The Engineering & Program Delivery Division:

This division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.

This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Eastridge to BART Regional Connector, that connects light rail system to  regional transit systems.

What you will be doing:
Definition

Under general direction, the Transportation Engineering Manager manages staff engaged in a variety of activities, such as the planning and design of transportation systems and facilities, administering large capital budgets, including supervising consultant services; and performs managerial and administrative duties.
 

Distinguishing Characteristics

A position in this classification has direct responsibility for project management and development of VTA projects. This position supervises VTA and consultant staff including mentoring and advising staff, administers large project budgets, and is responsible for projects that range widely in level of complexity, involving management of VTA staff and multiple professional planning, engineering and/or architectural agreements.

Essential Job Functions:

Typical Tasks

• Plans, organizes, and directs the work of professional and technical employees involved with the planning, design, construction, and support of activation of transportation systems including guideways, roadways, systems elements, and other transit facilities;
• Mentors and advises subordinate engineers in the area of career development, rotating section assignments, monitoring training, and related professional growth opportunities;
• Supervises the preparation of resolutions, agreements, and other legal documents and the coordination of legal assistance;
• Confers with staff to establish procedures and design standards and assures that the quality of work performed and professional standards are maintained; and reports to management regarding problems or any necessary process improvements;
• Provides final review of plans, specifications, reports, and other documents prepared by subordinates or outside parties;
• Prepares, reviews, and approves detailed correspondence, reports, and agreements;Confers with VTA management and others in matters pertaining the Division's business plan and other issues;
• Confers with VTA management and others in matters pertaining to the Division's business plan and other issues;
• Administers contracts and approves VTA payments for projects capital costs to consultants;
• Assists in the preparation of divisional budgets;
• Represents VTA before the Board of Directors, California Public Utilities Commission, city councils and other State, Federal, local and regional agencies, boards, and commissions, and before local citizens in public meetings and hearings;
• Coordinates technical information exchanges with officials of other governmental jurisdictions, other transportation facility specialists, and the public;
• Represents VTA in planning, design, construction, and operations related legal and financial issues, contractual matters, and related issues;
• Manages and/or coordinates with various committees and working groups;
• Performs related duties as required.

Minimum Qualifications:

Employment Standards

Development of the required skills, knowledge and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in engineering and six (6) years of increasingly responsible experience in engineering with experience with transportation systems or projects, including at least one year of experience at the Senior Transportation Engineer or comparable level for a transportation agency, public works department, public agency or similar organization.
 

Registration as a professional engineer or professional architect in the State of California is required at the time of appointment.

Overview:

Do you want to be part of a dynamic team that helps ensure sustainable groundwater supplies? Valley Water is seeking qualified candidates to join the Groundwater Management Unit. This position uses and maintains groundwater models to simulate current and future groundwater conditions, supporting groundwater supply and planning programs and contributing to sustainable water management. Related analyses include mass balance, statistics, or other methods to prepare or review hydrogeologic reports and engineering analyses. Work directly supports water supply operations, managed aquifer recharge, drought response, Sustainable Groundwater Management Act (SGMA) compliance reporting, and the Water Supply Master Plan. No experience is required. Preferred academic/research focus includes:

• Academic projects or research in groundwater modeling and hydrogeology, including issues like groundwater supply, groundwater/surface water interaction, and/or seawater intrusion. 
• Use of groundwater flow models, geographic information system (GIS), statistics, Microsoft Excel, and computer programming to support academic or research projects.

Assistant Water Resources Specialist II or Assistant Engineer II

Two (2) years of professional level experience with responsibility for compliance with environmental permitting, water supply planning or distribution, groundwater management, mitigation of natural resource impacts, or hydrogeology or engineering civil.

• Proficiency using and maintaining groundwater flow models. 
• Project based work experience in groundwater management and hydrogeology including issues like groundwater overdraft, managed aquifer recharge, groundwater/surface water interaction, and/or seawater intrusion. 
• Proficiency in Microsoft Excel, including experience with functions, graphs, and pivot tables in Excel. 
• Experience using GIS and performing statistical analysis (e.g., trend test), and use of computer programming language.

Assistant Engineer - Civil I/II

Graduation from an accredited four-year college or university with major coursework in civil engineering or a field related to assigned functional area(s).

OR  

Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.

Required License or Certificate

Groundwater Management Unit (Position Code 76) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. ABOUT THE POSITION

The City of Redwood City’s Engineering and Transportation Department invites you to apply for the position of Part-Time Contract Senior Transportation Planner.  The current opening is a contract position for a two-year term with a focus on managing multi-use trail projects including planning, feasibility studies, environmental coordination, and engineering design. The position requires working with regulatory agencies on environmental clearance process.

The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst in the State Budget unit of the Budget Services Sacramento office.

The Senior Fiscal Analyst provides advanced, complex, and specialized analytical and technical budget support to the Judicial Council Facilities Services Capital Outlay program. This position provides fiscal oversight for capital outlay projects and manages the ongoing project close-out activities. RESPONSIBILITIES

• Prepare complex technical budget documents associated with the development of Judicial Branch’s annual budget in accordance with Department of Finance Budget Letters and other guidelines.
• Develop and maintain budget reports and memos, tables, and trackers.
• Review and preparation of SPWB project action package and interface with DOF staff.
• Prepare and review COBCPs and other fiscal documentation to build budget galley.
• Project manage interim cash flow loans and bond sale process for the inclusion of the judicial branch in statewide bond sales for new money and refinancing of current debt.
• Prepare documentation and consult with the Facilities Program to understand cash flow needs of each capital outlay project to ensure successful completion of capital outlay projects. Support Facilities related activities.
• Track legislative budget hearings and budget enactment.
• Coordinate tracking and review of legislation impacting the branch and prepare fiscal analyses for proposed legislation as assigned.
• Meet with Facilities Services management bi-monthly to brief them on fiscal issues of concern for the program.

The City is governed by a five-member elected City Council and utilizes the council-manager form of government. The City currently employs 45 full-time employees in the following departments:  City Manager’s Office, Administrative Services, Community Development, and Public Works. The City contracts Public Safety with the San Mateo County Sheriff's Department.

ABOUT THE POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Manager and as required by law. This is a Non-Represented Confidential Position. The incumbent reports directly to the City Manager.*

Important and Essential Duties

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings. Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports. Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council meeting room is in proper order for all Council meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes promptly following the meetings.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths of office to elected and/or appointed officials.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates, plans, and conducts regular and special consolidated municipal elections in coordination with the County of San Mateo Elections division. Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Coordinates and/or performs all clerical functions for the City Council.
• Certifies action taken by the City Council regarding conveying or receiving property. Files documents, as required, with the County Recorder.
• Manages the citywide records management program, according to the Council-adopted Retention Schedules.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, bid notices, postings, and other mailings.
• Coordinates the appointments to city boards, commissions, and committees.
• Prepares, administers, and monitors assigned budget.
• Updates City Council-related web pages on City website, as needed.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.**

 

*The City is currently conducting an Organizational Study. The City Clerk’s office reports directly to the City Manager; however, this reporting structure may change based on the results of the study.

The Deputy Director of Public Works / City Engineer, plans, directs and manages assigned functional areas within the engineering or utility division in connection with engineering design, construction, inspection, transportation projects and the capital improvement program; staffs one or more citizen advisory committees; performs advanced professional engineering assignments on a wide range of municipal projects of a complex nature; serves as project manager on a variety of projects; supervises engineering and technical staff of the department directly or through subordinate levels of supervision on a day to day basis; functions as department head in their absence as assigned. Class Characteristics
Deputy Director of Public Works – City Engineer is a Deputy Director level engineering classification responsible for overseeing the City’s engineering functions and performing a wide variety of engineering duties requiring independent judgement and initiative in prioritizing, scheduling, assigning and coordinating work. This class requires registration as a professional engineer. This class is distinguished from all other engineering classes by its supervisory and administrative responsibilities over a wide range of duties as well as the requirement to perform the more complex engineering and project management assignments. Assignments and projects may be long-term or may constitute a major portion of a continuous or comprehensive engineering or construction program. Typically assigned functional areas include private development review and plan checking, oversight of regulatory compliance (e.g., Municipal Regional Permit [NPDES], Cal-OSHA, SWRCB/RWQCB non-utility related orders), waste franchise, Sierra Point Lighting & Landscape District, and Capital Improvement Program.

 

Supervision Received and Exercised:

Receives general direction from the Public Works Department Head.

Provides general supervision to engineering, maintenance, and administrative support staff.

Summary
Under general supervision, performs technical paraprofessional accounting duties including payroll processing and accounts receivables and payables for Conejo Recreation & Park District (CRPD) and Mountain Recreation & Conservation Authority (MRCA); prepares accounting records and journal entries as necessary; generates reports and reconciles data; and performs other related duties as assigned.

Essential Duties and Responsibilities

• Processes routine and special check runs; validates accuracy of coding and payments and prepares checks for mailing or distribution.
• Prepares direct deposit, warrants and wire transfer information for approval and transmittal to the bank before established deadlines; prepares bank deposits.
• Maintains independent contractor and vendor records and databases including contracts, payment and ACH information.
• Assists with generating financial reports, spreadsheets and records; maintains purchase order file and records expenses; scans and files data and documents in accordance with District and MRCA records management policies and procedures.
• Gathers statement backup and reconciles Cal-Card statements; processes approved payments.
• Researches and answers District and MRCA employee and department inquiries regarding payroll, reimbursements and general status inquiries.  

Other Duties and Responsibilities

• Provides backup to divisional administrative staff.
• Assists in research and preparation of data for payroll and financial audits and special reports requested by auditors, MRCA administrators, and other public agencies.
• May be required to drive District or personal vehicle.
• Participates during disasters or when emergency response is needed.

Qualifications

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from a two-year college with an associate degree, coursework in accounting, finance or a related field, and two years of progressively technical accounting experience in financial recordkeeping, payroll, reconciliation of various types of accounts, and prep­aration of journal entries; or an equivalent combination of education and experience.

Language Ability: Ability to read and interpret accounting documents, procedure manuals and govern­mental regulations. Ability to write routine reports and correspondence. Ability to effectively communicate business needs.  

Math Ability: Ability to accurately calculate figures and amounts such as discounts, interest, commis­sions, proportions and percentages. Ability to apply concepts of basic accounting and finance.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to analyze and reconcile fiscal recording, banking and payroll records. Ability to interpret a variety of instructions provided in written or oral form.

Certificates and Licenses: 

• All full-time employees require satisfactory completion of a pre-employment functional capacity examination.
