THE POSITION

THE POSITION

DEFINITION

Participate in the planning, implementation and evaluation of a broad range of maintenance-related operations and activities. Assist the Maintenance Services Director with staff reports, commission packets, contracts and representation of the Maintenance Department at various community-based meetings. Provide support to other maintenance staff.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Maintenance Services Director. Exercises supervision over Maintenance Specialists, Maintenance Workers, administrative support staff and temporary workers.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

· Research, prepare and/or present Maintenance Services-related subject matter to elected officials, Town staff and the community, as needed

· Provide administrative and technical support to the Maintenance Services Director.

· Serve as liaison to assigned community groups, committees, businesses and contractors.

· Represent the Town to the public and act on behalf of the Maintenance Services Director, as needed.

· Assist in providing leadership in the development, monitoring, and accomplishment of department goals, objectives, and performance measures in the areas of parks, buildings, roadsides, and streets.

· Respond to, and resolve, citizen inquires, and complaints related to division programs and activities.

· Prepare recommendations regarding operating and capital expenditures; monitor designated program budgets.

· Manage Capital Improvement Program projects and special tasks, as assigned; coordinate implementation of the 10-year Asset Replacement Program.

· Provide project management oversight for maintenance services-related projects, Capital Improvement Projects, and other related work initiated from the Maintenance Services Department, as needed.

· Develop, review and comment on designs and plans related to facility improvements and perform field inspections, as needed.

· Solicit bids from contractors and vendors; prepare purchase requisitions and complete documentation once goods and/or services are received.

· Implement safety programs as needed.

QUALIFICATIONS

Knowledge of:

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Four (4) years of full-time professional experience in parks, roadsides, streets and/or building maintenance, including two (2) years supervising full-time and/or temporary workers.

Education:

Equivalent to completion of twelfth grade with additional coursework in supervision, horticulture and/or public works management preferred. A Bachelor’s degree preferred.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid Class C Driver’s License with a good driving record, or license in

another state with the ability to obtain a California license within 30 days of hire. First Aid and CPR Certification is required and may be obtained during the probationary period.

Maintenance Worker I – Buildings & Streets

The Maintenance Worker I – Buildings & Streets is the entry level class in the Public Works Maintenance series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex assignments within an established procedural framework where there are minimal consequences of error, including a wide variety of maintenance and construction tasks. This classification is alternatively staffed with Maintenance Worker II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher level class.

Maintenance Worker II – Buildings & Streets

The Maintenance Worker II – Buildings & Streets is the journey level class in the Public Works Maintenance series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of maintenance and construction tasks. Incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher level class. This classification is distinguished from the next higher classification of Lead Maintenance Worker, which is responsible for performing the more complex maintenance assignments and has lead responsibility duties.

Examples of Duties: (include but are not limited to the following)

Performs a variety of maintenance, repair, construction and installation work in streets and building and grounds maintenance. Performs street maintenance duties including breaking, removing, crack sealing, hydro patching, and repairing surfaces; rolls and irons asphalt. Assists in the installation and maintenance of City signs, road markings, striping, and delineators; paints street lines and crosswalks. Performs concrete sidewalk, curb, gutter, and ramp installation and repair; installs bricks and pavers; sweeps streets and sidewalks. Installs and maintains and repairs street lights. Performs skilled and semi-skilled work in building and facility maintenance including carpentry, plumbing, mechanical, electrical, and painting; performs general cleaning of buildings, facilities, and grounds; repairs and installs electrical outlets, fixtures, switches, and wiring; performs interior and exterior painting and staining; stocks paper, supplies, and other supplies as needed; inspects facilities, elevators, and grounds for conditions needing repair and maintenance. DESCRIPTION/RESPONSIBILITIES:

The Public Works Department is looking to fill two (2) Air Conditioning Mechanic vacancies. The Air Conditioning Mechanic position is responsible for performing HVAC duties at more than 200 civic building sites across San Jose. The position will be responsible for performing the operational support, adjustment, troubleshooting, repair and preventative maintenance of heating, ventilating, air conditioning systems and auxiliary equipment.

This position will require controls experience, mechanical equipment experience, and water treatment experience.

Duties include but are not limited to:

     * Inspecting, repairing, performing preventative maintenance and routine testing of heating, cooling, air-conditioning, ventilating equipment and controls; and chiller and low pressure boiler maintenance.   

     * Operating, diagnosing, and programming HVAC equipment and systems via computer controlled LON/BACKNET Energy Management Controls, such as Schneider Electric, Alerton, Johnson Metasys.

     * Servicing DX refrigerant and hydronic chilled/hot water distribution piping systems and components and HVAC units for commercial facilities.

     * Repairing/replacing actuators, valves, compressors, controls, etc. in a refrigerant or hydronic piping system or HVAC unit.

     * Using safe job practices, including wearing the proper PPE and making the job area safe before proceeding to work.

     * Conducting chemical tests on water and determining potential issues and causes of HVAC piping and connected components.

     * Maintains cooling towers and sump basins as well as filtration systems.

     * Responds to calls for emergency repair service.

     * Maintains operating logs and related records.

     * Replaces sub-assembly units; inspects safety cut controls.

     * Performs other related work as required.  

Incumbents are expected to work independently and exercise judgment and initiative. Incumbents should possess ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds, or heavier weights, in all cases with the use of proper equipment.

To perform a variety of semi-skilled and routine electrical construction, maintenance, repair and testing work.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

Repair, replace and perform routine scheduled maintenance on street lights, traffic signals and other City-owned property.  Assist with maintenance and repair of pumps, motors, electrical equipment, and other related equipment.  Reads and interprets circuit diagrams, construction drawings, and service and repair manuals.  Prepares plans and specifications for the procurement of parts and supplies on assigned projects.  Ensures that proper safety precautions and safe work methods are followed.  Prepares and maintains accurate maintenance and repair records.  Uses and maintains a wide variety of electrical tools and test equipment.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Perform electrical inspections. Read and review electrical prints and diagrams, and modify and update as required. Answer emergency calls and perform emergency repairs.  Meet all assigned Standby Program requirements and take standby duty, if required.  Perform related duties as assigned.

QUALIFICATIONS

Education:

High School diploma or equivalent.  Completion of a recognized apprenticeship program in the electrical or instrumentation trade is highly desirable.

Experience:

One (1) year of recent experience in electrical/electronics/instrumentation installation, maintenance or repair.

License and Certificates:

Possession of a valid California Driver's License required upon hire.  Possession of a valid International Municipal Signal Association (IMSA) Traffic Signal Level I Technician Series certificate and Work Zone Safety Level I certificate prior to permanent appointment.
