ABOUT THE POSITION
The City is recruiting for a full-time Housing and Community Services Manager (HCSM) to advance and strengthen the City’s efforts in affordable housing production and preservation, homelessness response, tenant protections, and coordination of supportive services for vulnerable community members. Since the creation of the Housing and Community Services Division, it has become a key part of the City’s strategy to address city-wide housing challenges. This leadership position offers a unique opportunity to make a meaningful impact on housing accessibility, homelessness response, and community well-being in Gilroy. 

Under the general direction of the Community Development Director, the HCSM will plan, direct, and oversee the operations and programs of the Housing and Community Services Division and provide leadership and oversight of the development and administration of housing programs and grant-funded initiatives that support long-term housing affordability and stability for residents, including unhoused and at-risk populations. Working collaboratively with public agencies, nonprofit organizations, regional partners, and community stakeholders, the HCSM will help implement innovative housing solutions and advance strategic initiatives aligned with City goals and community priorities.

Additional steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H), and one year at the prior step, and good performance evaluation. Initial salary placement is typically at the entry point of the range unless the candidate has prior Code Enforcement Officer experience which may warrant initial placement at a higher step.

This is a full-time, on-site position, designed for direct collaboration with the team and active participation in daily operations.

This position works varied hours/shifts/days of the week to meet the code enforcement needs of the agency. The regular work schedule may include varied days of the week, including weekends, and work hours (days/swings to 2 a.m.) and overtime availability is required often in the evenings (to include late night hours such as 2 a.m.) or on the weekends for targeted enforcement.

Additional responsibilities include developing solutions to reduce disaster risks, securing and managing mitigation grant funding, delivering community resilience education and training, and effectively engaging, partnering, and collaborating with a variety of officials, local, state, and federal agencies, businesses, community services, both public and private, concerning the related work and goals of the City. Moreover, the CRC will undertake related special projects with citywide significance, and perform other related duties as required. This position is considered essential personnel during City emergencies and is expected to be available to staff and support the Emergency Operations Center.

Definition: Under supervision, to provide facility support to recreation programs, activities or services; understands and adheres to facility policies and procedures; and performs related work as required.  This temporary part-time non-benefited position works an average of 5 - 25 hours per week during the program year.  Available shifts are Saturday and/or Sunday afternoons/evenings.

Essential Duties:  Depending upon assignment, the duties of a Facility Attendant - Recreation Leader I, II or III may include, but are not limited to, the following:

• Organizes, inventories and maintains necessary facilities and materials.
• Open, close, and secure recreation facilities.
• Set up and tear down tables and chairs.
• Follow set-up directions specific to each activity and event.
• Maintains group and individual discipline, and code of conduct.
• Perform light maintenance to maintain equipment, rooms, and the overall appearance of the facility and picnic rental sites
• Provide quality customer service to all instructors, participants, and renters
• Performs other duties of a similar nature or level.

Special Requirements:   Vision adequate to perform room set-ups and take down; speak clearly; ability to bend stoop or crouch; physical stamina to complete all set-up related activities; ability to work off-hours, shifts or events as required; strength to lift and carry materials weighing up to 20 pounds; and the ability to work outdoors in a variety of weather and temperature conditions.

Education & Experience: 

Recreation Leader I:  Current enrollment in high school, with minimum age of 15 at time of appointment.  Must possess a work-permit. No previous experience required.

Recreation Leader II:  Current enrollment in high school, with minimum age of 16 at time of appointment.  Equivalent to three (3) months of full-time experience (approximately 500 hours) of volunteer or paid work experience in recreation programs or equivalent. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable. 

Recreation Leader III:  Equivalent to completion of the twelfth (12) grade.  Equivalent to six (6) months full-time experience (approximately 1,000 hours) of volunteer or paid work experience equivalent to a Recreation Leader II with the City of Millbrae. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable.

Certificates:  Must possess a first aid/CPR certification or be willing to obtain one. 

Service Standards:  

Must successfully complete background process.  All candidates will be fingerprinted pursuant to California State Law.  All successful candidates under age 18 must possess a work permit prior to hire.

The Position:

The City of Santa Clara is seeking an experienced, energetic, and collaborative leader to serve as its next Senior Inspector supporting the daily operations of the Building Division. This critical role provides both technical expertise and supervisory leadership to ensure the City’s high standards for safety, service, and professionalism are consistently met.

The Senior Inspector is a supervisory-level classification responsible for performing the most complex building, electrical, plumbing, and mechanical inspections, while also providing guidance, coordination, and training for less experienced inspectors and support staff. Depending on expertise, incumbents may be assigned to one or more specialty areas, including Building, Electrical, Plumbing, Mechanical, Permit Center, or Code Enforcement. Experience in MEP plan review is highly desirable and may be used to fill one of the two openings.

The role is distinguished from the Inspection Manager classification, which carries broader responsibility for division-wide planning, field operations, and strategic technology initiatives. MINIMUM QUALIFICATIONS:

Minimum Education Requirements: 

Graduation from high school or possession of a GED.

Minimum Experience Requirements:

Five (5) years of increasingly responsible experience in building inspection with a city and/or county agency.

Desirable Qualifications

• Depending on position assignment, the required experience and certification may be required in a particular specialty such as building inspection, electrical inspection, or plumbing and mechanical inspection.
• MEP plan review experience.  
• Certified Access Specialist (CASp) certification.
• Minimum one (1) year of supervisory experience that includes supervising building inspectors.

Licenses/Certificates
 The following are required at time of appointment and for the duration of employment:

• A valid California Class C driver's license.
• Certification as a Building Inspector, Electrical Inspector, Plumbing Inspector, Mechanical Inspector, or Combination Inspector by the International Code Council (ICC) or International Association of Plumbing and Mechanical Officials (IAPMO), or equivalent.

The position is responsible for performing inspections related to the project and plan review of both new and existing buildings; witnessing various tests required for sophisticated fire protection equipment and verifying proper operation and compliance with applicable codes and standards; prepares necessary correspondence, reports and records; with regards to projects confers with architects, engineers, developers, etc.; attends training courses and meetings of professional organizations as directed. 

Other duties include: attending meetings with other local government agencies such as planning and building departments, architects, contractors, developers, and the general public.  Utilizes the District’s citation process when appropriate and when other means of gaining voluntary compliance are unsuccessful. Provides supervision, work direction and technical assistance as directed. Utilizes tools and technology identified by the District related to performance of tasks.
