Applications are being accepted for the position of Community Resource Clerk (Recreation Leader III) with the City of South San Francisco. This is a non-benefited, part-time/hourly position.

THE POSITION 

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. This position will provide a welcoming presence by greeting members of the public and responding to visitor inquiries to assist with wayfinding in the facility and sharing information about activities in the building as well as city and other local community resources.

IDEAL CANDIDATE

The ideal Community Resource Clerk possesses excellent communication and interpersonal skills and will be comfortable working in a diverse community setting, providing customer service to community members of various ages, ethnicities, and abilities.  Candidates with bilingual skills are strongly encouraged to apply. The ideal candidate can work independently as well as with a team, and can make quick, quality, and educated decisions, taking a proactive approach to deal with customer service issues. Skill in using a personal computer and associated applications is required. The ability to work flexible hours, including evenings and weekends, is highly desirable. 
 

TYPICAL DUTIES:

• Assists in implementing the day-to-day operations at the Library | Parks and Recreation Center.
• Helps oversee use of the facility, ensuring appropriate security is maintained, policies and procedures are followed; appropriate equipment and materials are available, and building is operating efficiently.
• Registers participants in programs and assists patrons with Library or Parks and Recreation account inquiries.
• Performs typical service desk duties including but not limited to patron registration and account management, checking in/out materials, utilization of self-check equipment, assisting patrons with fines and fees, payments and placing reserves, and answering patron questions and requests.
• Maintain the posting of current promotional materials, such as flyers, brochures, guides, and other printed materials.
• Assists in coordinating the scheduling of classes, activities, meetings, events, and rentals in the facility.
• Assists patrons in using and locating library materials and equipment; explains library services, rules, and procedures.
• Works cooperatively with staff, parents, children, and other public and private sector employees and volunteers; coordinates with appropriate agencies to ensure that necessary services are provided to clients.
• Provides customer service in person, by telephone, and electronically.
• Performs general housekeeping duties related to the organization of materials and equipment in the common areas of the facility.
• Prepares for programs, including set up and take down; organization of required supplies.
• May be responsible for opening and/or closing the facility according to established procedures.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: Minimum of 18 years of age. One year of paid or unpaid work experience involving customer service.

Training:  Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

•  Possession of, or the ability to obtain, a current First-Aid and CPR certificate within the first 12 months from date of hire.

The Air District is currently accepting applications for the position of Principal Air Quality Engineer. This is an open recruitment for three (3) full-time, represented positions: one (1) vacancy in the Regulatory Development Division and two (2) vacancy in the Engineering Division. 

Regulatory Development Division
The Regulatory Development Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and to protect the climate. The Principal Air Quality Engineer for the Regulatory Development Division will:

• work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and contributing to localized air quality impacts in overburdened communities);  
• work closely with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution. 
• lead, conduct, and coordinate scientific, economic, and technical research work;  
• review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with a variety of control options;  
• analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development;  
• brief Air District executives and present at workshops and board meetings;  
• work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders;  
• perform related work as assigned

Engineering Division
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance. The division is responsible for implementing the Air District’s Facility Risk Reduction Program that focuses on reducing health risks to the community from existing facilities or sources.

The position will be working on the Air District’s Toxic Air Contaminant Control (TAC) Programs. These programs are designed to identify, assess, and reduce public exposure to toxic air contaminants—pollutants known to cause or contribute to adverse health effects, including cancer and other serious illnesses. The programs integrate federal, state, and local regulations to:

• Monitor and evaluate TAC emissions from permitted facilities through annual emissions inventories and health risk assessments
• Implement the Air Toxics New Source Review (NSR) program, requiring preconstruction review and risk assessment for new or modified sources of TACs.
• Operate Facility Risk Reduction Programs, targeting existing facilities to identify, assess, and reduce health risks, especially in communities with disproportionate air quality impacts.
• Engage with community stakeholders and provide transparent access to emissions data and health risk information through annual reports and online tools.

These efforts have led to significant reductions in health risks from toxic air contaminants across the Bay Area.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but are not limited to:

• Dispersion modeling and health risk assessments for toxic emissions
• Verification of emissions inventories
• Database development and data management 
• Development of new regulations or amendments of existing regulations
• Strategic planning of division programs

The Principal Air Quality Engineer for the Engineering Division may perform other complex and highly specialized air quality engineering work such as, but not limited to:

• Processing permit applications for complex facilities
• Analyzing air emissions and other metadata
• Evaluating program effectiveness
• Providing project leadership

This role also involves peer review, staff mentoring, and training. The incumbent may lead or contribute to sensitive, high-profile projects and deliver technical presentations to the Board of Directors, public, industry, and partner agencies. The Principal Air Quality Engineer also represents the Air District in multi-agency working groups.

Recommends and implements regulatory changes and systems development to comply with the Federal permitting program.

Participate in the preparation of the budget of the assigned section.Participate and review staff's handling of Hearing Board matters involving variances, Order of Abatement and public nuisances.

Testifies as expert witness before the Hearing Board.

Conduct technical seminars for industry and other agencies.

About the Division
The Legal Division provides a wide array of legal services to support the entire Air District, including prosecuting violations of air laws; advising on legal compliance with the Brown Act, California Environmental Quality Act, AB 617, and other federal, State and local laws; supporting rulemakings by developing regulatory language and advising on compliance with rulemaking requirements; supporting the permitting program; reviewing records under the Public Records Act; researching legal issues; and staying abreast of current legal developments in air quality throughout California and nationwide. The Division utilizes a variety of tools to resolve enforcement actions, such as abatement orders, civil enforcement, and coordinating with other enforcement agencies, like local district attorneys or the state Attorney General. For cases in environmental justice communities, Air District staff can directly engage with community members when determining the appropriate legal remedies, including high enough penalties to reach deterrence-based outcomes and ensure the community benefits from the related funds and measures to bring the facility into long-term compliance and prevent the potential recurrence of violations.

Definition
Under close supervision, the legal intern performs various work related to and in support of legal casework being undertaken by attorneys in the Legal Division. The intern gains practical work experience through assisting the Air District’s attorneys while following guidelines and procedures defined by the Legal Division.

This is a temporary training position for current law students and recent law school graduates. Interns will apply their legal education to work and gain practical experience assisting experienced attorneys on a variety of cases and projects. The Recreation Services Division provides programs and activities for Half Moon Bay residents of all ages ranging from infants to seniors.  Program elements include fitness, enrichment, cultural events, special events, sporting events, trips, and community events. 

About The Position

We are seeking highly motivated, highly skilled, innovative and enthusiastic individuals to join the Recreation and Human Services Division with the City of Half Moon Bay.  As a critical member of this team you’ll be responsible for assisting in organizing and conducting a variety of recreation programs and activities.

You will report to the Recreation Supervisor and work alongside the Recreation Leader and other Building Attendants.  You will have the opportunity to work in a beautiful community and a tremendous opportunity to build and expand on the organizational and community success that has transformed the City over the past several years.   

What You Will Do

• Open, secure and close City facilities.
• Arrange chairs, tables and other equipment for events held at City facilities.
• Arrange audio system and room set-up for City Council, Planning Commission and Recreation Committee meetings.
• Monitor activities during the facility rentals and other facility usage including monitoring the time of access and departure of the group, monitoring set up and clean up quality provided by the group to ensure that department standards are met. Inspect facilities after usage ends. 
• Accept and file facility rental paperwork and drop in fees. 
• Provide customer service in person or by phone by orienting users, answering questions and resolving problems.
• Enforce department rules including facility rental policies.
• Communicate with the community in both English and Spanish (preferred).
• Work evenings and weekends as needed. 
• Perform related duties as assigned.

What You Bring

Sufficient education and experience to satisfactorily perform the duties of this classification. Knowing that any combination of experience and training that would likely provide the required knowledge and abilities would be qualifying. Such as:

Building Attendant I: Possession of a High School Diploma, or equivalent, and no experience working in a recreation setting.  Experience working in a recreation setting can substitute for the diploma or equivalent.

Building Attendant II: Possession of a High School Diploma, or equivalent; and two (2) year’s paid or unpaid work experience, or two (2) years of experience equivalent to the level of Building Attendant I.

Building Attendant III:  Possession of a High School Diploma, or equivalent; and four (4) year’s paid or unpaid work experience, or four (4) years of recreation leadership experience equivalent to the level of Building Attendant I.

Knowledge of:

• Basic mathematical functions.
• Equipment, facilities, operations and techniques used in a comprehensive community recreation program.
• Modern computer equipment and Microsoft Office suite programs and browsers.

Skill to:

• Set up audio and video systems and other devices as needed.
• Maintain an even disposition under pressure and trying circumstances.
• Read general diagrams for event set ups.
• Communicate clearly and understandably, both verbally and in writing.

Ability to:

• Provide excellent customer service to internal and external customers including, vendors, renters and instructors. 
• Work variable hours, including mornings, late evenings, weekends and holidays.
• Perform heavy manual labor.
• Ensure the safety and security of buildings.

Physical Demands

The ability to maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned. The ability to move tables, chairs, and equipment; lift equipment and supplies from 5 to 50 lbs. in weight is required.

Working Conditions

This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard.  Additionally, the position requires near vision in reading correspondence, statistical data and using a computer, and acute hearing is required when providing phone service and communicating in person.

We’re looking for individuals to serve as Crossing Guards—a rewarding role that makes a direct impact in our neighborhoods by helping children cross busy intersections safely.

What You’ll Do:

• Assist school children in safely crossing streets using hand-held stop signs or mechanical signals

• Maintain order among children at designated crossing points
