TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. This will include providing strong leadership and frequent interaction with the small team (Finance, Community Development, Engineering and Public Works), fostering a    collaborative, open dialogue, and teamwork. The Town Council also seeks a Town Manager who enjoys working in the public sector and appreciates the variety and diversity of contributions from all sources within the organization, as well as from this active and engaged community.

This position requires a Bachelor's degree and progressively responsible experience in an administrative, managerial, or senior level staff capacity in a comparable organization with  similar issues. California municipal experience, particularly in a rural setting, is highly regarded by the Town Council, although all highly qualified candidates are strongly encouraged to apply. An advanced degree may be a plus based on overall career experience.

The Town Council is prepared to offer a competitive salary for the region as well as benefits, including CalPERS Retirement. A mutually agreeable employment agreement will be negotiated.

POSITION

To attend a Peace Officer Standards and Training (P.O.S.T), a certified basic academy. After successful completion of the P.O.S.T. academy, guaranteed promotion to Police Officer where they will perform law enforcement and crime prevention work and do related work as required.  The purpose of this recruitment is to fill current vacancies and establish an eligibility list for future vacancies.

ABOUT THE POLICE DEPARTMENT

The Woodland Police Department is staffed with 72 sworn officers and 22 support employees. It, too, is expected to expand in size as the City grows. The Department is managed by a Chief of Police, a Deputy Chief, four Lieutenants, ten Sergeants, and a Police Records Supervisor. The Department has three Bureaus: Patrol, Investigations, and Community Relations. Police Officers are assigned to all Bureaus where they work in various capacities and teams.   Within the Bureaus are many specialty units including K-9, Motors, School Resource Officers, Gang Task Force, Narcotics Agents, Detectives, and a Homeless Outreach Street Team.  There are a number of collateral duties available to officers including SWAT, Crisis Negotiations Team, Field Training Officer, Honor Guard, Arrest & Control Instructors, Firearms Instructors, Gang Resistance Education and Training (G.R.E.A.T) instructors, Social Media Team, and Bicycle Team. ABOUT THE CITY

Woodland is a city of approximately 60,000 residents. Incorporated in 1871, Woodland is conveniently located on I-5 just 12 miles northwest of Sacramento and 9 miles north of U.C. Davis. Woodland’s primary business is agriculture and light industrial, including distribution centers for Target, True Value, and Walgreens. Woodland has a community college, 2 senior high schools, 2 junior high schools, and 12 elementary schools in the public school district, supplemented by five private schools, grades K through 12. The area offers various recreation possibilities: water skiing and boating on the Sacramento River, Lake Berryessa, and Lake Folsom; skiing in the Sierras, hunting and fishing; five golf courses; and many other youth and adult oriented recreations.

ESSENTIAL JOB FUNCTIONS

As a Police Officer Recruit, the Recruit will attend a Peace Officer Standards and Training (P.O.S.T), a certified basic academy during regular academy hours, and any other scheduled departmental and academy exercise activities.  Successful completion of the academy is required to continue employment and be promoted to Police Officer.  General Supervision will be provided by supervisory Police Department personnel, both sworn and civilian, and P.O.S.T. Academy staff.  No direct supervision of staff is exercised. 

QUALIFICATIONS

Education:  Equivalent to graduation from an accredited U.S. high school; passing score on the General Education Development (GED) test; or possession of a two-year, four-year, or advanced degree from an accredited college or university.

License or Certificate:  Possession of a valid California Class C driver's license with an acceptable driving record.

Environment:  The candidate will train in a high-stress police-training academy; indoor classrooms and outdoor physical agility course; exposed to noise, smoke, and inclement

Physical:  Physical health, strength, stature, and agility to meet the physical demands of police work as determined by an agility test and a pre-employment physical exam.

Vision:  See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.

Age:  Must be 21 years of age upon completion of the academy.

Citizenship:  A candidate must be legally authorized to work in the United States under federal law at the time of appointment. (Applicants may be in the process of obtaining legal authorization upon application, but will need to show proof of legal authorization to work in the U.S. under federal law before being accepted into the Academy)

Conduct: No felony convictions and good personal conduct.  During the Background Investigation, a candidate is evaluated relative to an established set of automatic disqualification criteria. Candidates are asked questions relating to the RECENCY AND FREQUENCY of traffic citations, at-fault automobile collisions, illegal drug usage, arrests, and convictions.

SPECIAL REQUIREMENTS

Applicants for the Police Officer Recruit position must pass the POST Entry-Level Law Enforcement Test Battery (PELLETB) with a minimum T-Score of 45 and must pass all components of the Physical Agility Test-Work Sample Test Battery (WSTB) with a minimum score of 320.

• If taken within the past 12 months, applicants may submit evidence of a P.O.S.T. Certified PELLETB test score with a score equal to or greater than a T-45 with the application to be considered for this recruitment.
• Woodland Police Department will accept previously received Physical Agility Test-Work Sample Test Battery (WSTB) scores if it is in an official format and less than 6 months old. 

Test Details:

1) Written Test - POST Entry-Level Law Enforcement Test Battery (PELLETB) - This test must be completed in less than 2.5 hours, and it must be passed with a minimum T-Score of 45.  The areas covered by the test include:

• Spelling - Select the correct spelling of a word from a list of options
• Vocabulary - Select the correct meaning of a word from a list of options
• Clarity - Select the sentence that is most clearly written from a pair of options
• Reading - Read a passage and answer questions about the passage's content
• CLOZE - Use contextual clues to complete a passage that contains missing words

2) Physical Agility Test - Work Sample Test Battery (WSTB) - This test consists of five individually timed and weighted events, and the minimum passing score is 320 (Important – POST Academies may require a higher standard). The events include:

• 99-yard obstacle course with sharp turns and up to 34-inch high obstacles
• 165-pound body drag for 32 feet
• 6-foot chain link fence climb
• 6-foot solid wall climb
• 500-yard run

Test Date:

Woodland Police Department will offer the WSTB tests on an ongoing basis. Candidates will be notified of test dates and times once they have applied.

Eligible List Placement: 

Applicants for this position must take and pass the Physical Agility - Work Sample Test Battery (pass/fail), and the POST Entry-level Law Enforcement Test Battery (PELLETB) with a minimum T-score of 45 (weight: 100%).  Those applicants who pass both the PELLETB and Physical Agility test (WSTB) will be invited to participate in a panel interview.  Applicants who successfully pass the panel interview will be placed on an eligibility list and may be selected to participate in a final interview with the Chief of Police.

The City of Dixon is recruiting to fill a full-time position of a Maintenance Worker I/II in the Public Works Parks Division and to establish an Eligibility List for future use. 

Essential Job Functions When Assigned to Parks: Performs semi-skilled and skilled repair, maintenance and landscaping tasks involving City parks including irrigation system installation and maintenance; performs playground equipment inspection, maintenance and installation; performs graffiti removal; performs swimming pool maintenance; performs pesticide, herbicide and fungicide spraying; cleans and maintains park facilities, buildings and associated facilities. We are now accepting applications for seasonal, part-time Recreation Aide I positions to work in our Fall Sports Program.

DEFINITION

The Recreation Aide I is the entry level class and is responsible for performing less complex assignments within an established procedural framework where there are minimal consequences of error. This classification is distinguished from the next higher classification of Recreation Aide II by the performance of more routine, repetitive and less complex assignments.

SUPERVISION RECEIVED/EXERCISED

Receives supervision from administrative and/or management staff. Incumbents of this class do not routinely exercise supervision but those at the higher levels may be asked to supervise from time to time but not on a consistent basis.

ESSENTIAL FUNCTIONS: (Include but are not limited to the following)

• Assist with the following: set-up and tear down of program equipment, preparation of playing fields and routine facility maintenance.
• Keep statistics and accurate score for basketball, softball, flag football, soccer, and volleyball.
• Collect and record the team's lineups and assist officials during the game with specific rules and policies.
• Officiate adult and youth volleyball, youth basketball, and youth football games.
• Uphold the rules of play and code of conduct.

The Associate Planner supports the Town’s planning and development functions by reviewing and analyzing a variety of land use and development applications to ensure compliance with local, state, and federal regulations. This position provides technical assistance and guidance to property owners, developers, and the public on zoning, design review, environmental assessment, and related planning matters. The Associate Planner also prepares staff reports, presents recommendations to the Planning Commission and Town Council, and contributes to long-term planning initiatives that promote thoughtful, sustainable development consistent with San Anselmo’s General Plan.

The Bolinas Fire Protection District is a combination paid/volunteer fire department providing services in emergency medical care, fire protection, disaster response, fire prevention and community education. Bolinas is a unique coastal community with approximately 1,500 year-round residents. Thousands of visitors are also attracted to our beaches and surrounding National Parks year-round. The District employs a full-time Chief, full-time Administrative Manager, and three full-time Firefighters. We also rely on the support of a dedicated group of approximately 20 volunteer firefighters and EMT’s. The department responds to approximately 300 emergency and public assistance calls annually, with approximately 80% medical aid calls.

DUTIES:

• Report to the Bolinas Fire Chief
• Perform scene command and personnel supervision during incidents
• Perform fire apparatus engineer and firefighting duties
• Perform fire prevention activities and public education
• Assist in leading volunteer trainings and support the volunteer firefighting program
• Provide BLS emergency medical care
• Drive and operate fire apparatus and related equipment
• Maintain fire station, grounds and related equipment & apparatus

The Wheatland Police Department is responsible for providing public safety for the city. Services provided by the Police department include uniformed patrol, investigative services, traffic enforcement and administration. Dispatch services are provided under a contract with the Yuba County Sheriff. The Police Department is staffed with 11.5 FTE positions, of which 9 are authorized sworn positions.
