About the Role

The Town of Los Altos Hills is seeking an experienced, motivated, and community-oriented Associate Planner to join our small but dynamic Planning team. Under the supervision of the Director, the Associate Planner will work on a wide variety of current and long-range planning efforts. This is a mid-level professional planning role ideal for someone who thrives in a collaborative environment and enjoys managing projects with autonomy while serving a unique, rural-residential community.

The Associate Planner conducts research and analysis related to the Town’s General Plan, Zoning Ordinance, and other land use regulations. This position also plays a key role in community engagement and customer service, preparing reports and presenting to citizen committees, the Planning Commission, and the Town Council on projects of moderate to considerable complexity.

Key Responsibilities

• Reviews and makes recommendations on development proposals, including site development permits, variances, conditional development permits, conditional use permits, and lot line adjustments.
• Prepares staff reports and recommendations for the Planning Commission, City Council, and Site Development hearings; attends meetings and delivers presentations as needed.
• Conducts field investigations to assist with project evaluation.
• Coordinates plan reviews with internal departments (e.g., Building, Public Works), Town consultants, and other public agencies.
• Inspects development projects for compliance with approved plans and conditions of approval.
• Conducts research and analysis on planning topics such as land use trends, General Plan updates, Census data, and Community Development Block Grant (CDBG) participation.
• Evaluates and approves administrative-level development permits and checks building plans for consistency with Town codes and conditions.
• Interprets and explains planning and zoning regulations and land use principles to the public, architects, builders, and developers.
• Conducts site analysis meetings with design professionals and residents.
• Investigates zoning and code compliance complaints and conducts follow-up as necessary.
• Prepares informational handouts and public materials related to Town policies and development procedures.
• Evaluates projects for compliance with CEQA, the Subdivision Map Act, and applicable State planning and zoning laws.
• Prepares findings for CEQA exemptions, Initial Studies, Negative Declarations, Mitigated Negative Declarations, and coordinates Environmental Impact Reports (EIRs) as needed.
• Provides occasional training, technical support, and direction to interns, Assistant Planners, and consultants.
• Participates in interdepartmental coordination with the Public Works Manager, City Engineer, Finance Director, and Building Official.

About Happy Hollow Park & Zoo (HHPZ): This is a 16-acre amusement park and Association of Zoos & Aquariums (AZA) accredited zoo located in San José, California. HHPZ is open year-round catering to families with children. It operates nine amusement park rides, showcases various endangered species, and operates one of the oldest classical puppet theaters in California, as well as offering many other playgrounds and attractions emphasizing play and imagination in a natural conservation setting.

THE POSITION

Under general supervision within the Police Department, responds to active crisis calls in collaboration with law enforcement and provides field and office based crisis intervention, behavioral health assessments and counseling, psychoeducation, outreach and engagement, transitional case management, consultation, and quality assurance review of assigned cases; works collaboratively with community service providers, behavioral health agencies, and law enforcement to connect individuals to appropriate resources; and performs related work as required or assigned.

This classification is uniquely distinguished by its principal responsibility to co-respond with law enforcement to emergency calls within the City that involve suspected mental health or behavioral health concerns. This integrated response model ensures a coordinated approach to crisis situations designed to improve outcomes for individuals experiencing psychological distress.

Employees in this position operate with a high degree of independence, judgment and initiative within established departmental policies and procedures. While this position does not include direct supervisory responsibilities, the clinician may provide guidance and training to other personnel, community partners or service providers. Incumbents receive general supervision from a Police Lieutenant and administrative direction from a Police Captain within the Police Department’s Services Division.

A Crisis Response Clinician I is in a pre-licensed status, has completed some of the requirements and must practice under supervision while working towards full licensure. A Crisis Response Clinician II is a licensed clinician who has completed all requirements for professional practice, including education, supervised hours, and exams and can practice independently. A Clinician I shall, upon receipt of the requisite licensure with the California Board of Behavioral Sciences or California Board of Psychology, be advanced to a Clinician II.

POSITION OVERVIEW 

We have an exciting opportunity for a full-time Assistant Planner to join our team in Millbrae, San Mateo County.  

The Community Development Department is comprised of five divisions and functional areas: Planning, Building, Code Enforcement, Housing, and Economic Development. This position will be the primary planner assigned to staff the public service counter, and would be assigned to process planning applications, zoning clearances, business license applications, and building, sign, and wireless permits. There would be a focus on processing design review planning applications and conditional use permits for single family dwelling units and other smaller scale residential and commercial projects.  This position may also work on other duties as needed by the Planning Division.

EDUCATION AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: Graduation from a four-year college or university with major course work in city or regional planning, urban planning, public policy, or a closely related field. Master’s degree in a related field is highly desirable.

Experience: One (1) years of experience as a current planner.

Licenses: Possession of a valid California Driver’s License and a satisfactory driving record, as determined by the City.

SPECIAL REQUIREMENTS
Speak clearly and understandably; operate standard computer programs. Ability to travel to various locations within and outside the City of Millbrae to meet program needs and fulfill the job responsibilities. When driving on City business, maintenance of a California driver’s license and satisfactory driver’s record is required. Must be able to actively participate in evening meetings.

Under immediate supervision, the Assistant Planner evaluates projects to ensure compliance with local policies and regulations as well as California planning laws and provides information to the public. This position provides a high level of service to a variety of clients and stakeholders, including professionals in architecture, engineering, and construction, as well as individual property owners. The Current Planning Division is a collaborative, team-oriented environment that coordinates with other County divisions and departments, as well as other agencies and districts.

DEFINITION

The Recreation Aide I is the entry level class and is responsible for performing less complex assignments within an established procedural framework where there are minimal consequences of error. SUPERVISION RECEIVED/EXERCISED

Receives supervision from administrative and/or management staff. Incumbents of this class do not routinely exercise supervision but those at the higher levels may be asked to supervise from time to time but not on a consistent basis.

ESSENTIAL FUNCTIONS: (Include but are not limited to the following)

• Assist with the following: set-up and tear down of program equipment, preparation of playing fields and routine facility maintenance.
• Keep statistics and accurate score for basketball, softball, flag football, soccer, and volleyball.

• Officiate adult and youth volleyball, youth basketball, and youth football games.
• Uphold the rules of play and code of conduct.

The Superior Court of California, County of San Mateo is seeking qualified and experienced candidates for the position of Child Custody Recommending Counselor.
 
The Child Custody Recommending Counselor will provide mediation services and child custody recommending counseling as required by California Family Code section 3160 et seq, and will conduct investigations and prepare reports as provided in California Family Code section 3110 et seq and Family Code section 7851 and 9001.  The candidate hired for the position will work in any court department and must be able to travel to any court location in the county.

Our ideal candidate will possess the following knowledge, skills, and abilities:

• An understanding of cultural diversity issues.

• Experience working with families and children.

Qualifications

Experience and Education: As required by the Family Code and the California Rules of Court, applicants for positions in this classification must have the following minimum qualifications:

• Experience: Two years of experience in counseling or psychotherapy, or both, preferably in a setting related to the areas of responsibility of the family conciliation court and with the diverse population to be served.
• Education: A master's degree in psychology, social work, marriage, family, and child counseling, or other behavioral sciences substantially related to marriage and family interpersonal relationships.

Knowledge of: 

• Adult Psychopathology, family psychology, child development, child abuse, the effects of divorce on children, the effects of domestic violence on children, child custody research, and clinical issues relating to children.
• Domestic violence issues as described in Family Code Section 1816.
• Principles and techniques of family mediation.
• Crisis intervention techniques.

• Community resources for client referral.
• Laws, rules, regulations, policies, and legislation related to Court operations and functions, particularly those related to family law and court mediation.

Analyst: Chet Overstreet (10-2054) (Child Custody Recommending Counselor - X007)

The Associate Planner supports the Town’s planning and development functions by reviewing and analyzing a variety of land use and development applications to ensure compliance with local, state, and federal regulations. This position provides technical assistance and guidance to property owners, developers, and the public on zoning, design review, environmental assessment, and related planning matters. DEFINITION

Under general supervision, provide recreational and educational instruction and activities, social development, guidance and care for preschool and elementary age children by leading and assisting in the selection and coordination of a variety of activities and curriculum at a childcare site.

DISTINGUISHING CHARACTERISTICS

Child Care Lead Teacher is the lead teacher in the classroom.  Child Care Lead Teachers may also be asked to temporarily oversee a school site when a Site Coordinator is offsite.  If a situation arises where a Site Supervisor is unavailable for an extended period of time a Child Care Lead Teacher with a Site Supervisor Permit will be asked to act as a temporary Site Supervisor.

SUPERVISION RECEIVED AND EXERCISED:

General supervision is provided by the Child Care Site Coordinator. Child Care Lead Teacher  supervises the classrooms to which they are assigned, including Child Care Aides, Associate Teachers, Teachers, and Full-time Teachers that are assigned to their programs.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Assist in the development of a diversified program of recreational games, sports, arts, crafts, and other activities for elementary school children.
• Assist in the development of a diversified preschool curriculum of music, science, math, dramatic play, social studies, literature, and recreational activities.
• Plan and lead a variety of activities appropriate to children of various age groups.
• Participate in and evaluate the effectiveness of activities and events.
• Instruct children in the safe and proper use of supplies and equipment. Instruct children in proper health and hygiene care.
• Assist in the selection and arrangement of field trips, special events and guest speakers.
• Assist with the preparation of site nutrition program.
• Assist with developing discipline techniques and maintaining acceptable classroom behavior from participants.
• Drive/Transport children using City of Pacifica City vans.
• Participate in cleaning and maintaining the facility and equipment.
• Inspect the site and equipment for potential safety hazards; take corrective action to prevent injuries.
• Assist in monitoring site supplies.
• Assist in recording numbers for attendance and nutrition reports. Perform related duties as assigned.
• Assist Site Supervisors with the evaluation process for Childcare Aides, Associate Teachers, Teachers, and Full-time Teachers (I/II) that are assigned to their programs.
• Attend and participate in required in-service training activities.
• Assist Site Coordinator in preparing yearly State of California Desired Results reports, including managing children’s portfolios, and monitoring student progress by using Desired Results Developmental Profile and designated online educational platforms.
