ABOUT THE COMMUNITY
Incorporated in 1874, the City of Wheatland is located at the gateway of California’s ‘Mother Lode’ gold rush country, approximately 34 miles north of Sacramento and 107 miles north of San Francisco. Wheatland is one of two incorporated cities in Yuba County. With a population of approximately 4,000, the city’s small-town charm makes it a special place to live and work, with easy access to a variety of recreational, shopping and dining opportunities.

THE ORGANIZATION
The City of Wheatland operates under the Council/Manager form of government. The city is governed by five Councilmembers elected at-large, each serving four-year terms. The City Council appoints the City Manager and City Attorney. The City of Wheatland currently operates with a staff of 28 positions and provides a full array of municipal services including public safety, streets maintenance, parks, water and wastewater utilities, and administration. The city’s total budget for the current year is $11.1 million. 

ABOUT THE POSITION
 Under policy direction from the City Council, the City Manager serves as the chief executive officer for the City; The City Manager plans, manages, organizes and directs the overall administrative activities and operations of the City, develops and implements budget and financial strategies for the City and provides complex administrative support to the City Council. The City Manager develops and recommends policies, procedures, rules, and regulations governing City operations for presentation and approval from the City Council and ensures proper communication and implementation of policy decisions. This position directs the preparation of staff reports and agenda items and ensures that all City Council actions are properly recorded and implemented.

DESCRIPTION 

The City of Thousand Oaks has an excellent opportunity for an Assistant Analyst within the Facilities Division of the Finance Department. This position supports the analytical, administrative, and operational functions of the Facilities Division, which oversees City Hall, the Civic Arts Plaza theaters, libraries, and other municipal facilities.

This role supports a range of analytical and operational responsibilities, including contract administration, procurement preparation, budgeting support, and data analysis. The Assistant Analyst applies analytical judgment to manage vendor contracts, prepare draft staff reports and RFP materials, and analyze operational information to support effective facilities operations.

The ideal candidate is organized, detail-oriented, self-motivated, and able to exercise discretion and independent judgment while balancing multiple priorities.
 

PRIMARY RESPONSIBILITIES 

• Serve as a key administrative and analytical point of contact for the Facilities Division, ensuring accurate documentation, data integrity, and coordination across functions
• Conduct analytical research on vendors and suppliers, including cost comparisons, service levels, and performance metrics to support procurement decisions
• Monitor, evaluate, and analyze service contracts and agreements, ensuring compliance, performance accountability, and alignment with operational needs
• Assist with budget development, forecasting, tracking, and reconciliation by analyzing facilities-related operational and financial data
• Support contract and vendor management by tracking deliverables, evaluating vendor performance, and identifying opportunities for service and cost improvements
• Prepare analytical summaries, staff reports, correspondence, and data-driven materials to support facilities operations, projects, and policy decisions

 

The Town Clerk is a key member of the Town’s Executive Team, responsible for a wide range of essential duties and responsibilities.  Responsibilities include preparation of agendas, noticing, posting, and recordation of public meetings and outcomes; preparation and coordination of meeting materials; and planning and managing elections consistent with the California Elections Code.

 

This classification oversees, directs, and participates in all activities of the Town Clerk Office, including short and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Town Council and Town Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, municipal functions and activities, including the role of an elected Town Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives, and for furthering Town goals and objectives within general policy guidelines.

 

ESSENTIAL FUNCTIONS:

 

• Assumes full management responsibility for all Town Clerk’s Office programs, services, and activities including records management, elections administration, Town Council support, licensing, and management/support services.  Manage the Council rules of procedure policy, as well as provide Council orientation and on-boarding process for incoming Councilmembers.

• Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the department; establishes, within agency policy, appropriate budget, service, and staffing levels.

• Manages and participates in the development and administration of the department’s budget; directs the forecast of additional funds needed for staffing, equipment, and supplies.

• Selects, trains, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations.

• Works with employees to correct deficiencies; implements discipline and termination procedures; responds to staff questions and concerns.

• Coordinates and assists in the facilitation of the Town’s Ethics and Sexual Harassment Prevention training.

• Serves as the Clerk of the Town Council and Geological Hazard Abatement District; attends meetings and oversees the recording of all official proceedings; supervises the preparation of public notifications, agendas, minutes, and other documents; directs the publication, filing, indexing, and safekeeping of all proceedings of the Town Council. 

• Supports Town’s boards, commissions, and committees including development of enabling legislation, policies and procedures; recruitment, interview and appointment of members; management of member disclosure and training requirements; monitoring of term expirations, attendance and compliance with all applicable rules and regulations; processing resignations, removals, vacancies, and reappointments; and oversight department staff liaisons including providing resources, guidance, and training. 

• Administers the public hearing process for the Town Council; supervises the coordination of public hearing packets and public notices of hearings in accordance with various government code requirements and legal deadlines. 

• Oversees the operations of the Town-wide records management program, and records preservation and destruction; sets and ensures legal compliance retention schedules for Town records; develops and updates records retention policies and procedures; serves as the Town’s Public Records Act (PRA) administrator, including intake, tracking, coordination with departments, and timely response to public records requests, researches Town documents, historical information, and other information as needed; attests, indexes, and files all legislative actions. 

• Plans, manages, and conducts municipal elections and special elections; ensures compliance with the California Elections Code, Political Reform Act, and other government codes; provides candidate filing services, nomination assistance, and informational materials; maintains election documents for public inspection; oversees printing of sample ballot material; declares election results; administers and files oaths of office. 

• Serves as Filing Officer and Filing Official for the Political Reform Act; manages the Town’s disclosure requirements for designated employees, distributes forms and notifications; conducts required audits; advises and trains candidates, committees, and treasurers on filing requirements; determines and collects fines for late filing; ensures campaign contribution limits and other requirements are met; corresponds with the Fair Political Practices Commission (FPPC) as appropriate.  Coordinate and conduct training on FPPC regulations.  Manages the codification and maintenance of revisions to the Municipal Code; tracks ordinance adoption, effective dates, posting and publication requirements, and maintains historical ordinance records.

• Provides contracts and agreements administration to ensure documents are signed and recorded in a timely manner, including the receipt and filing of bid documents; supervises contract bid openings and performance bonds.

• Accepts and logs claims filed against the Town to record necessary information and forward for processing.

• Represents the Town Clerk Office to other Town departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues. 

• Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of municipal government. 

• Monitors changes in laws, regulations, and technology that may affect Town or departmental operations; implements policy and procedural changes as required. 

• Responds to difficult and sensitive public inquiries and concerns and assists with resolutions and alternative recommendations. 

• Ensures staff observe and comply with all Town and mandated safety rules, regulations, and protocols.

• May serve as a staff liaison to a designated committee, board, or commission within the Town.

DESCRIPTION

Primary Responsibilities:

• Perform skilled work in the pruning, care, and maintenance of trees and grounds maintenance, including chemical application duties
• Perform heavy manual labor in the care and maintenance of trees and in performing grounds maintenance

Summary Description

Representative Duties

Facility Maintenance Worker I - This is the entry level class in the Facility Maintenance Worker series. This class is distinguished from the Facility Maintenance Worker II by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

Facility Maintenance Worker II - This is the full journey level class within the Facility Maintenance Worker series. This class is distinguished from the Facility Maintenance Worker I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

QUALIFICATIONS

Operations, services, and activities of a building maintenance, repair, and construction program.

Two years of increasingly responsible general maintenance experience in a variety of trades.

Facility Maintenance Worker II

Education/Training:

Equivalent to the completion of the twelfth grade. Additional specialized training in building trades is desirable.

Experience:

Two years of performing duties at a level comparable to the Facility Maintenance Worker I with the City of Ceres.

Possession of an appropriate, valid driver's license.

9180 Senior Operations Manager of Rail Maintenance: Under policy direction of the San Francisco Municipal Transportation Agency (SFMTA) Director of Transit, the Senior Operations Manager of Rail Maintenance plans, organizes, directs and coordinates the major activities of the Rail Maintenance unit. The Rail Maintenance unit represents more than 8 maintenance sections with skilled craft personnel responsible for the service, maintenance and repair of fleet comprised of more than 250 light rail vehicles, cable cars, and historic street cars including support facilities. 

9180 - Manager VI: Senior Operations Manager of Maintenance: The positions are responsible for leading overall vehicle and equipment maintenance, collaborating with fleet engineering for rubber-tire and/or rail cars, developing vehicle fleet plans to support revenue service requirements and monitoring activities related to vehicle procurement. These positions direct activities to ensure compliance with local, state and federal guidelines, safety and regulatory policies including leading investigation of activities directly related to field safety and overall vehicle maintenance.

The 9180 Senior Operations Managers of Maintenance are responsible for implementing programs and processes to enhance all aspects heavy and light-duty transit vehicles, and/or light rail and historic service. These positions provide leadership and guidance to a team of skilled craft personnel and supervisors, deliver highly complex management and policy support, and may be required to perform duties in the absence of the Deputy Director of Fleet Maintenance. The positions are subject to 24-hour callback during emergency situations.

Essential Duties and Responsibilities for Bus and Rail Maintenance:

• Provides direction, planning and management of the daily activities of Transit’s Bus/Rail Maintenance section and coordinates the work of professional and technical personnel;
• Oversees heavy-duty transit vehicle maintenance/ light rail vehicle maintenance by monitoring daily fleet availability and vehicle maintenance reports for trends and coordinates with supervisory staff to ensure maintenance programs are developed and implemented to ensure vehicle availability;
• Ensures adherence to heavy-duty transit, light rail, historic, and/or cable car vehicle safety programs and re-evaluates existing programs;
• Assists in developing and implementing strategies for safe, accessible and reliable transit service;
• Analyzes operations to improve productivity within various work sections;
• Coordinates workforce planning through staffing analysis and required adjustments to work schedules and staffing levels to ensure maximum efficiency for fulfillment of vehicle service requirements and demands;
• May be involved with the design and review of engineering plans and specifications for SFMTA vehicle procurement plans and construction projects;
• Oversees the training function including the development of new training programs for rail staff;
• Develops, implements and evaluates policies and procedures to ensure unit activities align with division objectives;
• Assists in the development, preparation and modification of short and long-range strategic plans in support of the SFMTA’s goals;
• Interprets and applies the provisions of the labor agreements in accordance with SFMTA guidelines and serves as a member of the management team in meetings and negotiations with labor unions;
• Develops, monitors and manages the operating budget for area of responsibility and assists in the development, analysis and administration of department’s capital budget;
• Develops detailed technical reports for various internal stakeholders and external regulatory agencies; 

The 9180 – Manager VI may perform other duties as assigned/required. 

How to qualify

Minimum Qualifications:

1. Education: Possession of a bachelor’s degree from an accredited college or university; AND
2. Experience: Eight (8) years of experience at a mass transit agency in the operation, maintenance, and repair of transit buses, and/or light rail transit vehicles, and/or related systems, and/or heavy-duty vehicle maintenance.  This experience must include at least four (4) years in a second-level supervisory and/or management-level position with responsibility for supervising staff. AND
3. License: Possession of a valid driver’s license.

Substitution: Additional qualifying experience in the functional areas listed above at any level (i.e., non-supervisory, any supervisory level, management level) may be substituted for the required degree on a year-for year basis. One year (2,000 hours) will be considered equivalent to thirty semester units or forty-five (45) quarter units.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.

THE OPPORTUNITY

• Inspect Community Center/Aquatics & Fitness Center facilities regularly for safety issues, repair needs, and custodial concerns
