Working as part of the court executive team, the Court Director of Finance (Director of Finance) will exercise managerial authority over the financial operations, oversee the budget, and look for ways to enhance the revenue of the Superior Court of California in San Mateo County.  In addition, the Director of Finance will develop, recommend, and implement departmental budgetary goals, policies, and objectives and will develop and implement dual (programmatic and cost center) budgetary, monitoring, and fiscal reporting systems to coordinate with the State budgetary and fiscal reporting systems.

Examples Of Duties

Duties may include, but are not limited to the following:

• Plan, develop, and oversee fiscal management, budgeting, accounting, and financial reporting functions for the Court.
• Provide strategic policy direction for all financial activities and ensure integration with State budgetary and reporting systems.
• Monitor and analyze State and local legislation affecting court operations and develop responsive fiscal strategies.
• Direct and evaluate staff responsible for fiscal and accounting functions, including training, motivation, and performance management.
• Plan the development and implementation of the overall Court budget in coordination with operational divisions, prepare budgetary administrative information, and participate in forecasting additional funding requirements for programs, staffing, facilities, equipment, and materials.
• Oversee revenue collection, cost recovery, auditing, procurement, and contract administration.
• Ensure accuracy and compliance of financial statements, reports, and reimbursement claims.
• Oversee, prepare, and review the preparation of complex financial statements, reports, summaries, and reimbursement claims, and analyze and interpret financial information and statistical data for Court management, judicial officers, advisory committees, auditors, and related individuals and groups.
• Represent the Court administration in meetings with the State, judicial officers, County departments, other Superior Courts, and public and private organizations.
• Provide expert consultation to the Court Executive Officer and executive team on fiscal strategy, forecasting, and risk management.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Bachelor's degree from an accredited college or university with major course work in accounting, auditing, economics, business, or public administration or a related discipline. A graduate degree in one of the above disciplines is preferred.
• Experience: Five years of increasingly responsible experience performing a wide variety of fiscal resource management in a public agency, at least two years of which were in an administrative or management capacity. Experience in a California Court setting is preferred.

Knowledge of:

• Legislation, policies, and procedures related to budgeting and financial reporting for the California Superior Courts, including public agency fund accounting and third-party reimbursement and claims payment practices.
• Fiscal resource administration, including planning, budgeting, forecasting, financial analysis, auditing, and related practices.
• Understanding of California court fiscal structures, fund accounting, and State reporting.
• Strong leadership and management capabilities, including staff development and performance management.

THE POSITION

Under general supervision within the Police Department, responds to active crisis calls in collaboration with law enforcement and provides field and office based crisis intervention, behavioral health assessments and counseling, psychoeducation, outreach and engagement, transitional case management, consultation, and quality assurance review of assigned cases; works collaboratively with community service providers, behavioral health agencies, and law enforcement to connect individuals to appropriate resources; and performs related work as required or assigned.

This classification is uniquely distinguished by its principal responsibility to co-respond with law enforcement to emergency calls within the City that involve suspected mental health or behavioral health concerns. This integrated response model ensures a coordinated approach to crisis situations designed to improve outcomes for individuals experiencing psychological distress.

Employees in this position operate with a high degree of independence, judgment and initiative within established departmental policies and procedures. While this position does not include direct supervisory responsibilities, the clinician may provide guidance and training to other personnel, community partners or service providers. Incumbents receive general supervision from a Police Lieutenant and administrative direction from a Police Captain within the Police Department’s Services Division.

A Crisis Response Clinician I is in a pre-licensed status, has completed some of the requirements and must practice under supervision while working towards full licensure. A Crisis Response Clinician II is a licensed clinician who has completed all requirements for professional practice, including education, supervised hours, and exams and can practice independently. A Clinician I shall, upon receipt of the requisite licensure with the California Board of Behavioral Sciences or California Board of Psychology, be advanced to a Clinician II.

The Superior Court of California, County of San Mateo is seeking qualified and experienced candidates for the position of Child Custody Recommending Counselor.
 
The Child Custody Recommending Counselor will provide mediation services and child custody recommending counseling as required by California Family Code section 3160 et seq, and will conduct investigations and prepare reports as provided in California Family Code section 3110 et seq and Family Code section 7851 and 9001.  The candidate hired for the position will work in any court department and must be able to travel to any court location in the county.

Qualifications

• Experience: Two years of experience in counseling or psychotherapy, or both, preferably in a setting related to the areas of responsibility of the family conciliation court and with the diverse population to be served.
• Education: A master's degree in psychology, social work, marriage, family, and child counseling, or other behavioral sciences substantially related to marriage and family interpersonal relationships.

Knowledge of: 

• Adult Psychopathology, family psychology, child development, child abuse, the effects of divorce on children, the effects of domestic violence on children, child custody research, and clinical issues relating to children.
• Domestic violence issues as described in Family Code Section 1816.
• Principles and techniques of family mediation.
• Crisis intervention techniques.
• Cultural diversity issues.
• Community resources for client referral.
• Laws, rules, regulations, policies, and legislation related to Court operations and functions, particularly those related to family law and court mediation.

This position performs moderately difficult and complex administrative and analytical work that may involve and/or emphasize the functional areas of general and administrative support, fiscal, and contract management, program analysis and compliance, staff development and training. The incumbent will gather, tabulate, analyze, and chart data; interview and consult with departmental officials, employees, and others, to give and receive information; prepare reports and make recommendations on procedures, policies, and program/functional issues and alternatives in the Emergency Preparedness Program at the Glenn County Health and Human Services Agency. This position is scheduled for forty (40) hours per week.

• Coordinates and oversees the administrative functions of the department; compiles materials; develops and prepares moderately complex reports, correspondence, manuals, publications, and other documents; obtains management review and approval as needed.

About the Division
The Legal Division provides a wide array of legal services to support the entire Air District, including prosecuting violations of air laws; advising on legal compliance with the Brown Act, California Environmental Quality Act, AB 617, and other federal, State and local laws; supporting rulemakings by developing regulatory language and advising on compliance with rulemaking requirements; supporting the permitting program; reviewing records under the Public Records Act; researching legal issues; and staying abreast of current legal developments in air quality throughout California and nationwide. The Division utilizes a variety of tools to resolve enforcement actions, such as abatement orders, civil enforcement, and coordinating with other enforcement agencies, like local district attorneys or the state Attorney General. For cases in environmental justice communities, Air District staff can directly engage with community members when determining the appropriate legal remedies, including high enough penalties to reach deterrence-based outcomes and ensure the community benefits from the related funds and measures to bring the facility into long-term compliance and prevent the potential recurrence of violations.

Definition
Under close supervision, the legal intern performs various work related to and in support of legal casework being undertaken by attorneys in the Legal Division. The intern gains practical work experience through assisting the Air District’s attorneys while following guidelines and procedures defined by the Legal Division.

Distinguishing Characteristics
This is a temporary training position for current law students and recent law school graduates. Interns will apply their legal education to work and gain practical experience assisting experienced attorneys on a variety of cases and projects. Through this work, interns will gain valuable environmental law and regulatory experience.
