About the Position

The City of San Carlos is seeking a full-time Associate Engineer in our Public Works Department. This position performs professional and technical civil engineering work in support of the City’s public works and private development projects. Responsibilities will range from simpler projects and to more complex ones. Employees in this job class provide general engineering support and direction to a variety of public and private projects. Projects worked on may include civil works projects including: roads, drainage, grading, buildings, water and wastewater pipelines and treatment facilities, tanks, generators, parks and landscaping, bike paths, environmental mitigation and other related subjects.

 

The Associate Engineer is distinguished from the Assistant Engineer by the level of experience in the field of municipal engineering and the level of job knowledge.  This is a more specialized class wherein incumbents are charged with performing a wide variety of complex engineering assignments and having a much broader range of knowledge, skills and abilities.

 

Employees in this classification work under general supervision of the Principal Engineer. Employees in the Engineer positions are not directly responsible for the supervision and evaluation of other engineering staff; however, they may provide supervision of work product to other engineers, inspectors, technicians or intern staff.

 

Essential Duties

• Plans, directs, participates and effectively completes moderately complex projects. This technical work involves engineering, surveying, construction or other activities related to the civil engineering profession.
• Manages assigned projects, serving as the project lead and ensuring that all aspects of the project are addressed and completed professionally.
• Supervises the work products of project team members, including technicians or intern staff.
• Administers consultant contracts and oversees consultants for services such as design, construction management, construction inspection, soil testing, biological studies, and other related tasks.
• Reviews, prepares construction drawings and specifications for a variety of City public works projects using AutoCAD and related civil design software to process projects through the City.
• Reviews and evaluates preliminary and final plans and specifications for private development.
• Prepares Requests for Proposals for support work such as surveying or biological studies.
• inspects and evaluates ongoing public works and development projects to ensure compliance with plans and specifications and regulatory agency requirements.
• Conducts surveys, and/or assists survey personnel in obtaining field data and conducts a variety of field construction tests for compliance purposes.
• Verifies and maintains appropriate records and files; prepares comprehensive technical reports and agenda reports related to assignments. Presents reports as needed.
• Represents the Public Works Department at various meetings.
• Performs a variety of computer and tracking support functions.
• Interacts with the public at the public counter answering questions and issuing permits for construction in the City’s right of way.
• Prepares Requests for Qualifications/Proposals (RFQ/Ps) for design, construction management and support services as needed.
• Provides preliminary and final review of development proposals such as subdivisions maps, parcel maps and subdivision improvements.
• Reviews private development submittals for compliance with State and local regulations and specifications, working with project proponents to make necessary corrections.
• Effectively plans, organizes, schedules and implements projects.
• Perform studies, research files, records, plans, and maps.
• Gathers, assembles, analyzes and interprets field data, and prepares reports.
• Coordinates with other departments as needed to complete assignments.
• Provides planning, specification, calculation and cost estimating review of others’ work.
• Reviews construction of projects and assists in maintaining construction documents.
• Reviews and evaluates development plans, maps, and related documents for conformance to City, State, and Federal codes. Reviews calculations and issues permits.
• Gathers traffic data, maintains traffic records, conducts traffic studies, and prepares traffic reports.
• Provides assistance to other City employees regarding engineering related matters.
• Administers consultant contracts for moderately complex projects or service contracts, effectively monitoring costs and deadlines.
• Manages assigned projects by acting as lead person on the project, ensuring that all aspects of the project are addressed and the project is completed in a professional manner.
• Assists in preparing and managing budgets for operation and capital improvement programs.
• Coordinates work with regulatory agencies and private entities, completing public relations work as needed or assigned.
• Prepare reports and delivers presentations to City and private groups as assigned.

Role description

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.

• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.

How to qualify

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.

The Role:

The City of Redwood City is seeking Firefighters or Firefighter/Paramedics who, under direction of the Fire Captain, will perform firefighting and fire prevention duties aimed at protecting life and property, operate and maintain firefighting equipment, and provide basic medical assistance.  Firefighters also provide Basic Life Support first responder pre-hospital emergency medical care and emergency medical assistance, perform minor station maintenance, and participate in training to maintain skills.  Please see the Firefighter/Engineer job description for more details.

Required Qualifications:

1. Minimum of 30 semester college units.  Completion of college credits in the study of Fire Science or similar field.

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university AND

THE POSITION

SALARY

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform a variety of unskilled/semi-skilled maintenance or custodial duties involving manual labor of facilities, parks, storm drains, streets, etc.
• Clean and inspect facilities for vandalism or potential hazards.
• Sanitize surfaces, repair minor plumbing problems, diagnose basic sewer issues, replace components on fixtures.
• Maintain area(s) as assigned including parks and public buildings, performing basic repairs, inspections and landscaping.
• Load and unload supplies and materials.
• Assist with various areas of public works such as minor asphalt repairs, brush removal, facility repairs, stewardship of protected species, etc.
• Perform related duties as assigned.

About the Department

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.
