The County of San Mateo Department of Public Works is looking for up to 2 summer interns to perform a variety of administrative and technical functions in the Engineering and Resource Protection Division; one position is available in the Engineering and Construction Section of the division, and one position is available in the Utilities and Watershed Protection Section.

Interns will gain on-the-job experience under the guidance of experienced professional engineers, Public Works Technicians, and surveyors while participating in various activities in the assigned discipline.

Qualifications

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time Maintenance Worker I position in our Utilities Department.  Positions may be filled in the Wastewater or Water Section. Under direct supervision of supervisor, this position performs work in one of the sections as assigned. What You’ll Do

The Associate Engineer will perform professional engineering work in the design, investigation, and construction of public works and related projects; to act as project manager in assigned capital projects; and to do related work as required.

This is the journey level class within the professional engineering series and highly encourages professional engineering license registration. Employees within this class are distinguished from the Assistant Engineer by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in the class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Engineer, or when filled from the outside, require prior advanced technical or professional engineering work experience. This position receives direction from higher level engineering staff. It may exercise technical supervision over lower-level staff within the work unit and exercises technical or functional supervision over technical engineering staff.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Design and prepare plans and specifications and cost estimates for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects. 
• Research project design requirements: perform complex calculations and prepare estimates of time and material costs. 
• Design and prepare plans and specifications for the installation of traffic signals, traffic control devices, and street lighting systems. 
• Review field projects being studied, designed, or constructed. 
• Assign routine investigation, design and drafting tasks to technical subordinates, request 
• survey, mapping and data collection; review completed work; assist in the solution of difficult problems. 
• Research publications and industry information sources to remain current with modern developments, principles, and procedures. 
• Develop revised design and construction standards for public works structures and appurtenances. 
• Investigate field problems affecting property owners, contractors, and maintenance operations. Prepare estimates and feasibility reports for new or modified services and structures. 
• Design and maintain spreadsheets and databases on mainframe and personal computers; write and maintain special programs on personal computers. 
• Fully utilize the computerized work systems in accordance with workflow processes. 
• Participate in the planning, checking, review, and processing of plans for private developments affecting city streets, sewers, drains and related public works facilities and ensure that they meet all City-imposed requirements; analyze materials and design data submitted to the City.

About the Position

The City of San Carlos is looking for one part-time (approx. 16-39-hours per week) non-benefited, in-person summer intern in the Public Works Engineering Department. The internship is open to candidates with interests in the following fields:  

• TRAFFIC AND PARKING - Civil engineering majors with an interest in traffic engineering including congestion mitigation, alternative transportation, traffic calming, traffic control devices and design, traffic safety, and other related tasks involving the study of traffic impacts on the City in multimodal transportation

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

 

For SVP Engineering and CIP projects Division, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. Education

Key Responsibilities (Examples of Duties)

• Manage and deliver capital improvement projects from planning and design through construction and closeout, including scope development, budgeting, consultant selection, and contract administration.

• Administer traffic engineering and traffic safety programs, serving as technical staff to the City’s Traffic Safety Advisory Committee (TSAC), preparing agendas, responding to traffic calming requests, and working with neighborhood groups.

• Administer and support the City’s Stormwater Program, including compliance with NPDES permits and C.3 (post-construction stormwater requirements).

• Oversee drainage improvement projects and respond to drainage and flooding concerns from residents.

• Conduct development review for public works and engineering aspects of private development projects, coordinating with Planning and other City departments and managing engineering consultants.

• Prepare and review engineering plans, specifications, cost estimates, environmental documents, and technical reports for public infrastructure projects.

• Manage the subdivision approval process, including preparation of improvement agreements and review of parcel and final maps.

• Prepare staff reports and present technical information to the City Council, commissions, and the public; conduct public meetings and hearings on assigned projects.

• Establish and apply engineering standards and technical criteria for roads, traffic systems, storm drains, lighting, and related infrastructure.

DEFINITION

Under general direction of the City Engineer, plans, organizes, and coordinates activities/projects which may involve more than one Engineering Division Section, including transportation/traffic, construction administration and inspection, capital improvement project design, and current development engineering; formulates policy; develops goals and objectives; supervises staff; administers the division's operating budget and the capital improvement budget; performs professional civil engineering work; and performs other duties as assigned.

 

DISTINGUISHING CHARACTERISTICS

 

The Assistant City Engineer has a broad range of independence within policy and procedural parameters and works under minimal supervision. The Assistant City Engineer is distinguished Senior Civil Engineer in that the Assistant City Engineer may manage more than one section and assists the City Engineer in the formulation and implementation of the Division's operating budget and the City's capital improvement budget. It is distinguished from the City Engineer in that the City Engineer has overall management responsibility for all aspects of the Engineering Division.

SUPERVISION EXERCISED

The Assistant City Engineer provides direct supervision and supervision through secondary supervisors to professional, technical, clerical and temporary employees assigned to the division. May directly supervise any or all Engineering Division Sections, including senior civil engineers.

Examples of Important and Essential Functions:

Management Functions

Develops and implements goals, objectives, performance standards, policies and procedures; reviews policies and procedures and recommends modifications, as warranted; plans, organizes, directs and evaluates the functions and activities of the Engineering Division; supervises, trains and evaluates personnel; and acts as division head in the absence of the City Engineer.

 

Technical Functions 

Manages and administers Engineering Division activities, programs and projects including consultant contract administration and engineering design, development, survey, construction and inspection for property management, local and regional transportation planning, City streets and freeway interchanges, traffic controls, drainage structures, sewage collection and treatment, water distribution, and parking and other municipal facilities, such as an airport, golf courses, parks and City buildings and other civil engineering projects; administers development fee programs; reviews engineering plans, specifications, and contract documents; prepares conditions of approval for subdivisions and site developments; interprets City Standards in complex and unclear cases; establishes guidelines and methods for capital improvement projects related to project design, timetables and other factors; establishes and administers Standard Details and Specifications, development plans, plan check manuals, and master plans for sewer, water and storm drain systems, and other documents as required by Municipal Code; reviews transportation plans and transportation systems; and establishes and reviews construction inspection criteria.

 

Administrative Functions

Establishes procedures and monitors contract administration; reviews and investigates alleged violations; assists the City Engineer in developing, administering, and monitoring the Division's operating and the City's capital improvement budgets, identifying funding needs and opportunities, the lighting and landscape district and sidewalk repair programs and other programs; monitors projects for schedule and budget; advises City staff and others on issues relating to adopted City Standard Details and Specifications; makes presentations to City Council, commissions and other groups; prepares written reports and requests for City Council and staff regarding ordinance changes, establishment of City policy and items for City Council approval; acts as liaison to various inter-governmental boards and commissions, as directed; interacts effectively with City officials and staff, developers, engineers, architects, property owners, citizens, and other governmental agencies including local, state and federal.

Experience, Education and Training Guidelines

Any combination of experience, education and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills and abilities would be:

 

Experience: Five years experience performing progressively responsible professional civil engineering work with registration which included one year of experience in supervising a major section(s) of engineering staff engaged in a variety of public works and private development projects including design, construction inspection, transportation, land development and review.

 

Education: The equivalent to a Bachelor's Degree in civil engineering from an accredited college/university. Master's degree in an applicable field is desirable.

 

Training: Any recent training such as, academic courses and certification programs which are relevant to this job classification.

 

Certification: Registration in the State of California as a Professional Civil Engineer. Registration in the State of California as a Land Surveyor is desirable, if civil engineering license does not cover land surveying.

 

License: May require the possession of a valid California driver's license and a satisfactory driving record, as determined by the City.

 

Other Requirements: Must have the willingness and ability to work the hours necessary to accomplish the job requirements; be on-call for emergencies; travel to and attend meetings, seminars, and conferences during work and non-work hours; complete continuing education requirements, as necessary; work outdoors in all weather conditions and at night, as needed.

This position will perform professional and technical civil engineering work in the design, construction and maintenance of public works facilities. The purpose of this recruitment is to fill a current vacancy in the Utilities Engineering Division of the Community Development Department, as well as establish an eligibility list for future vacancies.

They possess a solid understanding of engineering mathematics, surveying, drafting, and construction methods, and can read and interpret plans, specifications, and technical documents. At the Assistant Engineer level, the Ideal Candidate is an experienced civil engineer who works independently and exercises sound engineering judgment and initiative. They can manage complex public works projects from design through construction, reviewing plans and specifications for accuracy and compliance, conducting field inspections, and preparing cost estimates, reports, and recommendations. This individual has experience with contract administration, capital improvement planning, and coordination across City departments, and may assist in supervising, training, and evaluating technical staff.

 

ESSENTIAL JOB FUNCTIONS

Assist in conducting preliminary studies of engineering projects and help prepare plans for public improvements such as streets, storm drains, sewers, water works, and other public projects. Supervise, coordinate and perform professional engineering work in the design and construction of, streets, sidewalks, water and sewage facilities, and drainage structures, and other public work. Review plans, maps, specifications, cost estimates, and other work for accuracy, presentation, and conformance with established engineering practices. Perform field inspections of public works construction projects, materials testing, survey work and calculations. Prepare preliminary drawings for public works projects, tabulate field data, design improvement plans, specifications, contracts, and other documents.  Make calculations in surveying and other construction work. Assist in preparation of long-range capital improvement programs and budgets. Prepare written staff reports for departmental use and/or presentation to the City Council and City Commissions. Respond to citizen complaints and questions. Assist with property development agreements Prepare plans and legal descriptions for right-of-way acquisition. Prepare reports and applications for State and Federal funding. Supervise, train and evaluate assigned staff. Perform related duties as assigned.
