The Opportunity

San Mateo County Sustainability Department is seeking a creative and highly analytical individual for the position of Administrative Services Manager I (ASM) to oversee the Department’s administrative functions. The ASM will provide fiscal, procurement and grants oversight; coordinate a variety of administrative support functions within the department; assist in the development, implementation and interpretation of administrative policies and procedures; and train and supervise assigned personnel.

This Administrative Services Manager I (ASM) is a hands-on, multi-faceted role that is broad in scope but extremely detailed and technical in nature. The ASM is a supervisory management position responsible for overseeing and coordinating all or most of the administrative support functions within the department including finance, budget, administration, personnel management, purchasing, contract administration, clerical support, management analysis, research, program evaluation and/or other related functions.

The ASM will also support the department in the development and overall management of a Grant Program for identification, pursuit, and implementation of federal, state, and philanthropic grants and funding focused on sustainability programs and projects. This includes developing and supporting systems to manage the entire grants lifecycle, managing and/or guiding analyst and program level staff in identifying opportunities, developing concept papers and proposals, submitting grant applications, project implementation, and grant closeout. The ASM will receive direction from the Executive Leadership team and exercise direct and indirect leadership over professional, technical and/or clerical team members.

The ideal candidate for this position will have or be:

• Knowledge of public financial administration, budgeting, and project accounting. Able to manage the entire budget cycle from planning and developing to monitoring, analyzing, reporting, and forecasting.
• Knowledge of and experience with the County's budget, accounting, auditing, and financial reporting.
• Knowledge of relevant climate mitigation, energy efficiency, climate resilience, stormwater management, waste reduction and management programs and initiatives.
• Possession of great leadership skills and can mentor, inspire, and motivate staff.
• Proficiency in using accounting, financial, budgeting, data, analytical, and/or project management software including Excel and other information systems (such as the County's OFAS, Sherpa, Socrata, Workday, Asana).
• The ability to analyze complex problems accurately, develop practical recommendations, and take appropriate action to resolve them.
• The ability to be politically astute, a strategic thinker, and a planner.
• The ability to analyze moderate-to-complex budgetary, contract, accounts payable, and claiming issues and recommend actions to resolve issues.
• Knowledge of sustainability, climate, social, racial, political, and environmental issues influencing sustainability programs specific to San Mateo County and the State of California.
• Highly skilled in the effective use of automated systems and applications to perform analyses and prepare reports.

Formed in 2014, the Sustainability Department strives to improve the sustainability of the County’s operations and the greater community through work that is designed to bring solutions today while solving for tomorrow. Examples Of Duties

Duties may include, but are not limited to, the following:

• Organize, oversee and coordinate the central administrative services operations for the department.
• Lead department budget preparation including cost analysis and rationale; and liaise with County Executive Office to align budget activities.
• Maintain fiscal controls, forecast revenues and expenditures, and conduct statistical evaluation and analysis.
• Administer and evaluate departmental contracts and oversee systemic improvements.
• Advise County Human Resources Department and department leadership on staffing and organizational matters within assigned department.
• Conduct analysis or direct the automation of various fiscal and programming record keeping processes.
• Design and recommend systems, procedures, forms and instructions for departmental use.
• Supervise professional, technical, and clerical team members in payroll, purchasing, property control, office management, and other administrative support functions.
• Conduct studies and make recommendations regarding organization, staffing patterns, program activities and internal procedures.
• Ensure seamless and timely process for all tasks, communication, and reports related to the grant process, including identifying opportunities, developing concept papers and proposals, submitting grant applications, project implementation, and grant closeout.
• Initiate and maintain effective utilization of office space, equipment, furniture, forms, office supplies, etc.
• Perform related duties as assigned.

Qualifications

Knowledge of:

• Advanced principles and practices of organizational analysis, systems improvement, research methodology, and strategic workforce planning.
• Core functions and operations of the assigned County department, including its organizational structure and administrative processes.
• Advanced principles of financial administration, including public budgeting and reporting.
• Commonly used business software, enterprise systems, and productivity applications relevant to County operations.
• Principles and best practices in team leadership, professional development, and performance feedback.

Skill/Ability to:

• Oversee, support, and coordinate a diverse range of administrative and operational functions aligned with department goals.

Training and Experience:
Any combination of training and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is at least three years of progressively responsible experience performing a broad range of administrative duties in a large and complex public-sector organization.

HR Analyst: Sarah Huynh (06102026) (D045 - Administrative Services Manager I)

Under the supervision and general direction of the District Engineer, this student engineering position  performs a variety of basic technical civil engineering duties such as mapping, data entry, review of residential and commercial developments, and supporting capital projects. Responsibilities include assisting the Associate Engineer with project management, plan review, fee calculations, permit issuance, maintaining engineering records, conducting field surveys, site inspections, and data analysis. Responsibilities also include assisting the Engineering Technician in GIS and AutoCAD related projects as needed.

Other related duties may be assigned as needed.

DISTINGUISHING CHARACTERISTICS
The Engineering Intern is a part-time hourly/non-exempt position that performs varied tasks and assists the Engineering Team with applied research, inspections, and administrative support functions as part of the learning experience in conjunction with educational coursework leading to an advanced degree in Engineering.

Examples of Duties

Duties include, but are not limited to the following:

• Performs general GIS/AutoCAD map updates and modifications including the collection of GPS data points.
• Performs supervised plan checks on new development, capital projects, remodels, and tenant improvements for compliance with State laws and Regulations and modern construction techniques.
• Confers with property owners and contractors to explain requirements and to induce compliance to Regulations.
• Maintains electronic and paper records of changes of plans and specifications, manages the data necessary for establishing sewer connection permits and changes and maintains related records.
• Performs basic drafting work, laying out and correcting of maps, plans and diagrams.
• Prepares reports, spreadsheets, databases, graphs, tables, and other supporting project related documentation, records, and notes. 
• Assists District Engineer with the management and successful completion of Capital Improvement projects, Recycled Water projects, Flow Equalization land development and consolidation efforts;
• Assist homeowners and developers in the administration and calculation of reimbursement agreements and annexation into the main sewer line system.
• Assists with the review of plans and specifications for a variety of engineering related projects and initiatives.
• Assists with creating, maintaining, and updating Standard Operating Procedures (SOPs) for computer operations related to functional areas of operations.
• Provide general and specific information to developers, contractors, design consultants, the public, and staff on specifications, ordinances, and policies.
• Performs varied mathematical computations.
• Ensures safety and health procedures and precautions are adhered to, corrects unsafe work conditions/practices and/or reports unsafe work conditions/practices to assigned supervisory or managerial staff.

VTA’s Engineering and Program Delivery Division is seeking a seasoned professional with strong project delivery experience and a specialized focus in environmental engineering to serve as a Senior Environmental Engineer.

The Senior Environmental Engineer is expected to manage, mentor and train team members that supports delivery of projects with regards to environmental assessment/survey, hazardous material investigation, abatement of VTA acquired properties, remediation of soil and groundwater at VTA facilities and construction sites, noise and vibration monitoring, design of remediation system, preparation of site management plan, and facility closure application. 

Engineering and Program Delivery Division
The Engineering and Program Delivery  (EPD) division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.

This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Bay Area Rapid Transit (BART Silicon Valley) Project. This project will extend the BART regional heavy rail system to Milpitas, San Jose and Santa Clara. 

Transit Engineering Department
The Transit Engineering Department is responsible to deliver capital transit and facility projects located throughout the VTA service area. This group provides program management services for this transit and facility program by leading capital projects from engineering through construction and turnover.  With close coordination with VTA Operations and local jurisdictions, these projects include a variety of pedestrian, bus, light rail and commuter rail improvements.  Projects managed by this group also include important capital improvements for facility projects at the light rail and bus operations and maintenance facilities. The transit and facility projects include a variety of purposes ranging from rehabilitation to sustain a state of good repair to expansion of the existing infrastructure to increase bus or light rail service. This group also performs modification to the system to increase operational efficiency and flexibility and implements safety and security projects to improve the protection of the community and our riders.

What You will Be Doing:
Definition
Under general direction, a Senior Environmental Engineer supervises and performs highly responsible professional engineering in the analysis, design, implementation, operation, monitoring and reporting of hazardous materials remedial action systems either directly or through subordinate staff or consultants.

Distinguishing Characteristics
This position is responsible for managing all issues associated with regulatory determinations, site investigations, remedial recommendations and civil/hazmat contractor coordination for all hazardous material related issues encountered in property acquisitions, light rail construction, highway program liaison, and facility improvement construction activities for VTA.
 

Typical Tasks

• Performs program management for hazardous materials remediation projects;
• Directs engineers and other professionals involved in the remediation activities of VTA facilities, construction projects and real estate transactions;
• Processes requests for hazardous material investigations, develops scope of work for investigation, assigns work to a consultant, arranges for site walkthrough/inspections;
• Meets with Program and Construction Managers to provide status reports;
• Manages the work of environmental consultants and environmental hazardous materials contractors;
• Maintains records of remedial action systems;
• Performs due diligence investigations for property acquisitions for VTA capital projects;
• Performs groundwater monitoring and remedial activities at VTA maintenance facilities;
• Provides oversight of the VTA Highway Program relating to hazardous materials investigations;
• Keeps abreast of Federal, State, and local regulations and programs, and adheres to reporting requirements of regulatory agencies;
• Evaluates permit requirements and develops methods of compliance;
• Conducts and supervises environmental compliance audits;
• Performs related duties as required.

Minimum Qualifications:
Training, education and experience that demonstrates possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through graduation from an accredited college or university with a degree in Civil, Chemical, Biochemical, Geotechnical, Mechanical or Industrial Engineering or a related field and six (6) years of increasingly responsible professional environmental engineering work including experience supervising or leading professional engineers or consultants.

Registration as a Professional Engineer in the State of California in Civil, Chemical, Biochemical, Geotechnical, Mechanic, or Industrial Engineering or a related field at the time of appointment is required.

The ability to obtain and maintain a Hazardous Materials training certificate issued by the State of California.

Under direction, provides clerical and administrative support to a department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments. On occasion, work may involve confidential issues and thus needs to be handled accordingly. May also perform related work as assigned.  Incumbents in this classification perform administrative, technical and analytical duties within assigned program or functional area(s) of a City department.

CLASS CHARACTERISITICS:

This is the lead-level class in the Administrative Assistant series. Under general supervision, may provide lead direction and training to a small group of Administrative Assistants and Office Specialists; provides difficult and/or specialized office support to a designated department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments; and performs related work as assigned. This position is distinguished from the Administrative Assistant II class by the high degree of independence, level of responsibility, the greater complexity of assignments received, and its possible supervisory nature. Incumbents exercise a high degree of responsibility for administrative research and analysis and provide recommendations to department heads, section supervisors and/or supervisory and professional staff within a variety of City departments.

About the Opportunity

This position is limited to 1,000 hours per fiscal year, averaging approximately 20 hours per week. Work schedules are based on business needs and candidate availability. As part of supporting the City Clerk's Office, the Intern will assist with preparation and setup for City Council meetings held on the 2nd and 4th Tuesday evenings of each month, in addition to occasional weekend events and community activities. The Intern will support the Administrative Services Department, assisting both the City Manager's Office and City Clerk's Office. Under close supervision, the Intern will perform a variety of administrative, analytical, and project-based assignments while gaining valuable exposure to municipal government operations.
