This is a journey-level classification encompassing specialized technical and administrative support within the Police Department. Incumbents are responsible for the comprehensive maintenance of departmental databases, preparation and assembly of detailed reports, support of recruitment processes, contribution to departmental planning initiatives, and provision of Geographic Information Systems (GIS) expertise. This classification demands independent work and the exercise of sound judgment and initiative. Employees at this level operate with minimal supervision, receiving assistance only for novel or complex situations, and demonstrate a thorough understanding of departmental operating procedures and policies.

• Plan and lead engaging lessons, games, and art projects for preschool-aged children
• Teach basic skills such as colors, shapes, and the alphabet, while helping children develop social skills
• Supervise children during indoor and outdoor play, nap time, and field trips
• Lead circle time, songs, and other fun group activities
• Prepare and serve healthy snacks and lunches
• Assist with toilet training and diaper changes as needed
• Communicate regularly with parents about their child’s progress
• Keep the classroom safe, clean, and organized
• Follow Title 22 California Childcare Licensing regulations and the City’s policies and procedures
• Support children through the stages of development for ages 2 to 5
• Apply basic first aid and follow all health, hygiene, and safety procedures
• Conduct family conferences and student evaluations; assess student skill levels and progress
• Prepare written reports as directed
• Participate in professional growth activities and trainings
• Attend school functions, in-service training, and staff meetings

• Experience working in a preschool or childcare setting (minimum of two years preferred)
• Knowledge of early childhood development, lesson planning, and best practices for children ages 2 to 5
• Creativity, patience, and a genuine love for working with young children
• Strong communication skills and the ability to build positive relationships with children, parents, and coworkers
• High school diploma plus college coursework in early childhood development or a related field
• Minimum of 12 units of coursework in Early Childhood Education required; 24 units preferred
• Ability to maintain CPR and First Aid certification, renewed every two years
• Must pass a City of Belmont background check, including DOJ fingerprint scan and FBI clearance
• Must pass a health screening and TB test

What You’ll Do
The Development Review Technician I/II/Senior performs a wide variety of technical, paraprofessional support, and customer service duties related to building permits and development or planning applications; serves the public at the Community Development Department Permit Center; and performs other related work as required. 

Development Review Technician I - This is the entry level class in the Development Review Technician series that allows the employee to develop journey-level knowledge and skills. Positions in this class typically have little or no directly related work experience. The Development Review Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned. Employees are expected to demonstrate proficiency and advance to the Development Review Technician II classification. Development Review Technician I receives immediate supervision from the Permit Center Supervisor or higher-level department personnel and may receive training and guidance from a Development Review Technician II or Senior Development Review Technician.

Development Review Technician II - This is the journey level class in the Development Review Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. They may assist with training of employees in the Development Review Technician I classifications and perform more difficult and complex duties. The Development Review Technician II receives general supervision from the Permit Center Supervisor or higher-level department personnel and may receive technical and functional lead direction from a Senior Development Review Technician. May provide training and guidance to Development Review Technician I.

Senior Development Review Technician – This is the advanced journey level in the Development Review Technician series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and complex duties and serve as a lead worker to employees in the Development Review Technician I and Development Review Technician II classifications. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility. Senior Development Review Technician receives direction from the Permit Center Supervisor or higher-level department personnel. Serves as a lead worker over Development Review Technicians I/II.

The Senior Development Review Technician is a flexibly staffed classification, and positions are generally filled by advancement from the journey level class of Development Review Technician II through a competitive process, or, when filled from the outside, require prior and advance development review or permit technician work experience.

Depending upon assignment, duties may include, but are not limited to, the following: 

Development Review Technician I/II 

• Assist the public at the Permit Center, provide customer service in person, by phone or by email regarding building and development review submittal/application requirements, including but not limited to applicable fees, plan review, permitting, inspection processes and project status. 
• Screen and review building permit and development review applications for completeness; enter permit data into permitting software database; route plans and specifications to all applicable City departments and/or outside agencies for review, track plan review process 
• Compile building permit and related data as directed, prepare various reports. Review and issue permits for minor applications for conformance with ordinances, applicable state law and department's standards, policies, and guidelines. 
• Calculate various fees, prepare fee estimates and apply fees to permits or other development review billings. 
• Approve and issue over-the-counter permits. 
• Build and maintain positive working relationships with co-workers, other City employees and the public using practical principles of good customer service. 
• Foster an environment that embraces diversity, integrity, trust, and respect. 
• Be an integral team player, which involves flexibility, cooperation, and communication. 
• Perform related duties as assigned.

Senior Development Review Technician 
In addition to the duties listed above, duties may include the following: 

• Plan, prioritize, and review the work of staff assigned to a variety of development review support duties. 
• Assist the general public with questions regarding building and development review/permit requirements. 
• Accept building permit and development review applications, act as lead on complicated plan check input and questions. 
• Participate in evaluating the activities of staff, recommending improvements and modifications. 
• Coordinate and prepare counter coverage and daily/weekly task rotation schedules. 
• Provide and coordinate staff training; work with employees to correct deficiencies. 
• Compile building related data as directed; prepare various reports.

Are you looking for a fun, part-time job where you can stay active, work with kids, and be part of the community? The City of Orinda Parks and Recreation Department is hiring Sports Program Assistants for the upcoming Orinda Youth Sports (OYS) Winter Basketball League!

Season Dates: Saturdays only, January 20 – March 14 (no games Feb. 14)
Shifts: 6 hours (8:00 a.m. – 2:00 p.m. or 8:30 a.m. – 2:30 p.m.)
Pay: $16.50 – $24.50/hour (depending on experience and role)

What You’ll Do

• Help set up and take down basketball equipment

• Supervise the gym and keep things running smoothly

• Run the scoreboard/score clock

• Be a positive role model for young athletes

(And yes—there will be chances for more work in the spring leagues and summer camps!)

About the Opportunity

The City of Millbrae is looking for a full-time Deputy Finance Director based in Millbrae, California.

Reporting to the Finance Director, you will play a pivotal role in managing the day-to-day operations of the Finance Department and supporting citywide financial initiatives.

In this position, you will be primarily responsible for overseeing departmental functions, supervising staff, and supporting the Finance Director in budget development, auditing, and financial planning activities.

More specifically, your responsibilities include but are not limited to:

• Leading or supporting the annual audit and year-end financial close

More About You

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, public administration, or a closely related field.

Experience: At least 5 years of progressively responsible professional experience in accounting, finance, or a related field, including 3+ years in a supervisory or management capacity.

Licenses: Possession of a valid California Driver's License and a satisfactory driving record. A Certified Public Accountant (CPA) license and a Certified Public Finance Officer (CPFO) certificate are highly desirable.

Speak clearly and understandably; operate standard computer programs and financial systems. Ability to work in a standard office environment, travel to various locations within and outside the City of Millbrae to meet program needs, and work additional hours to meet deadlines. When driving on City business, maintenance of a valid California Driver’s License and a satisfactory driving record is required.
