Position Duties  

The Department of Public Works is recruiting to fill an Information Systems Analyst (ISA) position within the Enterprise GIS (Geographic Information Systems) team.  

Salary range(s) for this classification is $137,089.68- $167,032.32 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The city has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The city has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1,000 feature classes, and integrations with dozens of business systems.   

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.

About the Commission: The San Francisco Ethics Commission was created by the City’s voters with the passage of Proposition K in November 1993. The Ethics Commission is responsible for the independent and impartial administration and enforcement of laws related to campaign finance, public financing of candidates, governmental ethics, conflicts of interest, and registration and reporting by lobbyists, campaign consultants, permit consultants, and major developers.

Role description

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and records requests.

How to qualify

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration and project management tools (SharePoint, MS Teams, Jira or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).

DEFINITION
Under general direction, performs complex and responsible technical and clerical work for the Director of Human Resources and as administrative support to the City's Human Resources Department. Completes related work as required.

DISTINGUISHING CHARACTERISTICS
An incumbent in this position is a Human Resources generalist performing a wide range of personnel assignments in administering and processing health and welfare benefits; managing the administrative duties associated with the Personnel Board and overseeing the preparation and management of all employee requisition and action forms; managing the office and providing administrative support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, the Human Resources Analyst(s) and Human Resources Specialist(s).

The Judicial Council of California is accepting applications for the position of Fiscal Supervisor for Budget Services.   

The Fiscal Supervisor over the Court Budget Unit (CBU) in the Budget Services office plans, organizes, supervises, reviews, and evaluates the work of assigned staff responsible to support all aspects of budget development and implementation for the 58 trial courts. THE POSITION:

The Police Officer Trainee position is an entry level position, requiring no prior law enforcement experience. The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.

The City of San José Information Technology Department seeks an experienced City Information Security Officer (CISO) to lead cybersecurity Citywide initiatives.
 
The CISO will direct the Cybersecurity Office as the City’s principal executive leader for information and systems security. In partnership with the Chief Information Officer (CIO), they will manage risk identification, protection and compliance, threat detection, incident response (IR), and recovery services for all City departments to ensure business resilience.
 
The City’s CISO must be able to apply expertise in security strategy, cybersecurity frameworks, managing staff and vendor services, leading incident management, and optimizing resources to achieve desired security outcomes.
 
Key responsibilities include but not limited to:

• Lead and mentor the Cybersecurity team, offering expertise and support to foster growth and a collaborative environment. 
• Collaborate with business units and solution providers to provide optimal security measures and achieve a balance between sustaining business operations and achieving security compliance.
• Coordinate with stakeholders within the City and partners/vendors outside of the City to ensure information and systems meet the City’s standards for threat identification, protection, and risk detection.
• Develop, operationalize, and enhance the City’s cybersecurity strategic plan, programs, policies, and architecture, including vulnerability, risk, and threat management programs through remediation.
• Conduct training programs to educate City personnel on relevant security best practices, foster diligence, and ensure compliance.
• Provide expert security guidance to City departments and officials in service planning, procurements, contract negotiations, vendor management, and project management.
• Provide expert guidance on regulations and standards (FISMA, FedRAMP, CJIS, PCI-DSS, HIPAA, etc.) the City must meet in providing municipal services, as well as security frameworks (NIST, ISO, IEEE, etc.) to shape City operations.
• Oversee and lead incident management/response processes in coordination with City departments to respond and recover from incidents.
• Resolve security-related audits in partnership with City staff.
• Ensure comprehensive security strategies align with resilience plans and emergency management exercises.
• Oversee vendor relationships and manage the City’s procurement and utilization of cybersecurity products and services across departments.
• Lead the annual Cybersecurity Assessment of the City’s technology infrastructure.
• Provide strategic and operational leadership to address cybersecurity in the City’s emerging Internet-of-Things, smart communities, privacy, and equity through data initiatives. 
• Collaborate with the Digital Privacy Officer to address privacy challenges emerging from new technologies, including AI. 
• Implement governance policies to ensure responsible AI usage across the organization, aligning with ethical standards and risk management protocols. 
• Support the GovAI Coalition’s initiatives to promote responsible and safe use of AI in government.

About the Department

The mission of the San Jose Police Department is to create safe places to live, work and learn through community partnerships. 

Position Duties

 

The City of San Jose is recruiting for a part-time School Crossing Guards in the Police Department during the normal school year.  Work involves providing for the safe conduct of elementary and junior high school children across heavily traveled streets and reporting problems requiring possible police action. Positions may involve substituting at different corners or a regular location assignment.  In general, these assignments are a split shift with approximately ten (10) hours per week.  School Crossing Guards are required to work outside regardless of weather conditions and must be able to provide a uniform as specified by the Police Department.   Work includes outside duties and exposure to weather.  Work may include the physical ability to sit, stand, walk quickly, step up/down from the curb, reach, push and/or pull, twist and or rotate, bend, lift and carry up to 10 pounds, use hands hold and use a stop sign the entire shift, use other hand to stop traffic and use a whistle at the same.
