The Position
Under general direction from the Director of the Human Services Agency, the Director of the Center on Homelessness (COH) leads, plans, develops, organizes, coordinates and evaluates the programs and operations of the Center on Homelessness. This position is responsible for the county’s emergency safety net and homeless services programs with the high-level goal that every person experiencing homelessness in San Mateo County has the opportunity to engage in services and is supported with safe shelter and a pathway to housing. The County’s goal to reach a functional zero level of homelessness incorporates the vision that homelessness will be a rare, brief, and one-time occurrence, and that every unsheltered homeless person in San Mateo County who chooses assistance can be sheltered in an emergency shelter or in temporary or permanent housing.
This position is a member of the leadership team of the Human Services Agency (HSA), and together with the Agency Director, collaborates with the County Executive’s Office, the Board of Supervisors, other County departments, and key community-based organizations to address and respond to issues related to homelessness and housing instability. The Director of COH will provide strategic guidance on policy and program development, organizational and human resource analysis, planning, evaluation, reporting, grant writing and compliance monitoring, and contract management.
COH works collaboratively with stakeholders to ensure that the County has a system to end homelessness in San Mateo County. Through early intervention, stabilization services, and financial assistance for households with housing instability, the goal is to prevent people from experiencing homelessness. Services are in place to engage and support people who are unsheltered to transition to interim housing, permanent housing, or other places where they can access needed services and supports. COH administers contracts with community partners to provide safety net services, homeless prevention and outreach services, interim housing in congregate and non-congregate settings and a continuum of homeless services focused on moving clients into permanent housing, including rapid rehousing programs.
COH serves as the lead for the Homeless Continuum of Care; the Homeless Management Information System (HMIS) System Administrator; grant administrator for the Department of Housing and Urban Development (HUD) Continuum of Care Grant; Community Services Block Grant’s for the Community Action Agency; California Department of Housing and Community Development’s Homeless Housing, Assistance and Prevention (HHAP) and Encampment Resolution Funding (ERF); California Department of Social Services’ (CDSS) Housing Disability and Advocacy Program (HDAP); and homeless programs that are funded by the County of San Mateo’s Measure K sales and use tax revenues. COH is responsible for the federally required One Day Homeless Point-in-Time Count and staffs the County’s Housing Our People Effectively (HOPE) Interagency Council, and the Continuum of Care Steering Committee. Lastly, COH manages operators in County owned facilities, and works closely with other County departments to ensure safe and quality programming.
COH advances equity by identifying and addressing disparities in who experiences homelessness, who accesses the homeless crisis response system, their experiences with the system, and the outcomes of the system. Through a client-centered approach, COH listen and respond to the voices of people with lived experience of homelessness to create solutions.
This is a new position created to provide high-level oversight of the County’s efforts to address homelessness in San Mateo County. This critical role requires a collaborative leader to bring innovative ideas and transform big picture vision and goals into comprehensive plans for implementation focused on long-term solutions to homelessness. The Center on Homelessness unit is comprised of 2 Human Services Managers, 4 Management Analysts, and 12 Human Services Analysts, and one administrative support staff. This includes a blend of permanent and temporary, grant funded positions. This team oversees and administers and implements programs for over $34m of Federal, State, and Local Funding.
