DESCRIPTION 

The City of Thousand Oaks Community Development Department is excited to announce a rewarding career opportunity for a motivated Associate Planner to join our dynamic team! As an Associate Planner, you will play a key role in shaping the community’s future by managing a variety of current and long-range planning projects.  Working under general supervision, you will:   

• Conduct professional Planning work involving land use, zoning, and community development.  

• Review, analyze, and process development applications of moderate to complex scope.  

• Prepare and present staff reports, plans, and recommendations to decision-making bodies. 

• Collaborate with residents, businesses, and stakeholders to promote thoughtful growth. 

• Contribute to long-range plans and projects that align with the City’s General Plan and vision.  

PRIMARY RESPONSIBILITIES 

• Manage and process applications for development projects, including residential, mixed-use, commercial, industrial, and institutional proposals.  

• Facilitate in-person and virtual permit submittals.  

• Respond to phone and email inquiries. 

• Consult and advise property owners, architects, engineers, contractors, and the public regarding applications, City policies, codes, and other plans.   

• Prepare clear and concise technical documents, reports, correspondence and other written materials.  

• Exercise sound independent judgement.  

• Establish and maintain effective working relationships with those encountered in the course of work.   

• Attend and present information to City Council, Planning Commission, Administrative Hearing Officer, and community meetings as assigned.  

• Plans, organizes and conducts research studies and prepares recommendations regarding land use, zoning, urban design, population trends, transportation, housing and environmental needs, updates and analyzes demographic and other data required for the planning function, participates in the review, development or revision of the various of the General Plan, environmental impact reports, plans, ordinance and other policies and procedures.  

• Independently performs responsible and varied professional planning duties.  

• Provide sound recommendations based on detailed analysis and project evaluation.   

The City of Pacifica is currently recruiting for a Permit Technician to join our team. Under general supervision, the incumbent will perform a variety of technical and administrative duties in support of the Community Development Department, including providing information to the public.

ESSENTIAL AND IMPORTANT DUTIES:

• Greet/acknowledge customers who contact the Community Development Department while assessing the nature of issues with appropriate and timely responses.
• Review, process and issue various permits and applications utilizing the City’s permit and project tracking system.
• Provide information concerning various permit and application requirements, codes and inspection procedures to internal and external customers, contractors, design professionals and the public.
• Receive and respond to inquiries from the public, contractors, developers, City employees, and other parties.
• Establish filing systems; maintain records, files, databases, and reference materials; assist with plan/map filing.
• Calculate and collect fees; track applications including researching and resolving billing issues with various parties.
• Prepare a variety of reports, letters, agreements, and other correspondence.
• Prepare and distribute Commission and Committee agenda packets. Attend meetings as needed.
• Post notices and prepare mailings for public hearings on individual properties.
• Schedule building inspections.
• Perform related duties as assigned.

The City of Westlake Village is seeking an enthusiastic Planning Intern who has the ability to develop and maintain positive and on-going relationships and interactions with the public, City staff, and consultants; the ability to complete tasks in a timely manner; and the appropriate skills in managing multiple projects and activities at the same time. ABOUT THE POSITION

About the Opportunity

The City of Millbrae is looking for a full-time Planning Manager based in Millbrae, California.

Reporting to the Community Development Director, you will play a pivotal role in managing planning functions, leading staff, and shaping the city’s land use, housing, and environmental policies.

In this position, you will be primarily responsible for overseeing the Planning Division, managing current and long-range planning activities, supporting the city’s development goals, and representing the department across internal and external stakeholders.

More specifically, your responsibilities include but are not limited to:

• Managing daily operations of the Planning Division and supervising assigned staff
• Developing and implementing division goals, policies, and work plans
• Preparing reports and making presentations to City Council, Planning Commission, and other bodies
• Overseeing planning-related studies, CEQA review, zoning ordinance updates, and design guidelines
• Administering the General Plan, housing programs, subdivision, and sign ordinances

More About You

Education: Graduation from a four-year college or university with major coursework in urban planning, architecture, public administration, housing, or a closely related field. A Master’s degree in a related field may be substituted for one year of required experience.

Experience: At least 5 years of professional experience in urban planning or housing, including 1 year in a supervisory or project lead role.

Licenses: Possession of a valid California Class C Driver’s License and a satisfactory driving record is required. Certification through the American Institute of Certified Planners (AICP) is highly desirable.

Special Requirements: Ability to sit, talk, and hear clearly in person and by telephone; use hands to operate standard office equipment; and reach with hands and arms. Must be able to stand, walk, and perform site inspections on rough terrain and around construction areas. Specific vision requirements include close vision, color vision, and the ability to adjust focus.

Additionally, the following skills and background will be highly valued:

• Knowledge of general and specific plan development, zoning, and design guidelines
• Experience with current and long-range planning, housing policy, and CEQA compliance
• Ability to lead, supervise, train, and evaluate a multidisciplinary team
• Skilled in preparing technical reports, RFQs, and managing consultant contracts
• Familiarity with transit-oriented development and infill mixed-use planning
• Strong understanding of urban design, subdivision, and stormwater regulations (C.3)
• Ability to present clearly to City Council, Planning Commission, and community groups
• Proficiency in planning-related software and permit tracking tools
• Capacity to manage division budgets and coordinate across departments and agencies
• Commitment to applying sustainability and equity principles in the planning process

Experience: 

• Two years of increasingly responsible experience in urban planning in current, comprehensive, housing, or environmental planning.

License or Certificate:

• Possession of, or ability to obtain, an appropriate, valid driver's license.
• Possession of an AICP certification from the American Institute of Certified Planners is highly desirable.
