a single position that provides exposure across multiple functions within the department, giving the selected intern broad exposure to municipal operations rather than a narrow focus on one specialty. The internship runs for up to 12 weeks, and the start and end dates can be arranged around the selected candidate’s college summer break schedule.

The workload will balance supporting daily municipal operations with contributing to special projects. The intern will receive assignments and work direction from staff within the department.  

Administrative Analyst. The intern will support the planning and delivery of community programs such as the Youth in Government program and City-led events. Duties include scheduling, vendor coordination, on-site event assistance, research on municipal best practices, and data tracking.

City Clerk. The intern will assist with the preparation and coordination of City Council and commission meetings, including agenda compilation, minutes, and document management. Responsibilities also include supporting public records requests and ensuring compliance with open meeting laws and transparency requirements.

Public Affairs and Community Engagement Officer. The intern will help draft newsletters, website content, and social media posts, and will support event promotion, marketing materials, and community outreach campaigns. Additional work may include contributing to the annual State of the City report and video content produced with City Council.
