THE POSITION:

Hayward is excited to announce an opportunity to join its progressive and dynamic Transportation Division as the Senior Transportation Engineer. Reporting to the Deputy Director of Public Works – Transportation, Principal Transportation Engineer, or assigned supervisor, the Senior Transportation Engineer will manage the development of various transportation plans and projects; provide oversight and management on major strategic initiatives as stipulated by City Council; plan, assign and review the work of transportation engineering staff; perform technical evaluations related to traffic operations in the City, including signal system operations, streetlight system operations, management of neighborhood traffic calming efforts; perform complex and advanced transportation engineering related studies; and provide overall support to the Deputy Director of Public Works – Transportation, Principal Transportation Engineer, or assigned supervisor.

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Manages the City's Traffic Management Center and makes recommendations on signal timing and other operational improvements, for the city's 135 signalized intersections.
• Troubleshoots overall traffic operations and traffic safety concerns reported by the community both in the office and in the field.
• Manages and/or prepares various transportation studies or programs.
• Plans, prioritizes, assigns, supervises and reviews the activities and staff in the traffic operations unit of the Transportation section.
• Participates in the preparation of plans and specifications for new and modified traffic signals, street lighting systems and related traffic control devices.
• Prepares grant applications for federal, state, regional or other funding.
• Recommends and assists in the implementation of the Transportation section's goals and objectives; establishes schedules and methods for transportation engineering activities and projects.
• Assists with and conducts the more complex transportation engineering projects and activities; prepares recommendations for traffic signal timing and coordination improvements; prepares traffic signal timing plans; and supervises and participates in collecting, tabulating and analyzing traffic information.
• Acts as City Traffic Engineer.
• Provides professional and technical staff assistance.
• Supervises the City's speed lump program and makes recommendations for alternative traffic calming measures as appropriate.
• Supervises and participates in preparation of work orders for installation, removal or replacement of traffic control devices.
• Confers with neighborhood groups, property owners and others relative to information on traffic operations activities; coordinates responses to inquiries from the public, City Council, City Manager and City staff relative to traffic operations issues;
• Coordinates traffic operations unit activities with other City departments; serves as liaison between  the City and  boards, councils, outside organizations, and commissions as directed; prepares and presents staff reports and presentations at various City Council, commissions, boards, and other governmental meetings; prepares  City Council agenda reports; serves on and attends various committees and task forces, attends  Planning Commission, City Council  and neighborhood meetings as necessary.
• Makes presentations on traffic and transportation issues to citizen and neighborhood groups, City Council, and Planning Commission as appropriate.
• Periodically attends and represents the City at the Alameda County Transportation Commission, Metropolitan Transportation Commission and other regional agencies meetings as appropriate.
• Prepares and reviews agreements for traffic signal maintenance and streetlight maintenance support as needed.
• Participates in budget and Capital Improvement Program (CIP) preparation and administration; prepares cost estimates for budget recommendations; monitors and controls expenditures; recommends funding needs for traffic operations unit functions and capital projects; monitors CIP project expenditures related to traffic operations, and identifies funding sources to supplement the budget for the traffic operations unit.
• Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Participates in the selection of transportation engineering staff; provides and coordinates staff training; works with employees to correct deficiencies; and implements discipline procedures.

Minimum Qualifications

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Two (2) years of responsible professional transportation engineering work similar to that of an Associate Transportation Engineer with the City of Hayward.

Education: Equivalent to a Bachelor's degree from an accredited college or university with major course work in Traffic/Transportation Engineering or a closely related field.

License: Registration as a Professional Civil or Traffic Engineer in the State of California.  An out-of-state P.E. or T.E. will be accepted, but will require the candidate to obtain a State of California registration within a one-year period of being hired.  Possession and maintenance of a valid Class C California Driver's License.

TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. Vegetation Field Operations Unit Position:

Working with the Vegetation Field Operations Unit, the Engineering Technician position will provide technical support for routine and corrective vegetation management activities within Valley Water managed creeks and rivers and on dams. This role will work directly with Vegetation Program Specialists coordinating vegetation management for flow conveyance and infrastructure integrity, fuel reduction through weed abatement, invasive plant management, and maintenance access. This position will assist with field inspections, data collection, documentation, and reporting related to planned and accomplished work. Typical data collection will include plant species and site characteristics, project limits, and photos. 

Technical support will also be through the use of database programs and applications such as the SMP Oracle Database, Maximo, and ArcGIS to modify and update existing work area polygons, create new maps for routine and corrective work, and to create work orders for vegetation management. 

Additionally, this position will assist with customer service requests received through the Access Valley Water (AVW) system by confirming Valley Water right-of-way and maintenance obligations, confirming field conditions as needed, and responding to customers with planned maintenance actions.

Key Responsibilities include, but are not limited to:

• Performing field inspections of vegetation management work in progress or recently completed for documentation, planning, and reporting purposes related to SMP activities using GPS enabled equipment and applications such as Survey 123.
• Using ArcGIS, updating county-wide program specific shapefiles related to routine vegetation maintenance activities for use with work orders. 
• Assisting with data management and reporting to regulatory agencies associated with Valley Water’s Stream Maintenance Program (SMP). 
• Assisting with customer service requests received through the Access Valley Water system by confirming Valley Water right of way and maintenance obligations, confirming field conditions as needed, and responding to customers with planned maintenance actions.

O&M Engineering Support Unit Position:

Working within the Watersheds O&M Engineering Support Unit, this position will help conduct field investigation and assessment activities along streams, levees, and maintenance roads, and perform corresponding data collection and mapping using GPS tools and GIS software programs.   The position will help prepare work orders for field crews and help prepare reports on work performed for Valley Water assets. The position will also provide support with internal and external customer requests via the Access Valley Water (AVW) communications system.  The position reports to an Associate Engineer-Civil, and will work closely with field operations administrators, engineering technicians, and engineers, among others.

Key Responsibilities include, but are not limited to:

• Conducting and leading field investigations and related activities for Valley Water’s watersheds assets.
• Researching and responding to requests via Valley Water's Access Valley Water (AVW) communications system.
• Preparing work orders utilizing Maximo system.
• Preparing GIS maps, conducting research, and providing support for engineering work.
• Preparing reports relative to data collected and work performed.
• Attending and participating in required meetings and training.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Per Diem Management Analyst I - City Manager's Office

The City Manager’s Office is seeking a Management Analyst I for a per diem opportunity beginning as soon as possible. The position offers a flexible schedule. The expectation is this position will work 20-25 hours per week, but may go up to 30 hours per week on occasion, and will not exceed 960 hours total. The hourly rate is $48.91.

 

Duties may include but are not limited to:

• Oversee and promote the City’s volunteer program with an eye toward continuous improvement and program evolution.
• Provide direct support on special projects led by the Senior Management Analyst and/or Assistant City Manager.  
• Coordinate ongoing management of select City public art installations.
• Represent the City Manager’s Office on cross-departmental committees and teams, such as the Safety Committee and Diversity, Equity, and Inclusion Committee and act as a conduit for critical information.
• Assist with the organization and implementation of community engagement events.
• Conduct research and analysis and make recommendations on the formulation of policies, procedures, and best practices.
• May draft staff reports or slide decks for presentation to city commissions and/or City Council on various policy and program topics.
• Develop requests for proposals and assist in negotiation and execution of contracts with consultants and service providers.
• Participate in the development and installation of new or revised programs, systems, procedures, and methods of operation.
• Assist in the coordination of intradepartmental and departmental activities with other City departments and divisions, and outside agencies.

Minimum Qualifications:

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.

• One year of general administrative experience, preferably in local government.
• Equivalent to a Bachelor’s Degree from an accredited college or university with major work in public or business administration or a closely related field.

Valley Water manages an integrated water-resources system serving Santa Clara County with wholesale water supply, groundwater management, flood protection, and stream stewardship. Our Business Support & Asset Management Unit provides operational and strategic asset management support to the Water Utility Enterprise and to our Fleet & Facilities Management teams. The unit supports the lifecycle of our assets—from planning and design through operation & maintenance to rehabilitation, replacement, and disposal.

This entry-level position is in our Operational Asset Management Team, where you will perform engineering and data analysis assignments that support the planning, maintenance, and rehabilitation of pipeline, pump station, and treatment plant assets. Working under the guidance of technical and engineering staff, you will help move the organization toward more condition-based and predictive maintenance strategies, improve asset data system integration, and develop dashboards and tools that combine information from Supervisory Control and Data Acquisition systems (SCADA), Computerized Maintenance Management Systems (CMMS), Enterprise Resource Planning systems (ERP), Asset Management planning tools (AMPT), and the Capital Improvement Program (CIP) for business reporting and analysis.

• Principles and practices of project budgeting, cost estimation, funding, project management, and contract administration.
• Recent and on-going engineering related developments, including information technology, current literature, and sources of information related to the operations of assigned area of responsibility.
• Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.

Ability to:

• Independently conduct comprehensive engineering studies, investigations, and analyses.
• Interpret, apply, explain, and ensure compliance with applicable federal, state, and local policies, procedures, laws, and regulations, and District engineering policies and procedures.

Training:

Graduation from an accredited four-year college or university with major coursework in civil engineering or a field related to assigned functional area(s).

Two (2) years of professional engineering experience.

License or Certificate:

State of California as a Professional Engineer (PE) license preferred.

Business Support & Asset Management Unit (Position Code 156)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (up to one year).
