Program Assistant: Adults and Seniors

Salary Range: $18.52 - $30.68/hour, depending on experience.

 

DEFINITION

Assists in the planning, coordination, implementation, and evaluation of programs, events, and services in a designated area of Recreation Arts and Community Services. Provides highly organized and responsible administrative and programmatic support to the Program Coordinator, including assistance with internal programs, volunteer coordination, and preparation of the quarterly activity guide, etc. Recommends and coordinates the purchase of program supplies and equipment. Helps foster and maintain positive relationships within the community to enhance program offerings and engagement.

• This is a part-time, temporary, at-will, non-benefited position.
• Flexible schedule of 15-20 hours per week, including some evenings and weekends; not-to-exceed 950 hours per calendar year.
• This position is Primarily located at the Danville Senior Center with some responsibilities at various location around Town depending on program needs.

 

SUPERVISION RECEIVED AND EXERCISED

General supervision is received from the Program Coordinator and the Program Supervisor.  May exercise supervision of part-time personnel and volunteers as assigned.

 

ESSENTIAL JOB DUTIES

Essential duties are inclusive of, but not limited to, the following:

• Assist in the planning, coordination, implementation, and evaluation of innovative programs, events, and services for older adults.
• Provide administrative and programmatic support to the Program Coordinator and Supervisor, including internal events, volunteer programs, and special initiatives such as Buzz Sessions.
• Deliver excellent customer service by responding to inquiries, processing registrations, and assisting with facility reservations and general front desk operations at the Danville Senior Center.
• Supervise and motivate part-time staff, volunteers, and program participants to ensure a safe, inclusive, and engaging environment.
• Support the coordination and execution of community events, including the Recreation Expo, Senior Variety Show, and other department-wide initiatives.
• Assist with the preparation, proofreading, and editing of the quarterly Activity Guide, ensuring consistency with online registration systems.
• Maintain accurate records and ensure all documents, spreadsheets, and files are organized and accessible using designated systems such as SharePoint.
• Monitor facility conditions and promptly report maintenance issues using the Town’s CRM system.
• Assist with public communications and manage the Seniors' Inbox.
• Perform duties in compliance with OSHA standards, Town policies, and departmental procedures.
• Perform other related duties as assigned.

 

QUALIFICATIONS

Applicant must be at least 18 years old.  Receive satisfactory results from a background investigation and fingerprinting. Provide written proof of a negative TB test before the appointment.

Knowledge of:

• Recreational programs, developmentally appropriate group activities, and applicable health and safety regulations.
• Record keeping practices and procedures; office practices, procedures, and equipment.

Ability to:

• Pay attention to detail and accuracy within events and programming.
• Understand and follow oral and written directions; communicate effectively, both orally and in writing, to establish and maintain effective working relationships with coworkers and members of the public.
• Build relationships and compose correspondence with outside vendors for internal programming and volunteering.
• Provide information to the public in person, by telephone, or through written correspondence where judgment, knowledge, and interpretive skills may be required.
• Effectively utilize Microsoft Office Suite.
• Must be able to provide a TB test result within the last four years, or obtain a new record.

 

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Education:

Graduation from high school or equivalent is required, with college-level coursework completed in Recreation, Human Development, Education, or a related field preferred. 

Experience:

Background in municipal parks and recreation and/or Adult and Senior Services is desirable.  Supervision of part-time and/or volunteer personnel is highly desirable. Customer service experience required. 

 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or a license in another state with the ability to obtain a California license within 30 days of hire.  First Aid and CPR/AED certification is required but may be obtained during the first 90 days of employment.

Under general direction, the Public Works Supervisor assigned to the Parks Division provides leadership and direction in maintaining and enhancing the City’s parks, landscapes, and athletic fields. This position plans, schedules, assigns, and supervises the work of a dedicated crew of seven (7) full-time Maintenance Workers who help keep the City’s outdoor spaces safe, beautiful, and sustainable.

The Supervisor oversees the daily and seasonal maintenance of high-quality athletic fields, irrigation systems, and park facilities, ensuring they meet the needs of both recreational users and organized sports programs. This includes planning and managing turf renovation, field preparation, irrigation repair and upgrades, and plumbing maintenance throughout the City’s parks and landscaped areas.

Serving as the City Arborist, this individual plays a vital role in caring for public trees and vegetation, working closely with the Fire Department, community groups, and other departments to implement the City’s tree maintenance and vegetation management programs.

Other key responsibilities include overseeing and maintaining the City’s gateway areas, medians, demonstration gardens, and other high-visibility landscape features; ensuring the effective operation of irrigation and drainage systems; and supporting the preservation and enhancement of the City’s cherished Steps, Lanes, and Paths network.

As a working supervisor, this position combines hands-on technical knowledge with strong leadership and team-building skills. The Supervisor is responsible for coaching, mentoring, and developing staff; fostering a culture of safety, accountability, and professional growth; and ensuring high standards of performance and service within the Parks Division.

The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst for the Budget Services office.  

The Senior Fiscal Analyst serves as the lead staff for the Trial Court Budget Advisory Committee and its three subcommittees: Funding Methodology, Revenue & Expenditure, and Fiscal Planning, providing comprehensive support for all committee operations. This role manages the Funds Held on Behalf of the Trial Courts program, a fiscal process that assists courts in managing their operational budgets. The analyst also provides budgetary support for the Court Interpreter Program and acts as a key backup to the Senior Fiscal Analyst responsible for the trial court allocations and Workload Formula policy implementation. This position requires advanced, journey-level analytical expertise to manage complex projects and programs, conduct in-depth research, develop fiscal policies and procedures, compose official comprehensive written reports, and serve as a subject matter expert in trial court finance and planning.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

RESPONSIBILITIES

• Serve as lead staff and provide high-level professional support to the Trial Court Budget Advisory Committee, its subcommittees, and working groups. This is one of the most active advisory bodies to the Judicial Council that represents trial court funding priorities and policies. This role involves strategic planning, policy compliance, stakeholder engagement, and administrative coordination to ensure the committee’s operations align with Judicial Council governance standards. 
• Manage the annual submission cycle, analyze funding requests from trial courts, and coordinate the Funds Held on Behalf of the Trial Courts program to ensure compliance, transparency, and effective fiscal oversight. 
• Provide high-level professional support in a backup capacity to the Senior Fiscal Analyst position that oversees the trial court budget allocations of $3 billion annually and the Workload Formula policy. This role collaborates extensively with Judicial Council leadership and trial court representatives to ensure effective governance of trial court funding and policy execution. 
• Provide advanced-level analytical and budgetary support to the Court Interpreter Program. This includes technical assistance to the Language Access Program for annual court interpreter allocations to the trial courts, implementation of budget proposals, and review of reports to the Legislature and other documents. 
• Provide support for the development and implementation of the annual trial court budget. Contribute to cross-functional initiatives that support trial court operations, ensure fiscal integrity, and support the goals of the Judicial Council. 
• Document and maintain detailed records of operational processes, procedures, and related backup information to ensure clarity and consistency for key budgetary processes that support the trial courts.

MINIMUM QUALIFICATIONS 
Bachelor’s degree, preferably in business, finance, accounting, or a directly related field, and four (4) years of professional experience in accounting, financial analysis, budgetary, or contract administration/procurement. 

Possession of a bachelor’s degree in a directly related field such as accounting, finance, business, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

OR

Juris doctor, Master of Business Administration, or master’s degree in a directly related field for the assigned discipline such as finance, contract administration or accountancy, and one year of experience as identified above. 

OR 

One (1) year as a Fiscal Analyst in the assigned field with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Analyst in a California superior court or California state-level government entity. 

Desirable Qualifications

• Knowledge of California’s state budget process and governmental budgeting practices.
• Strong political acumen and understanding of governmental laws, rules, and policies.
• Experience implementing budgetary policies within government frameworks.
• Proficiency in Microsoft Office tools, including Outlook, Word, Excel, and PowerBI.

What You’ll Do

The expectation is this position will work 20-25 hours per week, but may go up to 30 hours per week on occasion, and will not exceed 960 hours total. The hourly rate is $48.91.

 

Duties may include but are not limited to:

• Oversee and promote the City’s volunteer program with an eye toward continuous improvement and program evolution.
• Provide direct support on special projects led by the Senior Management Analyst and/or Assistant City Manager.  
• Coordinate ongoing management of select City public art installations.
• Represent the City Manager’s Office on cross-departmental committees and teams, such as the Safety Committee and Diversity, Equity, and Inclusion Committee and act as a conduit for critical information.
• Assist with the organization and implementation of community engagement events.
• Conduct research and analysis and make recommendations on the formulation of policies, procedures, and best practices.
• May draft staff reports or slide decks for presentation to city commissions and/or City Council on various policy and program topics.
• Develop requests for proposals and assist in negotiation and execution of contracts with consultants and service providers.
• Participate in the development and installation of new or revised programs, systems, procedures, and methods of operation.
• Assist in the coordination of intradepartmental and departmental activities with other City departments and divisions, and outside agencies.

Minimum Qualifications:

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.

• One year of general administrative experience, preferably in local government.
• Equivalent to a Bachelor’s Degree from an accredited college or university with major work in public or business administration or a closely related field.

The City of Gilroy is currently recruiting for a Management Analyst/Management Analyst Trainee position (depending on level of education/experience) for the Utilities department. The Management Analyst Series includes both Trainee and Journey-Level positions, providing a career progression path for individuals performing professional-level analytical work. Both classifications involve significant analytical ability and require incumbents to work independently or as part of a team on a variety of budget, project, program management, administrative, and research tasks. Incumbents may rotate among different departments as needed and may be assigned to supervise full-time and part-time employees as well as volunteers. If assigned duties in support of labor negotiations and/or labor relations, the position may be designated as confidential.

The Trainee position is designed for individuals gaining professional-level experience while actively working toward obtaining a bachelor’s degree or may be a professional with a bachelor’s degree in a related field of study working to gain relevant, hands-on experience. The Journey-Level position requires both a degree and experience along with a higher degree of expertise, experience, independent judgment, and application of policies and procedures.

 

MANAGEMENT ANALYST – TRAINEE
This is a trainee-level, exempt position with a steep learning curve, designed to provide entry-level professional experience over a twelve to twenty-four-month period. The incumbent applies education and related work experience while actively pursuing a bachelor's degree. In the alternative, a Trainee may hold a bachelor's degree, but does not have the experience for a journey-level role just yet. Under general and/or close supervision of an executive or department manager, the incumbent will train on and perform a variety of analytical tasks, including budget preparation, program management, and policy evaluation. As experience and education progress, the incumbent may begin to take on more complex assignments. 

While in the Trainee capacity, the incumbent is an at-will, probationary employee. Upon successfully gaining the required experience or bachelor’s degree, the incumbent will be evaluated for potential placement in the Journey-Level Management Analyst classification.

 

MANAGEMENT ANALYST – JOURNEY LEVEL
This is a journey-level, exempt position in which the incumbent operates with greater independence and responsibility. The position requires both breadth and depth of knowledge in theories, concepts, and techniques used in budget, project, and policy analysis, along with a thorough understanding of policies and procedures. Under general supervision, the incumbent will perform complex analytical work, evaluate management projects, and may develop policy recommendations.

Unlike the Trainee, the Journey-Level Analyst is expected to work with greater autonomy, requiring less oversight in conducting research, preparing reports, and making recommendations on administrative and operational matters. The incumbent may also be assigned to supervise employees and volunteers.
