Annual Salary: $149,472 - $198,792 (placement in this range depends on qualifications)

The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown. 
• Perform related duties as assigned.  

The ideal candidate will have significant economic development experience and will excel project management. The ideal candidate will be able to “hit the ground running” and quickly establish rapport, trust, and credibility within the organization and the community.  

Top areas of focus for the next Economic Development Manager will be:

• Collaboration – Continue to work seamlessly with the City Manager and the Community and Economic Development Director’s team.
• Development – Maintain and carry on the momentum the incumbent has set forth on various projects and negotiations such as the Farmers Market. Continue to work on the City’s shopping centers developments.
• Housing – Work with the Planning team on meeting state housing requirements. Work on rezoning commercial areas for mixed-use developments.
• Communication – Foster open and timely communication internally with staff and other departments and externally with developers and stakeholders. Represent the City as a staff liaison on commissions and boards such as the Education Commission.

The County of San Mateo Department of Housing seeks well-qualified candidates for the position of Management Analyst.

GENERAL INFO  
  

Under general supervision, the Lifeguard/Swim Instructor I/II performs routine public contact and safety work in serving as a pool lifeguard. They also provide essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties relating to aquatics. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the health and safety of aquatic patrons, facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.   

UNIVERSAL POSITION DUTIES (Applicable to all roles; Illustrative Purposes Only)  

Monitor the swimming pool and enforce safety regulations.  

Assist with aquatics programs, special events, and facility upkeep.  

Test and maintain pool water chemistry.  

Set up and tear down for classes, programs, and events.

DEFINITION
Develop content for a variety of materials and media to enhance the Town’s transparent, accurate, and responsive communication with Danville residents, businesses, and customers. Summary: 
Under general supervision, organizes, oversees and coordinates specialized recreational programs for the community and provides staff assistance in a specialized program area; and performs other duties as assigned.

Essential Duties and Responsibilities:

• Plans, organizes and implements specialized recreation programs for an assigned community area or group; verifies instructor availability; resolves conflicts related to activities and events.

Qualifications:

POSITION

To assist in planning, implementing, coordinating, and evaluating recreation programs and events, including but not limited to Teen Programs, Youth Programs, Aquatic Programs, Senior Programs, Adult Programs, promotional events, special events and excursions. The purpose of this recruitment is to fill a vacancy in the Community Services Department, as well as establish an eligibility list for future vacancies. This current position will be assigned to recreation duties.

The Ideal Candidate will have knowledge and experience working in municipal recreation programming including youth and/or teen activities, and adult sports. ESSENTIAL JOB FUNCTIONS

Plan, implement, coordinate, and evaluate recreation programs, aquatics programs, special recreation events and services; publicize programs, events and services for youth, teens, adults, and seniors. Create activity schedules, budgets and promotional materials. Train, schedule and assign program staff and volunteers; assist in the development of staff evaluations. Assist with coordination and scheduling of the recreation or aquatics programs. Promote and maintain safety in the workplace. Maintain records and statistical data on programs. Issue, secure and maintain program equipment and supplies. Ability to work flexible hours. Ability to drive a large van to transport materials, and participants to various activities. Regular, predictable, consistent and timely attendance is an essential function of the position, in that employee must be present to work to complete assigned tasks.

OTHER JOB FUNCTIONS

For all work assignments:

• Enforce all rules and regulations and lead youth programs as assigned.
• Teach aquatic programs and perform lifeguard duties as assigned.
• Certify lifeguards when requested.
• Serve as staff in Department programs (i.e., Summer Camp, Senior Programs, Youth Programs, Teen Programs, and Adult Programs).
• Maintain recreation equipment.
• Work cooperatively with others.
• Perform related duties as assigned.

QUALIFICATIONS

When assigned to Aquatics:

The Recreation Coordinator will be responsible to perform lifeguarding duties, ensuring the safety of patrons, enforcing pool regulations, and responding to emergencies as needed. Additionally, they will need to train, certify, supervise and schedule lifeguards. During operating hours, on-site presence is required to ensure smooth operations and safety compliance.

When assigned to Youth Program(s) (i.e. Teen Programs, Youth Programs, etc.):

The Recreation Coordinator will be responsible for developing, coordinating, and supervising youth-oriented programs. Specific duties include: Planning and implementing recreational, educational, and enrichment activities tailored to different age groups. Recruiting, training, scheduling, and supervising program staff, volunteers, and instructors. Ensuring a safe and inclusive environment by enforcing program policies and addressing behavioral issues, as needed. May be required to perform lifeguard duties, as needed.

Minimum Education and Experience:

Education: High School diploma or equivalent. Bachelor's Degree from an accredited college or university with major course work in recreation or a related field is preferred.

Experience: Two (2) years of increasing responsible experience in the delivery of recreation services. A bachelor’s degree may be substituted for one (1) year of experience.

Licenses or Certificates: Required upon hire: Valid California Driver’s license

Required within six (6) months of hire:

Possession and maintenance of a current American Red Cross First Aid Certificate or equivalent.

Current American Red Cross Community CPR Certificate (or equivalent)

When assigned to aquatics (in addition to recreation programs), the following are required and must be maintained during the course of employment:

Required upon hire: Valid California Driver’s license, American Red Cross Lifeguard Training with CPR and First Aid (or equivalent)

Required within six (6) months of hire: American Red Cross Water Safety Instructor (or equivalent), American Red Cross Lifeguard Instructor Trainer, First Aid for Public Safety Personnel (Title 22 equivalent).
