Applications are being accepted for the position of Community Resource Clerk (Recreation Leader III) with the City of South San Francisco. This is a non-benefited, part-time/hourly position.

THE POSITION 

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. This position will provide a welcoming presence by greeting members of the public and responding to visitor inquiries to assist with wayfinding in the facility and sharing information about activities in the building as well as city and other local community resources.

IDEAL CANDIDATE

The ideal Community Resource Clerk possesses excellent communication and interpersonal skills and will be comfortable working in a diverse community setting, providing customer service to community members of various ages, ethnicities, and abilities.  Candidates with bilingual skills are strongly encouraged to apply. The ideal candidate can work independently as well as with a team, and can make quick, quality, and educated decisions, taking a proactive approach to deal with customer service issues. Skill in using a personal computer and associated applications is required. The ability to work flexible hours, including evenings and weekends, is highly desirable. 
 

TYPICAL DUTIES:

• Assists in implementing the day-to-day operations at the Library | Parks and Recreation Center.
• Helps oversee use of the facility, ensuring appropriate security is maintained, policies and procedures are followed; appropriate equipment and materials are available, and building is operating efficiently.
• Registers participants in programs and assists patrons with Library or Parks and Recreation account inquiries.
• Performs typical service desk duties including but not limited to patron registration and account management, checking in/out materials, utilization of self-check equipment, assisting patrons with fines and fees, payments and placing reserves, and answering patron questions and requests.
• Maintain the posting of current promotional materials, such as flyers, brochures, guides, and other printed materials.
• Assists in coordinating the scheduling of classes, activities, meetings, events, and rentals in the facility.
• Assists patrons in using and locating library materials and equipment; explains library services, rules, and procedures.
• Works cooperatively with staff, parents, children, and other public and private sector employees and volunteers; coordinates with appropriate agencies to ensure that necessary services are provided to clients.
• Provides customer service in person, by telephone, and electronically.
• Performs general housekeeping duties related to the organization of materials and equipment in the common areas of the facility.
• Prepares for programs, including set up and take down; organization of required supplies.
• May be responsible for opening and/or closing the facility according to established procedures.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: Minimum of 18 years of age. One year of paid or unpaid work experience involving customer service.

Training:  Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

•  Possession of, or the ability to obtain, a current First-Aid and CPR certificate within the first 12 months from date of hire.

The County of San Mateo Probation Department is seeking highly qualified candidates with exceptional leadership qualities for the position of Probation Services Manager II - Services.

The Position

The Assistant Deputy Chief (Probation Services Manager II) is responsible for planning, organizing, directing, and coordinating one of a variety of significant juvenile services, adult and pretrial services, or administration program areas, while developing and implementing divisional goals, policies, and priorities. This role provides high-level administrative support to senior management within the Probation Department and holds full management responsibility.

Description

Reporting to the assigned Deputy Director of Probation Services, the Assistant Deputy Chief exercises direct and indirect supervision over lower-level supervisory, sworn, professional, technical, and clerical employees. This position oversees major functional areas in the Adult and Pretrial Services, Juvenile Services, and/or Administration Divisions. Additionally, the Assistant Deputy Chief provides leadership and direction to the Probation Services Managers I, ensuring effective staff supervision, coordination, and support.

• Direct, supervise, and guide assigned departmental staff by establishing goals, policies, and performance standards, conducting periodic evaluations for the staff members' performance, and counseling staff members regarding their performance and career development consistent with the Department's mission and expectations.
• Plan, organize, coordinate, and direct a group of subordinates in all phases of the assigned unit.
• Consult with and advise other County staff and the public regarding pertinent probation policy issues and participate in the development of standards and programs relating to these policies.
• Consult and cooperate with other department managers, state and local welfare agencies, schools, and law-enforcement personnel on relevant aspects of the assigned program area; discuss problems, develop alternative strategies for dealing with those problems; assist in implementation of solutions, as necessary.
• Direct and counsel assigned staff in the planning, budgeting, and record systems needed to monitor and evaluate the effectiveness of the assigned program responsibilities.
• Assist in the preparation and administration of the Departmental budget.
• Interpret and make presentations to agencies, community organizations, and private citizens on crime and delinquency problems, methods of control, and objectives of the courts and the department.
• Interpret and execute the instructions of the Courts.
• Consult with and advise the Court, other County staff, and the public regarding probation policy issues and participate in the development of standards and programs relating to these policies.
• Consult and work with professionals in the fields of medical and mental health care.

San Mateo County Public Safety Communications is seeking an outstanding professional to join the Department’s System Management Unit as a Public Safety Communications Systems Specialist.

San Mateo County Public Safety Communications (PSC) is San Mateo County’s largest dispatch center and the only Tri-Community (Police, Fire, Medical) Center in the County. Our state-of-the-art dispatch facility, located in Redwood City, provides all the tools and infrastructure for the organization to be successful.

The Position:

• Lead the design, implementation, and support of departmental information systems and applications within the Public Safety Communications environment, including NG9-1-1 systems and CAD.
• Analyze end-user needs and develop specifications for software enhancements or new applications with emphasis on AI-driven analytics and automation.
• Oversee deployment and support of server infrastructure (Windows Server, Linux), virtualization platforms (VMware, Hyper-V), and hybrid cloud environments (AWS, Azure).
• Administer and troubleshoot enterprise network environments involving IP/MPLS, BGP routing, microwave, LawNet, wireless networks, and WAN/LAN connectivity.
• Implement and support cybersecurity tools and processes, including Extended Detection and Response (XDR), Tenable Nessus, and VM agents to safeguard critical PSC systems.
• Lead the integration of AI and machine learning technologies for enhanced situational awareness, predictive dispatch, and operational efficiency in the PSC environment.
• Coordinate with vendors, contractors, and departmental stakeholders to ensure timely delivery, system reliability, and user satisfaction.
• Provide technical guidance and leadership to Information Technology Analysts and Technicians as assigned.
• Monitor system performance, troubleshoot, recommend upgrades, and assist in design and capacity planning for departmental systems.
• Document system configurations, operational procedures, and prepare reports for management.
• Participate in County-wide IT planning and public safety technology initiatives to align systems with strategic goals.

The Ideal Candidate will have knowledge of:

• Principles and practices of computer science, information systems, and telecommunications as they apply to PSC environments.
• Operating systems, including Windows Server, Linux, virtualization (VMware, Hyper-V), and hybrid cloud environments (AWS, Azure).
• AI/ML platforms, tools, and their application in public safety communications, including NLP, video/audio analytics, and predictive modeling.
• Network infrastructure, including IP/MPLS, BGP routing, microwave links, WAN/LAN, wireless technologies, and LawNet.
• Public safety systems such as CAD, RMS, Message Switching Systems, MDTs, and NextGen IP Telephony.
• Security frameworks, vulnerability assessment scanning tools (Tenable), endpoint detection (XDR), and compliance with CJIS/NIST standards.
• Programming and scripting languages (PowerShell, Python, Bash) for automation and application support.

The Ideal Candidate will have experience with:

• Project management, leadership, and end-user training.
• Leading and coordinating IT projects from planning through implementation and support phases.
• Working independently and exercising sound judgment within policy guidelines.
• Training and mentoring less experienced IT staff.
• Experience with cloud computing (AWS, Azure), virtualization, AI/ML technologies, and PSC systems is highly desirable.
• Performing physical tasks related to hardware installation, maintenance, and cabling.
• Using visual and auditory acuity for effective communication and system monitoring.

The Ideal Candidate will have:

• A bachelor’s degree from an accredited four-year college or university in computer science, engineering or Electronics and Telecommunication Engineering, or a closely related field, or equivalent technical education.
• Two (2) years of increasingly responsible full-time experience performing advanced technical and analytical duties supporting mission-critical IT systems in public safety or related environments.

Examples Of Duties

• Serve as lead over some or all aspects of assigned information systems implementation and/or applications development or enhancement projects.
• Assign, oversee, and guide the work of other information technology and analytical support staff in a lead capacity.

• Evaluate specialized database software systems, tools, and vendor packages to determine the most effective product for departmental needs and priorities; consult with and oversee software and hardware vendors to solve product problems and/or customize packages.

Technology Support Duties:

Due to variances in departmental size and staffing structures, incumbents in this classification may also perform technical support activities that include, but are not limited to, the following:

• May monitor database system performance and resource consumption for capacity and budget planning purposes; provide technical information, advisory assistance, and troubleshooting resources.
• May design and deploy system utilities and monitoring software to configure hosts/servers and develop and/or modify native operating system scripts to ensure robust system and application performance.
• May evaluate and test system upgrades, install, configure, maintain, troubleshoot, and upgrade department software applications and troubleshoot hardware and software-related problems.
• May evaluate new hardware and software products for use by department staff, and provide expert advice to users on software applications.

San Mateo County Parks (SMCP) is currently seeking a full-time extra help Bilingual Community Engagement Intern II.

This position would be based out of Flood and Friendship County Parks and primarily working with the communities surrounding these parks. 

Friendship County Park is located in North Fair Oaks, an unincorporated area of Redwood City. Through community collaboration, the small urban park was developed to provide outdoor recreation facilities and space to promote community gardening. The park is situated on San Francisco Public Utility Commission land and is managed by SMCP. Less than an acre in size, the park features 30 community garden planters, a playground, picnic tables and more. Plot use is through an agreement with SMCP and requires regular participation in meetings. 

Flood County Park is a 21-acre park located in Menlo Park. It is primarily used as a location for family and group picnicking, playground use, and walking by the local community. The park has recently opened a new multi-use sports field, tennis/pickleball court, pump track and more! 

An intern at these locations would work on improving the interpretive elements of each park and provide programming and outreach opportunities for the local communities.

The Bilingual Community Engagement intern will report to Flood Park and be able to drive to Friendship Park and other park locations as needed. The intern will be supervised by the Interpretive Division Park Staff. 

Tentative schedule for this position (subject to change):

• Tuesday – Saturday: 8 hours each day
• 1 – 2 In person workdays
• 2 Virtual workdays (work from home)
• 1 Day for Events/Programming

Examples Of Duties:

A Bilingual Community Engagement Intern would be responsible for:

1. Management of Friendship Park Community Garden, including but not limited to:
   1. Managing garden plot availability and agreements
   2. Being the primary point of contact for Community Garden participants; maintaining regular communications by County phone, text, and email
   3. Working alongside gardeners to identify and address any needs or challenges in maintaining garden beds
   4. Facilitating monthly on-site educational opportunities for gardeners with staff from San Mateo County Health, Sustainability Department, and community partners
   5. Managing on-site garden tools and supplies; identify additional supplies that may be required
2. Community Program Coordination and Outreach, including but not limited to: 
   1. Coordinating and leading programs with Community Based Organizations and Partner Organizations within the community near Friendship and Flood Parks (i.e. Libraries, Schools)
   2. Leading interpretive programs at Friendship and Flood Parks 
   3. Tabling at local community events, such as Farmer’s Markets
   4. Providing translation when needed at programs and events throughout SMCP
   5. Assisting Interpretive Division with educational outreach throughout SMCP
   6. Creating flyers and social media posts to promote SMCP

Qualifications:

The ideal candidate will: 

• Have strong interpersonal skills and possess the ability to effectively communicate in English and Spanish with diverse community members and San Mateo County staff to support gardeners. 
• Be an enthusiastic, outgoing, positive, and energetic person who can work collaboratively or independently with little to no supervision. 
• Be open to learning new skills, be flexible with various work projects, and be able to follow directions. 

Qualifications:

• Must be at least 18 years old
• Bilingual in Spanish required
• Experience in food growing and garden management desired
• Knowledge of and ability to teach gardening concepts desired
• Ability to engage with individuals of many demographics and histories – youth, seniors, immigrants, economically diverse
• Strong planning and organizational skills with ability to plan programs and events and organize participants and volunteers
• Must have a valid California Driver’s License and transportation available to commute to park sites throughout San Mateo County

This is a full-time position requiring weekend work. 

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

The Air District is currently accepting applications for the position of Supervising Air Quality Engineer. This is an open recruitment for one (1) full-time, represented position in the Source Test Section.
 

Source Test Section

The Source Test Section performs source emission tests at regulated facilities for compliance determination, emission factor development, and information gathering. Facilities that are commonly tested include petroleum refineries, power plants, manufacturing facilities, wastewater treatment plants, landfills, and gasoline dispensing facilities. The section also provides regulatory oversight for facility continuous emission monitoring system (CEMS) operation, facility contracted source testing, and special testing or measurement projects. This role will be tasked with supervision of the section’s air quality engineering staff and performance of highly complex and specialized program assignments. In addition, the incumbent will coordinate or perform field, shop, and office source test program duties, including, but not limited to, equipment purchase specification, data reduction and analysis, workgroup participation, and report preparation.

• The duration of this position is for six months from the date of hire, with the ability to extend based on performance.

TYPICAL DUTIES (may include but are not limited to the following):

• Assists the Division with promotions, and marketing programs that support local businesses.
• Assists the Division with City communications, including email campaigns, social media, and flyer distribution.
• Supports the Division with upcoming events hosted by the City and its economic development partners. Upcoming events include, but are not limited to, the Biotech and Beyond Speaker Series, business workshops both in-person and virtual, community events, and night markets. Support may include event planning, outreach, logistics, and day of planning and support, as needed.
• Assists the Division with implementation of some of Skyline College’s Accelerate Fellowship Program past projects that support downtown revitalization, and business support initiatives.
• Assists the Division with planning event logistics including budgets, timelines, and staffing plans. This also includes onsite coordination of events, including set-up, and clean-up.
• The Economic Development Intern may also support occasional follow up reports needed to show performance metrics from events implemented by the Division.
• General administrative support, as needed.
• This position may occasionally work at either City Hall (400 Grand Avenue) or the Economic Advancement Center (366 Grand Avenue) both in South San Francisco. Events and meetings coordinated by the Division take place all within the City of South San Francisco.
• Performs other related duties as required.

Education:

GENERAL INFO 

Under general supervision, the Recreation Leader I/II positions provide essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. This temporary, part-time position requires working an average of 15 to 20 hours per week, but no more than 999 hours per fiscal year total. The roles involve ensuring the facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.

UNIVERSAL POSITION DUTIES (Illustrative purposes only) 

• Organize, inventory, and maintain facility materials and equipment. 
• Supervise teams/groups of other program staff or volunteers under the direction of Supervisor. 
• Assist in organizing and supervising recreational programs in any one or more of the following areas: children, adults, senior citizens, and participants with special needs at playgrounds, community centers, and other recreational areas. 
• Open, close, and secure facilities, including locking gates and setting alarms. 
• Set up and tear down tables, chairs, and equipment according to event/program requirements. 
• Perform light maintenance and cleaning tasks to ensure facility safety and upkeep. 
• Enforce policies, maintain discipline, and provide customer service to patrons. 
• Monitor and report facility issues and potential hazards. 
• Assist with special events and activities as needed. 
• Respond to and resolve patron inquiries and complaints. 
• Participate in safety training and emergency procedures. 
• Monitor facility rentals and provide customer service as needed. 
• Lift and move, routinely and regularly, up to 25 pounds, and occasionally lifting and/or moving over 60 pounds. • Greet patrons, answer and direct calls, and provide information on programs, rentals, schedules, rules, and policies. 
• Open/close the facility and monitor for safety, cleanliness, and proper use. 
• Check daily facility schedules and rental setup requirements. 
• Use computer systems for data entry. 
• Assist patrons with registration processing and POS transactions. 
• Handle office tasks including mail distribution, shipments, and deliveries. 
• Support office inventory management for supplies and equipment. 
• Assist facility attendants and recreation programs as needed.

Education and Experience

• Ability to use custodial and operational equipment, communicate effectively, and work independently. 

Special Requirements 

• Ability to obtain a current First Aid and Cardiopulmonary Resuscitation (CPR) certification. 
• Ability to obtain a current California Food Handler Card. 
• Ability to obtain a current Driver’s License and clean driving record is preferred. 

Tools and Equipment Used 

• Various hand tools and cleaning equipment used in the operation and maintenance of a recreation or community center facility. 
• Operation of city vehicle.

About the Position

The Engineering Division administers the permitting program for equipment and operations that emit air pollutants in the Air District’s jurisdiction and provides technical support to internal and external entities with issues related to permitting and permitted facilities.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but not limited to:

• Verification of emissions inventories
• Database development & testing, including user interfaces
• Data management
• Emissions modeling
• General technical support of Air District programs

Under general supervision, the Air Quality Specialist will perform a variety of duties in support of Engineering Division programs. Duties include but are not limited to processing permit applications, handling permit renewal tasks, data management (extracting, organizing, validating, maintaining), calculating emissions, drafting & updating program documentation (e.g., policies
 

There are vacant Air Quality Specialist positions in the following areas.

• Two (2) positions would be assigned to the backup generator and remediation (e.g., soil vapor extraction, sub-slab depressurization) programs. 
  • Staff would manage and process permit applications from a high-volume category. The work would involve managing assigned applications, documenting the evaluation following standard procedures, meeting timelines, communicating with applicants, and recommending a permit decision.
  • Other duties include but are not limited to handling permit renewal tasks, maintaining documentation, recommending & implementing program improvements, managing data & documentation, updating templates including emission calculations, providing technical support, participating with rule development efforts, training staff, and performing other specialized work, as assigned.

• One (1) position would be assigned to the Title V program. 
  • Staff may be assigned to process Title V application types such as initial permits, renewals, minor revisions, administrative amendments, closures, and reclassifications. The work would involve managing assigned applications, documenting the basis of the permit, meeting timelines, communicating with applicants, collaborating with Air District staff, and tracking the approval process.
  • Other duties include but are not limited to reporting to government agencies, managing data, tracking program metrics, maintaining documentation, analyzing program data metrics, updating templates, training, contributing to the development of system tools, participating with rule development for Air District’s Title V rule (Regulation 2, Rule 6), and performing other specialized work, as assigned.

This position is not eligible to be fully remote.
