The City of Thousand Oaks has an excellent promotional opportunity for a Landscape Maintenance Worker I/II in the Public Works department.

 

Primary Responsibilities:

• Perform skilled work in the pruning, care, and maintenance of trees and grounds maintenance, including chemical application duties
• Perform heavy manual labor in the care and maintenance of trees and in performing grounds maintenance
• Install, repair, and program irrigation systems and controllers
• Perform graffiti removal
• Perform routine and emergency work from an aerial lift bucket
• Assist in overseeing the work of contractors
• Assist with encampment and abandoned property clean-up efforts (e.g. supporting police personnel in non-enforcement and enforcement situations, or contracted services by posting, documenting, collecting, storing and/or disposing of private property or debris)

 

Note: Work Schedule – 4/40 (Monday – Thursday, 6:30 a.m. to 5:00 p.m.). Position involves performing after-hours emergency work on an “as needed” basis and on-call duties on a rotating basis.

Summary Description

Under immediate supervision (Facility Maintenance Worker I) or general supervision (Facility Maintenance Worker II), performs a variety of skilled facility maintenance and repair work on City buildings.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Install new plumbing; maintain, repair, and replace plumbing systems and fixtures such as faucets, drinking fountains, water heaters, water closets, urinals, water regulators, and pressure valves; repair boiler and boiler piping and pumps.
2. Maintain, repair, and replace electrical systems including light switches, outlets, interior and exterior light fixtures, computer lines, electrical panels, and card readers; replace light bulbs.
3. Install and repair door lock sets; rekey locks and padlocks; cut keys.
4. Perform carpentry and trim and finish work; frame walls, doors, and windows; build or remodel offices; replace doors and windows; build or assemble cabinets, shelving, and furniture; hang, tape, and texture drywall.
5. Perform painting work; prepare and paint or stain interiors, exteriors, and furniture of various material.
6. Performs welding, masonry, flooring, and general repair work on buildings and furniture.
7. Operate heavy equipment as needed.
8. Perform custodial duties as needed.
9. Monitor and update HVAC control program.
10. Operate and troubleshoot audio/video equipment used to record City Council meeting.
11. Maintain records of work performed.
12. Perform related duties as required.

Facility Maintenance Worker I - This is the entry level class in the Facility Maintenance Worker series. This class is distinguished from the Facility Maintenance Worker II by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

Facility Maintenance Worker II - This is the full journey level class within the Facility Maintenance Worker series. This class is distinguished from the Facility Maintenance Worker I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Operations, services, and activities of a building maintenance, repair, and construction program.

Materials, methods, terminology, equipment and tools used in the maintenance, repair, and construction of building structures and systems including those used in performing rough and finished carpentry, plumbing, heating, electrical, mechanical, and painting work.

Operational characteristics of tools and equipment used in building maintenance activities.

Proper procedures used in the maintenance and repair of hand and power tools.

Basic mathematical principles.

Pertinent federal, state, and local codes, laws, and regulations including applicable building codes and ordinances.

Principles and practices of record keeping.

Occupational hazards and standard safety practices.

Ability to:

Perform skilled work in a variety of building trades.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Facility Maintenance Worker I

Education/Training:

Equivalent to the completion of the twelfth grade.

Experience:

Two years of increasingly responsible general maintenance experience in a variety of trades.

License or Certificate:

Possession of a valid California Driver License.

Possession of a valid forklift certificate within one year of employment.

Facility Maintenance Worker II

Education/Training:

Equivalent to the completion of the twelfth grade. Additional specialized training in building trades is desirable.

Experience:

Two years of performing duties at a level comparable to the Facility Maintenance Worker I with the City of Ceres.

License or Certificate:

Possession of an appropriate, valid driver's license.

Possession of a valid forklift certificate.

9180 Senior Operations Manager of Bus Maintenance: Under policy direction of the San Francisco Municipal Transportation Agency (SFMTA) Director of Transit, the Senior Operations Manager of Bus Maintenance plans, organizes, directs and coordinates the major activities of the Bus Maintenance unit. The Bus Maintenance unit represents more than 8 maintenance sections with skilled craft personnel responsible for the service, maintenance and repair of fleet comprised of more than 850 bio-diesel hybrid buses, electric trolley coaches and over 500 non-revenue vehicles and equipment including support facilities. 

9180 Senior Operations Manager of Rail Maintenance: Under policy direction of the San Francisco Municipal Transportation Agency (SFMTA) Director of Transit, the Senior Operations Manager of Rail Maintenance plans, organizes, directs and coordinates the major activities of the Rail Maintenance unit. The Rail Maintenance unit represents more than 8 maintenance sections with skilled craft personnel responsible for the service, maintenance and repair of fleet comprised of more than 250 light rail vehicles, cable cars, and historic street cars including support facilities. 

9180 - Manager VI: Senior Operations Manager of Maintenance: The positions are responsible for leading overall vehicle and equipment maintenance, collaborating with fleet engineering for rubber-tire and/or rail cars, developing vehicle fleet plans to support revenue service requirements and monitoring activities related to vehicle procurement. These positions direct activities to ensure compliance with local, state and federal guidelines, safety and regulatory policies including leading investigation of activities directly related to field safety and overall vehicle maintenance.

The 9180 Senior Operations Managers of Maintenance are responsible for implementing programs and processes to enhance all aspects heavy and light-duty transit vehicles, and/or light rail and historic service. These positions provide leadership and guidance to a team of skilled craft personnel and supervisors, deliver highly complex management and policy support, and may be required to perform duties in the absence of the Deputy Director of Fleet Maintenance. The positions are subject to 24-hour callback during emergency situations.

Essential Duties and Responsibilities for Bus and Rail Maintenance:

• Provides direction, planning and management of the daily activities of Transit’s Bus/Rail Maintenance section and coordinates the work of professional and technical personnel;
• Oversees heavy-duty transit vehicle maintenance/ light rail vehicle maintenance by monitoring daily fleet availability and vehicle maintenance reports for trends and coordinates with supervisory staff to ensure maintenance programs are developed and implemented to ensure vehicle availability;
• Ensures adherence to heavy-duty transit, light rail, historic, and/or cable car vehicle safety programs and re-evaluates existing programs;
• Assists in developing and implementing strategies for safe, accessible and reliable transit service;
• Analyzes operations to improve productivity within various work sections;
• Coordinates workforce planning through staffing analysis and required adjustments to work schedules and staffing levels to ensure maximum efficiency for fulfillment of vehicle service requirements and demands;
• May be involved with the design and review of engineering plans and specifications for SFMTA vehicle procurement plans and construction projects;
• Oversees the training function including the development of new training programs for rail staff;
• Develops, implements and evaluates policies and procedures to ensure unit activities align with division objectives;
• Assists in the development, preparation and modification of short and long-range strategic plans in support of the SFMTA’s goals;
• Interprets and applies the provisions of the labor agreements in accordance with SFMTA guidelines and serves as a member of the management team in meetings and negotiations with labor unions;
• Develops, monitors and manages the operating budget for area of responsibility and assists in the development, analysis and administration of department’s capital budget;
• Develops detailed technical reports for various internal stakeholders and external regulatory agencies; 

The 9180 – Manager VI may perform other duties as assigned/required. 

How to qualify

Minimum Qualifications:

1. Education: Possession of a bachelor’s degree from an accredited college or university; AND
2. Experience: Eight (8) years of experience at a mass transit agency in the operation, maintenance, and repair of transit buses, and/or light rail transit vehicles, and/or related systems, and/or heavy-duty vehicle maintenance.  This experience must include at least four (4) years in a second-level supervisory and/or management-level position with responsibility for supervising staff. AND
3. License: Possession of a valid driver’s license.

Substitution: Additional qualifying experience in the functional areas listed above at any level (i.e., non-supervisory, any supervisory level, management level) may be substituted for the required degree on a year-for year basis. One year (2,000 hours) will be considered equivalent to thirty semester units or forty-five (45) quarter units.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.

The Neighborhood Response Group (NRG) Coordinator position will be filled within the Management Analyst Series and will be housed in the City Manager’s Office/Administrative Services Department.
