The City of San Mateo Public Works Department is seeking a Traffic and Lighting Technician

The Department

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, sewer and storm conveyance systems, wastewater treatment plant, pump stations, a major lagoon, and dams and levees. A key player on this team is the Traffic and Lighting Technician. The Position

The Traffic and Lighting Technician performs skilled electrical and mechanical work in the maintenance and repair of traffic control signage, traffic signal equipment, and street lights; and guides the work of and trains other maintenance personnel, and performs related work as required.  Duties may include, but are not limited to, the following:

• Guide and participate in the work of other maintenance personnel.  Ability to set-up work zone safety and prepare traffic control work plans.
• Inspect, install, remove, and repair signal controls and auxiliary equipment such as light standards, control boxes, light fixtures, lamps, and circuitry; diagnose malfunctions; adjust and replace electronic and mechanical components.
• Inspect, install, remove and repair street lights and auxiliary equipment.
• Repair, replace or modify electric and electronic components, controllers, relays, switches, fuses, timers and other parts; design and construct special test equipment for shop testing of electronic components.
• Investigate complaints and reports of signal and traffic light malfunctions; adjust, repair or remove defective equipment; make field repairs of damaged equipment.
• Identify, locate and indicate with appropriate identification markers underground utilities (USA); respond to USA work orders within regulatory requirements; and document services accordingly.
• Be available for standby assignments in accordance with Department policies and procedures.
• Assist in the design of electrical circuits and systems for street lighting and traffic signals.
• Inspect the work of contractors during the course of construction and upon completion.
• Monitor traffic control computer and make adjustments as necessary.

The Traffic and Lighting Technician receives general direction from the Field Maintenance Manager and direct supervision from a Public Works Supervisor or higher level department staff and may exercise technical or functional direction over and provide work review to a Traffic Safety Worker or Maintenance Worker I/II.

These positions are part-time, hourly, non-benefited classifications limited to a maximum of 1,000 hours per fiscal year (or approximately 20 hours a week). 

Physical Requirements
This position requires a moderate to high level of physical activity depending on program assignment. Duties may include standing, walking, bending, squatting, kneeling, reaching, and sitting for extended periods of time while facilitating programs, interacting with participants, or performing administrative tasks. Employees must be able to actively supervise and engage participants in a variety of recreation programs and activities, both indoors and outdoors, and move quickly to respond to participant needs and ensure safety. The position may also require lifting, carrying, pushing, and pulling equipment, supplies, tables, chairs, or other materials weighing up to approximately 30 – 50 pounds as part of program setup and breakdown. Some assignments may involve computer and desk work for program planning, communication, and administrative duties.

THE POSITION

The Police Dispatcher/Clerk is a non-sworn technical and complex clerical support classification associated with law enforcement support services assigned in the Town Police Department.  Police Dispatcher/Clerks learn and perform a variety of responsible records management, communications and dispatching duties for emergency and non-emergency calls for service. 

TYPICAL DUTIES AND RESPONSIBILITES

Duties may include, but are not limited to the following:

• Dispatches police officers to calls for service
• Provides assistance, information and directions to non-emergency callers including but not limited to police, fire, paramedic, animal control and public utilities calls for service, forwards non-emergency calls to proper personnel or departments
• Maintains awareness of field unit activities; communicates with field units through radio in accordance with Federal Communications Commission (FCC) regulations; maintains status and location of units on patrol
• Retrieves information from State and National computer networks regarding wanted persons, stolen property, vehicle registration, stolen vehicles and other related information
• Enters call information into computer systems; logs and completes call forms, maintains records of calls for service and self-initiated officer activities
• Assists the public at the front counter; provides information and responds to general inquiries

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.

IDEAL CANDIDATE SECTION:

The ideal Park Maintenance Worker will be able to prioritize work and coordinate multiple tasks while working cooperatively with a variety of people, consistently ensuring excellent customer service. Capable of organizing duties, meeting critical deadlines, and following up on assignments with minimal supervision to maintain parks and public facilities according to established standards. • Assists in the maintenance of sprinkler systems; assists in the maintenance and minor repair of power-driven equipment.

• Assists in the general cleaning and maintenance of the Corporation Yard.
• Performs other related duties as required.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in parks and landscape maintenance work is preferred. 

Training: Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

THE POSITION

The City of Daly City is seeking a dynamic and experienced Economic Development Program Manager to join the Office of the City Manager. The Economic Development Program Manager plays a vital role in fostering relationships with the business community, developing and implementing economic development strategies, all while providing direct support to meet business needs. The diverse range of work in partnership building, policy development, long-term visioning, program implementation, data analysis and research provides an exciting and fulfilling opportunity.

As a top priority for the City, the Economic Development Program Manager will ensure the City addresses the needs of local businesses and provides opportunities for their success, as well as identify new businesses to enhance the City’s overall economic health. This also includes regular outreach to local businesses to offer assistance through referrals to state and federal programs, and strategic planning for expansion approval. This position must create and maintain partnerships with multiple associations community organizations and State and Federal re-sources.

DEFINITION

Under the direction of the City Manager or their designee, the Economic Development Program Manager develops, coordinates, and implements the City’s economic development programs and related activities; works with commercial and retail businesses, developers and property owners and managers on potential opportunity sites, assists applicants and business in their dealings with the City, initiates key economic activities based on the City’s General Plan, provides economic data to inform key city policy decisions; manages Grant funding opportunities for economic development, develops and implements marketing, branding and outreach activities for attraction and retention of businesses in Daly City and performs related work as required.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:
• Develop and update the City’s Economic Development and Business Strategy and develop an action plan to implement the strategy and economic development programs on a citywide basis.
• Manage grant and funding opportunities to support economic initiatives; oversee administration of economic development grants and contracts.
• Develop financing sources for various programs through communication and negotiation with agencies of the State and Federal government, the private sector and nonprofit foundations.
• Facilitate the attraction, retention, growth and success of Daly City businesses through active engagement, business assistance, provision of information, marketing, and outreach.

• Oversee and coordinate Economic Development events and festivals.

• Identify, develop and analyze data to assess trends, issues and opportunities affecting businesses and the City in order to effectively support local businesses.
• Serve as the primary liaison to the Daly City/Colma Chamber of Commerce and effectively maintain the relationship between the Daly City/Colma Chamber of Commerce, and other private and public organizations related to business and economic development.
• Create and foster effective business relationships with key stakeholders to facilitate business attraction and retention that will support the economic development and growth of the City.
• Identify and recommend revisions to ordinances and policies that may hinder business operations to improve economic conditions, functionality and aesthetics.
• Assist applicants, business representatives and developers in dealings with the City on the entitlement and building permit approval process and other needs.
• May assist in the recommendation of policies and programs pertaining to the fiscal and economic development of the City.
• Prepare reports and make presentations to business and community groups, City Commissions and Boards, City Council and the public.
• May prepare and administer the budget for Economic Development Program.
• Supervise and train one Economic Development Program Specialist

Education: Graduation from college or university with a Bachelor's Degree in Business Administration, Economics, Marketing, Planning, Public Administration or a related field.

Experience: Four years of increasingly responsible experience and demonstrated proficiency in economic development, real estate financing, commercial real estate, redevelopment, or planning, including two years of supervisory experience. The Central County Fire Department is seeking a dynamic, community-focused Emergency Management Program Manager to plan, organize, coordinate, implement, and maintain a comprehensive emergency management and disaster mitigation program for the City of Burlingame and the Town of Hillsborough (“agencies”); develop, coordinate and implement training and exercises for agency employees; develop and maintain community-based programs for mitigating community risk; and provide expert professional assistance to the agencies’ executive management staff.

Our Department

What You Will Do:

• Recommend and assist in the implementation of goals and objectives related to the Department’s Emergency Management Program; establish schedules and methods for program development, implementation, and monitoring; implement policies and procedures.
• Develop and implement Emergency Management Program activities including the joint Emergency Operations Plan (EOP), Emergency Operations Center (EOC), and Community Emergency Response Team (CERT).
• Evaluate emergency management program activities; recommend improvements and modifications; prepare various program reports.
• Prepare and conduct public outreach and education related to emergency management and preparedness including CCFD Emergency Management website pages, the preparation of social media posts and campaigns, newsletters, and training announcements; provide educational presentations to the community.
• Develop and maintain plans including but not limited to Emergency Operations Plans and Annexes, Local Hazard Mitigation Plans and Annexes, Continuity of Operations Plans, Continuity of Government Plans, and Crisis Communications Plans.
• Assist with the coordination of emergency preparedness classes offered to the public, including CERT, CPR and First Aid.
• Coordinate EOC operations including the creation of Emergency Operation Center (EOC) procedure manuals and checklists, training and maintenance of response platforms, ensuring that the EOC is properly equipped, and serving as liaison with the San Mateo County Department of Emergency Management in the event of an EOC activation.
• Provide CSTI/Cal OES emergency management classes for agency staff.
• Provide resources and other information as requested for EOC staff and support and provide necessary National Incident Management System (NIMS) training for agency employees.
• Represent the Department with dignity, integrity, and the spirit of cooperation in all relations with elected officials, staff, and the public.

Knowledge and Abilities

You possess knowledge of theories, principles and practices of emergency program planning, development, management techniques and training; National Incident Management Systems; function and operation of a municipal government and an Emergency Operations Center; community emergency and disaster support and assistance resources; development of public education programs utilizing 5-step planning process, development of community risk reduction programs utilizing methods of evaluation; customer service principles and problem resolution techniques; business letter writing and report preparation.

You possess the ability to organize, implement and direct Emergency Management Program activities; effectively manage all aspects of the Emergency Management Program including resources, staff and budget; identify resources and needs and develop means to obtain and meet them; acquire a thorough knowledge of local geography and resources as they relate to the Integrated Preparedness Plan (IPP), National Response Framework (NRF), and civil defense and emergency management planning and operations; develop, coordinate and train others on emergency operations plans and procedures; speak professionally advocating principles of community risk reduction; coordinate EOC activities, before, during and after activations; communicate effectively, tactfully and positively in both oral and written form; contribute effectively to the accomplishment of Department goals, objectives and activities.

Position Description: 

The County of San Mateo is seeking a capable and multifaceted Assistant Director to assist the Director of the Family Justice Center with strategic planning, program development, and management of the County’s new Center.

Under the Leadership of the Family Justice Center Director, the County is working with community partners and stakeholders to develop a one-stop holistic service and support center for families and survivors of domestic violence, child abuse, sexual assault, and other forms of abuse. The mission of the Center is to support survivors and their families by creating a single destination to receive crucial services and support.

The San Mateo County Family Justice Center is a County-run multi-agency, multi-disciplinary service center where both public and private partner agencies assign staff on a full-time or part-time basis to provide services from one location. The Center’s focus will be on reducing the number of times survivors tell their story, reducing the number of places they must go for help, and through active collaboration with community-based organizations, increasing the quality of services and support they receive.

This is an opportunity for a committed public servant with extensive program management experience to successfully navigate the opportunities and challenges in developing and building new programs, collaborations, and a space that achieves the County’s goal of providing comprehensive, wrap-around services to victims of violence. The Assistant Director will be instrumental in carrying out the vision and goals by working alongside the Director.

Examples Of Duties

As the Assistant Director, you will have the opportunity to:

· Participate in the planning process to establish the Center which is modeled after successful Family Justice Centers across the country.

· Join in the effort to establish interagency collaborations.

· Engage with survivors to gather input and feedback that will inform the development and operation of the Family Justice Center, ensuring that their experiences and needs shape the center’s services and policies.

· Assist in facilitating focus groups and conducting best practice research as needed.

· Consult with County and external subject matter experts on relevant program issues.

· Participate in securing contracts with outside vendors, consultants, or organizations.

· Provide oversight for the program budget that ensures the accomplishment of program and service objectives within budget restrictions.

· Prepare detailed written reports, policies, procedures, and contracts.

· Assist in completion of phase one of the Family Justice Center

Requirements:
