THE OPPORTUNITY

The City of Pacifica is a beautiful coastal community just south of San Francisco with an exciting opportunity. We are currently hiring for a Maintenance Worker I to fill one vacancy with our Parks Division Teams. Under general supervision, this position will perform semi-skilled maintenance and repairs of City streets, sanitary sewers, storm drains, park and recreation landscaped areas, and other related work.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform a variety of semi-skilled maintenance-related duties involving manual labor of facilities, parks, storm drains, streets, etc.
• Repair irrigation systems, tools, recreation, and maintenance equipment
• Operate various motorized equipment such as  a tractor, gang mower, power mower, and other equipment
• Plants, waters, mows, prunes, sprays, and maintains hedges, lawns, trees, flowers and shrubs
• Maintains parks, restrooms, and common spaces. 

Willing to assist in these areas:

• Participates in the construction, maintenance and repair of streets, curbs, gutters, sewers, storm drains, catch basins, barricades, sidewalks, parks, landscaped areas, and recreation equipment and facilities;
• Pours and finishes concrete;
• Operates cleaning equipment;
• Cleans out catch-basins and other storm-related preventive maintenance and removes litter from parks and other facilities;
• Operates compressors and pneumatic tools;
• Operates and makes minor repairs and adjustments to heavy power-driven equipment;
• Constructs forms for and does cement work;
• Performs brick work and building construction and maintenance work;
• Builds retaining walls;
• Repairs irrigation systems, tools, recreation and maintenance equipment; drives a truck, tractor, gang mower, power mower, and other light motorized construction equipment; plants, waters, mows, prunes, sprays and maintains hedges, lawns, trees, flowers and shrubs;
• Applies, tamps and rakes asphalt and related street construction and maintenance tasks;
• Repairs and replaces sewer and storm drainage pipe
• Performs basic carpentry, painting, plumbing and pipe-fitting work;
• Performs excavations and shoring for CCTV and underground utilities
• Performs street traffic control and sign painting which may include inventory,
• Operates storm water pumps
• May assist in purchasing
• Uses computer plotting machine
• Fill potholes in roadway
• Removes sand from roadways
• Welds
• Mows and weeding lawns
• Plants and trims trees and bushes
• Drags and stripes athletic fields;
• Installs and maintains irrigation systems

PART TIME AND TEMPORARY assignment assisting Code Enforcement. This assignment expires at the end of December 2026 OR UNTIL ARPA FUNDS RUN OUT -whichever occurs first.

SCHEDULE WILL BE TUESDAY, WEDNESDAY AND THURSDAY FROM 6:00AM TO 4:30PM. 

Summary Description

Under immediate supervision performs semi-skilled to skilled maintenance, repair, and construction work assigned to the streets division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to assigned area of responsibility.

Distinguishing Characteristics

This is the entry level class in the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Handle complaints and answer questions from the public.
2. Remove blight and illegal dumps from city property such as parks, right of ways, roadways, alleys, walkways, sidewalks and refuse disposal. 
3. Remove debris, shrubbery, brush, trash, tires, appliances, electronics, and miscellaneous items.
4. Make minor adjustments on service equipment; maintain tools and equipment in working order.
5. Abates graffiti.
6. Maintain logs of daily activities.
7. Assist in other areas as needed.
8. Perform related duties as required.
9. Repair and replace street surfaces, sidewalks, curbs, and gutters including back filling trenches and evacuations.
10. Perform the maintenance, repair, construction, and installation work of streets, storm drain, parking lots, street lights, traffic striping, and traffic control signs and signals.
11. Remove hazards from the roadway and other public rights of way.
12. Operate a variety of motorized equipment and specialized maintenance equipment.
13. Perform repaving, patching, overlaying, chuck hole, and crack sealing repair of asphalt.
14. Perform underground service alert locating, marking and notification.
15. Lay out and install traffic signs and pavement markings.
16. Repair and maintain storm drain lift stations.
17. Conduct traffic count surveys.
18. Maintain storm detention ponds, including cleaning, repairing, and spraying weeds.
19. Respond to hazardous materials spills.

QUALIFICATIONS

Summary Description

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Install new plumbing; maintain, repair, and replace plumbing systems and fixtures such as faucets, drinking fountains, water heaters, water closets, urinals, water regulators, and pressure valves; repair boiler and boiler piping and pumps.
2. Maintain, repair, and replace electrical systems including light switches, outlets, interior and exterior light fixtures, computer lines, electrical panels, and card readers; replace light bulbs.
3. Install and repair door lock sets; rekey locks and padlocks; cut keys.
4. Perform carpentry and trim and finish work; frame walls, doors, and windows; build or remodel offices; replace doors and windows; build or assemble cabinets, shelving, and furniture; hang, tape, and texture drywall.
5. Perform painting work; prepare and paint or stain interiors, exteriors, and furniture of various material.
6. Performs welding, masonry, flooring, and general repair work on buildings and furniture.
7. Operate heavy equipment as needed.
8. Perform custodial duties as needed.
9. Monitor and update HVAC control program.
10. Operate and troubleshoot audio/video equipment used to record City Council meeting.
11. Maintain records of work performed.
12. Perform related duties as required.

Facility Maintenance Worker I - This is the entry level class in the Facility Maintenance Worker series. This class is distinguished from the Facility Maintenance Worker II by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

Facility Maintenance Worker II - This is the full journey level class within the Facility Maintenance Worker series. This class is distinguished from the Facility Maintenance Worker I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Operations, services, and activities of a building maintenance, repair, and construction program.

Materials, methods, terminology, equipment and tools used in the maintenance, repair, and construction of building structures and systems including those used in performing rough and finished carpentry, plumbing, heating, electrical, mechanical, and painting work.

Operational characteristics of tools and equipment used in building maintenance activities.

Proper procedures used in the maintenance and repair of hand and power tools.

Basic mathematical principles.

Pertinent federal, state, and local codes, laws, and regulations including applicable building codes and ordinances.

Principles and practices of record keeping.

Occupational hazards and standard safety practices.

Ability to:

Perform skilled work in a variety of building trades.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Facility Maintenance Worker I

Education/Training:

Equivalent to the completion of the twelfth grade.

Experience:

Two years of increasingly responsible general maintenance experience in a variety of trades.

License or Certificate:

Possession of a valid California Driver License.

Possession of a valid forklift certificate within one year of employment.

Facility Maintenance Worker II

Education/Training:

Equivalent to the completion of the twelfth grade. Additional specialized training in building trades is desirable.

Experience:

Two years of performing duties at a level comparable to the Facility Maintenance Worker I with the City of Ceres.

License or Certificate:

Possession of an appropriate, valid driver's license.

Possession of a valid forklift certificate.

The City of Pacifica is seeking a qualified candidate for the position of Management Analyst I/II for full-time classification.

This position will serve as a key member of the City Manager's Office, providing professional-level analytical, project management, and program administration support on a variety of complex organizational initiatives. A primary responsibility of the position will be administration and coordination of the City's Short-Term Rental (STR) program, including collaboration with multiple City departments and external partners such as Code Enforcement, Police, Public Works, the City Attorney's Office, and the City's third-party permit and tax compliance administrator. The incumbent will monitor program performance, coordinate compliance efforts, develop recommendations for program improvements, and serve as a central point of contact for STR-related matters.

In addition to STR program oversight, the position will support implementation of City Council and City Manager priorities through coordination of special projects, strategic initiatives, and organizational improvement efforts. Responsibilities may include economic development support, strategic planning coordination, research and analysis of operational issues, development and implementation of process improvement and technology initiatives, including the use of artificial intelligence tools to improve organizational efficiency, and management of cross-departmental projects.

Town of Ross, California
The Town of Ross is seeking a full-time Public Works Director/Town Engineer. Reporting directly to the Town Manager, this position oversees and directs the operations of the Public Works Department—developing, maintaining, and improving the Town's public infrastructure in compliance with adopted codes and regulations—and manages all of the Town's current and long-range public works projects.

The Ross Community
Ross is located in the heart of the Ross Valley in Marin County, approximately 12 miles from the Golden Gate Bridge and 6 miles from the Richmond-San Rafael Bridge. Under general supervision, performs a variety of journey-level skilled maintenance and limited construction of the District’s buildings, park amenities, playgrounds and community pools; and performs other related duties as assigned.

Essential Duties and Responsibilities

• Weekend work and rotating schedules may be required.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from high school or GED equivalent and four years of related work experience performing building, facility and pool maintenance and repair, with a specialty in at least two building trades; or an equivalent combination of education and experience.

Language Ability: Ability to read and interpret documents such as safety rules, operating and mainten­ance instructions, and procedure manuals. Ability to write routine reports and corres­pondence. Ability to speak effectively with other District employees, patrons and vendors.

Math Ability: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.

Reasoning Ability: Ability to use common-sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Certificates and Licenses: 

• Certified Pool Operator.
• Valid California driver’s license with a good driving record and current automobile insurance.

• Written Test/Practical Exercise:  A written test and a practical exercise may be used, in addition to the appraisal interview.
• Appraisal Interview:  A job related appraisal interview will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.
• After the Appraisal Interview, the top candidates will be invited to a staff interview.

The Position

The Management Analyst position may be filled at either level based on experience. Some of the duties of this position may include, but are not limited to, the following:

• Help identify issues in the community related to homelessness
• Compile and analyze data related to San Mateo’s transient population; prepare reports and make recommendations on the formulation of policy and procedure, and staffing and organization changes aimed at improving quality of life
• Work proactively with homeless individuals to offer supportive services
• Collaborate with residents and business owners to craft solutions to improve quality of life
• Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel, and operational problems.
• Participate in the development and installation of new or revised programs, systems, procedures, and methods of operation; update and revise policies and procedures as related to quality of life concerns.
• Assist in the development, coordination and monitoring of the department budget; analyze cost and revenue trends; prepare a variety of fiscal, administrative and management reports, implement fixed asset inventory program.
• Compile materials and assist on the preparation of reports, manuals, and publications.
• Assist in the design and implementation of systems and forms for use in operation.
• Respond to complaints and requests for information related to homelessness and quality of life concerns.
• Represent the City in interdepartmental, community, and professional meetings as required; make presentations as necessary.
• Assist in the coordination of intradepartmental and departmental activities with other City departments and divisions, and outside agencies.
• Communicate with City personnel to address long-term solutions to ongoing problems affecting residents, business owners involving various license or code violations.

Facilities Environmental Compliance is responsible for the oversight of compliance measures and close monitoring of all District facilities and equipment to regulatory standards from federal, state, regional and local agencies.  The Facilities Environmental Compliance position upholds that facilities/equipment are operated and inspected consistent to District’s regulatory measures and coordinates maintenance and repair actions to uphold a State of Good Repair.  This position ensures prompt notification to applicable regulatory agencies and supports District’s fulfillment of reliable, timely, effective and proactive environmental stewardship.   

 

Examples of Essential Functions:

• Act as primary environmental contact for local, regional, state and federal regulatory agencies and become fully proficient in their respective web portals.
• Monitor and oversee regulatory permit requirements and proper maintenance/retention of applicable compliance records.
• Conduct and/or coordinate with staff and/or third-party contractors for regulatory inspections and scheduled reports of District facilities and equipment.
• Ensure completion of timely and accurate regulatory tests/reports by self, District staff and/or third-party contractors.
• Plan, develop and document a comprehensive training programs to support District in meeting regulatory standards and environmental best practices.  Applicable programs will address content, teaching methods and training frequency.    
• Work with other staff and/or consultants to assist in the creation of training and education materials for a safe working environment.

• Establish working relationships with Facilities Staff, Bus Maintenance Staff, other departments, local authorities and regulatory agencies to provide technical support and/or coordination of regulatory measures.
• Develop and promote Standard Operating Procedures (SOPs) to guide District staff in meeting regulatory standards and environmental best practices. 
• Ensure that District staff and environmental agencies have immediate access to CERS/CUPA data for emergency personnel, first-responders, and regulatory auditors. 
• Develop and maintain current data/resources to validate District’s compliance measures relative to Authorities Having Jurisdiction – largely the CUPA and the US EPA Emergency Planning and Community Right-to-Know Act. 
• Coordinate with District staff, consultants, and/or regulatory agencies that new developments, evolving technologies, and changing site conditions are compliant to regulatory standards. 
• Participate in pre-construction conferences and visit construction sites to monitor contractor’s compliance measures. Monitor third-party contractors for field performance standards and training criteria. Resolve conflicts using progressive measures.
• Provide management with periodic status reports of assigned tasks and duties, including scope, schedule, and costs plus any applicable variances, allowable, and/or corrective actions. 
• Coordinate with District staff to assist with facility site inventories relative to the annual Hazardous Materials Business Plan. 
• Coordinate with District staff to provide existing site data relative to CEQA assessments, and/or sustainability metrics. 
• Function as a technical resource to stakeholders on environmental compliance measures, construction best practices, enforcement standards, and evolving new technologies. 
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. 
• Perform other duties as assigned.

Minimum Qualifications

Sufficient experience, training, and/or education to demonstrate the knowledge, skills and ability necessary to successfully perform the essential functions of the position.  In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted.  Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Associate degree in Engineering, Environmental Studies, Safety, Public Health, or a closely related field.  
• Five (5) years’ progressive work experience in environmental assessment, compliance monitoring, safety training, and/or construction management.  
• Ability to respond 24/7 

• Ability to possess a valid California driver’s license.
• Operate PC and demonstrate proficiency with Microsoft Office suite. 
• Possession of a valid 24-hour Hazardous Waste Operations Class Certification (HAZWOPR) is required within 6 months of the start of employment.  Once obtained, the certification must be maintained throughout employment.
• Communicate effectively orally and in writing.
• Prior experience with California CERS/CUPA database is desirable.
• Prior experience with Stormwater and Urban Runoff programs is desirable.
• Prior experience with Hazardous Materials and HazMat manifest tracking is desirable.
• Prior experience with Underground and Aboveground Storage Tanks is desirable.
