The City of Pacifica is seeking a seasoned, collaborative, and forward-thinking leader to serve as Deputy Director of Public Works - Field Services & Engineering. This senior management role offers the opportunity to guide essential municipal infrastructure programs that support public safety, community livability, environmental stewardship, and the long-term resilience of a beautiful coastal city.

As second-in-command of the Public Works Department, the Deputy Director provides strategic, administrative, technical, and operational leadership for both the Field Services and the Engineering Division. THE POSITION:

Under general supervision, plans, organizes, coordinates, and participates in the operation, maintenance, repair, and construction activities associated with the City’s water systems; provides technical and functional supervision to assigned utilities maintenance staff; oversees emergency response and troubleshooting activities involving utilities infrastructure and equipment; coordinates special projects, contractor activities, and system improvements; operates and utilizes SCADA and computerized maintenance management systems; ensures compliance with safety practices, regulations, and operational standards; and performs related duties as required.

Essential Duties:

What you will do: 
Duties may include but are not limited to the following:

• Plan, prioritize, and review the work of staff assigned to various utilities operations and maintenance activities including electrical, mechanical and distribution system operations, repair and maintenance functions and activities.
• Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.
• Participate in evaluating the activities of staff, recommending improvements and modifications.
• Provide and coordinate staff training; work with employees to correct deficiencies. 
• Organize, prioritize and coordinate Utilities operations and maintenance special construction projects including, but not limited to, in-house or in-house/contracted tank repairs and modifications, sewer lift station replacement projects, earthwork at tank sites; grade separation upgrade and replacement projects; large scale aqueduct and sewer force main repair projects; pump station upgrade and replacement projects; pressure-regulating station construction projects; and large scale bypass pumping efforts involving potable water, raw sewage. reclaimed water, and storm water.
• Coordinate and participate in Utilities maintenance activities, ensuring that the work is performed correctly and in accordance with all safety regulations.
• Confer with and make recommendations to management personnel regarding repair, maintenance and operation of the water distribution, sewer collection and storm sewer systems.
• Recommend capital improvement and replacement projects.
• Ensure that daily work assignments are completed.
• Operate the computerized maintenance management system (CMMS).
• Operate the Supervisory Control and Data Acquisition (SCADA) system as it relates to the operations of the City’s storage, transmission, pumping, wastewater, and stormwater systems.
• Assist Utilities Electrical and Mechanical O&M Manager in the selection and oversight of outside consultants and contractors, including evaluating vendors and sole source recommendations. 
• As assigned, review, evaluate and prepare comments on construction plans, drawings and specifications related to area of responsibility.
• Respond to emergencies as required and, in coordination with higher level management personnel, implement appropriate measures to address emergency conditions resulting from equipment and system malfunctions.
• Assume a working lead role for the Division’s special construction projects and large scale temporary bypass pumping efforts.
• Identify utilities maintenance needs, review with management personnel and initiate proper action to resolve the problems.
• Actively participate in safety meetings and special trainings.
• Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public. 
• Foster an environment that embraces integrity, service, inclusion and collaboration.
• Be an integral team player, which involves flexibility, cooperation, and communication.

The Department of Public Works is seeking experienced individuals for the position of Road Equipment Supervisor. 

The ideal candidate will have at least 4 years' of increasing responsible experience overseeing a crew involved in the operation of heavy equipment in road construction and maintenance activities, as well as experience in planning, organizing, coordinating, directing and participating in projects involving heavy equipment in construction and maintenance of roadways, bridges, channels, landscape areas, and storm drains and sewers. Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, prioritize, and coordinate projects with the Road Maintenance Managers.
• Supervise, train, evaluate and instruct a group of equipment operators, drivers, and laborers.

• Estimate and order materials.
• Assist the Vehicle and Equipment Manager with writing specifications for new equipment.

Qualifications

Education and Experience:

 Four years of experience in the operation of rollers, bulldozers, backhoes, mowers and graders.
 
Knowledge of:

• Supervisory principles and practices, including work planning, scheduling, employee training and evaluation.
• Basic mathematics.
• Provision of the California Vehicle Code applying to the operation of vehicles.
• Safety practices in the operation of heavy construction equipment.
• Capabilities of all types of heavy equipment.
• Road maintenance and construction operations, materials and procedures.

PARKING ENFORCEMENT OFFICER/COMMUNITY SERVICES OFFICER

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

ABOUT THE POSITION
The City is recruiting for a full-time Housing and Community Services Manager (HCSM) to advance and strengthen the City’s efforts in affordable housing production and preservation, homelessness response, tenant protections, and coordination of supportive services for vulnerable community members. Since the creation of the Housing and Community Services Division, it has become a key part of the City’s strategy to address city-wide housing challenges. This leadership position offers a unique opportunity to make a meaningful impact on housing accessibility, homelessness response, and community well-being in Gilroy. 

Under the general direction of the Community Development Director, the HCSM will plan, direct, and oversee the operations and programs of the Housing and Community Services Division and provide leadership and oversight of the development and administration of housing programs and grant-funded initiatives that support long-term housing affordability and stability for residents, including unhoused and at-risk populations. Working collaboratively with public agencies, nonprofit organizations, regional partners, and community stakeholders, the HCSM will help implement innovative housing solutions and advance strategic initiatives aligned with City goals and community priorities.

This position is an exempt, mid-management level position that must exercise competent discretion and judgement in the performance of duties and interactions with others. This position will be included with the Gilroy Management Association employee group.

Additional steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H), and one year at the prior step, and good performance evaluation. Initial salary placement is typically at the entry point of the range unless the candidate has prior Code Enforcement Officer experience which may warrant initial placement at a higher step.

This is a full-time, on-site position, designed for direct collaboration with the team and active participation in daily operations.

This position works varied hours/shifts/days of the week to meet the code enforcement needs of the agency. The regular work schedule may include varied days of the week, including weekends, and work hours (days/swings to 2 a.m.) and overtime availability is required often in the evenings (to include late night hours such as 2 a.m.) or on the weekends for targeted enforcement.

This position offers a meaningful opportunity to help uphold community standards and ensure compliant neighborhoods. The Code Enforcement Officer will respond to resident concerns and proactively identify violations such as property maintenance issues, and zoning infractions. You will educate the public on code requirements through clear and respectful communication and work collaboratively with other city departments and external agencies to resolve issues. Tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.

FIRST YEAR PROJECTS/ASSIGNMENTS:

• Learn and understand the City of Gilroy code enforcement processes and help solve problems to foster community pride. 
• Engage in real-world code enforcement assignments by working on active cases and assisting in clearing the backlog to ensure safe and well-maintained neighborhoods.
• Participate in special enforcement details as assigned which may include varied work hours and weekends.
• Participate in specialized training and obtain certifications to enhance your expertise and knowledge of code enforcement.

As a Code Enforcement Officer, you will have the opportunity to be part of and work with a dedicated team in maintaining and improving the quality of life of the diverse community with the City of Gilroy. This is a grant funded position that is funded through February 4, 2029.

Under direct supervision of the Assistant City Administrator, the Community Resilience Coordinator will develop, implement and lead comprehensive local resilience vision, strategy and planning related to the community’s emergency preparedness and responsive programs. Emphasis will be placed on services and programs for populations that are more at-risk during disasters due to lack of resources and education. Additional responsibilities include developing solutions to reduce disaster risks, securing and managing mitigation grant funding, delivering community resilience education and training, and effectively engaging, partnering, and collaborating with a variety of officials, local, state, and federal agencies, businesses, community services, both public and private, concerning the related work and goals of the City. Moreover, the CRC will undertake related special projects with citywide significance, and perform other related duties as required. This position is considered essential personnel during City emergencies and is expected to be available to staff and support the Emergency Operations Center.
