Community Development Department

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Planning Division in the Community Development Department is responsible for reviewing proposed development projects in the City as well as Code Enforcement activities to enhance the community’s safety, welfare, quality of life, and economic opportunities. Specific activities within the Division include implementation of the City’s Short-Term Rental program, administration of the 6th Cycle Housing Element, El Camino Real Specific Plan revisions, and Santa Clara Station Area Specific Plan. The Office Specialist III will be essential to the administration and fiscal functions of the Division. This position is responsible for payment processing in compliance with Generally Accepted Accounting Principles (GAAP), compilation and preparation of data with preliminary analysis to support budget and State reporting requirements, and permitting process improvements. The position will also support personnel and administrative tasks such as website updates and activities related to retention of records.

The Position: 

This advanced secretarial class is distinguished from other City office support classes in that incumbents normally report to division head or higher City position with responsibilities involving the frequent use of tact, discretion, initiative, and independent judgment.  Responsibilities include regular contact with government officials, City Council or board or commission members, representatives of business or community organizations, the public, and all levels of City personnel to exchange information and explain administrative policies and procedures.

The Office Specialist III works under general supervision and is expected to work within established procedures and policies of the work unit. An employee in this class performs a variety of administrative assignments related to the execution of administrative detail and assisting in departmental administrative service areas. An Office Specialist III may act as a lead to lower-level clerical classifications, but is primarily an individual contributor with a high level of expertise in generalized office administration. This classification performs advanced administrative assignments involving budget preparation and maintenance, research and data analysis, use of permitting software, payroll, and other clerical support as required.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 
 Graduation from high school or possession of a GED

Minimum Experience Requirements: 
 Four (4) years of progressively responsible secretarial or office administrative experience; and
 Computer proficiency in Microsoft Word and Excel.

License/Certifications: 
Possession of a valid California Class C driver’s license is required at time of appointment and for duration of employment.

Desirable Qualifications: 
Completion of college level courses in the areas of management and/or supervision; 
Business or secretarial training and experience in dealing with governmental, community, and business representatives; and
Computer proficiency in Microsoft Access and Power Point.

The City of Sunnyvale is seeking an effective and skilled communicator, and highly motivated problem solver for the position of Principal Transportation Engineer/Planner.  This management position reports directly to the Transportation and Traffic Manager in the Public Works Department and will be responsible for:  assisting with planning, organizing and coordinating the activities of the Division of Transportation and Traffic; and perform professional traffic engineering, transportation planning, designing, and project management.

This position will supervise a small team within the Division to accomplish specific tasks and high-level, community-oriented projects. Current projects include: East Channel Trail study; Mary Avenue Overcrossing over highways 101 and 237; Bernardo Avenue railroad undercrossing; Sunnyvale Avenue and Mary Avenue railroad grade separations, liaison with the County for the Lawrence Grade Separation project; and coordinating with VTA as part of the delivering Measure B transportation projects. The position will manage multiple consultant contracts and will be expected to coordinate and work closely with other staff within the Division and with staff within other departments such as Public Works, Community Development, Environmental Services, and Public Safety, and represent the City with outside agencies such as the Valley Transportation Authority, Caltrain, High Speed Rail, Caltrans, MTC, County of Santa Clara, and adjacent cities.

The position will focus on advancing the projects mentioned above, assist with oversight of the design and traffic signal operations, implementation of Intelligent Transportation Systems (ITS); assist with the coordination of Division of Transportation and Traffic activities with other divisions and departments; oversee and assist with oversight of the grant application preparation, reporting, and management for transportation projects; assist with planning and coordinating division workload and budgets; creating and sustaining cooperative and collaborative working relationships across the City, with the development community, and residents; attend and present at public meetings/City Commissions; and provide assistance with highly complex traffic engineering work. VTA’s Engineering and Program Delivery (EPD) Division is seeking a Senior Transportation Engineer for the Quality Assurance (QA) Group under the Technical Services Department.  

Quality Assurance Group: 
The QA Group supports all capital improvement programs for the Division during planning, design, procurement, construction and closeout phases of highway, rail, transit and facilities projects.  As a Senior Transportation Engineer, you will play an important role in ensuring delivery of quality products and services for the Division. It is the responsibility of the QA Group to ensure the development of each project’s Contract-specific Quality Management Plan (CQMP) and to conduct audits and surveillances, based on the approved CQMPs, to monitor and assure effective implementation. Strong interpersonal and communication skills to work with VTA staff, consultants and contractors, attention to detail and ability to lead the QA team with day-to-day activities are desirable skill sets.

 Formal Title: Senior Utilities Engineer

The Position
The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, water storage and distribution, sewer collection and services during construction and construction management for a variety of projects in wastewater treatment.  

You are:
The ideal candidate will be a senior level professional engineer with experience, interest and skills in designing and implementing a wide variety of wastewater treatment, sewer collections, and water distribution projects in a collaborative and team-focused setting. DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.

DISTINGUISHING CHARACTERISTICS

This is a mid-management level position that performs, oversees, and coordinates assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sanitary sewer collection, recycled water, stormwater management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects. This position is distinguished from that of the Principal Utilities Engineer by the latter position’s complexity of assignments and responsibility for the supervision of higher-level engineering and technical staff.  

 

 

Essential Duties

What you will do:
Duties may include but are not limited to the following:

• Recommend and assist in the implementation of goals and objectives; establish budgets, schedules, and methods for the engineering, planning, design and construction of assigned utilities systems.

• Plan, prioritize, assign, supervise, and review the work of staff involved in the implementation of Capital Improvement Projects through the planning, design, bid award, construction and commissioning phase. 

• Evaluate operations and activities of department; recommend improvements and modifications to operational procedures; prepare various reports on operations. 

• Participate in the mentoring of staff; coordinate and provide staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed.

• Review proposed development projects and permit applications for conformance with City standards, specifications, details, and Master Plans; set conditions for the provision of utility services; provide engineering support during construction including reviewing submittals, responding to requests for information, resolving conflicts/claims, coordinating with inspectors and Utilities Operations and Maintenance staff, and ensuring construction conforms with approved plans and specifications. 

• Negotiate and obtain easements, permits, and agreements for the City construction projects and development projects. Review and coordinate annexation of property to the City water, sanitary sewer, and recycled water service areas.

• Prepare Requests for Quotes and Requests for Proposals; receive and respond to questions during proposal period; review proposals and participate in the selection of vendors, consultants, and/or contractors.

• Maintain and create accurate records and maintain design standards and specifications for water, sanitary sewer, wastewater treatment and recycled water infrastructure.

• Oversee and review the preparation and/or updates of Master Plans and studies that outline future water, recycled water, sanitary sewer collection system, and wastewater treatment system improvements.

• Prepare drawings, models, and displays for special studies and reports completed by the Utilities Division and explore and study the preparation of area wide Master Plans guiding future installations of major water, recycled water, and sanitary sewer collection system improvements.

• Serve as construction manager on complex water, sewer (wastewater), and recycled water capital improvement projects.

• Oversee and review the preparation of plans, specifications, cost estimates, and the administration of contracts for construction projects in utilities (e.g., water, recycled water, sanitary sewer collections, and wastewater treatment  and storm drainage projects).

• Prepare, revise, and update standard specifications and details related to water, recycled water, and sanitary sewer system infrastructure.

• Check plans prepared by other agencies for conflict with the City's existing and proposed utilities systems.

• Coordinate work between sections and divisions of various City Departments and advise City staff on assigned engineering and technical matters.

• Participate in the selection and supervision of outside engineering consultants for the development of plans and specifications, studies, and reports.

• Coordinate utilities engineering related activities with other City departments, divisions, and sections and with outside agencies.

• Prepare reports and participate in the development of the Capital Improvement Program and Project budget and priorities for utilities projects. 

• Coordinate and consult with contractors, developers, engineers, and operation and maintenance staff on problems relating to the design, construction, and maintenance of assigned utilities facilities.

• Prepare project statements outlining scope of projects, design criteria, available data, background, scheduling coordination, and financing for utilities projects.

• Review, edit and prepare staff reports and resolutions for City Council authorization; prepare staff reports and presentations to council special committees. 

• Participate in interviews and selection of new employees as directed, and trains employees in work procedures, standards, and safety practices. 

• Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline.

• Answer questions and provide information to the public; research questions and recommend corrective action as necessary to resolve issues.

• Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public.

Minimum Qualifications

JOB RELATED AND ESSENTIAL QUALIFICATIONS 

You have: 
 Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be: 

Experience:  Four years of progressively responsible experience in professional engineering work in the design and construction of water, recycled water, and/or wastewater projects including one year of supervisory or lead experience.
 
Education:  Equivalent to a Bachelor’s degree from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A Master’s degree is desirable.
 
Licenses and Certificates: 
Possession and maintenance of a valid Class C California driver's license. Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.

Program Assistant: Adults and Seniors

Salary Range: $18.52 - $30.68/hour, depending on experience.

DEFINITION

Assists in the planning, coordination, implementation, and evaluation of programs, events, and services in a designated area of Recreation Arts and Community Services. Provides highly organized and responsible administrative and programmatic support to the Program Coordinator, including assistance with internal programs, volunteer coordination, and preparation of the quarterly activity guide, etc. Recommends and coordinates the purchase of program supplies and equipment. Helps foster and maintain positive relationships within the community to enhance program offerings and engagement.

• This is a part-time, temporary, at-will, non-benefited position.
• Flexible schedule of 15-20 hours per week, including some evenings and weekends; not-to-exceed 950 hours per calendar year.
• This position is Primarily located at the Danville Senior Center with some responsibilities at various location around Town depending on program needs.

SUPERVISION RECEIVED AND EXERCISED

General supervision is received from the Program Coordinator and the Program Supervisor.  May exercise supervision of part-time personnel and volunteers as assigned.

ESSENTIAL JOB DUTIES

Essential duties are inclusive of, but not limited to, the following:

• Assist in the planning, coordination, implementation, and evaluation of innovative programs, events, and services for older adults.
• Provide administrative and programmatic support to the Program Coordinator and Supervisor, including internal events, volunteer programs, and special initiatives such as Buzz Sessions.
• Deliver excellent customer service by responding to inquiries, processing registrations, and assisting with facility reservations and general front desk operations at the Danville Senior Center.
• Supervise and motivate part-time staff, volunteers, and program participants to ensure a safe, inclusive, and engaging environment.
• Support the coordination and execution of community events, including the Recreation Expo, Senior Variety Show, and other department-wide initiatives.
• Assist with the preparation, proofreading, and editing of the quarterly Activity Guide, ensuring consistency with online registration systems.
• Maintain accurate records and ensure all documents, spreadsheets, and files are organized and accessible using designated systems such as SharePoint.
• Monitor facility conditions and promptly report maintenance issues using the Town’s CRM system.
• Assist with public communications and manage the Seniors' Inbox.
• Perform duties in compliance with OSHA standards, Town policies, and departmental procedures.
• Perform other related duties as assigned.

QUALIFICATIONS

Applicant must be at least 18 years old.  Receive satisfactory results from a background investigation and fingerprinting. Provide written proof of a negative TB test before the appointment.

Knowledge of:

• Recreational programs, developmentally appropriate group activities, and applicable health and safety regulations.
• Record keeping practices and procedures; office practices, procedures, and equipment.

Ability to:

• Pay attention to detail and accuracy within events and programming.
• Understand and follow oral and written directions; communicate effectively, both orally and in writing, to establish and maintain effective working relationships with coworkers and members of the public.
• Build relationships and compose correspondence with outside vendors for internal programming and volunteering.
• Provide information to the public in person, by telephone, or through written correspondence where judgment, knowledge, and interpretive skills may be required.
• Effectively utilize Microsoft Office Suite.
• Must be able to provide a TB test result within the last four years, or obtain a new record.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Education:

Graduation from high school or equivalent is required, with college-level coursework completed in Recreation, Human Development, Education, or a related field preferred. 

Experience:

Background in municipal parks and recreation and/or Adult and Senior Services is desirable.  Supervision of part-time and/or volunteer personnel is highly desirable. Customer service experience required. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or a license in another state with the ability to obtain a California license within 30 days of hire.  First Aid and CPR/AED certification is required but may be obtained during the first 90 days of employment.

Under policy direction from the City Council, the City Manager serves as the chief executive officer for the City; The City Manager plans, manages, organizes and directs the overall administrative activities and operations of the City, develops and implements budget and financial strategies for the City and provides complex administrative support to the City Council. Under the general direction of the General Manager, the District Engineer plans, organizes, and manages all engineering activities for the District, including design, project and construction management, inspection, and review of public and private improvement projects.
