Performs a wide variety of semi-skilled and skilled maintenance duties in the installation, construction, repair and maintenance of City utilities and system operations, including the skilled operation of power-driven equipment. 

Performs skilled technical work in the design, installation, testing, calibration, maintenance and repair of process control, telemetry, and data acquisition systems and subsystems used in the wastewater treatment plant and water production and distribution facilities. The Instrumentation Technician ensures that the components of the City’s different process control, telemetry and data acquisition systems are properly programmed and operational.

Under general direction of the Information Technology Manager, this position is responsible for troubleshooting computer-related problems; installing, customizing, implementing and maintaining software, hardware and network configurations, and various systems; developing and delivering technical training related to the public services function; providing support for desktop computer applications, Internet/Intranet, self-service portals, web based applications, and email systems; participating in planning, designing, implementing, testing, and supporting new or modified automation systems; researching and reviewing new software and hardware; performing other duties as assigned.

TYPICAL TASKS include, but are not limited to:

Experience and education related to training is necessary for positions assigned to the training coordinator function. Experience and education related to network administration is required for positions directly involved with network operations.

Licenses and Certifications:  Must possess and maintain a valid California Class C Driver License.

• Knowledge of computer usage and other technology in a public computing environment
• Knowledge of software that works to preserve the integrity of the software image in a public computing environment

SALARY RANGE:   $31.79 to $39.69 per hour plus benefits

CLASS CHARACTERISTICS 

This is the advanced journey-level class, working under general supervision, with personal computers and networked systems, providing technical support and training to staff and the general public.  The work performed is independent with a level of increased responsibility and higher degree of technical skill. The assigned area of responsibility typically includes primary administration of personal computers used by staff and those located in the public areas of the library for patron use, as well as second level support for computer systems issue resolution. Incumbents are involved with numerous technology related activities such as data processing and the production of computerized forms, documents, and reports. Incumbents may develop and deliver technical training on numerous topics for staff assigned within the Library public services function, soliciting feedback and conducting research to determine training needs. Assignments may include coordination and project administration. Performance expectations include the application of industry best practices, Library policies and procedures, Library computing policies, and broad job knowledge to the development of technical solutions to a wide range of issues. Independent judgment is used in selecting methods and techniques for obtaining solutions. This classification is not an alternately staffed classification.

This class is distinguished from the journey level position Information Technology Technician I where incumbents work with general supervision and some review of work performing less technical more routine tasks.  This class is also distinguished from the Information Technology Specialist in that the latter is assigned responsibility as network administrator, including security, and email administration.  This class is further distinguished from the Senior Information Technology Technician by the latter's larger scope of responsibility for independently planning and staff supervision as assigned.

Physical Demands

Must possess mobility to work in a standard office and library setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone; the ability to operate a motor vehicle and to visit various branches and meeting sites. This classification primarily works indoors and requires movement between work areas. Finger dexterity is needed to access, enter, and retrieve materials and data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers when installing and repairing computers and various other equipment. Positions in this classification occasionally lift and carry reports, records, and materials that typically weigh less than twenty-five (25) pounds. Environmental Elements

Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

This class is distinguished from the Senior Tree Trimmer in that the latter performs advanced journey level work and provides technical and functional supervision to assigned staff.

Receives immediate supervision from an assigned supervisor; receives technical and functional supervision from the Senior Tree Trimmer or Arborist Technician.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. THE POSITION

DEFINITION

To organize, assign, and review the work of assigned personnel engaged in a variety of duties in the construction, maintenance, and repair of parks and recreation grounds and related facilities.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level class in the Parks Maintenance Worker series.  Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made.  Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing technical and functional supervision and performance of advanced journey level activities.  Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.

• Receives direction from an assigned supervisor.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Plan, prioritize, lead, review, and participate in the work of staff involved in a variety of duties in the construction, maintenance, and repair of park and recreation grounds and related facilities.
• Develop schedules and methods to accomplish assignments ensuring all work is completed in a timely and efficient manner.

• Lead staff and perform the most difficult and complex work in the installation, repair, and maintenance of parks/recreation facilities, including City swimming pool facilities.
• Assess materials and labor needed to accomplish assigned jobs and estimate associated costs; ensure availability of supplies, materials, and equipment needed; purchase supplies and materials as necessary.
• Maintain accurate records related to parks/recreation gardening and maintenance work, including labor, material and equipment costs, and other work-related records.
• Use a personal computer, or other hand held communication devices to enter and retrieve information related to work assignments, other record keeping, and electronic communication.
• Build and maintain positive working relationships with co-workers, other City employees, contractors and the public using principles of good customer service.

MINIMUM QUALIFICATIONS

Knowledge of:

• If assigned to parks maintenance, parks/landscaping and maintenance equipment including commercial mowing equipment and uses, handling and storage or pesticides and herbicides.
• If assigned to pool maintenance, mechanics of swimming pool systems including pumps, filters, controls, chemical injectors, chlorine generators, and brine systems.
• If assigned to irrigation, principles and practices of irrigation system planning and installation including computer scheduling and monitoring methods; related tools and equipment.
• Principles and practices of lead supervision, training, and performance evaluation, including safety practices and related record-keeping.
• Materials, methods, tools, practices and equipment related to a broad range of parks/recreation maintenance work involving gardening and facilities maintenance duties.
• Facilities construction and repair work and methods including carpentry, pipefitting, plumbing, painting, and cement work.

Ability to:

• Act as a lead worker and perform advanced journey level parks/recreation gardening and maintenance activities.

Experience and Training

Experience:

• Two years of experience performing work similar to that of a Parks Maintenance Worker II in the City of Roseville (to perform a variety of gardening and related duties in the construction, maintenance, and repair of park and recreation grounds and related facilities.)

Training:

• Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree; course work or training in turf care, irrigation, playground safety, or construction is highly desirable.

License or Certificate

• Possession of a valid California driver’s license by date of appointment.

DEFINITION:

Under general direction, performs complex work of considerable difficulty in governmental accounting and financial analysis.  Plans, organizes, manages and directs the activities of the Accountants, Accounts Payable, and Payroll within the Support Services Department, provides highly complex staff assistance to an executive manager within the Support Services Department; performs other related duties as required.

The Accounting Manager is the management level class responsible for assisting the Director, or designee, in the day-to-day administrating, directing and managing of assigned divisions.  This classification is distinguished from that in the lower classification of Principal Accountant by their responsibility for overall management of the accounting division.
