The Parks, Recreation & Community Services Manager – Senior Services is responsible for leading the operations, programs, services, and community engagement efforts that support Redwood City’s older adult population. This position oversees a broad range of senior services, including recreation programming, wellness initiatives, social services coordination, special events, facility operations, partnerships, and community outreach, while helping ensure the City’s brand new 45,000 square foot senior center continues to be a welcoming, active, inclusive, and responsive community space.

This role provides leadership and oversight for the day-to-day operations of senior services programs and facilities, including staff supervision, budget administration, program development, strategic planning, contract management, and customer service delivery. The Manager works collaboratively across City departments and with community organizations, regional agencies, volunteers, and service providers to support programs and services that enhance quality of life, social connection, health, and lifelong learning opportunities for older adults.

The Manager also serves as a key liaison to community stakeholders and the Senior Affairs commission, helps guide long-range planning efforts related to aging services and ensures programs and services reflect the evolving needs of Redwood City’s diverse senior community. Responsibilities include overseeing operational logistics, evaluating program effectiveness, supporting staff development, and maintaining strong partnerships that advance the City’s commitment to accessible and high-quality community services.

The Department: 

The Community Development Department strives to enhance the community’s safety, welfare, quality of life, and economic opportunities by providing advanced planning, development review, permitting and inspection services, as well as administration of programs related to affordable housing. 

The Community Development Department consists of three divisions: Planning, Building, and Housing and Community Services. The Department guides the ongoing physical development of the community, which includes long range land use planning, review of new development proposals and construction to ensure that it conforms to the standards of the City and State and ensures the provision of affordable housing with the City of Santa Clara. The delivery of high-quality professional services, including the enhancement and streamlining of the development permit process, and forging partnerships to provide housing services to lower income members of the community, are primary objectives of the Department. The Department acts as an advisor to the City’s decision-makers in these areas and carries out the policies of the City Council. 

The Department demands for quality communications continues to increase, especially as the list of high visibility development projects grows in Santa Clara. The department is seeking a dedicated Communications Coordinator to handle outreach and engagement efforts and be a liaison to the City’s Communications Team.

The Position: 

The incumbent provides high-level public information and community outreach services that require in-depth knowledge of public sector communications, website content and graphic design, and experience in managing and implementing creative and innovative promotions and projects.

This role is essential to centralizing the department’s communication efforts and ensuring that both internal and public-facing messages are strategic, consistent, and impactful.
 
The Communications Coordinator will be housed in the Technology and Communications Team and will be supervised by the Assistant Director. The Communications Coordinator will work across all divisions and will not only help streamline communications related to key initiatives and projects but also serve as an internal consultant, helping staff develop clear, effective messaging across all channels. This will enable the department to better meet increasing demands from the City Manager’s Office for improved web content, newsletters, and outreach efforts, while also promoting the department’s key initiatives and projects to a broader audience.

Under general direction, the Communications Coordinator coordinates and maintains content on the Department's website and intranet; implements and supports internal and external communication efforts; and coordinates social media and video communication activities. Incumbents may function as a supervisor, or an individual contributor, depending on the department or assignment.

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

A Bachelor's Degree from an accredited college or university with a degree in English, Journalism, Communications, Advertising, Marketing, Public Relations, or closely related field.

Minimum Experience Requirements: 

None.

Acceptable Substitution: 

Additional full time professional experience in public relations, public information, or other related experience may be substituted for the education on a year-for-year basis up to two years with one year full time experience being equal to 30 semester (45 quarter) units of college.

Desirable Qualifications: 

• Experience working in the public sector communications, press releases, social media platforms, website and graphic design, and analytics research is desirable.

• Experience in managing and implementing creative promotions and projects is desirable.

Other Requirements:  

• May be required to work odd and unusual hours in the performance of duties and during emergency situations.

• Must be able to perform all of the essential functions of the job assignment.

SUMMARY DESCRIPTION

Performs technical and paraprofessional work supporting both the department and City planning operations including current and long-range planning,  environmental compliance review, processing development proposals, interacting with applicants, developers, consultants, the public, and external agencies, organizations and community groups, and other technical-level functions.

DISTINGUISHING CHARACTERISTICS

A paraprofessional classification requiring administrative, analytical, and specialized technical skills to perform semi-complex municipal planning duties. The role is distinguished from lower classifications by its scope of work and requirements for specialized training and technical proficiency in planning. This classification performs recurring tasks and solves problems independently under general supervision from the department director or assigned supervisor, and does not exercise supervision over staff.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Perform a wide range of administrative, operational, and technical tasks supporting planning programs and functions.
• Process, review, and evaluate plans, required planning documents and construction plans for completeness, consistency, and regulatory compliance.
• Administer zoning, land use, subdivision, and environmental regulations; provide recommendations on project issues, and assist applicants to ensure all requirements are met within established time frames.
• Interact with the public, and internal and external stakeholders;  serve as liaison to City staff, applicants, developers, consultants, and external organizations and agencies regarding City codes, policies, processes, and requirements.
• Conduct site visits; investigate zoning issues and complaints; advise property owners, developers, and the public on relevant City ordinances and regulations.

PART TIME SENIOR RECREATION LEADER

SUMMARY DESCRIPTION: Under the direction of an assigned supervisor/coordinator, the Senior Recreation Leader is responsible for implementing programs at a given site, including administering program curriculum and supervising program staff. This is an at-will, intermittent, part-time, hourly wage position without City-paid benefits. Some evening and weekend work may be required.

REPRESENTATIVE DUTIES: The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Implement all daily activities of a given program, including administration of program curriculum, leading program activities, monitoring and enforcing program rules and regulations, maintaining a safe environment and collecting any necessary paperwork.

2. Instruct program participants in rules, model appropriate behavior, monitor strict adherence to program guidelines and enforce rules.

3. Exercise sound judgment in addressing behavior problems.

4. Responsible for appropriate use, maintenance and storage of all program supplies and equipment.

5. Establish and maintain a respectful and courteous working relationship with participants, volunteers, staff and those contacted in the course of work.

6. Exhibit enthusiasm and support for the program.

7. Assist with training and directing staff and volunteers to ensure program activities are accomplished.

8. Provide information and open communication with appropriate individuals.

9. Perform other program-related duties as assigned.

QUALIFICATIONS: The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of: Recreation programs and curriculum Ability to: Work assigned program hours. Communicate clearly and concisely, both orally and in writing and understand and carry out oral and written directions. Learn pertinent City rules, policies, ordinances and program requirements. Establish and maintain effective working relationships with those contacted during the course of work. Understand and follow oral and written instructions.

Education: the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Minimum qualifications: Possession of high school diploma or GED certificate.

Education/Training: First Aid and CPR training. Experience: One (1) year of progressively responsible recreation or program administration experience AND prior experience working with age appropriate groups (children through adults).

License or Certificate: Possession of a valid California Driver License. Possession of a valid First Aid and CPR certificate.
