The Senior Management Analyst in Valley Water's Purchasing and Contracts Unit is responsible for leading the procurement of information technology (IT) goods, services, and consultants. This role ensures compliance with organizational policies and industry best practices for the complete procurement process—from solicitation to contract administration—for IT-related acquisitions. The position entails analyzing bids, conducting market analysis, negotiating vendors, negotiating contracts, and providing strategic recommendations to maximize value. Additionally, this position acts as a key analyst on IT procurement strategies and leads complex IT procurement projects, ensuring alignment with Valley Water's goals.

 Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. Key Responsibilities include, but are not limited to:

• Oversee the end-to-end procurement process for IT goods, services, and consultants, ensuring compliance with Valley Water policies, organizational requirements, and industry best practices. This includes leading, planning, and overseeing complex procurements for accuracy and compliance.
• Negotiate, prepare, and administer contracts for IT-related procurements to ensure organizational needs are met and compliance by vendors is maintained. 
• Provide training and support in procurement methods and procedures.
• Evaluate and analyze bids, making recommendations for vendor selection in accordance with Valley Water standards. Develop specifications for goods and services and ensure fair and open competition among vendors.
• Develop and implement strategic procurement plans for IT acquisitions that align with Valley Water’s technological goals and future needs. Provide technical guidance on requisitioning procedures, vendor qualifications, and the availability of goods and services.
• Analyze, identify and make recommendations to purchasing standards and procedures for requisitioning, solicitation of bids, and contract administration to ensure best pricing and value.
• Respond to questions and inquiries from Valley Water staff and other agencies, investigating complaints and recommending corrective actions as necessary. Ensure effective communication with stakeholders throughout the procurement process.
• Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.
• Execute related duties and responsibilities as required to support the Procurement and Consultant Contracts Unit and Valley Water’s objectives.

Ideal Experience:

• Five (5) years of experience (ideally in the public sector) independently analyzing complex competitive procurement processes for goods and services.            
• Experience working with project managers to develop scopes of work and write complex Invitation to Bid or Request for Proposals for the procurement of materials, equipment, infrastructure maintenance or information technology services.
• Experience negotiating and administering contracts for IT-related procurements, with a focus on achieving favorable terms and conditions that align with organizational objectives.
• Experience using procurement software tools.

• Ability to oversee and analyze the procurement process for IT goods, services, and consultants, ensuring adherence to organizational policies and best practices.

Ideal Training and Education:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration, political science, business administration or a related field. 
• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

Required License or Certificate  Preferred Certifications:

• Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO), Universal Public Procurement Certification Council (UPPCC).
• Extensive experience in public sector procurement and contracts management in the State of California. 
• Other Purchasing and/or Supply Chain Management Certifications. Examples include Certified Purchasing Manager, (C.P.M.) or Certified Professional in Supply Management (CPSM), Institute for Supply Management (ISM).

Purchasing & Consultant Contracts Services Unit (Position Code 476)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year). Internal candidates will follow existing teleworking schedule.

DEFINITION 
Perform technical building inspection work to enforce compliance with California State building, plumbing, mechanical, electrical, green building and energy codes; research new construction materials and methods; reviews plans for compliance with local, state, and federal rules and regulations; and provide information to and work with the public to resolve problems.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Permit Center Supervisor under the guidance of the Chief Building Official.  This position does not exercise supervision of others.

ESSENTIAL JOB DUTIES
Essential job duties may include, but are not limited to the following:

• Perform routine to complex building, electrical, plumbing, mechanical, energy and accessibility inspections of new and existing commercial and residential structures. 
• Ensures construction conforms to CA state building codes, local ordinances, approved plans, calculations, and specifications.
• Review specifications, and architectural plans of buildings to be constructed, altered, or repaired.
• Process minor building permit applications and over-the counter plan checks and assist in the issuance of building permits and front counter coverage as needed.
• Check quality of materials and methods of construction; inspect existing buildings for hazardous conditions and/or structural integrity.  
• Confers with and advises contractors, owners, architects, engineers, and the general public regarding interpretation and application of building codes and other applicable laws, ordinances, and regulations.
• Assist other Town staff in the enforcement of zoning, grading, and planning issues.
• Utilize enterprise permit system to plot inspection routes, document inspection results, and maintain accurate records.   
• Prepare and maintain reports and records of plan checks completed, inspections made and/or actions taken.

QUALIFICATIONS 
Knowledge of:

• Knowledge of the California building, electrical, mechanical, plumbing, energy, fire, accessibility, and housing codes, ordinances and laws, and related local, State, and Federal codes, laws, and regulations.
• General zoning and land use laws; general grading practices.
• Accepted safety standards, testing procedures and methods of construction.
• Principles and techniques of building inspection and plans examining work.
• Basic understanding of the plan checking process.  

Ability to:

• Analyze, interpret and accurately check building plans, specifications and building codes; draw valid, independent conclusions.
• Enforce codes with good judgment, impartiality and tact.
• Apply technical knowledge of building trades.
• Establish, maintain and foster positive and harmonious working relationships. 
• Communicate effectively orally and in writing, producing clear and complete correction notices and inspection reports. 
• Use an enterprise permitting system to map inspection routes, log inspection findings and process electronic permit applications.
• Stoop, climb, crawl, balance, maneuver, walk and stand for long periods of time; must possess the ability to lift up to 50lbs.

EXPERIENCE AND EDUCATION
Any combination of education and experience that reasonably provides the necessary knowledge and skills may be considered qualifying.  A typical way to obtain knowledge and abilities would be:

Experience:
Two (2) years of experience as an entry-level combination-building inspector.  
Specialized training and hands-on experience in the building trades are desirable.

Education:
Equivalent to the completion of the twelfth grade. An associate degree in construction technology, engineering, or closely related field is desirable.

LICENSE(S) AND CERTIFICATION(S)
Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire. 
Minimum of two (2) IAPMO or ICC Certifications in building, plumbing, mechanical, or electrical.
A State Contractors License, or engineering degree may be substituted for IAPMO or ICC Certification with the ability to obtain an International Code Council (ICC) certification as a Building Inspector, Combination Inspector, or equivalent during first year of employment.

The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown.

• Housing – Work with the Planning team on meeting state housing requirements. Work on rezoning commercial areas for mixed-use developments.
• Communication – Foster open and timely communication internally with staff and other departments and externally with developers and stakeholders. Represent the City as a staff liaison on commissions and boards such as the Education Commission.

Police Officers can serve in patrol, traffic, investigations, and K-9 assignments. Under administrative direction, and reporting to the City Manager, this position has
overall responsibility for planning, organizing, directing and supervising the Finance
Department, which encompasses activities such as financial analysis, accounting,
payroll, purchasing, investment and internal audit. The incumbent manages and
coordinates the work of professional, technical and clerical staff; directs the
preparation of the biennial operating budget and capital improvement program (CIP)
and monitors and prepares reports of both spending plans; prepares financial
projections and analyses; maintains sufficient internal controls to ensure integrity of
financial operations and responsibilities; and provides a high level of administrative and
technical support to the City Manager as assigned.

 

CLASS CHARACTERISTICS

This is an executive management level classification and member of the City’s Senior
Management Team. The incumbent is expected to provide prudent, timely, and
thoroughly researched information, opinions and recommendations to the City Manager
and City Council on all financial, risk management and MIS matters, and has frequent
interaction with staff and leaders of other departments, the City Manager, the Mayor,
the City Council, and citizens. The incumbent works as an integral member of various
City leadership teams in helping the City achieve its objectives, including public
presentations to citizens and other interested parties.

The incumbent has a broad range of independence within policy and procedural
limitations, works under minimal supervision and is accountable to the City Manager for
the quality and efficiency of services directed. While the general parameters of the
job are defined, the incumbent is expected to select and put into effect work
procedures and practices which will lead to the effective and efficient accomplishment
of Department goals. Recommendations on the improvement of Department activities
are expected.

 

EXAMPLES OF DUTIES (illustrative only):

• Develop and implement Departmental goals and policies, staffing levels, and administrative policies for City-wide application; review and revise existing City financial and related policies and procedures as required.
• Plan, direct, coordinate and review the work plan for the Department; revise as circumstances and City Manager/Council direction dictate.
• Plan and implement the citywide budget process and related fiscal programs.

• Oversee preparation and coordination of the annual external audit; conduct internal, management and performance audits, investigations and operational studies.
• Responsible for overseeing the systems used for the proper accounting of the City’s assets and financial transactions.
• Prepare a variety of financial and budgetary statements and reports including timely financial statements, budget transfers, cost studies, cash flow analyses, and revenue/expenditure projections.
• Manage fiscal resources including cash receipts, revenues and investments, ensuring compliance with all federal, state, and local requirements.
• Perform oversight of the City’s procurement procedures and systems ensuring that they are in compliance with all federal, state, and local requirements.
• Serve as a resource for labor negotiations, providing accurate and timely information on City costs, the financial impact of contract proposals, and best practices for sustainable labor costs.
• Determine that adequate documentation exists to substantiate the appropriateness and authenticity of financial transactions.
• Develop efficient practices and utilize technology to streamline procedures while ensuring adequate internal controls within the Department, and other City functions.
• Ensure safeguard of warrants and control of signature authorities.
• Develop and manage the City’s investment strategy, evaluate investment results, and report on the City’s investment portfolio, ensure that the investment of funds meet generally acceptable accounting principles, standards, and legal requirements.
• Oversee the closing of the general ledger, ensuring compliance with State accounting requirements and governmental accounting standards.
• Oversee the payroll function in coordination with the Human Resources Department, ensuring timely and accurate payment of wages and benefits, updated as required by new laws, regulations, policies or bargaining agreements.
• Manage the financial aspects of SEMS-based emergency/disaster response and recovery activities, ensuring full reimbursement of all City costs as allowed by law.
• Plan, organize, lead, supervise, train, and evaluate Department staff.
• Conduct regular Departmental meetings; emulate and foster open communications and transparent data and information; lead by example.
• Develop and implement Departmental goals, objectives, policies, procedures and work standards.
• Make presentations to the Senior Management Team, City Council, various City Commissions, and other groups - community, governmental, and professional.
• Provide support and advice as necessary to the City Manager and Department Directors.
• Perform other related duties as assigned.

The Position:

The Senior Inspector is a supervisory classification responsible for performing the more complex building, electrical, plumbing, and mechanical inspections and supervising and coordinating the work of less experienced inspectors and support staff. Depending on the area of expertise, each Senior Inspector may be assigned to one or more of the following Programs or specialties: Building, Electrical, Plumbing, Mechanical, Permit Center, and Code Enforcement. An incumbent in this classification is expected to perform as an expert and exercises considerable independent judgment in the performance of duties. This classification is distinguished from the Inspection Manager in that the latter is a management classification responsible for planning, directing, coordinating field inspections and technology projects of the Building Inspection Division in the Planning and Inspection.

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports. Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; 2 years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net). Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. WORK ENVIRONMENT

The Executive Assistant/Deputy District Clerk will be required to attend evening Board/Committee meetings. Meetings may be held in Los Altos or offsite.  This position is part of the General Manager’s office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute work environment for this position.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and
• Three (3) years of responsible secretarial experience involving assisting executive management or a high-level officials with administrative duties.
