The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown. 
• Perform related duties as assigned.

Top areas of focus for the next Economic Development Manager will be:

• Collaboration – Continue to work seamlessly with the City Manager and the Community and Economic Development Director’s team.
• Development – Maintain and carry on the momentum the incumbent has set forth on various projects and negotiations such as the Farmers Market. Continue to work on the City’s shopping centers developments.
• Housing – Work with the Planning team on meeting state housing requirements. Work on rezoning commercial areas for mixed-use developments.
• Communication – Foster open and timely communication internally with staff and other departments and externally with developers and stakeholders. Represent the City as a staff liaison on commissions and boards such as the Education Commission.

Police Officers can serve in patrol, traffic, investigations, and K-9 assignments. Under administrative direction, and reporting to the City Manager, this position has
overall responsibility for planning, organizing, directing and supervising the Finance
Department, which encompasses activities such as financial analysis, accounting,
payroll, purchasing, investment and internal audit. The incumbent manages and
coordinates the work of professional, technical and clerical staff; directs the
preparation of the biennial operating budget and capital improvement program (CIP)
and monitors and prepares reports of both spending plans; prepares financial
projections and analyses; maintains sufficient internal controls to ensure integrity of
financial operations and responsibilities; and provides a high level of administrative and
technical support to the City Manager as assigned.

 

CLASS CHARACTERISTICS

This is an executive management level classification and member of the City’s Senior
Management Team. The incumbent is expected to provide prudent, timely, and
thoroughly researched information, opinions and recommendations to the City Manager
and City Council on all financial, risk management and MIS matters, and has frequent
interaction with staff and leaders of other departments, the City Manager, the Mayor,
the City Council, and citizens. The incumbent works as an integral member of various
City leadership teams in helping the City achieve its objectives, including public
presentations to citizens and other interested parties.

The incumbent has a broad range of independence within policy and procedural
limitations, works under minimal supervision and is accountable to the City Manager for
the quality and efficiency of services directed. While the general parameters of the
job are defined, the incumbent is expected to select and put into effect work
procedures and practices which will lead to the effective and efficient accomplishment
of Department goals. Recommendations on the improvement of Department activities
are expected.

 

EXAMPLES OF DUTIES (illustrative only):

• Develop and implement Departmental goals and policies, staffing levels, and administrative policies for City-wide application; review and revise existing City financial and related policies and procedures as required.
• Plan, direct, coordinate and review the work plan for the Department; revise as circumstances and City Manager/Council direction dictate.
• Plan and implement the citywide budget process and related fiscal programs.
• Manage the timely and accurate presentation of budget documents and financial reports.
• Coordinate budgeting activities with other departments, serving as the primary budget authority.

• Oversee preparation and coordination of the annual external audit; conduct internal, management and performance audits, investigations and operational studies.
• Responsible for overseeing the systems used for the proper accounting of the City’s assets and financial transactions.
• Prepare a variety of financial and budgetary statements and reports including timely financial statements, budget transfers, cost studies, cash flow analyses, and revenue/expenditure projections.
• Manage fiscal resources including cash receipts, revenues and investments, ensuring compliance with all federal, state, and local requirements.
• Perform oversight of the City’s procurement procedures and systems ensuring that they are in compliance with all federal, state, and local requirements.
• Serve as a resource for labor negotiations, providing accurate and timely information on City costs, the financial impact of contract proposals, and best practices for sustainable labor costs.
• Determine that adequate documentation exists to substantiate the appropriateness and authenticity of financial transactions.
• Develop efficient practices and utilize technology to streamline procedures while ensuring adequate internal controls within the Department, and other City functions.
• Ensure safeguard of warrants and control of signature authorities.
• Develop and manage the City’s investment strategy, evaluate investment results, and report on the City’s investment portfolio, ensure that the investment of funds meet generally acceptable accounting principles, standards, and legal requirements.
• Oversee the closing of the general ledger, ensuring compliance with State accounting requirements and governmental accounting standards.
• Oversee the payroll function in coordination with the Human Resources Department, ensuring timely and accurate payment of wages and benefits, updated as required by new laws, regulations, policies or bargaining agreements.
• Manage the financial aspects of SEMS-based emergency/disaster response and recovery activities, ensuring full reimbursement of all City costs as allowed by law.
• Plan, organize, lead, supervise, train, and evaluate Department staff.
• Conduct regular Departmental meetings; emulate and foster open communications and transparent data and information; lead by example.
• Develop and implement Departmental goals, objectives, policies, procedures and work standards.
• Make presentations to the Senior Management Team, City Council, various City Commissions, and other groups - community, governmental, and professional.
• Provide support and advice as necessary to the City Manager and Department Directors.
• Perform other related duties as assigned.

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports. Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; 2 years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net). Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills.

The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary: $6,987 to $9,050 per month. Placement within the range depends on experience and qualifications.

The City of Patterson is seeking a qualified Assistant Engineer to design and develop plans, specs, and standards for public works in the City.  Ensure compliance, issue permits, and coordinate bidding processes/surveys for future public-works projects.

THE POSITION: This limited term position supports the Youth and Family Services Bureau (YFSB) in the Police Department to strengthen and enhance services provided to Hayward families to keep youth positively engaged in the community and out of the juvenile justice system. The Lead Program Assistant works with YSFB mental health counselors to provide case management, life skills training, diversion, restorative justice, and other services.
The limited term position is dependent on ongoing funding for the program. Funding has already been secured through FY2026 (June 30, 2026) with the possibility of an extension or permanent funding in FY 2027.

SUMMARY DESCRIPTION

Under general supervision (Wastewater Operator II), performs a variety of skilled and semi-skilled tasks in the maintenance and operation of the City's sanitary sewer system and wastewater treatment plant.

 

DISTINGUISHING CHARACTERISTICS

This is the full journey level class within the Wastewater Operator series. This class is distinguished from the Wastewater Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

 

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

 

1. Operate and adjust controls on treatment plant equipment and machinery, such as valves, pumps and motors.

2. Grease and clean plant equipment; read and interpret meters and gauges; regulate plant effluent.

3. Monitor, repair, and maintain wastewater system lift stations; remove debris; disassemble and clean pumps; perform minor repairs when necessary.

4. Respond to emergency calls as needed; locate problems and operate sewer cleaning equipment to clear stoppages. 

5. Collect samples and perform various lab tests.

6. Inspect and make repairs to plant equipment.

7. Perform general plant maintenance work such as sweeping, cleaning, sanding and painting of equipment and facilities.

8. Assist in operating video inspection system.

9. Perform general grounds maintenance work.

10. Rod sanitary sewers; install and repair sanitary sewer laterals and trunk lines.

11. Enter and work in permitted confined spaces and underground trenches.

12. Locate, mark and notify sewer lines per USA (underground service alert) requirements.

13. Observe and enforce safety precautions. 

14. May temporarily be assigned to work with other City departments as needed.

15. Operate trucks, tractors and other motorized equipment of comparable size and complexity.

16. Perform related duties as required. 

 

 

Education/Training:
Equivalent to the completion of the twelfth grade.

Experience:
Two years experience performing duties at a level comparable to a Wastewater Operator I with the City of Ceres while in possession of a Grade I Wastewater Treatment Plant Operator certificate.

License or Certificate:
Possession of a valid Class B driver’s license.
Possession of a Grade I Wastewater Treatment Plant Operator certificate from the California State Water Resources Control Board.

The City of Newark is excited to announce an opportunity for an experienced professional to join our Public Works team as a Public Works Inspector! 

Under general supervision, the Public Works Inspector performs skilled and technical inspection work on a variety of public and private construction projects, including streets, utilities, and other public infrastructure. This role ensures conformance with approved plans, specifications, permits, industry standards, accepted construction practices, and all applicable local and state codes and contractual requirements.

The inspector reviews construction documents, oversees all phases of infrastructure installation and contract maintenance work—such as pavement overlays, stormwater systems, and utility installations—and ensures compliance with the Manual on Uniform Traffic Control Devices (MUTCD) for traffic control. Responsibilities include conducting field measurements, performing material testing, maintaining detailed daily field records, and using applicable software to compile construction reports. The inspector coordinates with contractors, developers, and agency representatives to resolve construction-related issues and may provide functional supervision of field staff on assigned projects. All work is performed in accordance with City safety policies and procedures.

This class performs a variety of technical inspections related to the construction of public streets, parks, site development improvements, paving, grading, drainage, erosion, and storm water quality controls. Assignments, objectives, and work methods are specified. Incumbents' work will be gradually performed on a more independent basis subject to occasional review through consultation with the supervisor.

EXPERIENCE AND TRAINING

Education: 

• Possession of a high school diploma or equivalent. College level course work in construction or engineering is desirable. 

Experience: 

• Two (2) years of technical experience in public works inspections, field surveying, grade checking, or related field.  

License: 

• Possession of a valid driver license and a satisfactory driving record throughout employment. 
• Possession of a Nuclear Density Gauge Certificate within the probationary period and throughout employment.
