What You’ll Do

The Human Resources Technician provides a wide variety of technical human resource work in a variety of program areas including employee and labor relations; performance management; benefit administration; recruitment and selection; compensation; human resources information systems database analysis and report writing.  Duties include administering employee benefit programs; conducting benefits and onboarding orientation; maintaining benefits enrollments; counsel employees and supervisors on City policies, procedures and collective bargaining agreements; process a multitude of employee transactions such as appointments, promotions, leaves, acting pay; proctor test administration for a variety of classifications; orientate oral panel members on examination guidelines; gather and assemble data in preparation of routine or custom and special HRIS reports; respond to employee inquiries regarding benefit eligibility.

The City recently implemented a new ERP system, Workday. In addition to the duties described above, you will support the HRIS Analyst in enhancing human resources functions citywide, including testing system updates and releases, creating job aids, and supporting other HRIS-related projects. ABOUT THE POSITION

There are multiple positions full-time (38-hours per week) and part-time (20-hours per week). The current vacancies are at our family-friendly Redwood Shores Branch Library performing a wide variety of customer service and technical library work, providing services for children, adults, and families. The incumbent may also be assigned to work at other Redwood City Public Library locations. This position requires work during the day, evenings and weekend rotation (both Saturday and Sunday) and these are onsite/in-person positions. We may use the eligibility list created from this recruitment process to fill any part-time or full-time positions that occur in other Redwood City Public Library locations, during the life of the eligibility list.

Typical tasks include, but are not limited to:

• Primarily provide customer service in the following capacities (but not limited to):  
  • Provide customer service experience that strives for the highest level of satisfaction.

ABOUT THE POSITION

The City of Redwood City, Public Works Department invites you to apply for the position of Building Maintenance Worker position.  The Building Maintenance Worker positions in this class are assigned a variety of tasks in the building trades. Although work requires the use of journey level tools and the ability to perform tasks in several of the crafts, the skill required in any one field is normally less than would be required of a journey level worker in that field. Technical supervision may be regularly exercised over one or more helpers.

Typical duties may include:

• Assist in a variety of carpentry and building maintenance tasks for municipal facilities. Keep accurate and timely records of building maintenance activities utilizing a computer work order system.
• Install, maintain, and repair plumbing systems and a variety of plumbing fixtures such as drinking fountains, faucets, sinks, toilets, water heaters, and aquatic facilities.
• Unstop drains and toilets.
• Use computerized/electronic equipment as required.
• Solicit bids and order parts and materials (purchasing) as needed
• Repair, install, and construct walls, cabinets, countertops, and other wood equipment and fixtures.
• Perform hand and bench work, operating table saw, miter saw, drill presses, skill saws, and other woodworking machinery.
• Maintain and repair structures such as barricades, fences, scaffolds and playground equipment and perform maintenance and repair on park and other City structures.
• Make repairs on doors, windows, floors, lockers, gates, roofs, and ceilings.
• Construct new walls, ceilings, and flooring.
• Prepare surfaces for painting, wallpapering, or staining and remove graffiti.
• Apply paint to building interiors and exteriors, fixtures and equipment. Prepare and paint or stain cabinets, doors, woodwork and other surfaces.
• Assist in general facility maintenance duties as required
• Repair, replace, and maintain electrical wiring, fuses, switches, motors, generators, lighting systems, and other fixtures and equipment
• Train and assist less experienced personnel.
• Perform basic preventive maintenance and repairs to heating, ventilation and air conditioning (HVAC) equipment.
• Perform work with a record of regular attendance and punctuality.

ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of Payroll Supervisor -Confidential.  Under general direction of the Financial Services Manager the Payroll Supervisor, plans, organizes, supervises, trains and evaluates the work and activities of assigned staff engaged in payroll operations ensuring accurate, timely, and compliant processing of employee compensation. Primary duties include providing expert level strategic leadership in planning, preparing, processing, and maintaining the City’s payroll and related records and reports, and partnering with Human Resources to recommend and implement payroll policies and procedures to meet City responsibilities with respect to labor agreements, labor laws, payroll tax administration and system updates.

A few typical responsibilities include, but are not limited to:

• Coordinates, oversees, and participates in the full spectrum of payroll activities; ensures timely and accurate posting of payroll to the financial accounting system; ensures accurate deduction and remittance of garnishments, child support, IRS levies and court orders as administered by vendors or internal staff; and ensures accurate reporting of changes in pay, payroll status, taxes, benefits, deductions, and retroactive pay adjustments.
• Assists in the development, implementation, administration, and prioritization of goals, objectives, policies, and procedures for assigned Payroll programs.
• Plans, organizes, schedules, assigns, directs, coordinates, and reviews work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; and works with staff to identify and resolve problems. 
• Participates in coordinating and maintaining payroll system data and is responsible for the execution of internal controls to ensure accuracy of data.

• Participates in the development, implementation, and enhancement of the Enterprise Resource planning (ERP) system including configuration, testing, and validation to ensure payroll accuracy and compliance; subject matter expertise on payroll processes to support ERP system design and enhancement; data migration, system integration, and reconciliation; coordinates needs and customizations to meet the needs of departments and/or sound financial practices; and monitors ERP system performance, recommends enhancements, and supports continuous improvement initiatives.

• Selects, trains, motivates, and evaluates assigned personnel; provides and/or coordinates staff training; develops work performance standards; works with employees to correct deficiencies; and implements discipline and termination procedures in conjunction with the Human Resources Department.

• Assists in the investigation of complaints; suggests corrective actions and recommends and implements improvements.
• Keeps abreast of relevant and applicable federal, state, and local laws, regulations, City labor agreements, policies and procedures, and payroll best practices; recommends and implements payroll policies and procedures to comply with the applicable rules and regulations.  
• Ensures compliance with reporting mandates; submits appropriate forms and transmits information to government agencies, including the California Public Employee Retirement System (CalPERS), the Internal Revenue Service (IRS), and the Employee Development Department (EDD).
• Ensures CalPERS pension plan extracts are accurate and filed timely; responds to CalPERS payroll reporting inquiries, discrepancies, audit responses, and action plans.
• Develops, maintains, updates, and communicates organization wide payroll policies and processes regarding earnings, deductions, and timekeeping.
• Compiles, analyzes, and reconciles a variety of records in the preparation of documents and reports; conducts complex analysis and prepares reports as required. Coordinates payroll activities with other departments, divisions, and outside agencies and organizations; assists with training and responding to questions from department timekeepers on timekeeping and payroll systems, payroll legislation, and City policy related to payroll.
• Assists with the preparation of data for use in labor negotiations.
• Performs related duties and responsibilities as assigned.

The City of San Carlos is recruiting for a Building Inspector I/II position. The position will be filled at the I or II level. Appointment will be made at the appropriate level depending upon qualifications.

 

Building Inspector I

This is the entry level position in the Building Inspector series. Under direction  from the Building Official or designated appointee, the Building Inspector I inspects buildings being constructed, altered, or repaired; Determines conformance with approved plans, adopted codes, zoning laws, statutes and ordinances; Plan checks residential and less complicated commercial projects; Responds to questions from the public at the counter and through other forms of communication; Investigates complaints and prepares  notices  and  reports;  Receives  applications  and  issues  permits  as  directed;  Maintains  and improves computer permitting and record maintenance, and performs other work as required.

 

The Building Inspector I level is distinguished from the Building Inspector II level due to the level of experience in the field of building inspection and the level of job knowledge.  This is a generalist class wherein incumbents are charged with conducting inspections in the less complicated phases of building construction and plan review.

 

Building Inspector II

This is the journey level position in the Building Inspector series.  The Building Inspector II is responsible for enforcement of codes, ordinances and approval conditions applicable to building construction, alterations and zoning, and interacts extensively with the public.  The Building Inspector II works independently in the field, and is responsible for decisions requiring technical judgment and expertise. This position reports to the Building Official or designated appointee.

 

The Building Inspector II position is distinguished from the Building Inspector I position due to the higher level of experience and knowledge in the field of building inspection.  Promotional appointees shall serve a 1-year probation period.  This is a generalist class wherein incumbents are charged with conducting inspections in the more complicated phases of building construction and plan review.

 

Essential Duties

 

Building Inspector I

• Inspects buildings and structures in various stages of progress using approved plans and codes to determine conformance.
• Discusses conformance problems with contractors and permit holders and assists them by indicating needed changes and possible modifications to bring the construction into conformity.
• Issues Stop Work Notices in situations where work is performed without benefit of a permit.
• Follows  a  predetermined  schedule  of  inspections  in  an  assigned  area  and  prepares  reports  of inspections made.  Schedules and coordinates field operations at request of Building Official.
• Maintains records of inspections made and actions taken.
• Prepares reports of deficiencies with respect to structural stability, sanitation, electrical, adequacy of heating and ventilating facilities, their use, and occupancy.  Submits reports to the Building Official for review.
• Accepts completed permit applications for review.
• Logs applications and updates information in the Building Department computer system.
• Reviews residential and less complicated commercial plans for conformance to adopted codes.
• Prepares plan check comments and correspondence with applicants.  Prepares permit fees and issues permits as directed.
• Responds to questions and information requests from the public regarding building codes, and status of applications or permits.
• Receives and investigates building complaints from the public.
• Investigates NPDES complaints from the public or staff as directed and prepares reports and posts necessary notices as directed by the Building Official.
• Maintains the designated permitting software selected by the City.   Suggests improvements to the overall efficiency of the system.  Relays the use of the system to other members of the Building Division staff and assists them in its use.

 

 

Building Inspector II

• Inspects buildings in a thorough manner, detecting errors and deviations from approved plans.  Ensures compliance with codes and regulations as adopted by the City of San Carlos.  Resolves problems in the field in a timely and friendly manner.
• Checks to ensure the quality of building materials and methods used in construction, or alterations, are in conformance with codes  and regulations as adopted by the City of San Carlos.
•  Ensures construction or alteration of buildings is performed safely in accordance with approved plans and specifications.
•  Provides useful and helpful information to builders and others regarding Federal, State, and local construction requirements, and   may assist the Building Official in training of other inspectors.
•  Checks building sites to ensure proper building permits have been obtained for the work performed, and takes appropriate action   to correct violations if necessary.
•  Issues correction notices for code violations and recommends action to the Building Official if corrections are not made. 
•  Makes and keeps accurate logs and records regarding building inspections, violation notices, investigations, and related   information.  Ensures the logs and records are up-to-date, legible, complete, and descriptive of the problems encountered and   how they were resolved.
•  Maintains a current, thorough working knowledge of relevant building codes and standards, and is able to correctly interpret and apply them.  Studies new materials and methods of building construction to keep abreast of changing technology in the building construction industry. 
•  Recommends issuance of Certificates of Occupancy to the Building Official after conducting a final inspection of completed work   and approval of structures and installations.
•  Anticipates construction problems, and consistently takes steps to minimize the amount of corrective work needed by   communicating with the applicant or contractor.
•  Uses work time efficiently.  Keeps up with assigned inspections and is prompt for inspection appointments.  Notifies builder or   home-owner if late for scheduled appointments.  Consistently completes a reasonable number of inspections in relation to work   time available.  Schedules and coordinates field operations at request of Building Official.
•  Reads and understands approved building plans.  Effectively interprets plans while conducting field inspections required for the     project.
•  Checks and analyzes building construction plans in a timely manner to ensure compliance with applicable codes and policies.       Identifies needed corrections and issues correction notices clearly explaining items to be addressed.
•  Ensures deficiencies identified in plans are corrected prior to permit issuance.
• Maintains up-to-date, accurate commentaries of plan errors, and assists with permits and applications at the service counter.

The following positions are flexibly staffed at the Librarian I/II or Lead Librarian level, depending on the candidate’s experience. Bilingual Spanish/English preferred.

• Youth Services - Librarian I, II, Lead: A dynamic, energetic, team-oriented full-time (38-hours per week) Librarian, to coordinate the library’s outreach and deliver innovative programs and services for children and families at the Downtown Library and throughout the community.
• Teen Services - Librarian I, II, Lead: A dynamic, energetic, team oriented full-time (38-hours per week) Librarian, to deliver innovative programs and services for teens with diverse backgrounds and abilities and to coordinate the library’s outreach to middle/high schools and throughout the community. 
• Adult Services - Librarian I, II, Lead: Seeking full-time Librarians (38-hours per week) with expertise in cataloging, collection development, programming for adults, outreach and exceptional customer service.

The City of East Palo Alto is actively seeking a detail-oriented, welcoming, problem solver for the Full-Time Planning Permit Technician position. The Planning Permit Technician performs a variety of routine to complex administrative and technical support duties related to City planning and in support of related services and activities of the Community and Economic Development Department. This role explains ordinances, requirements, City codes, and department procedures for building contractors, architects, engineers, builders, and the general public pertaining to land development, improvement permit requests and concerns. The selected candidate will receive and review plans and applications for completeness. In addition, they will gather, analyze, and summarize data and perform related duties, as assigned.

ABOUT THE POSITION

The Redwood City Fire Department is seeking individuals for the position of Cadet Firefighter. The Cadet Firefighter Program is designed to allow students an opportunity to gain firsthand knowledge of fire department operations. Fire Department Cadets spend a minimum of 48 hours and a maximum of 96 hours per month at the firehouse, participating in calls for service, station duties, and training. Cadets will also be expected to attend department-sponsored community functions outside of their 96-hour monthly commitment. Though the goal is to immerse the cadet into all aspects of fire department life, they are not allowed to participate in situations deemed Immediately Dangerous to Life and Health (IDLH).

 

This Fire Cadet position is a non-benefited volunteer position.

POSITION

To prepare and implement a wide variety of environmental programs in areas of integrated waste management, water conservation and other resources.  The purpose of this recruitment is to fill a current vacancy in the Equity, Environment, Economy, and Engagement (EEEE) division of the City Manager’s Office, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The City of Woodland is seeking an enthusiastic, team-oriented Conservation Coordinator focused on recycling and outreach to join the Environmental Service team under the City Manager’s Office of Equity, Environment, Economy, and Engagement. The Ideal Candidate will be familiar with regulatory issues and principles pertaining to pollutant reduction, waste diversion, and California’s Senate Bill 1383, as well as how these topics relate to energy conservation, waste, habitat quality, and other environmental issues. The position calls for a high level of public contact; ability to develop and coordinate events and program materials; good data analysis skills; ability to give presentations to City Council, local organizations, and community groups; good writing and speaking skills; ability to work both independently and in a close team relationship as needed; and ability to prioritize and simultaneously manage multiple programs and activities. The ability to speak and understand Spanish is highly desirable.

 

ESSENTIAL JOB FUNCTIONS

General

• Coordinates and updates the City’s environmental programs; develop program materials for presentations to schools, community and neighborhood groups.  Track and analyze program-related legislation; make recommendations for City involvement in pending legislation and compliance and implementation of existing legislation.
• Develop program and time schedules for implementation of environmental programs; accumulate data and prepare reports, including informational flyers, press releases, articles and prepare Council Communications and other correspondence. 
• Provide general information to the public, other City departments, and other government agencies pertaining to environmental conservation programs, which may include social media content, adverts, educational material, publications, and other related materials.
• Develop a presence on social media utilizing various social media tools.
• Develop educational tools and presentations to various organizations and community members.
• Develop and execute various conservation events, which address current conservation issues such as temperatures, changes in precipitation, storms, flooding, droughts, wildfire and other environmental issues.  
• Collaborate with other public agencies to promote and support correlating environmental programs and efforts.
• Provide public outreach and education at community events, which may require evening and weekend participation. Administer rebate and incentive programs.
• Assist with City electricity and solar use monitoring and analysis.
• Coordinate with the Sustainability Advisory Committee on community engagement.
• Assist with Climate Action Plan implementation and greenhouse gas monitoring efforts and outreach.
• Keep abreast of current developments, trends, legislative action, and practices in the field of integrated waste management, water conservation, and other environmental programs.
• Identify, prepare and manage grants from a variety of funding sources.
• Assist with contract management, develop program protocols, create tracking systems.
• Prepare and track internal division annual budget.
• Represent the City at board, commission, and professional group meetings as necessary.
• Act as a liaison with local, regional and state environmental conservation and sustainability programs.
• Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to employees, department and the public.
• Performs related duties as assigned.

Solid Waste and Recycling:

• Develop and implement program materials and procedures for compliance with legislative requirements pertaining to SB 1383, AB 939, and other recycling, waste reduction, and integrated waste management regulations.
• Conduct inspections and enforcement measures for compliance with waste diversion and food recovery programs.
• Assist with administrating the construction and demolition recycling program and coordinating with City departments for project compliance.
• Coordinate with the City’s franchise hauler to provide outreach and education.
• Review all related legislation to ensure compliance.

 

QUALIFICATIONS

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain these abilities would be:

Education:

Completion of two (2) years of college with major coursework in business, physical science, public administration, environmental studies, or a closely related field.

Experience:

One (1) year of experience developing, promoting, or coordinating environmental, conservation or public outreach programs.

License or Certificate:

Required upon hire, possession of a valid California Driver's License.      

Knowledge of a second language is highly desirable.
