The County of San Mateo's Sustainability Department seeks well-qualified applicants for the position of Senior Sustainability Specialist – Climate Action on the Climate Protection team.

The Climate Protection team works to:

• Catalyze regional climate solutions by forming impact networks and partnering with cities for resource and economic efficiency.
• Convert buildings and transportation from gas to electric to target largest emissions sources and improve community health 
• Achieve carbon neutrality by 2040 in unincorporated communities 

The Senior Sustainability Specialist – Climate Action will:

• Lead the RICAPS Climate Collaborative to support San Mateo County cities in developing climate action plans and implementing coordinated initiatives to reduce emissions. This includes hosting and facilitating monthly Collaborative and working group meetings, providing direction to technical assistance partners, and guiding strategic planning for the Collaborative to strengthen collective action on climate solutions. 
• Foster peer learning, idea sharing, and problem solving among Collaborative participants, and lead pilots and collaborative implementation strategies, including joint grant applications.
• Serve on the leadership committee of the Bay Area Regional Energy Network (BayREN) quarterly regional forum. 
• Provide guidance and coordination with staff leading the San Mateo County Energy Watch, BayREN, and Peninsula Clean Energy programs to encourage municipalities to promote them to their community members. 
• Mentor junior team members to optimize implementation and coordination between programs to meet emissions targets, better serve community needs, and make strategic improvements to program delivery, meetings, reports, budgets, and presentations.

This is a full-time, classified, and fully benefited position in the Sustainability Department. 

The ideal candidate will:

• Be an experienced project manager able to juggle multiple complex projects simultaneously, prioritizing efforts in alignment with established goals. 
• Build relationships and strategic partnerships with County-level staff, departments, agencies, and non-government organizations to help achieve local and regional climate action goals. Have a solid familiarity with a breadth of sustainability related topics, especially energy efficiency, decarbonization, and sustainable transportation, preferably in the local government context. 
• Possess professional facilitation skills to enable cross-jurisdictional, cross-topical, cross-departmental information sharing, knowledge development, and project implementation. 
• Possess a high degree of familiarity with climate mitigation science, policy, and technology, as well as familiarity with approaches to collaborative, regionwide project development and implementation. 
• Have experience mentoring and/or coaching other team members.
• Possess effective written communication skills and experience in preparing written materials such as narratives, project summaries or reports, technical charts, presentations, and public outreach materials. 
• Possess effective oral communication skills and experience delivering targeted presentations to a wide variety of audiences and stakeholders, including public outreach and education.
• Possess strong analytical skills and experience conducting research, audits, or analyzing data.
• Incorporate the perspectives of multiple stakeholders and community segments in the consideration of impacts and outcomes of a project or initiative.
• Navigate sensitive issues with integrity and political astuteness.
• Have excellent interpersonal skills and experience working with a diverse range of stakeholders and perspectives, to identify and achieve collective goals.

TMD serves as a California-Certified Unified Program Agency (CUPA) and is responsible for implementing, inspecting, and enforcing hazardous materials and environmental regulations on behalf of the California Environmental Protection Agency (CalEPA), the Governor’s Office of Emergency Services (Cal OES), and the State Fire Marshal within the City of Berkeley. A typical way of gaining the knowledge, skills, and abilities is:

Possession of a Bachelor’s degree from an accredited college or university with major course work in biology, physical or environmental science, environmental health, industrial hygiene, or a closely related field, or registration as an Environmental Health Specialist.

Hazardous Materials Specialist I

• In addition to the education requirement, some experience in hazardous materials management, environmental health inspections, industrial hygiene practices, or a similar hazardous materials program is desirable.

Hazardous Materials Specialist II

• In addition to the education requirement, two (2) years of experience in hazardous materials management, environmental health inspections, industrial hygiene practices, or a similar hazardous materials program.
• Possession of a Master’s degree in a qualifying field may be substituted for one (1) year of the required experience.
• Must obtain and maintain International Code Council (ICC) certification as a California Underground Storage Tank (UST) Inspector.

SENIOR RECREATION LEADER

Part-time, non benefited Position

Summary Description

Under the direction of an assigned supervisor/coordinator, the Senior Recreation Leader is responsible for implementing programs at a given site, including administering program curriculum and supervising program staff.  This is an at-will, intermittent, part-time, hourly wage position without City-paid benefits.  Work a flexible work schedule, which may include evening, weekdays, weekends and holidays.

As a Revenue Integrity Manager - San Mateo Medical Center (Financial Services Manager II), you are responsible for the development, coordination, implementation, and oversight of the revenue integrity function. The basis of revenue integrity at San Mateo Medical Center (SMMC) is to prevent recurrence of issues that can cause revenue leakage and/or compliance risks through effective, efficient, replicable processes and internal controls across the continuum of patient care.

The ideal candidate for this position will have:

• Broad understanding of the healthcare revenue cycle, demonstrated by process improvement initiatives that led to quantitative improvements in revenue cycle performance and key performance indicators. 
• Broad understanding of Medicare and Medicaid (Medi-Cal) regulations and programs demonstrated with a history of working in organizations with revenue sources from Medicare and Medi-Cal.

Responsibilities include:

• Manage the Charge Description Master to ensure inclusion of all billable service codes. Support and facilitate the annual charge description master (CDM) pricing review in alignment with finance and reimbursement policies and guidelines.
• Maintain, review, and revise internal policies, and procedures related to revenue integrity. Communicate and ensure training for such policies and procedures to stakeholders.
• Ensure the effectiveness of the revenue integrity program, including overall consistency and integration of integrity activities throughout the organization.
• Work closely with the CFO and Compliance Officer to ensure that the revenue integrity program meets applicable financial, operational, and legal requirements. Monitor and assess integrity risks and ensure that the revenue integrity program is responsive to those risks.
• Develop key performance indicators for revenue integrity and define targets based on industry standards. Track metrics and report on no less than a monthly basis to the CFO, Revenue Cycle Excellence Committee, and Executive Management Team. Identify barriers to meeting targets and lead related performance improvement activities.
• Perform ongoing monitoring of charge capture patterns, including late charges, charge reconciliation, coding conflicts and charge related denials, to identify and prioritize areas for optimization. 
• Partner with clinical departments to support timely and accurate charge capture. Drive communication of CDM changes to impacted clinical departments
• Support clinical departments related to new revenue initiatives, serve as the subject matter expert in the development of new CDMs to support the new clinical service offering.
• Oversee monitoring of bulletins from the Centers for Medicare & Medicaid Services, Medi-Cal and other payors. Assess the impact of such bulletins and coordinate with revenue cycle managers to implement changes driven by such informational bulletins; ensure the action plans are implemented accurately and in a timely manner. 
• Consult with the Compliance Officer as needed and serve as liaison to revenue cycle, supporting auditing, data and analytics requests.
• Facilitate revenue cycle participation in compliance audits and investigations, plan and execute internal compliance reviews, audits and activities, and conduct routine internal audits of department revenue capture.   
• Serve as an internal resource for billing-related questions, provide training related to charge capture, and work with various departments to help ensure billing compliance.
• Collaborate with other department managers on relevant aspects of assigned program area; discuss organization problems, develop alternatives strategies for dealing with those problems; assist in implementation of solutions, as necessary.
• Direct, mentor and evaluate staff.  Ensure staff members are knowledgeable about revenue assurance needs and reimbursement issues identified through audits, reviews, and aggregate data analysis.
• Oversee the management of EPIC work queues, identify automation opportunities, and partner with Health Information Technology to address updates or changes needed to optimize revenue cycle performance.
• Perform related duties as assigned.

Benefits: Healthy Workplaces/Healthy Families Act of 2014 Paid Sick Leave Benefit. This benefit accrues at the rate of one hour for every 30 hours worked to a maximum benefit of 24 hours per year. There is no cash value associated with the benefit. No other benefits are offered. This position is at will and is not part of the City's Civil Service System. There is no guarantee of hours and employment may end at any time. 

Salary: $23.27-$28.82 per hour depending on qualifications and experience.

Under general supervision, the Part-Time Office Assistant provides a variety of general clerical and administrative support services for the Recreation and Community Services Department. This is a part-time position and may include a flexible or reduced weekly schedule as determined by the department.

This position performs a range of office support duties such as preparing documents, maintaining records, assisting the public, and supporting departmental projects. The Office Assistant may also be assigned to take photographs at City special events as part of regular job duties. Work is generally guided by established procedures, with supervision available for non-routine tasks.

• Prepare a wide variety of documents, correspondence, reports, and forms using word processing and spreadsheet software.
• Review and proofread documents for accuracy, completeness, and proper formatting.
• Create basic graphics or presentation materials as needed.
• Enter, update, and retrieve information from computer systems; maintain files, records, and logs.
• Assist with processing forms such as purchase requests, timesheets, and other departmental paperwork.
• Greet and assist visitors, answer phone calls, take messages, and provide general information about department services.
• Perform general office tasks such as copying, scanning, filing, distributing mail, and ordering office supplies.
• Assist with City events or departmental projects.
• Take photographs at City special events and departmental activities to document projects, support communication needs, and provide images for reports or public information materials.
• Provide backup support to other clerical staff as needed.

QUALIFICATIONS

Knowledge of:

• General office practices and procedures.
• Basic computer skills, including word processing, spreadsheets, email, and simple graphic design tools.
• Standard office equipment such as phones, copiers, scanners, and computers.
• Proper English usage, spelling, grammar, and formatting.
• Basic filing, record-keeping, and data entry methods.
• Basic arithmetic.
• Basic photography principles, such as framing, lighting, and capturing clear images.

Ability to:

• Organize and prioritize work to meet deadlines.
• Prepare clear, accurate, and complete documents.
• Communicate effectively with staff and the public.
