The Position

The Management Analyst position may be filled at either level based on experience. Some of the duties of this position may include, but are not limited to, the following:

• Help identify issues in the community related to homelessness
• Compile and analyze data related to San Mateo’s transient population; prepare reports and make recommendations on the formulation of policy and procedure, and staffing and organization changes aimed at improving quality of life
• Work proactively with homeless individuals to offer supportive services
• Collaborate with residents and business owners to craft solutions to improve quality of life
• Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel, and operational problems.
• Participate in the development and installation of new or revised programs, systems, procedures, and methods of operation; update and revise policies and procedures as related to quality of life concerns.
• Assist in the development, coordination and monitoring of the department budget; analyze cost and revenue trends; prepare a variety of fiscal, administrative and management reports, implement fixed asset inventory program.
• Compile materials and assist on the preparation of reports, manuals, and publications.
• Assist in the design and implementation of systems and forms for use in operation.
• Respond to complaints and requests for information related to homelessness and quality of life concerns.
• Represent the City in interdepartmental, community, and professional meetings as required; make presentations as necessary.
• Assist in the coordination of intradepartmental and departmental activities with other City departments and divisions, and outside agencies.
• Communicate with City personnel to address long-term solutions to ongoing problems affecting residents, business owners involving various license or code violations.
• Interpret Federal, State and City regulations; coordinate their application to City operations.

The Opportunity

San Mateo County Sustainability Department is seeking a creative and highly analytical individual for the position of Administrative Services Manager I (ASM) to oversee the Department’s administrative functions. The ASM will provide fiscal, procurement and grants oversight; coordinate a variety of administrative support functions within the department; assist in the development, implementation and interpretation of administrative policies and procedures; and train and supervise assigned personnel.

This Administrative Services Manager I (ASM) is a hands-on, multi-faceted role that is broad in scope but extremely detailed and technical in nature. The ASM is a supervisory management position responsible for overseeing and coordinating all or most of the administrative support functions within the department including finance, budget, administration, personnel management, purchasing, contract administration, clerical support, management analysis, research, program evaluation and/or other related functions.

The ASM will also support the department in the development and overall management of a Grant Program for identification, pursuit, and implementation of federal, state, and philanthropic grants and funding focused on sustainability programs and projects. This includes developing and supporting systems to manage the entire grants lifecycle, managing and/or guiding analyst and program level staff in identifying opportunities, developing concept papers and proposals, submitting grant applications, project implementation, and grant closeout. The ASM will receive direction from the Executive Leadership team and exercise direct and indirect leadership over professional, technical and/or clerical team members.

The ideal candidate for this position will have or be:

• Knowledge of public financial administration, budgeting, and project accounting. Able to manage the entire budget cycle from planning and developing to monitoring, analyzing, reporting, and forecasting.
• Knowledge of and experience with the County's budget, accounting, auditing, and financial reporting.
• Knowledge of relevant climate mitigation, energy efficiency, climate resilience, stormwater management, waste reduction and management programs and initiatives.
• Possession of great leadership skills and can mentor, inspire, and motivate staff.
• Proficiency in using accounting, financial, budgeting, data, analytical, and/or project management software including Excel and other information systems (such as the County's OFAS, Sherpa, Socrata, Workday, Asana).
• The ability to analyze complex problems accurately, develop practical recommendations, and take appropriate action to resolve them.
• The ability to be politically astute, a strategic thinker, and a planner.

Training and Experience:
Any combination of training and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is at least three years of progressively responsible experience performing a broad range of administrative duties in a large and complex public-sector organization.

HR Analyst: Sarah Huynh (06102026) (D045 - Administrative Services Manager I)

Under the supervision and general direction of the District Engineer, this student engineering position  performs a variety of basic technical civil engineering duties such as mapping, data entry, review of residential and commercial developments, and supporting capital projects. Responsibilities include assisting the Associate Engineer with project management, plan review, fee calculations, permit issuance, maintaining engineering records, conducting field surveys, site inspections, and data analysis. Responsibilities also include assisting the Engineering Technician in GIS and AutoCAD related projects as needed.

Other related duties may be assigned as needed.

DISTINGUISHING CHARACTERISTICS
The Engineering Intern is a part-time hourly/non-exempt position that performs varied tasks and assists the Engineering Team with applied research, inspections, and administrative support functions as part of the learning experience in conjunction with educational coursework leading to an advanced degree in Engineering.

Examples of Duties

Duties include, but are not limited to the following:

• Performs general GIS/AutoCAD map updates and modifications including the collection of GPS data points.
• Performs supervised plan checks on new development, capital projects, remodels, and tenant improvements for compliance with State laws and Regulations and modern construction techniques.
• Confers with property owners and contractors to explain requirements and to induce compliance to Regulations.
• Maintains electronic and paper records of changes of plans and specifications, manages the data necessary for establishing sewer connection permits and changes and maintains related records.

DISTINGUISHING CHARACTERISTICS

This is the full supervisory-level classification in the Police Records series. Incumbents are responsible for planning, organizing, assigning, supervising, and reviewing the work of staff engaged in police records functions and for overseeing the day-to-day operations of the Records Unit. This classification is distinguished from lead or senior-level records classifications by its ongoing responsibility for personnel supervision, work planning, evaluation, training, compliance oversight, and administration of unit procedures.

SUPERVISION RECEIVED/EXERCISED

Receives general direction from a Police Captain, Lieutenant, or designee. Exercises direct supervision over assigned records staff and may exercise indirect supervision over temporary staff and/or volunteers, as assigned.

ESSENTIAL FUNCTIONS

Duties and responsibilities include, but are not limited to the following:

• Plans, organizes, assigns, supervises, and reviews the work of assigned records staff engaged in police records intake, processing, indexing, filing, imaging, dissemination, retention, and release.
• Establishes, implements, and monitors unit priorities, workflows, procedures, and work standards to ensure timely service delivery, legal compliance, and accuracy of records.
• Recommends and assists in the development and implementation of unit goals, objectives, policies, and procedures.
• Reviews work methods, procedures, and service levels and recommends operational improvements.

• Oversees and coordinates responses to subpoenas, court orders, and other legal demands for records; reviews records for completeness, lawful release, and applicable redactions.
• Coordinates responses to public, legal, and interagency requests for police records and information consistent with City policy and applicable law.

• Operates, maintains, and provides functional support related to records-unit hardware/software; tests and implements software updates and new programs as assigned.
• Responds to complex citizen, attorney, and interagency inquiries; researches issues and recommends appropriate action or resolution as needed.
• Coordinates and cooperates with other City departments and outside agencies to provide information or assistance as needed.
• May testify in court regarding police records, processes, and/or authenticity of records, as required.
• Performs related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS
Physical Demands

• Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.
• Work is primarily sedentary with intermittent standing/walking; requires finger dexterity for keyboarding and operating office equipment; occasional bending/stooping/reaching; occasional lifting/carrying of files and records generally up to approximately 20 pounds.

The City of Orinda is seeking a detail-oriented and collaborative accounting professional to join our Administrative Services team as a part-time Accountant working approximately 20 hours per week. This position provides key support to the Senior Accountant and plays an important role in maintaining the City’s financial integrity through accurate recordkeeping, reporting, and analysis.

What You’ll Do
Under general direction, the Accountant performs a variety of professional-level accounting duties in support of the City’s financial operations. Key responsibilities include:

• Performing day-to-day accounting functions, including journal entries, reconciliations, and general ledger review
• Supporting accounts payable and payroll processing to ensure accuracy and compliance
• Reviewing financial transactions for proper coding and available budget
• Preparing financial reports, summaries, and supporting documentation
• Assisting with budget monitoring, expenditure tracking, and fiscal analysis
• Participating in the file preparation of required State and Federal financial reports
• Assisting with audits, special projects, and process improvements
• Maintaining and reconciling fixed asset records, including depreciation tracking

MINIMUM QUALIFICATONS (Summary)
