THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.  

IDEAL CANDIDATE

The Human Resources Department has one (1) vacancy to be filled at either the Human Resources Operation Manager or Principal Human Resources Analyst classification.

The ideal candidate will bring extensive experience in labor relations, collective bargaining, contract negotiations, and employee relations, including grievance response, workplace investigations, performance management, and providing guidance and coaching to supervisors and managers.  Experience with benefits administration, day-to-day payroll functions, and local government operations is highly desirable.  The successful candidate will be results-driven, adaptable, and customer-service orientated, with the ability to excel in a highly autonomous environment and effectively support eight bargaining units.

• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department, assists in administering the department's budget.
• Plans, organizes, administers, reviews and evaluates the activities of professional and technical support staff.  Assist the Human Resources Director in employee relations and labor negotiations.

EDUCATION/EXPERIENCE

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of direct supervision preferably in a public agency.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

Principal Human Resources Analyst

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of increasingly responsible work in the areas of labor and employee relations and/or Worker's Compensation.

DEFINITION

The City of Live Oak Internship Program is designed to attract, develop and mentor innovative individuals interested in pursuing a career in the public sector. The program seeks dedicated students who, through their academic achievement and/or employment history, have demonstrated high potential for a career in local government. Interns are encouraged to apply for full-time positions with the City after their internship is completed.

CLASS CHARACTERISTICS

Interns generally work under close supervision and perform simple or routine tasks while learning to perform the more difficult and responsible ones. Interns are hired as limited term employees and employment service is dependent on the length of the project or the particular City service needs.

Intern positions are by their nature temporary employment and Interns are not eligible for City benefit programs unless specifically approved in writing by the City Manager.

The work schedule is typically part-time 15-20 hours per week with flexibility to work 30 to 40 hours per week depending on the needs of the Intern and the City program assigned. Interns with significant experience in their assigned area may be eligible to move along the assigned Salary Band with the specific approval of the City Manager.

EXAMPLES OF DUTIES

• May review and route routine planning documents, petitions, permits, packets and records; analyze environmental checklists and environmental information forms and make specific recommendations following department procedures;
• May assist professional and technical staff with special projects including surveying, data gathering and reporting, analyses and computerized report presentations;
• May respond to basic inquiries from the general public and resolve issues related to the City's planning and zoning procedures and specific permits; research and provide information to City staff and the general public regarding land use issues and standard environmental documentation;

Facility and Sports Field Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The Van Driver, Senior position is located at Health and Human Services Agency. This position operates a light vehicle to transport clients to and from designated locations within the county. The Senior Van Driver will prioritize and coordinate client transportation. This position is scheduled for up to twenty five (25) hours per week.

WHAT YOU’LL DO

• Operate and drive a light motor vehicle to pick up and deliver clients and children to a designated location within the county or various sites out of Glenn County. 
• Oversee the scheduling of clients’ transportation, coordinate, and assign clients’ transportation to van drivers. 
• May include on-call for driving after hours and on weekend crisis calls, both in and out of Glenn County.

Principal Planner

• AICP Certification or Masters in planning; and
• Five years municipal planning experience including two years in a lead or supervisory position.

Senior Planner

• Graduation from a recognized college or university with a Bachelor’s degree in Planning or related field and five years of increasingly responsible professional planning experience.
• A Master’s degree in Planning may be substituted for one year of experience.
• Public agency experience desirable.
• Excellent written and verbal communication skills required.

Associate Planner

• Bachelor’s degree from an accredited college or university with major coursework in planning, urban studies, geography or related field and three (3) years of full-time work experience at the Assistant Planner level in municipal or regional planning.
• Any combination of education, experience, and training which demonstrates possession of and competency in requisite knowledge and abilities may substitute for the education (degree) on a year-for-year basis.
• A Master’s degree in planning or a related field may substitute for one (1) year of the required work experience.

All Levels

• Must possess a valid California driver’s license and have a satisfactory driving record.

The Las Gallinas Sanitary District has an opening for one full time position of an entry level Collection System Operator, either as a Collection System Operator or Collection System Operator Grade I, depending on qualifications. 

Under immediate and general supervision of the Collection System/Maintenance/Safety Manager and Lead Collection System Operator, inspects, performs preventative and corrective maintenance and repairs District gravity wastewater collection system, sewage pump stations and sewage force mains; performs underground televised wastewater line inspection and hydro cleaning and rodding of sewer lines; inspects and performs preventive maintenance, servicing and mechanical repair of stationary and mobile equipment; and performs related work as required. 

Class Characteristics
Collection System Operator: This is the trainee-level classification in the collection system operator series. Initially under immediate supervision, incumbents learn to inspect, maintain and repair District collection system infrastructure, pump stations and related facilities and equipment. Incumbents learn to perform tasks according to District practices and procedures, as well as state and federal regulations. Since this class is often used as a training class, incumbents may have only limited or no directly related work experience. 

Collection System Operator Grade I: This is the first working classification in the collection system operator series. Positions at this level usually perform most of the collection systems infrastructure, pump station and related facilities and equipment inspection, maintenance and repair duties required of the positions at the II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, incumbents may have only limited or no directly related work experience. 

The base salary range, dependent on qualifications, is:

Collection System Operator: $6,422-$8,196 per month
Collection System Operator Grade I: $6,747-$8,611 per month

The Deputy Probation Officer I/II/III position in the Probation Department will investigate cases of juvenile delinquency or dependency and adult applicants for probation; supervise and counsel juveniles and adults on probation; prepares reports and recommendations for court. Provides professional casework services to adult and juvenile offenders involving the referral, supervision and rehabilitation of juveniles and adults on probation; and provides advocacy and related services to victims of crimes. The Deputy Probation Officer III is the advanced journey level position in the class. This position is scheduled for forty (40) hours per week. 

WHAT YOU’LL DO

• Prepares and presents reports and recommendations regarding juveniles and adults for the Superior Court.
• Investigates violations of the law by juveniles and adults, and prepares a variety of reports to the court on individuals under the jurisdiction of the court.
• Analyzes and uses information gathered by interviewing the accused and others involved in a case to assess client needs; develops a supervision plan designed to achieve desired behavioral changes; prepares progress reports.
• Arrests juvenile/adult probationers, or makes arrangements through law enforcement agencies for the arrest of juvenile/adult probationers who violate the law or terms of probation; physically restrains juvenile/adult probationers when necessary.
• Makes financial arrangements for the collection and distribution of fines, restitution and other payments.
