Hiring for two (2) immediate positions in the Departments of: 

Community Development Department

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Planning Division in the Community Development Department is responsible for reviewing proposed development projects in the City as well as Code Enforcement activities to enhance the community’s safety, welfare, quality of life, and economic opportunities. Specific activities within the Division include implementation of the City’s Short-Term Rental program, administration of the 6th Cycle Housing Element, El Camino Real Specific Plan revisions, and Santa Clara Station Area Specific Plan. The Office Specialist III will be essential to the administration and fiscal functions of the Division. This position is responsible for payment processing in compliance with Generally Accepted Accounting Principles (GAAP), compilation and preparation of data with preliminary analysis to support budget and State reporting requirements, and permitting process improvements. The position will also support personnel and administrative tasks such as website updates and activities related to retention of records.

The Position: 

This advanced secretarial class is distinguished from other City office support classes in that incumbents normally report to division head or higher City position with responsibilities involving the frequent use of tact, discretion, initiative, and independent judgment.  Responsibilities include regular contact with government officials, City Council or board or commission members, representatives of business or community organizations, the public, and all levels of City personnel to exchange information and explain administrative policies and procedures.

The Office Specialist III works under general supervision and is expected to work within established procedures and policies of the work unit. An employee in this class performs a variety of administrative assignments related to the execution of administrative detail and assisting in departmental administrative service areas. An Office Specialist III may act as a lead to lower-level clerical classifications, but is primarily an individual contributor with a high level of expertise in generalized office administration. This classification performs advanced administrative assignments involving budget preparation and maintenance, research and data analysis, use of permitting software, payroll, and other clerical support as required.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 
 Graduation from high school or possession of a GED

Minimum Experience Requirements: 
 Four (4) years of progressively responsible secretarial or office administrative experience; and
 Computer proficiency in Microsoft Word and Excel.

License/Certifications: 
Possession of a valid California Class C driver’s license is required at time of appointment and for duration of employment.

Desirable Qualifications: 
Completion of college level courses in the areas of management and/or supervision; 
Business or secretarial training and experience in dealing with governmental, community, and business representatives; and
Computer proficiency in Microsoft Access and Power Point.

Must be able to perform all of the essential functions of the job assignment.

THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the School Based Services Program within the Child & Family Clinic. The Clinical Therapist I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community with moderate to severe behavioral health clients. 

This position is responsible for a variety of ongoing responsibilities including, but not limited to:
 

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.
   
• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.
   
• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.
   
• Performs routine and emergency intake evaluations according to Authority procedure; completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.
   

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.
   
• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

Program Assistant: Adults and Seniors

Salary Range: $18.52 - $30.68/hour, depending on experience.

DEFINITION

Assists in the planning, coordination, implementation, and evaluation of programs, events, and services in a designated area of Recreation Arts and Community Services. Provides highly organized and responsible administrative and programmatic support to the Program Coordinator, including assistance with internal programs, volunteer coordination, and preparation of the quarterly activity guide, etc. Recommends and coordinates the purchase of program supplies and equipment. Helps foster and maintain positive relationships within the community to enhance program offerings and engagement.

• This is a part-time, temporary, at-will, non-benefited position.
• Flexible schedule of 15-20 hours per week, including some evenings and weekends; not-to-exceed 950 hours per calendar year.
• This position is Primarily located at the Danville Senior Center with some responsibilities at various location around Town depending on program needs.

SUPERVISION RECEIVED AND EXERCISED

General supervision is received from the Program Coordinator and the Program Supervisor.  May exercise supervision of part-time personnel and volunteers as assigned.

ESSENTIAL JOB DUTIES

Essential duties are inclusive of, but not limited to, the following:

• Assist in the planning, coordination, implementation, and evaluation of innovative programs, events, and services for older adults.
• Provide administrative and programmatic support to the Program Coordinator and Supervisor, including internal events, volunteer programs, and special initiatives such as Buzz Sessions.
• Deliver excellent customer service by responding to inquiries, processing registrations, and assisting with facility reservations and general front desk operations at the Danville Senior Center.
• Supervise and motivate part-time staff, volunteers, and program participants to ensure a safe, inclusive, and engaging environment.
• Support the coordination and execution of community events, including the Recreation Expo, Senior Variety Show, and other department-wide initiatives.
• Assist with the preparation, proofreading, and editing of the quarterly Activity Guide, ensuring consistency with online registration systems.
• Maintain accurate records and ensure all documents, spreadsheets, and files are organized and accessible using designated systems such as SharePoint.
• Monitor facility conditions and promptly report maintenance issues using the Town’s CRM system.
• Assist with public communications and manage the Seniors' Inbox.
• Perform duties in compliance with OSHA standards, Town policies, and departmental procedures.
• Perform other related duties as assigned.

QUALIFICATIONS

Applicant must be at least 18 years old.  Receive satisfactory results from a background investigation and fingerprinting. Provide written proof of a negative TB test before the appointment.

Knowledge of:

• Recreational programs, developmentally appropriate group activities, and applicable health and safety regulations.
• Record keeping practices and procedures; office practices, procedures, and equipment.

Ability to:

• Pay attention to detail and accuracy within events and programming.
• Understand and follow oral and written directions; communicate effectively, both orally and in writing, to establish and maintain effective working relationships with coworkers and members of the public.
• Build relationships and compose correspondence with outside vendors for internal programming and volunteering.
• Provide information to the public in person, by telephone, or through written correspondence where judgment, knowledge, and interpretive skills may be required.
• Effectively utilize Microsoft Office Suite.
• Must be able to provide a TB test result within the last four years, or obtain a new record.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Education:

Graduation from high school or equivalent is required, with college-level coursework completed in Recreation, Human Development, Education, or a related field preferred. 

Experience:

Background in municipal parks and recreation and/or Adult and Senior Services is desirable.  Supervision of part-time and/or volunteer personnel is highly desirable. Customer service experience required. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or a license in another state with the ability to obtain a California license within 30 days of hire.  First Aid and CPR/AED certification is required but may be obtained during the first 90 days of employment.

• Bachelor's degree or higher in proofreading, editing, journalism, translating, literature, or another related field. 

• Technical writing certificate or other related certification (preferred). 

Work Experience: 

• At least six months of experience proofreading documents and/or translating in the target language (English, Chinese, Filipino or Spanish). 

• Professional background in proofreading, editing, journalism, translating, creative or technical writing, or another related field. 

Technical Skills: 

• Competency in additional Microsoft Office Suite applications: Word, Excel, Outlook, and OneNote. 

• Familiarity with Microsoft SharePoint and One Drive. 

• Experience with or ability to learn Microsoft Teams or equivalent video-conferencing software. 

Critical Skills for all Election Materials Proofreader – Office Specialist positions:

The ability to prioritize work, coordinate several activities simultaneously, organize and maintain accurate files and records, use spreadsheets to track files and task progress, and understand and carry out oral and written directions. Strong organization and time management skills are essential. 

Office hours are 8:00 am to 4:30 pm, Monday through Friday. These positions WILL require weekend and evening work assignments, sometimes with short notice. The selected individuals MUST be available for the entire employment period until the completion of their assignment for the June 2, 2026, Statewide Direct Primary Election.

The Division

The Fremont Family Resource Center (FRC) Division of the Human Services Department provides core services to a unique and innovative collaborative of more than 20 State, County, City of Fremont and non-profit organizations co-located and working together to serve individuals, families, and children, in southern Alameda County. The FRC provides a friendly environment, offering multi-lingual support where residents may obtain resources, problem solving and benefits at one convenient location.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who may have complex social and medical needs including health/mental health care, financial assistance, employment opportunities, as well as housing assistance.

The incumbent will provide comprehensive psycho-social assessments and develop and implement care plans.

This is a thirty-four (34) hours per week position and will receive pro-rated benefits.

Examples of Job Duties

• Manage a caseload of clients which may include the elderly or have complex medical and co-occurring conditions, including SUD, mental illness, or homelessness.
• Conduct comprehensive client assessments to develop appropriate service plans and monitor them closely.
• Assist clients to develop support systems to maintain independent living, self-sufficiency, and family stabilization.
• Collaborate with supervisor, team members, and other Human Services programs and community agencies.
• Make site visits and provide other community interventions as needed.
• Conduct inter-agency and/or family conferences.
• Provide supportive counseling and advocacy for clients and monitor services provided.

Maintain timely electronic documentation of services, reporting, and billing.
