Key Responsibilities include, but are not limited to:

• Participation in or leading the development of new water supply and conveyance projects, such as the Delta Conveyance Project and new storage projects.
• Protect Valley Water’s water supply reliability as they may be affected by regulatory and policy processes affecting State and federal project operations. 
• Representing the District in forums discussing water quality, ecosystem conservation, and environmental and water supply planning processes.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

The City of Foster City is looking for an experienced Associate Engineer with a passion for public service. This position will provide exposure to large-scale projects and internal collaboration and performs engineering work on water and wastewater capital improvement projects. They will perform regulatory reporting for utilities as well as the Sanitary Sewer Master Plan. Utility experience is desirable. 

It is essential that the candidate should have project management experience from conception to completion and be able to manage a wide variety of projects simultaneously while developing and maintaining positive and effective working relations with others. The ideal candidate would be able to effectively communicate information to non-engineering staff or persons, both orally and in writing, which are necessary for interacting with contractors, vendors, manufacturers, and residents.

Education and Experience

Education: Equivalent to a bachelor’s degree in engineering or a directly related field.

Experience: Three (3) years of professional experience in civil engineering work including project design, plan checking, and project management.

Licenses and Certifications

• Possession of a valid Certificate of Registration as a Civil Engineer in the State of California, desirable.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. This recruitment is for one (1) Manager position in the Assessment, Inventory & Modeling (AIM) Division. This is an open recruitment for one (1) full-time, exempt, management position. 

About the Position
Under administrative direction, the position manages the Air Quality Modeling and Analysis (AQM&A) Section in the AIM Division. The manager is responsible for: maintaining a positive work environment within the AQM&A Section to promote a culture of excellence; directing the development and evaluation of air quality modeling analyses at both regional and local scales, including modeling assessment of potential health impacts from various air pollutants and emission sources; with support from AIM Division staff, developing, evaluating, and reporting modeling-based assessments of community exposure and health impacts from air pollution; interacting with the Board of Directors, Advisory Council, and Air District management and staff on air quality modeling assessments; and performing related work as assigned.

Incumbents in this class make decisions that have impacts on daily operations and implementation of established procedures and policies and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology, and additional resources.  Incumbents make recommendations for program planning and directing, as well as organizing new and future resource needs.

About the Division
The Assessment, Inventory, and Modeling (AIM) Division prepares comprehensive source emission inventories for the Bay Area and conducts air quality modeling at both regional and community scales. AIM prepares technical assessments that evaluate equity in air pollution exposures and health impacts in support of Air District programs. AIM coordinates and implements programs to improve and report estimates of emissions of criteria pollutants, toxic air contaminants, and climate forcing pollutants. AIM maintains the Bay Area photochemical grid modeling platform and functions, developed and analyze modeled concentrations, exposures of toxic air contaminants, particulate matter, ozone and their precursors, to support targeted strategies that reduce impacts of air pollution both regionally and within communities, especially where Assembly Bill (AB) 617 community action plans are being developed and implemented. AIM reviews and provides guidance on environmental health risk assessments within environmental review documents prepared pursuant to California Environmental Quality Act (CEQA).

The incumbent will assume responsibility for leading and managing multiple programs and functional areas within the AIM Division and assisting the Division Director in implementing the Air District’s policies and best practices, as well as making decisions regarding program planning, project prioritization, and staff resources allocation. The incumbent will also lead or support collaborative projects across Divisions and provide technical assessments of modeled air pollutant concentrations and health risk associated with stationary and mobile sources.

Develops and implements goals, objectives, policies, procedures, and work standards for the assigned programs, especially those related to regional and local air quality modeling, to support the Air District’s regulation and policy development and implementation.

Directs, organizes, assigns, reviews, and evaluates the work of assigned staff; selects and trains staff and provides for their professional development.

Directs the preparation, maintenance, verification, and reconciliation of a wide variety of reports.

Develops, reviews, and recommends improved methods and procedures; directs the team in using appropriate modeling analysis approaches and project/task management tools.

Directs the maintenance of and maintains accurate records; prepares clear and concise reports, correspondence and other written materials.

Analyzes technical data and problems, prepares and presents reports and recommendations regarding operational and policy issues to the Board, various committees, and other Air District groups.

Analyzes and reviews local, state, and federal legislation to determine its impact on the Air District.

Responds to requests for public information regarding the Air District's policies, procedures and operations.

Represents the Air District and assists the Director/Officer as assigned.

Minimum Qualifications

A typical way to obtain the knowledge and skills is:

Equivalent to graduation from a four (4) year college or university with major coursework in a job related field, including atmospheric and environmental science, environmental modeling, or environmental engineering, and four (4) years of professional level work experience preferably in a public agency, of which at least two (2) years were at a supervisory level. Some positions may require specialized training, education and experience.

The current vacancy is in the Public Works Department, Ventura County Waterworks District 8. This position works under general supervision and is responsible for performing specialized technical engineering activities related to ongoing projects and a variety of office and field engineering work.  

                                 POSITION DETAILS:

• Regular, Full-Time Position
• 9/80 work schedule, alternating Monday or Friday off
• Salary range:
  • Engineering Technician: $30.65 to $39.10
  • Senior Engineering Technician: $33.77 to $43.12

 

                        MINIMUM QUALIFICATIONS:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

                                                       Engineering Technician

Education/Training:

• Equivalent to completion of the twelfth grade supplemented by college level course work in engineering, drafting or related area.

Experience:

• Two years of increasingly responsible technical engineering experience.

License or Certificate:

• Possession of, or ability to obtain, an appropriate, valid driver’s license.

                                                     Senior Engineering Technician

Education/Training:

• Equivalent to completion of the twelfth grade supplemented by two years of college level course work in engineering, drafting or related area.

Experience:

• Three years of increasingly responsible technical engineering experience at a level comparable to an Engineering Technician with the City.

License or Certificate:

• Possession of, or ability to obtain, an appropriate, valid driver’s license
