THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.  

IDEAL CANDIDATE

The Human Resources Department has one (1) vacancy to be filled at either the Human Resources Operation Manager or Principal Human Resources Analyst classification.

The ideal candidate will bring extensive experience in labor relations, collective bargaining, contract negotiations, and employee relations, including grievance response, workplace investigations, performance management, and providing guidance and coaching to supervisors and managers.  Experience with benefits administration, day-to-day payroll functions, and local government operations is highly desirable.  The successful candidate will be results-driven, adaptable, and customer-service orientated, with the ability to excel in a highly autonomous environment and effectively support eight bargaining units.  

This individual will possess strong analytical and strategic thinking skills enabling them to navigate complex human resources issues and develop practical, innovative solutions.  Exceptional interpersonal and communication skills are essential to building and maintaining productive relationships with department leaders, elected and appointed officials, employees, and labor representatives.

• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department, assists in administering the department's budget.
• Plans, organizes, administers, reviews and evaluates the activities of professional and technical support staff.  Assist the Human Resources Director in employee relations and labor negotiations.

• Helps in preparing the department's annual operating budget; monitors expenditures to ensure that the department operates within the allocated budget.
• Oversees the recruitment testing and certification program for the City; reviews and approves recruitment and examination plans for open and promotional recruitments using established guidelines and authorities; works with subordinate staff to design and implement appropriate internal procedures to assure that the recruitment, testing, and certification meet accepted standards.
• Manages and directs the City's employee benefits program, including leave management programs; negotiates with insurance carriers on rates and coverage; works with insurance brokers to obtain the best rates and coverage for a variety of products.
• Participate in labor relations activities, including contract negotiations, meet and confer sessions and meet and consult sessions.
• Serve as the HR lead regarding Information Systems/Technological management
• May be required to conduct investigations into discrimination complaints and make recommendations for resolving complaints; coordinates City response to state and federal enforcement agencies when required.

• Develops and delivers training and interprets City policies and procedures to employees.
• Directs and conducts analytical studies; develops and reviews reports of findings, alternatives and recommendations.
• Helps in preparing the department's annual operating budget; monitors expenditures to ensure that the department operates within the allocated budget. 
• Periodically reviews and evaluates established recruitment and selection procedures and recommends and implements changes when required.
• Manages and directs the City's employee benefits program including leave management programs; negotiates with insurance carriers on rates and coverage; works with insurance brokers to obtain the best rates and coverage for a variety of products; monitors industry trends and recommends strategies to the Human Resources Director dealing with cost and quality.
• May be required to conduct investigations into discrimination complaints and make recommendations for resolving complaints; coordinates City response to state and federal enforcement agencies when required.  

EDUCATION/EXPERIENCE

Human Resources Operations Manager

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of direct supervision preferably in a public agency.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

Principal Human Resources Analyst

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of increasingly responsible work in the areas of labor and employee relations and/or Worker's Compensation.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

THE DEPARTMENT

The City Manager’s Department is responsible for the day-to-day administration of the City of South San Francisco. This includes:

Overall, the City Manager's Department is responsible for:

• Providing overall guidance to City operating departments
• Administration of City programs to ensure the delivery of high quality services in an efficient and cost-effective manner
• Providing oversight of major City-initiated projects
• Conducting outreach to and involving community members on issues of local concern
• Directing the annual budget process

THE POSITION

This Administrative Assistant II is an executive secretarial classification, coordinating the administrative work of the department in addition to ensuring the efficient service provision of the assigned department. Responsibilities require the frequent use of tact, discretion, and independent judgement as well as a knowledge of departmental and City activities. This class is distinguished from other office administrative classes in that the nature, scope, and diversity of responsibilities originating at a departmental level require a broader understanding of City functions and the capability of relieving a department head and/or related management, supervisory, and professional staff of day-to-day administrative duties.

The Administrative Assistant II in the City Manager’s Department provides crucial administrative support to department operations, communications, volunteer coordination, and public relations. This position is responsible for coordinating office operations, handling confidential documents, and assisting with event preparation. The Administrative Assistant II plays a key role in maintaining effective communication between staff, City officials, and the public, while also supporting day-to-day operations to ensure the smooth functioning of the department. This position requires a high degree of organization, independent judgment, attention to detail, including invoice processing, budget tracking, and calendar management, and the ability to shift quickly from one task to another. 

THE POSITION

The City is currently seeking General Maintenance Workers. This temporary position works with the City’s maintenance staff to perform: unskilled labor in the parks and landscape medians, street and sidewalk maintenance, street sign maintenance, and fleet building maintenance. Duties include, but are not limited to: raking, emptying trash cans and litter removal, irrigation repair, weeding, edging, street sign maintenance and graffiti removal. Work is closely supervised; work methods are explained in specific terms and work is subject to frequent review. 

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

KNOWLEDGE, SKILLS, ABILITIES

• Knowledge of methods, materials, and equipment used in landscaping, street and sidewalk maintenance, and building maintenance, as well as safety practices and precautions to be used in work.
• Skill in operating hand and power tool equipment such as rakes, pick and shovel, etc.
• Ability to work outdoors in all weather and to follow oral and written instructions. Intermittently, sit while studying or listening to training; bend, squat, climb, kneel and twist when performing maintenance, repair, or installation tasks; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry heavy weights up to 90 lbs.; work in conditions of various outdoor exposure.
• Capable of working independently.

SPECIAL REQUIREMENTS

• Driving a city truck is required for the position and the applicant must have an acceptable driving record, subject to California DMV pull records.
• Ability to work Saturday and/or Sunday shifts.  Hours are 7AM-4:30PM and may fluctuate due to operational needs.

The Department: 

The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system. The Position: 

This is the entry level maintenance position for the Water and Sewer Utility. Typically, you will be assigned to a crew, and will perform semi-skilled work on water or sewer infrastructure. This position will require odd hours and sometimes extended days if jobs run long. You will come in contact with raw sewage, working in knee deep mud, and working around trenches, often on busy city streets.
  
 Under direction, this position operates, maintains, inspects, repairs, and rehabilitates or replaces the water, sanitary sewer, and/or recycled water systems of the City of Santa Clara. This position performs heavy physical labor while performing planned maintenance and repair or emergency response for the City's utility systems and the associated appurtenances.
  
 This position requires one (1) year of related experience. Related experience may include job duties such as pipefitting, plumbing, commercial or residential construction, underground construction, landscaping, paving, steelworker, HVAC, paving, and heavy equipment operations.

Summary
 Under direct supervision, directs, assists and coordinates the activities of workers engaged in general building and facility maintenance, construction and custodial tasks; and performs other related duties as assigned.

Essential Duties and Responsibilities

• Assists the Facilities Maintenance Supervisor in planning and developing general building main­tenance repairs and construction procedures, such as carpentry, electrical, plumbing, fabrication and welding, heating, ventilation and air conditioning (HVAC), masonry, pool and related facility work.
• Determines needs for personnel and contractors, equipment and materials for construction, maintenance and repair projects; operates the facility maintenance work order request and assignment software.
• Provides work guidance and participates in the work of facilities maintenance; participates in prioritizing workload and monitoring work of other workers for completeness, accuracy and conformance with departmental standards; provides information, instruction and training in work processes, proper uses of equipment and safe work practices.
• Assists with capital improvement project budgeting.
• Ensures the use of safe work methods, procedures and techniques.
• Prepares reports and maintains accurate records.
• Performs necessary troubleshooting and creates solutions to facility-related issues.
• Weekend work and rotating schedules may be required.

Other Duties and Responsibilities

• May be required to drive District or personal vehicle.
• Provides information on anticipated equipment, supply and personnel needs for budget purposes.
• Provides key control and general locksmith ability (pin and re-key locksets) as required.
• Travels to various sites to inspect or supervise work.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from high school or GED equivalent, specialized training in building construction, facility and pool maintenance and repair, and four years of increasingly responsible experience in building construction, maintenance and repair, including supervisory experience, with a specialty in at least two building trades preferred; or an equivalent combination of education and experience. An AA degree is desirable.

Language Ability: Ability to read and interpret documents such as safety rules, operating and mainten­ance instructions, and procedure manuals. Ability to write routine reports and corres­pondence. Ability to communicate assignments and instructions to personnel. Ability to speak effectively to staff and managers, vendors and the public.

Math Ability: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratios, and percent, and to draw and interpret bar graphs. 

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret instructions provided in written, oral, diagram or schedule form.

Certificates and Licenses: 

• Valid California driver’s license with a good driving record and current automobile insurance.

Supervisory Responsibilities: This position provides lead-level work guidance to Facilities Maintenance Technicians, Custodians, and/or contract and temporary staff, including planning, assigning, and directing work. The City of Foster City is looking for a Building/Fleet Maintenance Superintendent who will oversee the Building and Fleet Maintenance Division of the Public Works Department. This position is responsible for planning, organizing, supervising, reviewing, and evaluating diverse and specialized building and fleet maintenance and repair functions.

This position manages and develops outside contracts, vendors, and project budgets; assures regulatory compliance and economy in all programs; coordinates assigned activities with other City departments and outside agencies; provides responsible and technical staff assistance; and performs duties as assigned. The ideal candidate would be able to communicate clearly and concisely, both orally and in writing.

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to completion of the twelfth (12th) grade supplemented by specialized training or coursework in construction trades, maintenance, automotive technology, or repair, and/or supervision.

Experience: Five (5) years of experience as a journey-level mechanic performing vehicle and equipment repairs or general repair and maintenance in one or more of the building trades, of which two (2) years should be in a supervisory or lead capacity.

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• Possession of ,or the ability to obtain, National Institute for Automotive Service Excellence (ASE) Certification in air conditioning, brakes, and electrical systems is highly desired.
• Possession of, or the ability to obtain, Building Operator Certification Level 1 and 2 is highly desired.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works department will make the hiring decision.

Expected Dates for Examinations (subject to change):
Oral Panel Interview: Week of June 22 or 29 (exact date TBD)
Department Interview: Week of June 29 or early July (exact date TBD)

Note: Meeting the minimum qualifications does not guarantee that a candidate will be invited to participate in the selection process. The City of Foster City reserves the right, at its discretion, to limit the number of qualified candidates invited to the selection process.
