Position Description

The Administrative Analyst II is the journey level class in the Administrative Analyst series in which incumbents are expected to perform the full scope of assigned analytical duties. This position will perform responsible professional administrative support to the City Manager’s Office and City Council, including, but not limited to, conducting analytical studies of administrative and operational issues, direction and/or coordination of administrative operations; managing and coordinating complex and sensitive special projects. The position receives direction from the City Manager or designee and may exercise direct supervision over subordinate professional, technical or clerical staff.  Work may require travel, attendance at meetings, and occasional irregular hours, including early morning and evening meetings.

The Ideal Candidate

The ideal candidate is a customer service-oriented team player with experience in local government operations, who can work independently in the absence of supervision. The successful candidate will have demonstrated experience providing high-level administrative and analytical support managing special project assignments. This position requires experience planning and coordinating highly visible public events, such as the Contra Costa County Mayors’ Conference, community receptions (e.g. Volunteer Appreciation event), ribbon-cutting ceremonies, and community festivals (e.g. Light Up the Night holiday event). The ideal candidate will also have experience overseeing and coordinating commission and board appointments for the City Council and may serve as a staff liaison to a commission.

Preferred qualifications include experience serving as a Deputy City Clerk; social media management, such as Instagram, X, and Facebook; drafting articles for the City newsletter; supporting Economic Development, such as conducting research and analysis for special projects; conducting outreach to local businesses; assisting business owners with City processes and grant funding opportunities; and representing the City at local and regional agency meetings, workshops, and events.

Candidates must demonstrate strong writing and English usage skills, Microsoft Office 365, and possess interpersonal skills and the self-confidence to work with elected officials, executive management, consultants, business and community leaders.

Examples of Duties

Duties may include but are not limited to the following:

• Manage and coordinate assigned projects from inception to completion; monitor progress according to established timelines and objectives and prepare status reports. Participate in budget development and implementation.
• Administer and monitor a variety of contractual services; review and participate in the finalization of contracts/agreements; monitor timelines, progress and quality of performance and act as liaison between the contractor/consultant.
• Conduct studies or organizational and administrative issues; review and analyze processes, procedures, and work methods; analyze legislation; develop funding proposals, policy alternatives, and strategies; prepare and present reports and recommendations.
• Provide staff support to departmental management; coordinate projects; provide analytical support for financial, operational and organizational issues; communicate data and information to other departments as well as outside agencies and the community.
• Exercise operational authority over assigned projects, services, and administrative operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Act as a resource to inquiries and concerns regarding assigned area of expertise; monitor and control assigned customer service and community outreach functions; act as liaison between department and outside organizations, citizens or consultants.
• Establish and maintain positive working relationships with representatives of community organizations, state and local agencies and associations, city management, staff and the general public.
• Perform related duties as assigned.

Typical Qualifications

Knowledge of:

• Principles, methods, and trends of public and business administration, including organization, and research methodology, budget development and implementation.

Ability to:

• Apply specialized knowledge of assigned work unit in the research, analyses, and administrative tasks.
• Must have the ability to plan, organize and implement assigned projects from inception to completion, including the ability to develop and present oral and written presentations.
• Handle difficult situations with tact and diplomacy.
• Articulate concepts, analyze, evaluate and make recommendations for public information, marketing and community relations programs.
• Communicate clearly and concisely, orally and in writing.

Education & Experience

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• Experience: Must have three (3) years of progressively responsible administrative and analytical experience preferably in a municipal government setting at the Analyst I level. Supervisory experience is desired.

• Education: Graduation from an accredited four-year college or university with major coursework in public administration, business administration or related field.

Salary & Benefits

The City of Pleasant Hill offers a comprehensive salary and benefits program. For detailed benefit information, please review the Memorandum of Understanding between the City and Professional & Confidential Employees Association.  

• Salary: $8.535 - $11,336. Placement in range depends on qualifications.
• Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 75% of the Kaiser monthly premium at each coverage level. In lieu of medical coverage, the employee may elect to receive $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.

Position Duties

Public Information Manager – Environmental Services Department

The Environmental Services Department (ESD) is seeking an experienced communicator with a diverse skillset to lead the Communications Division. 

The Environmental Services Department’s mission is to deliver world-class utility services and programs to improve health, environment, and economy. ESD manages garbage and recycling services; watershed protection and pollution prevention; municipal drinking water and recycled water; sustainability initiatives; and the operation and infrastructure improvements of the San José-Santa Clara Regional Wastewater Facility (RWF). It is one of the largest City departments with about 600 staff members, a $470M operating budget, and a $2B 30-year RWF Capital Improvement Program. ESD also partners with other City departments including Transportation and Public Works to provide sewer and storm services to residents and businesses.

The Public Information Manager leads a team of 11 full time employees, to develop and implement a range of communication strategies and messages related to all the utility programs and services across the department including public awareness and behavior change outreach campaigns, regulatory compliance, rate noticing, and emergency/crisis communications. The Public Information Manager is responsible for internal and external communications.

Typical duties include but are not limited to:

• Align messaging with ESD’s program needs, develop and execute internal and external communication plans, including implementing communication/media strategies, marketing efforts, rate noticing, and educational resources;
• Manage and develop communication strategies for department senior leadership and ensure the alignment of communication plans and messaging with ESD and City goals and objectives;
• Build and manage strategic communication channels to reach diverse customer segments and stakeholders, including digital newsletters, social media, blogs, email, and direct mail;
• Seek out new stakeholder partnerships and enhance existing ones on common ESD messages;
• Enhance ESD’s brand as a regional, state, and national environmental leader;
• Oversee the department’s website content and expand social media strategies and outreach;
• Collaborate with department staff to ensure consistent and accurate messaging on all departmental communications;
• Serve as the department’s primary spokesperson and media liaison, providing timely and accurate information on departmental programs and initiatives; prepare speaking points and coach senior staff in preparation for interviews;
• Plan and implement communication campaigns to promote new programs and initiatives while ensuring compliance with federal, state, regional, and local mandates;
• Develop print and electronic communications including annual reports and rate notices;
• Develop and monitor division budget;
• Coordinate with Mayor and Council staff on proclamations, commendations, and constituent inquiries; 
• Oversee Public Records Act (PRA) requests; and
• Support Emergency preparedness/crisis communication: develop, disseminate messages during ESD programmatic emergencies; serve as the department’s public information representative in the City’s Emergency Operations Center in city-wide emergencies; continue to update ESD’s crisis communications plan; and provide communications guidance and training to department staff as needed.

The ideal candidate has excellent verbal and written communication skills, strong interpersonal skills, and experience in community outreach and stakeholder engagement. The ideal candidate will have substantial experience developing and executing communication plans using a wide range of appropriate tactics including traditional and new media. Creativity, good judgment, initiative, and the ability to build strategic partnerships within the City and with other stakeholders, including media, are essential.

Salary Information

The annual salary range for this classification is:

$156,849.42 – $191,978.02

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

Minimum Qualifications

Education: A bachelor’s degree from an accredited college or university in journalism, mass media communications, public relations, public information, advertising, or marketing or a closely related field.

Experience: Six (6) years of increasingly responsible journalism, mass media communications, public relations, public information, advertising, or marketing experience or experience in a closely related field, including three (3) years of supervisory experience.

Licensing Requirements: Valid California Driver’s License may be required.

Form 700 requirement: This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.

THE POSITION

The roles in the Accounting series support the City’s finance team by performing complex accounting tasks, preparing and reconciling financial data, assisting with the payroll and budget processes, and delivering responsive customer service.

IDEAL CANDIDATE

The ideal candidate for the Accounting Technician classification has a solid background in the municipal accounting process and regulatory compliance, can prepare clear and accurate financial reports, has some experience with payroll software, Excel, and payroll processing, and communicates effectively while working collaboratively and maintaining confidentiality when handling sensitive information.

The successful candidate will have experience supporting month-end, quarterly, and year-end accounting and reporting activities, and may assist with payroll-related filings, labor cost analysis, and audit support. This role requires knowledge of accounting principles, internal controls, financial reporting and office systems, applicable laws, and customer service practices, along with the ability to perform technical accounting tasks. The successful candidate will be able to analyze and interpret financial data, use specialized software, explain policies, provide responsive service, work effectively with diverse groups, and carry out duties safely and efficiently.

The ideal candidate for Senior Accounting Assistant is a capable and knowledgeable accounting professional who is trained in assigned functional areas and able to work with greater independence and responsibility. They confidently handle more complex accounting tasks such as reconciliations, troubleshooting discrepancies, preparing reports, and managing sensitive public and vendor interactions. This successful candidate will bring strong organizational skills, sound judgment, and a customer-service mindset, and may assist with training others, improving processes, or supporting system updates. They are dependable, detail-focused, and contribute to efficient and accurate accounting operations across the organization.

The ideal candidate for Accounting Assistant I/II is a detail-oriented and reliable individual with a basic understanding of accounting and clerical processes who is eager to support day-to-day financial operations. At the I level, they are comfortable working with close supervision while learning standard procedures for processing items such as accounts payable, cash receipts, deposits, business licenses, or payroll. At the II level, they demonstrate increased independence, accuracy, and efficiency in maintaining records, reconciling documents, entering data, and assisting with routine reports. This successful candidate values teamwork, provides courteous customer service, and is proficient with office technology and data entry.

• Experience: Two years of increasingly responsible technical level experience in accounting or finance to demonstrate possession of the required knowledge and abilities. Experience performing fiscal record keeping or accounting work in a government finance environment is desirable. 
• Training: Equivalent to an Associate’s degree from an accredited college in business, accounting, finance or a related field.

Senior Accounting Assistant

• Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
• Experience: Three years of experience similar to that of Accounting Assistant II with the City of San Rafael.  
• Education: An Associate of Arts with course work in accounting or bookkeeping.  
• Supplemental course work in accounting, office management, computer science or related field is desirable.
• License or Certificate Possession of, or ability to obtain, a valid California driver’s license. 

Accounting Assistant I/II

• For AA I: High school diploma or general education degree (GED) with some course work in accounting preferred;
• For AA II: an AA preferred; two years related experience and/or training; or equivalent combination of education and experience.

The Position: 

This is a lead role for the City’s Key Customers and the key customer engagement team. This role is pivotal in maintaining and enhancing our business relationships with key customers, ensuring their needs are met with exceptional service and support.

 In this role, you will build and maintain strong relationships with senior leaders of major customer accounts while providing administrative and technical support. This position will require strong problem-solving and customer service skills to find and implement solutions. You will work with other departments to improve customer experiences and support, and you will create and share reports and presentations with senior management, highlighting important customer insights. This position will lead direction for assigned professional, technical, and clerical staff and perform work on the more difficult customer accounts as assigned.

The Executive Assistant is an executive-level support position responsible for interacting effectively with the public, elected officials, City management and key department staff. The position will provide administrative support including calendar management, oversight of event and meeting coordination, managing travel arrangements, administration of office budget, and managing a wide range of complex administrative duties with initiative, independence, while supporting management staff and elected officials. The Legal Division provides a wide array of legal services to support the entire Air District, including handling enforcement cases; advising on the California Environmental Quality Act, AB617 Community Emission Reduction Plans, contracts, grants, and finance matters; developing regulatory language; supporting the permitting program; reviewing records under the Public Records Act; and staying abreast of current legal developments in air quality throughout California and nationwide. The Division utilizes a variety of tools to resolve enforcement actions, such as abatement orders, civil enforcement, and coordinating with other enforcement agencies, like local district attorneys or the state Attorney General.
