THE POSITION

DEFINITION

To organize, assign, and review the work of assigned personnel engaged in a variety of duties in the construction, maintenance, and repair of parks and recreation grounds and related facilities.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level class in the Parks Maintenance Worker series.  Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made.  Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing technical and functional supervision and performance of advanced journey level activities.  Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.

SUPERVISION RECEIVED AND EXERCISED

• Receives direction from an assigned supervisor.
• Exercises technical and functional supervision over assigned parks maintenance staff.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Plan, prioritize, lead, review, and participate in the work of staff involved in a variety of duties in the construction, maintenance, and repair of park and recreation grounds and related facilities.
• Develop schedules and methods to accomplish assignments ensuring all work is completed in a timely and efficient manner.
• Participate in evaluating the activities of staff, recommending improvements and modifications.
• Provide or coordinate staff training on aspects of assigned duties, equipment use, and safety; work with employees to correct deficiencies.
• Review the work of assigned employee and contracted crews engaged in parks and recreation facilities maintenance work; inspect work in-progress; train personnel in the safe and proper operation of a wide variety of tools and equipment used in the work.
• Oversee contract services, authorize work and associated payments within the scope of authority; approve minor change orders to ensure quality of work within scheduling or budget constraints.
• Lead staff and perform the most difficult and complex work in the installation, repair, and maintenance of parks/recreation facilities, including City swimming pool facilities.
• Assess materials and labor needed to accomplish assigned jobs and estimate associated costs; ensure availability of supplies, materials, and equipment needed; purchase supplies and materials as necessary.
• Maintain accurate records related to parks/recreation gardening and maintenance work, including labor, material and equipment costs, and other work-related records.
• Use a personal computer, or other hand held communication devices to enter and retrieve information related to work assignments, other record keeping, and electronic communication.
• Build and maintain positive working relationships with co-workers, other City employees, contractors and the public using principles of good customer service.
• Utilize proper safety precautions related to work performed.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• If assigned to parks maintenance, parks/landscaping and maintenance equipment including commercial mowing equipment and uses, handling and storage or pesticides and herbicides.
• If assigned to pool maintenance, mechanics of swimming pool systems including pumps, filters, controls, chemical injectors, chlorine generators, and brine systems.
• If assigned to irrigation, principles and practices of irrigation system planning and installation including computer scheduling and monitoring methods; related tools and equipment.
• Principles and practices of lead supervision, training, and performance evaluation, including safety practices and related record-keeping.
• Materials, methods, tools, practices and equipment related to a broad range of parks/recreation maintenance work involving gardening and facilities maintenance duties.
• Facilities construction and repair work and methods including carpentry, pipefitting, plumbing, painting, and cement work.
• Safety rules and work practices used construction, maintenance, and repair of park and recreation grounds and related facilities.
• Pertinent local, State and Federal rules, regulations, and laws.

Ability to:

• Act as a lead worker and perform advanced journey level parks/recreation gardening and maintenance activities.
• On a continuous basis, know and understand parks/recreation gardening and related facilities maintenance and repair activities and observe safety rules; intermittently, analyze problem equipment; identify safety hazards; locate equipment; interpret work orders; remember how to operate equipment; and explain jobs to others.
• Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when performing parks/recreation gardening and facilities maintenance duties; perform simple and power grasping; pushing, pulling, and fine manipulation; and lift or carry weight of 50 pounds or more.
• If assigned to park maintenance, operate park/landscaping maintenance equipment such as dump trucks, backhoes, front loader, and power tools such as mowers, edgers, and blowing; maintain hand tolls and assigned equipment.
• If assigned to pool maintenance, mix pool chemicals in a safe and proper manner; maintain chemical balance in swimming pools.
• If assigned to irrigation, operate and monitor centrally controlled irrigation systems, create and implement irrigation budgets based on environmental factors.
• Prepare and develop cost estimates related to work orders and various projects.
• Work on-call on evenings, weekends, or holidays; work in a variety of weather conditions.
• Keep records and prepare reports; use a personal computer to enter and retrieve data, track work order status, and communicate electronically.
• Read, interpret, and apply information from blueprints or drawings related to construction documents.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training

Experience:

• Two years of experience performing work similar to that of a Parks Maintenance Worker II in the City of Roseville.

Training:

• Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree; course work or training in turf care, irrigation, playground safety, or construction is highly desirable.

License or Certificate

• Possession of a valid California driver’s license by date of appointment.

SELECTION PROCESS

THE POSITION

To service and perform minor repairs and a variety of semi-skilled preventative maintenance duties on a variety of automotive and other power-driven and mechanical equipment. 

The purpose of this recruitment is to hire a temporary/part-time position.  Applicants who do not meet the minimum qualifications for the Equipment Service Worker position may be considered for employment as an Intern.  Typical work hours are Monday through Friday, 6:30 AM to 2:30 PM. 

Temporary/Part-Time employees work no more than 130 hours per month and 960 hours per Fiscal Year. 

ESSENTIAL JOB FUNCTIONS

Follow a preventative maintenance schedule to assure vehicles are in good repair. Perform minor tune-ups, exhaust system repairs, brake replacements and repairs, and U-joint replacements.  Check and replace tires.  Wash and steam clean vehicles and parts.  Inspect vehicles and equipment for loose or work parts and hydraulic and exhaust leaks.  Bring all needed repairs to the attention of Supervisor.  Keep routine records on maintenance services provided, parts used, and labor performed.  Pick up and deliver vehicles and parts.  Maintain maintenance shop and shop equipment in a safe, clean and orderly condition.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Perform a wide variety of routine preventative maintenance duties on all automotive vehicles.  Performs related duties as assigned.

QUALIFICATIONS

Education: High School diploma or equivalent.

Experience:  One (1) year of basic vehicle maintenance experience.

Licenses:  Required upon hire and maintained during employment, possession of a valid Class C California Driver’s License.

The PRNS Department is recruiting to fill several Groundsworker positions. Under general supervision, this position performs semi-skilled and skilled grounds maintenance functions of routine difficulty. The typical duties and responsibilities for Groundsworker are to maintain park grounds. This may include, but is not limited to: irrigation, cultivation, pruning, planting, and transplanting a variety of turf, shrubs, trees, and plants. The position may also operate mowing equipment in parks and athletic fields and operate triplex gang/rotary mowers, power edgers, tractors, rototillers, sprayers, dump and other trucks, power chain saws and other light power equipment and hand tools used in grounds and maintenance work. The position may also apply fungicides, herbicides, insecticides, and fertilizers. The position may also maintain and make minor repairs to playgrounds, picnic areas, athletic fields and sport courts, park trails, and firebreaks as well as make minor repairs and adjustments to irrigation systems, mowers, and miscellaneous equipment. The position may also perform clean-up and litter pick-up functions, clean pools and fountains, schedule automatic irrigation controllers, maintain work-related records, and prepare corresponding reports. The position may also explain programs and policies to the public, provide lead guidance to less experienced workers, assist in firefighting and rescue duties in wilderness park areas, and may be responsible for vehicle and pedestrian traffic safety in work areas. Candidates must be willing and able to work weekends, holidays, and/or other shifts as needed.

The Position

The current vacancy is in the Parks Maintenance Division of the Community Services Department. Under the supervision of the Parks Field Supervisor, the Parks Lead Maintenance Worker performs a variety of skilled tasks and complex assignments in maintenance, repair, or construction work. The Lead Maintenance Worker is a working supervisor position. The position exercises direct supervision over crews engaged in service, maintenance, and repair.

A Lead Maintenance Worker may also be required to perform duties similar to those customarily performed by a Maintenance Worker I/II. Work assignments may also involve considerable skill in various construction and mechanical crafts and the operation of heavy construction and maintenance equipment.

Typical job duties include assigning and reviewing work of Maintenance Worker I/II and seasonal staff; trains, supervises, and provides input into performance evaluations and performance issues. Inspects and repairs equipment at frequent intervals , maintains records related to inspections and maintenance activity.

Minimum Qualifications

Education:

Possession of high school diploma or GED equivalent

Experience:

A minimum of one (1) year of experience as a crew leader or a skilled worker in public works, parks, facilities, and/or utility construction and maintenance

Completion of the probationary period for the position at a level comparable to a Maintenance Worker II with the City of San Bruno

Special Requirements:

Possession of a valid California Commercial Driver’s License certification (Class B license)

Possession of a Qualified Pesticide Applicators Certificate (must provide proof of current certificate as part of application, or bring to oral board interview)

Ideal Candidate

The ideal candidate will be knowledgeable in plant identification, possess skills in the proper pruning techniques of both shrubs and trees, and be knowledgeable in the care and maintenance of turf including aeration, fertilizing, and water management. The candidate will have extensive knowledge of irrigation systems including installation and repair, troubleshooting valve issues, programming of irrigation controllers, and effective water management techniques. The candidate must be able to identify, troubleshoot and perform repair and maintenance issues independently. The Public Works department is seeking a skilled mechanic with a proven track record to join the Vehicle & Equipment Maintenance division. Under the general supervision of the Fleet Manager, the Auto Mechanic is responsible for making minor and major mechanical repairs to automotive and other power-driven equipment; and to do related work as required.

ESSENTIAL DUTIES
Inspect, diagnose, locate mechanical difficulties on City automobiles and trucks, and on public works department construction equipment, such as tractors, rollers, backhoes, loaders and other automotive equipment used in street, sewer and water utility maintenance and construction; determine extent of necessary repairs; overhaul, repair, and adjust engines, transmissions, differentials and clutches; tune engines, replace ignition parts and clean and adjust carburetors; replace or repair faulty parts including wheel bearings, clutches, oil seals, shock absorbers, exhaust systems, steering mechanisms, and related parts and equipment; replace such components as generators, distributors, relays, lights and switches; perform welding in the repair of equipment; maintain work, time, and material records.

SPECIAL REQUIREMENTS
Ability to work cooperatively with others; stand for long periods of time while working on vehicles; bend, stoop, and crawl; work in confined spaces and off creeper; lift up to ninety (90) pounds; work with hazardous materials used in vehicular and industrial equipment repair such as used motor oil, gasoline, solvents, related brake parts, coolants, and transmission fluids; and sufficient vision, hearing, and stamina to perform the above job duties. 

Groundsworker (Seasonal)

Up to $20/hour, depending on experience

32-40 hours/week, Monday through Friday, possibly some weekends

Under supervision, the Seasonal Groundsworker performs semi-skilled and skilled tasks in general grounds maintenance and related work as assigned. The incumbent typically works on a team but occasionally may be assigned to perform tasks independently.

Examples of duties include:

• Operating hand and power equipment typical of grounds maintenance
• Fertilize, cultivate, and water vegetation, landscapes, and fields
• Use spades, rakes, hoes, and other hand tools for the preparation of ground for seeding and planting
• Mows, weeds, trims, and renovates fields, landscapes, medians, etc.
• Trims, cuts, and prunes shrubs and trees with handsaws and other basic pruning tools
• Performs general grounds maintenance including clean-up, trash pick-up, raking, sweeping, etc.
• Performs some repair and maintenance work to keep equipment in proper condition
• Performs related duties as assigned

Working Conditions

Work is performed in an outdoor setting in both developed and undeveloped areas. Work may be accessed through difficult terrain. Work requires frequent bending, lifting, stooping, pushing and pulling motions for a variety of tasks. Work may involve repetitive motions. Work may be performed in all weather conditions.

Performs mowing, weeding, trimming, pruning, cultivating, fertilizing, pest control, planting and cleaning of lawns, trees, plants, and parks; removes and disposes of trash and litter; maintains park and maintenance equipment, buildings and facilities; maintains irrigation systems; performs construction and demolition of park facilities, drainage, low-voltage electrical and irrigation systems for new, expanded and renovated park facilities as part of capital improvement projects; performs minor plumbing or building repair duties; operates small trucks, dump trucks, ride-on and walk-behind mowing equipment; may be required to operate heavy equipment; utilizes a wide variety of construction tools and mechanical equipment; may be required to interact with customers on site or when requested; may be required to utilize department or City-wide software applications to maintain records or perform various duties. Involves significant time walking, stooping, bending, squatting, walking, lifting heavy objects, operating hand and power tools, equipment, and vehicles on a daily basis. Considerable time spent working outdoors in occasional extreme heat and cold; applying pesticides and chemicals to plants, lawns, shrubs and trees. Assists in the general cleaning and maintenance of the Corporation Yard.

JOB-RELATED QUALIFICATIONS:

Knowledge, Skills and Abilities:

Knowledge of: Standard and job-specific methods, materials, terminology and safe work practices of maintenance, construction, and gardening/landscape work; maintenance equipment and tools.

Skill in: Physical stamina and strength to operate a variety of tools and equipment, perform physical tasks for long periods of time, and ability to lift light and heavy loads (20-100 lbs.); physical flexibility to move objects and operate equipment; demonstrate ability to safely operate and drive vehicles and equipment.

Ability to: Listen, understand, retain, follow, apply verbal and written instructions or directions; learn effective and safe operation of equipment and tools; establish and maintain cooperative working relationships with others; respond courteously to public inquiries; recognize and use safe work practices; learn and retain specific and general information concerning equipment, functions, and projects; be available for standby and emergency response coverage (before and after regular work hours; weekends, and holidays); or weekend rotation.

EDUCATION AND TRAINING GUIDELINES:

Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education: Completion of a job or technical training program in maintenance, construction, or grounds keeping; completion of high school or the equivalent.

Experience: Maintenance Worker -- One year of full time experience in general maintenance, construction, or grounds keeping.

LICENSES, CERTIFICATES, REGISTRATION:

Licenses: Possession of a valid California Class "C" Driver's License and a good driving record.

SELECTION PROCEDURE:

A completed City of Millbrae application must be submitted via CalOpps before the recruitment closes. Incomplete applications will not be considered. The most qualified candidates may be invited to participate in an oral interview. 

MEDICAL EXAMINATION:

Appointment is contingent upon the results of the job related medical evaluation which will include a physical examination, administered at no expense to the candidate. A drug screening test will be administered as part of this exam.

BACKGROUND CHECKS:

Criminal and personal history background checks may be performed.
