EDUCATION/EXPERIENCE

LICENSES

San Juan Water District Seeks a Customer Service Technician

The Customer Service Technician is responsible to provide customer service and support to the public, responding to inquiries and complaints, receiving and processing payments and fees, and assisting with new connection and permit applications.  The District can hire at the I or II level, depending on experience. 

Duties Include:

• Providing customer service in person, by phone, and electronically; responding to inquiries and complaints regarding utility services, rate structures, billing, payments, hydrant permits, and service orders.
• Receiving, processing, and documenting customer utility payments, fees, and reimbursements; processing payments received by mail, phone, in person, and electronically.
• Assisting in resolving water-related service complaints.
• Maintaining customer accounts by monitoring and ensuring the accuracy of account information.
• Providing estimates to title companies when properties are being sold.
• Preparing, tracking, and assigning work orders related to leaks, service line breaks, water quality concerns, pressure issues, meter replacements, and time-and-material tracked services.

• Researching and investigating billing and payment inquiries; applying adjustments as appropriate.

To be considered, candidates should be knowledgeable of principles and practices of customer service, methods for cash handling and reconciliation, and billing and account management procedures. 

The qualifications include:

I level:

• Graduation from high school or equivalent 

II level:

• Two semesters of college level coursework or two years of experience related to business or accounting 

AND

• One year of responsible experience equivalent to a Customer Service Technician I.

San Juan Water District Seeks an Electrical Instrumentation Technician

The Electrical Instrumentation Technician is part of the Operations team, performing specialized and technical duties associated with the troubleshooting, maintenance, installation and repair of electrical gear, breakers, electronic equipment, and instrumentation controls associated with surface water treatment plant, pump stations, distributions system facilities, wholesale meters, and medium voltage solar site component. 

Duties Include: 

• Performing corrective and preventative maintenance on electrical switchgear, breakers, transformers, process control systems, flowmeters, transmitters, gauges and other instrumentation and control equipment.
• Performing skilled duties related to the troubleshooting, maintenance, repair, installation, and testing of instrumentation, Programmable Logic Controller’s (PLC’s), telemetry, electrical and electronic components and instruments used in treatment plants, distribution systems and solar fields. 
• Recognizing, identifying and correcting problems with control and instrumentation equipment.
• Planning, installing and maintaining sophisticated electrical, instrumentation, and control systems; developing and using diagnostic problem solving techniques.
• Inspecting, adjusting, installing, calibrating, and repairing electrical and electronic equipment such as Variable Frequency Drives (VFD’s), breakers, transformers, motors, transducers, motor control centers, switches, wiring, electronic circuits, meter transmitters, (Cl2) sensors, and related devices.
• Installing, maintaining, calibrating, and troubleshooting control systems and water quality instruments, analyzers and electrical systems as they relate to water treatment, distribution, and solar systems.
• Working collaboratively with engineering to maintain and modify drawings of District’s Electrical Systems, PLC’s and SCADA systems.
• Assisting in new project design, inspection, installation, and troubleshooting of electrical 
• Systems, including but not limited to, submittals, RFIs, change orders, site layout and planning of specific drawings.

To be considered, candidates should be knowledgeable of principles and practices of electrical theory and electrical circuits, practices and techniques used in the design, installation, testing, calibration, maintenance and repair of radio telemetry, cellular communication, 4160V solar field, electrical and electronic equipment, instrumentation and controls as they relate to water treatment and distribution systems. 

The qualifications include:

• Graduation from high school or equivalent with additional supplementary course work in electrical, electronics, instrumentation, control systems, or equivalent material pertaining to the field of electronics AND
• Three years of journey level experience in the design, construction, installation, modification, maintenance, and repair of electrical/electronic equipment, instrument systems, and control devices common to an industrial facility, water treatment plant, and distribution systems. 
• Possession of a valid California motor vehicle operator's class C license.

ESSENTIAL JOB FUNCTIONS

Explains, interprets and analyzes affordable housing policies and regulations for the public. Implements and interprets the local, state and federal legislation on inclusionary housing policies. Provides information to housing developers regarding compliance with regulatory agreements for residential projects.   Negotiates complex agreements and policies related to affordable housing, effectively soliciting the input of developers, affordable housing advocates, and other stakeholders. Manage housing consultant contracts. Reviews proformas and financial assistance options. Evaluates requests for loans and grant financing and bond issuances for projects leading to funding recommendations. Coordinates and facilitates the development of affordable subsidized and inclusionary housing in the Spring Lake Specific Plan area, as well as infill sites throughout the City. Manages and monitors affordable housing program (all inclusionary units) for rental and for sale properties. Administers the City’s Community Development Block Grant and Continuum of Care programs including funded activities. Prepares state and federal grant applications and assists in locating alternative funding sources for community development activities and completes all related reporting. Administers projects and programs funded by the State HOME Program and other federal and state funding sources, including contract management and long-term compliance monitoring.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work to complete assigned tasks. 

OTHER JOB FUNCTIONS

Researches and analyzes technical and statistical data to implement goals, objectives and policies of the Housing Element and makes recommendations to improve program activities. Prepares and presents staff reports to a variety of audiences. Coordinates with the Finance Department in preparation and administration of the Housing Program budget and maintenance of affordable housing program portfolio. Performs related duties as assigned.

QUALIFICATIONS

Education:
Housing Analyst I and II

Bachelor’s degree from an accredited college or university with major coursework in community development, planning, public administration, business administration, economics or related field. 

Experience:
Housing Analyst I

One (1) year of responsible work experience in housing, community development, public administration, or a related field is preferred.

Housing Analyst II

Two (2) years of professional work experience in housing, community development, public administration, or a related field.

SRFECC is preparing for a Dispatcher Academy, beginning February 2026! As a Dispatcher I, you will be a key player in the public safety network, managing both emergency and non-emergency calls. Your role involves receiving critical information, dispatching appropriate Fire and Emergency Medical Services (EMS) resources, providing live-saving instructions, relaying facts, and ensuring effective communication throughout the incident. This is an entry-level position ideal for individuals with no prior public safety dispatching experience. Advancement to Dispatcher II is expected within two years, and offers greater responsibility and higher pay.

This position requires the ability to work well under pressure, demonstrate exceptional communication skills, and think quickly during emergency situations. Shift work is required, and you must be available for nights, weekends, and holidays.

Key Responsibilities:
Dispatch Operations:

• Operate a Computer-Aided Dispatch (CAD) console with a multi-line telephone system, radio console, and office computer terminal.
• Answer incoming calls and gather necessary information to evaluate the nature and urgency of the situation, and triage the call appropriately.
• Following applicable policies, procedures, and guidelines, dispatch appropriate Fire and EMS units, ensuring a prompt and accurate response.
• Keep track of the location and status of fire apparatus, units, and investigators, updating as needed.

Communication and Coordination:

• Transmit critical messages to Fire/EMS units responding to emergencies.
• Provide emergency medical self-help instructions to citizens while EMS units are en route.
• Coordinate with external agencies, such as utility companies, water services, and law enforcement agencies, as needed.

Support and Documentation:

• Answer general inquiries or refer calls to the appropriate department for non-emergency concerns.
• Complete department forms, maintain accurate logs, and ensure compliance with procedures.
• Participate in regular training, drills, and public education programs.

Customer Service and Continuous Improvement:

• Demonstrate continuous effort to improve the application of operations and work processes, ensuring high-quality customer service.
