Town of Ross, California
The Town of Ross is seeking a full-time Public Works Director/Town Engineer. Reporting directly to the Town Manager, this position oversees and directs the operations of the Public Works Department—developing, maintaining, and improving the Town's public infrastructure in compliance with adopted codes and regulations—and manages all of the Town's current and long-range public works projects.

Ross is located in the heart of the Ross Valley in Marin County, approximately 12 miles from the Golden Gate Bridge and 6 miles from the Richmond-San Rafael Bridge. It is primarily a single-family residential community of approximately 2,530 residents. The town center includes the wonderful Ross Common, the nationally renowned Ross School, and the small, charming Ross commercial area.

Minimum Qualifications

• Minimum of six (6) years of increasingly responsible civil engineering experience in municipal or county government
• At least three (3) years in a supervisory capacity
• State of California Registration as a Professional Civil Engineer (required)
• A Bachelor of Science Degree in Civil Engineering from an accredited college or university is preferred but not required
• California Registration as a Professional Land Surveyor (PLS) is desirable

One Traffic Engineer position will manage, coordinate, and oversee the City’s Traffic Calming Program. This position will also manage the traffic issue request queue for all types of requests, working with the rest of the division on evaluations, resolutions, and responses to the requests.  This position may also perform other duties as assigned.

A second Traffic Engineer position will help manage, coordinate and oversee large transportation infrastructure projects from planning through construction. This position will support our Transportation Special Projects team, working closely with a Principal Transportation Engineer and a Senior Traffic Engineer primarily on the delivery of large-scale transportation infrastructure projects for the City. Responsibilities include advancing projects through various stages of development and implementation, representing the City in coordination with stakeholders and partner agencies, applying for and managing grant funding related to the projects, overseeing consultant teams, reviewing technical plans, specifications and reports, conducting public outreach; providing traffic related technical support to other Public Works divisions, and performing other duties as assigned.

The Position

About the Position

The Opportunity

San Mateo County Sustainability Department is seeking a creative and highly analytical individual for the position of Administrative Services Manager I (ASM) to oversee the Department’s administrative functions. The ASM will provide fiscal, procurement and grants oversight; coordinate a variety of administrative support functions within the department; assist in the development, implementation and interpretation of administrative policies and procedures; and train and supervise assigned personnel.

This Administrative Services Manager I (ASM) is a hands-on, multi-faceted role that is broad in scope but extremely detailed and technical in nature. The ASM is a supervisory management position responsible for overseeing and coordinating all or most of the administrative support functions within the department including finance, budget, administration, personnel management, purchasing, contract administration, clerical support, management analysis, research, program evaluation and/or other related functions.

The ASM will also support the department in the development and overall management of a Grant Program for identification, pursuit, and implementation of federal, state, and philanthropic grants and funding focused on sustainability programs and projects. This includes developing and supporting systems to manage the entire grants lifecycle, managing and/or guiding analyst and program level staff in identifying opportunities, developing concept papers and proposals, submitting grant applications, project implementation, and grant closeout. The ASM will receive direction from the Executive Leadership team and exercise direct and indirect leadership over professional, technical and/or clerical team members.

The ideal candidate for this position will have or be:

• Knowledge of public financial administration, budgeting, and project accounting. Able to manage the entire budget cycle from planning and developing to monitoring, analyzing, reporting, and forecasting.
• Knowledge of and experience with the County's budget, accounting, auditing, and financial reporting.
• Knowledge of relevant climate mitigation, energy efficiency, climate resilience, stormwater management, waste reduction and management programs and initiatives.

Training and Experience:

HR Analyst: Sarah Huynh (06102026) (D045 - Administrative Services Manager I)

Under the supervision and general direction of the District Engineer, this student engineering position  performs a variety of basic technical civil engineering duties such as mapping, data entry, review of residential and commercial developments, and supporting capital projects. Responsibilities include assisting the Associate Engineer with project management, plan review, fee calculations, permit issuance, maintaining engineering records, conducting field surveys, site inspections, and data analysis. Responsibilities also include assisting the Engineering Technician in GIS and AutoCAD related projects as needed.

DISTINGUISHING CHARACTERISTICS
The Engineering Intern is a part-time hourly/non-exempt position that performs varied tasks and assists the Engineering Team with applied research, inspections, and administrative support functions as part of the learning experience in conjunction with educational coursework leading to an advanced degree in Engineering.

Examples of Duties

Duties include, but are not limited to the following:

• Performs general GIS/AutoCAD map updates and modifications including the collection of GPS data points.
• Performs supervised plan checks on new development, capital projects, remodels, and tenant improvements for compliance with State laws and Regulations and modern construction techniques.
• Confers with property owners and contractors to explain requirements and to induce compliance to Regulations.
• Maintains electronic and paper records of changes of plans and specifications, manages the data necessary for establishing sewer connection permits and changes and maintains related records.
• Performs basic drafting work, laying out and correcting of maps, plans and diagrams.
• Prepares reports, spreadsheets, databases, graphs, tables, and other supporting project related documentation, records, and notes. 
• Assists District Engineer with the management and successful completion of Capital Improvement projects, Recycled Water projects, Flow Equalization land development and consolidation efforts;
• Assist homeowners and developers in the administration and calculation of reimbursement agreements and annexation into the main sewer line system.
• Assists with the review of plans and specifications for a variety of engineering related projects and initiatives.
• Assists with creating, maintaining, and updating Standard Operating Procedures (SOPs) for computer operations related to functional areas of operations.
• Provide general and specific information to developers, contractors, design consultants, the public, and staff on specifications, ordinances, and policies.

DISTINGUISHING CHARACTERISTICS

This is the full supervisory-level classification in the Police Records series. Incumbents are responsible for planning, organizing, assigning, supervising, and reviewing the work of staff engaged in police records functions and for overseeing the day-to-day operations of the Records Unit. This classification is distinguished from lead or senior-level records classifications by its ongoing responsibility for personnel supervision, work planning, evaluation, training, compliance oversight, and administration of unit procedures.

SUPERVISION RECEIVED/EXERCISED

Receives general direction from a Police Captain, Lieutenant, or designee. Exercises direct supervision over assigned records staff and may exercise indirect supervision over temporary staff and/or volunteers, as assigned.

ESSENTIAL FUNCTIONS

• Operates, maintains, and provides functional support related to records-unit hardware/software; tests and implements software updates and new programs as assigned.
• Responds to complex citizen, attorney, and interagency inquiries; researches issues and recommends appropriate action or resolution as needed.
• Coordinates and cooperates with other City departments and outside agencies to provide information or assistance as needed.
• May testify in court regarding police records, processes, and/or authenticity of records, as required.
• Performs related duties as assigned.
