The Wheatland Police Department is responsible for providing public safety for the city. Services provided by the Police department include uniformed patrol, investigative services, traffic enforcement and administration. Dispatch services are provided under a contract with the Yuba County Sheriff. The Police Department is staffed with 11.5 FTE positions, of which 9 are authorized sworn positions. TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. Under the supervision of the Fire Marshal, is responsible for performing plan review, inspections, and other duties as required.  The position will also be involved to varying degrees with public education, public relations, exterior hazard abatement, engine company pre-fire planning, record keeping, and report writing.

EXAMPLE OF DUTIES
This position is responsible for the review of plans, to ensure compliance with applicable Federal, State, and local fire safety laws, ordinances, and codes. Although not all inclusive, the following serve to represent the various types of plans to be reviewed: planning applications; applications for the subdivision of land; site plans for access and water supply; building and tenant improvement plans; fire protection systems including fire sprinkler, fire alarm, kitchen hood extinguishing systems; and other types of plan reviews that are part of various fire code permitted activities.  

Other duties include attending meetings with other local government agencies such as planning and building departments, architects, contractors, developers, and the general public.  Utilizes the District’s citation process when appropriate and when other means of gaining voluntary compliance are unsuccessful. This position is responsible for conducting in-house training and updating of field inspection staff members on changes occurring in codes enforced by the District.  This position is also responsible for the formulation of standardized field inspection guidelines and record keeping systems for construction projects. Provides supervision, work direction, and technical assistance as directed. Participates in the code change process at the state and international levels. Utilizes tools and technology identified by the District related to performance of tasks. Supports emergency operations as requested and appropriate.

The position is responsible for performing inspections of both new and existing buildings; witnessing various tests required for sophisticated fire protection equipment and verifying proper operation and compliance with applicable codes and standards; prepares necessary correspondence, reports, and records; with regards to projects, confers with architects, engineers, developers, etc.; attends training courses and meetings of professional organizations as directed; performs surveys of fire hazards and processes complaints; conducts and participates in public education and public relations programs; performs other related duties as directed.

MINIMUM QUALIFICATIONS:
Experience: At least three years’ experience in an organized fire prevention/fire and life safety bureau.  Experience must include involvement in the following duties and responsibilities: fire inspection, plan review, and public education/relations.

Education / Certification: An Associate of Arts/Science Degree or equivalent from an accredited college or university. The successful completion of the following California State Fire Training: Fire Inspector 1A, 1B, 1C, 1D, Fire Inspector 2A, 2B, 2C, 2D, and Plans Examiner 1A, 1B, 1C, and CA Statues and Regulations.

Desirable Education / Certification: Must have or obtain within one year of employment, certification as an International Code Council Fire Plans Examiner. Employees are required to maintain certification as a condition of employment. Must obtain within three years of employment, California State Fire Marshal certification for Plans Examiner.

POSITION 
To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.  The purpose of this recruitment is to fill a current temporary/part-time vacancy in our Community Services Department and to create a list for future vacancies.

IDEAL CANDIDATE

What you will do: 
Duties may include but are not limited to the following:

• Manages the City's Traffic Management Center and makes recommendations on signal timing and other operational improvements, for the city's 135 signalized intersections.
• Troubleshoots overall traffic operations and traffic safety concerns reported by the community both in the office and in the field.
• Manages and/or prepares various transportation studies or programs.
• Plans, prioritizes, assigns, supervises and reviews the activities and staff in the traffic operations unit of the Transportation section.
• Participates in the preparation of plans and specifications for new and modified traffic signals, street lighting systems and related traffic control devices.
• Prepares grant applications for federal, state, regional or other funding.
• Recommends and assists in the implementation of the Transportation section's goals and objectives; establishes schedules and methods for transportation engineering activities and projects.
• Assists with and conducts the more complex transportation engineering projects and activities; prepares recommendations for traffic signal timing and coordination improvements; prepares traffic signal timing plans; and supervises and participates in collecting, tabulating and analyzing traffic information.
• Acts as City Traffic Engineer.
• Provides professional and technical staff assistance.
• Supervises the City's speed lump program and makes recommendations for alternative traffic calming measures as appropriate.
• Supervises and participates in preparation of work orders for installation, removal or replacement of traffic control devices.
• Confers with neighborhood groups, property owners and others relative to information on traffic operations activities; coordinates responses to inquiries from the public, City Council, City Manager and City staff relative to traffic operations issues;
• Coordinates traffic operations unit activities with other City departments; serves as liaison between  the City and  boards, councils, outside organizations, and commissions as directed; prepares and presents staff reports and presentations at various City Council, commissions, boards, and other governmental meetings; prepares  City Council agenda reports; serves on and attends various committees and task forces, attends  Planning Commission, City Council  and neighborhood meetings as necessary.
• Makes presentations on traffic and transportation issues to citizen and neighborhood groups, City Council, and Planning Commission as appropriate.
• Periodically attends and represents the City at the Alameda County Transportation Commission, Metropolitan Transportation Commission and other regional agencies meetings as appropriate.
• Prepares and reviews agreements for traffic signal maintenance and streetlight maintenance support as needed.
• Participates in budget and Capital Improvement Program (CIP) preparation and administration; prepares cost estimates for budget recommendations; monitors and controls expenditures; recommends funding needs for traffic operations unit functions and capital projects; monitors CIP project expenditures related to traffic operations, and identifies funding sources to supplement the budget for the traffic operations unit.
• Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Participates in the selection of transportation engineering staff; provides and coordinates staff training; works with employees to correct deficiencies; and implements discipline procedures.

• Traffic signal system design including communications, timing plans, controller functions and interconnect system design; signal operations, signal optimization software such as SYNCHRO, SIMTRAFFIC, TRANSYT, PASSER, HCS, analysis of traffic operations, development and maintenance of traffic control inventories.

• Various traffic signal controllers such as NAZTEC and Econolite.
• Video detection equipment such as Pentel zoom cameras.
• Techniques for analyzing and developing signal timing and coordination plans and use of traffic signal operational analysis and timing software.
• Techniques for improving traffic operations and mitigating impacts in neighborhoods, the downtown and in other areas of the City, and for improving traffic operations and safety on the City's arterial system.

• Street design strategies to address the need to make streets accessible to all users, i.e. Complete Streets.

License: Registration as a Professional Civil or Traffic Engineer in the State of California.  An out-of-state P.E. or T.E. will be accepted, but will require the candidate to obtain a State of California registration within a one-year period of being hired.  Possession and maintenance of a valid Class C California Driver's License.

THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. This position is distinguished from the Airport Operations Supervisor classification which is responsible for the direct supervision of staff performance of Airside and Landside operations and maintenance tasks at the airport. Under general direction, the Airport Business Supervisor, oversees the airport business function including budget preparation, the real property program, tenant compliance with contract provisions, collections, preparation of grant applications, and other administrative duties.  

THE IDEAL CANDIDATE:

The Airport Business Supervisor is a key administrative position in the Airport division of Hayward Public Works Department. The ideal candidate is detail oriented, discrete and a multitasker able to meet tight deadlines when required. They are a networker, able to build bridges with internal and external customers. They enjoy a variety of tasks, work well independently, and they are up for a challenge. They are interested in supporting the airport manager and the work of the division. They come to the position with the skills and experience necessary to perform the specific task outlined below.

 
 

 

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

Assist the Airport Manager with the negotiation of commercial lease agreements.

Prepare draft leases at the request of the Airport Manager.
 
Oversee preparation of the annual airport budget.
 
Maintain a detailed database of all commercial and individual airport tenants.
 
Monitor tenant compliance with contract provisions.
 
Monitor account receivables and collect past due amounts.
 
Prepare annual business permits and monitor tenant compliance.

Perform appraisals and provide estimated current values on real property.
 
Administer the City hangar waiting list.
 
Prepare Federal Aviation Administration (FAA) and Caltrans grant applications and related documents.
 
Monitor and submit required FAA reports for the DBE program.
 
Performs related work as necessary.

CORE COMPETENCIES

• Principles of property management, appraisal techniques, and real estate law.
• Federal, state, and local rules and regulations governing airport operations and grant administration.
• Computer applications related to the work, including word processing, spreadsheet applications, and database management.
• Aviation terminology and airport operations.
• FAA and Caltrans grant applications and associated documentation.

• Interpret maps, legal documents and engineering plans.
• Prepare annual budgets and monitor financial progress throughout the year.
• Conduct negotiations in a professional manner and with favorable outcomes.
• Meet and deal effectively with the general public, tenants, aircraft owners, outside contractors, and City officials and staff.
• Supervise, train, and evaluate staff.
• Communicate effectively both orally and in writing.
• Work independently and exercise discretion in interactions with the public.

Minimum Qualifications

You have:  

EXPERIENCE AND EDUCATION
 
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be:
 
Experience:  Five (5) years of experience in real property management, appraisals, negotiations, and budgeting.  Including two (2) years of supervisory or lead experience.  Experience in an airport business office preferred.
 
Education:  Equivalent to a Bachelor's Degree from an accredited college or university with major work in Public or Business Administration, or a closely related field.
 
Licenses and Certificates:  Possession of either an FAA Private Pilot Certificate or standing as a Certified Member (CM) of the American Association of Airport Executives is desirable.
