The City of Berkeley invites you to apply for the position of Equipment Superintendent in the Public Works Department—a critical leadership role at the center of the City’s fleet strategy and sustainability goals. Working in close partnership with the Public Works Operations Manager, you will help shape the future of Berkeley’s diverse and highly visible municipal fleet.

The Equipment Maintenance Division includes 14 full-time technicians and two supervisors, and the Equipment Superintendent is directly accountable for ensuring safe, efficient, and fiscally responsible fleet operations. This role offers the opportunity to lead and innovate while managing two repair facilities and overseeing a fleet of more than 570 vehicles and equipment assets, including light-duty vehicles, on- and off-road heavy equipment, refuse trucks, generators, and emergency vehicles.

A key focus of this position is advancing the City’s fleet electrification and clean transportation initiatives, including navigating California’s Advanced Clean Fleets regulations and collaborating with Engineering to plan and build the required charging infrastructure. You will work closely with user departments—primarily Police, Fire, Parks, Public Works, and the Zero Waste Division—to ensure the right equipment is procured, maintained, and deployed, while providing clear and actionable reporting on fleet condition, utilization, and lifecycle costs.

MINIMUM QUALIFICATIONS
A typical way of gaining the knowledge, skills, and abilities for this position is:

EDUCATION
Equivalent to graduation from high school. Additional coursework in vehicle and equipment maintenance, public or business administration, or related areas is preferred.

EXPERIENCE
Seven years of increasingly responsible equipment maintenance experience at the journey level or above which includes a minimum of three years supervision at a level equivalent to or above the Mechanic Supervisor class.

Additional coursework in vehicle and equipment maintenance, public or business administration, or related areas may be substituted for the non-supervisory experience, on a year-for-year basis.

LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS
Must possess a valid California driver's license and have a satisfactory driving record.

About the Position:  The Facilities Maintenance Specialist is responsible for performing all aspects of facilities maintenance for Midpen’s Administrative Office, including building operations, vehicle fleet inspections, landscaped grounds, parking areas, and various physical systems such as HVAC, plumbing, painting, assembly, construction, electrical, data cabling, and security systems.  This unique position has a foundation in older residential property improvements in a rural setting, including spring systems, old style construction including log framing, historic farm building construction, multiple materials and additions to the buildings are all aspects and considerations for repairs and tenant improvements. Work Environment:  This position is part of the  Facilities & Fleet Department and will be required to work onsite Monday through Friday on a 9/80 schedule.  Work will be performed at Midpen’s administrative office in Los Altos, field facilities, and also at residential properties located primarily in the field. The Town Clerk is a key member of the Town’s Executive Team, responsible for a wide range of essential duties and responsibilities.  Responsibilities include preparation of agendas, noticing, posting, and recordation of public meetings and outcomes; preparation and coordination of meeting materials; and planning and managing elections consistent with the California Elections Code.

 

This classification oversees, directs, and participates in all activities of the Town Clerk Office, including short and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Town Council and Town Manager in a variety of administrative, coordinative, analytical, and liaison capacities. • Supports Town’s boards, commissions, and committees including development of enabling legislation, policies and procedures; recruitment, interview and appointment of members; management of member disclosure and training requirements; monitoring of term expirations, attendance and compliance with all applicable rules and regulations; processing resignations, removals, vacancies, and reappointments; and oversight department staff liaisons including providing resources, guidance, and training. 

• Administers the public hearing process for the Town Council; supervises the coordination of public hearing packets and public notices of hearings in accordance with various government code requirements and legal deadlines. 

• Oversees the operations of the Town-wide records management program, and records preservation and destruction; sets and ensures legal compliance retention schedules for Town records; develops and updates records retention policies and procedures; serves as the Town’s Public Records Act (PRA) administrator, including intake, tracking, coordination with departments, and timely response to public records requests, researches Town documents, historical information, and other information as needed; attests, indexes, and files all legislative actions. 

• Plans, manages, and conducts municipal elections and special elections; ensures compliance with the California Elections Code, Political Reform Act, and other government codes; provides candidate filing services, nomination assistance, and informational materials; maintains election documents for public inspection; oversees printing of sample ballot material; declares election results; administers and files oaths of office. 

• Serves as Filing Officer and Filing Official for the Political Reform Act; manages the Town’s disclosure requirements for designated employees, distributes forms and notifications; conducts required audits; advises and trains candidates, committees, and treasurers on filing requirements; determines and collects fines for late filing; ensures campaign contribution limits and other requirements are met; corresponds with the Fair Political Practices Commission (FPPC) as appropriate.  Coordinate and conduct training on FPPC regulations.  Manages the codification and maintenance of revisions to the Municipal Code; tracks ordinance adoption, effective dates, posting and publication requirements, and maintains historical ordinance records.

• Provides contracts and agreements administration to ensure documents are signed and recorded in a timely manner, including the receipt and filing of bid documents; supervises contract bid openings and performance bonds.

• Accepts and logs claims filed against the Town to record necessary information and forward for processing.

• Represents the Town Clerk Office to other Town departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues. 

• Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of municipal government. 

• Monitors changes in laws, regulations, and technology that may affect Town or departmental operations; implements policy and procedural changes as required. 

• Responds to difficult and sensitive public inquiries and concerns and assists with resolutions and alternative recommendations. 

• Ensures staff observe and comply with all Town and mandated safety rules, regulations, and protocols.

DESCRIPTION

Primary Responsibilities:

• Perform skilled work in the pruning, care, and maintenance of trees and grounds maintenance, including chemical application duties

The Bus Maintenance unit represents more than 8 maintenance sections with skilled craft personnel responsible for the service, maintenance and repair of fleet comprised of more than 850 bio-diesel hybrid buses, electric trolley coaches and over 500 non-revenue vehicles and equipment including support facilities. 

9180 Senior Operations Manager of Rail Maintenance: Under policy direction of the San Francisco Municipal Transportation Agency (SFMTA) Director of Transit, the Senior Operations Manager of Rail Maintenance plans, organizes, directs and coordinates the major activities of the Rail Maintenance unit. The Rail Maintenance unit represents more than 8 maintenance sections with skilled craft personnel responsible for the service, maintenance and repair of fleet comprised of more than 250 light rail vehicles, cable cars, and historic street cars including support facilities. 

9180 - Manager VI: Senior Operations Manager of Maintenance: The positions are responsible for leading overall vehicle and equipment maintenance, collaborating with fleet engineering for rubber-tire and/or rail cars, developing vehicle fleet plans to support revenue service requirements and monitoring activities related to vehicle procurement. These positions direct activities to ensure compliance with local, state and federal guidelines, safety and regulatory policies including leading investigation of activities directly related to field safety and overall vehicle maintenance.

The 9180 Senior Operations Managers of Maintenance are responsible for implementing programs and processes to enhance all aspects heavy and light-duty transit vehicles, and/or light rail and historic service. These positions provide leadership and guidance to a team of skilled craft personnel and supervisors, deliver highly complex management and policy support, and may be required to perform duties in the absence of the Deputy Director of Fleet Maintenance. The positions are subject to 24-hour callback during emergency situations.

Essential Duties and Responsibilities for Bus and Rail Maintenance:

• Provides direction, planning and management of the daily activities of Transit’s Bus/Rail Maintenance section and coordinates the work of professional and technical personnel;
• Oversees heavy-duty transit vehicle maintenance/ light rail vehicle maintenance by monitoring daily fleet availability and vehicle maintenance reports for trends and coordinates with supervisory staff to ensure maintenance programs are developed and implemented to ensure vehicle availability;
• Ensures adherence to heavy-duty transit, light rail, historic, and/or cable car vehicle safety programs and re-evaluates existing programs;
• Assists in developing and implementing strategies for safe, accessible and reliable transit service;
• Analyzes operations to improve productivity within various work sections;
• Coordinates workforce planning through staffing analysis and required adjustments to work schedules and staffing levels to ensure maximum efficiency for fulfillment of vehicle service requirements and demands;
• May be involved with the design and review of engineering plans and specifications for SFMTA vehicle procurement plans and construction projects;
• Oversees the training function including the development of new training programs for rail staff;
• Develops, implements and evaluates policies and procedures to ensure unit activities align with division objectives;
• Assists in the development, preparation and modification of short and long-range strategic plans in support of the SFMTA’s goals;
• Interprets and applies the provisions of the labor agreements in accordance with SFMTA guidelines and serves as a member of the management team in meetings and negotiations with labor unions;
• Develops, monitors and manages the operating budget for area of responsibility and assists in the development, analysis and administration of department’s capital budget;
• Develops detailed technical reports for various internal stakeholders and external regulatory agencies; 

The 9180 – Manager VI may perform other duties as assigned/required. 

How to qualify

Minimum Qualifications:

1. Education: Possession of a bachelor’s degree from an accredited college or university; AND
2. Experience: Eight (8) years of experience at a mass transit agency in the operation, maintenance, and repair of transit buses, and/or light rail transit vehicles, and/or related systems, and/or heavy-duty vehicle maintenance.  This experience must include at least four (4) years in a second-level supervisory and/or management-level position with responsibility for supervising staff. AND
3. License: Possession of a valid driver’s license.

Substitution: Additional qualifying experience in the functional areas listed above at any level (i.e., non-supervisory, any supervisory level, management level) may be substituted for the required degree on a year-for year basis. One year (2,000 hours) will be considered equivalent to thirty semester units or forty-five (45) quarter units.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
