The City of Thousand Oaks is seeking a Senior Purchasing Specialist to join our team!

We are seeking an enthusiastic, service-oriented team player who thrives in a busy, fast-paced environment. As part of the Finance Department’s Purchasing Team, the Senior Purchasing Specialist will perform a variety of functions in supporting the City’s purchasing policies and processes.

• Receives, examines, analyzes, and processes purchase requisitions and purchase orders according to City and department policies and procedures; ensures that information is correct and documentation is complete; corrects errors as necessary
• Reviews formal solicitations such as bids and requests for proposals/qualifications (RFP/Q) and posts formal solicitations on City’s procurement portal
• Reviews and facilitates informal solicitations for departments
• Trains City staff on purchasing policies and processes
• Oversees the maintenance of solicitation records, commodity/sub-commodity lists, and other purchasing and inventory files

This is a seasonal, part-time position for the Parks & Grounds division.

Under the general supervision of a Public Works Streets Supervisor or Parks & Grounds Supervisor, and direction of a Maintenance II lead, incumbents in this classification assist with the cleanup and maintenance of City parks, streets, and satellite facilities including buildings, equipment, bus stops, parking lots, trails, flora and landscapes; and perform related work as required.

THE POSITION:

The City of Hayward is seeking a strategic and collaborative Director of Finance to oversee its centralized financial operations. Reporting directly to the City Manager, this executive role provides leadership in accounting, budgeting, treasury, revenue collection, licensing, purchasing, and data systems. DESCRIPTION
Water Distribution Operators inspect and repair water meters and water service lines; monitor and record meter readings of water consumption levels and assist with related adjustments as needed; collect and transport water samples for lab analysis; conduct bacteriological testing and monitors chlorine levels; coordinate and monitor construction and improvement projects; conduct inventory and order parts; program pump stations; and perform other duties as assigned.

DESCRIPTION

The City of Thousand Oaks is hiring an enthusiastic and motivated part-time Human Resources Assistant (Hourly City Worker) to join our team!   This is a great opportunity for someone who is interested in pursuing a career in the public sector. The Human Resources Assistant  will perform a variety of clerical, office, and administrative support functions to support the Human Resources Department.  

The part-time Human Resources Assistant will be the first point of contact for the department and will interact with a diverse group of internal and external customers. This position requires excellent customer service, problem-solving, attention to detail, and organization skills.  In this position, you will be introduced to different facets of the employee lifecycle from recruitment and onboarding to separation.   

Part-time work schedules are approximately 20-25 hour per week and may not exceed 1,000 hours in a fiscal year (July 1 – June 30).  We offer some flexibility in scheduling to balance other commitments, dependent on department needs. 

PRIMARY RESPONSIBILITIES

• Employee Inquiries and Correspondence - Respond to inquiries in-person, over the phone, via email,  Microsoft Teams, and HR help tickets 

• Administration - Prepare routine periodic reports and administer general office administrative tasks 

• Employee Benefits - Assist with benefits administration and enrollment 

• Data Entry - Assist with data entry for employee record maintenance, such as compliance reporting and safety trainings

Under general supervision of a Police Sergeant, the non-sworn Community Service Aide provides technical police services in crime prevention, crime investigation, and crime response which do not require full police powers and assists police officers in the maintenance of law and order.

CLASS CHACTERISTICS
The Community Service Aide is a journey-level classification, fully competent to independently perform a variety of patrol and special assignment support duties. A Community Service Aide may be assigned to an organizational unit including Community Oriented Policing and Problem Solving (COPPS) and Investigations. This classification has clear guidelines to help with independent decision-making, and supervision is available when unusual or complex situations arise.

EXAMPLES OF DUTIES (illustrative only):

• Receive and transmit calls for service over the police radio.
• Issue vehicle parking and registration citations.
• Mark, arrange tow, and maintain files for abandoned vehicles; cite vehicle/owner for violation after a given period of time of being marked.
• Direct traffic at major injury collisions, chemical spills, malfunctioning traffic signals, and special events.
• Drive a marked police vehicle; transport children to foster care facilities, citizens including stranded motorists, and city staff; deliver messages, property, and evidence as dispatched to court, citizens, or other agencies.
• Interview witnesses or others involved search for, collect, and identify evidence; and write reports for crimes with no suspect, lost and found cases, and non-injury collisions.
• Engage in general patrol observation; report any suspicious activity to dispatch and patrol officers.
• Patrol and enforce animal regulation laws and ordinances, which include receiving and investigating complaints and reports regarding stray, dangerous, unwanted or improperly controlled dogs, livestock and other animals; answering emergency calls and investigating persons bitten and quarantining the animal; and impounding, transporting and giving first aid to animals.
• Verify and certify mechanical violations receiving a citation have been corrected.
• Search files for information to aid in apprehending a criminal, returning lost property, determining the disposition of a vehicle and other problem resolution.
• Assist in the processing of evidence to include crime scene photography, sketching, video, evidence collection, and preservation as well as other duties associated with evidence processing. Assist in routine equipment/vehicle maintenance.
• Assist with clerical functions such as entering data and conducting file searches on the computer and typing filing, and form completion.
• Provide municipal code updates and additions for best practices and law changes.
• Coordinate training of both current employees (CPT) and new employees (FTO).
• Testify in court.
• Inspect and clean the holding facilities and radio-equipped vehicles in order to maintain health/safety standards.
• Search and/or obtain specimens from same-sex prisoners.
• Performs related work as required.

Community Oriented Policing and Problem Solving (COPPS):

• Perform community outreach.
• Assist, participate, and support community events (e.g., Shop with a Cop Coffee with Cops, National Night Out, Summer Sandlot etc.).
• Assist with the neighborhood watch program/meetings.
• Assist with COPPS unit projects.
• Liaison with Youth and Family Services (YFS).
• Performs related work in COPPS as required.

Investigations:

• Ensure registration of habitual sex and narcotic offenders are complete and organized.
• Attend a basic POST approved Crime Scene Investigation course and other applicable, advanced trainings.
• Assist with the collection and preservation of evidence to include taking crime scene photographs, searching and dusting for latent fingerprints, crime scene diagrams, laser scanning of crime scenes, and attending autopsies. Arrange for proper identification of evidence.
• Assist Detectives with basic investigative follow-up (e.g. no identified suspect fingerprint results, gather surveillance footage, etc.)
• Performs related work in Investigations as required.

The City of Newark is seeking an experienced, detail-oriented, and highly professional City Clerk to lead and manage the operations of the City Clerk’s Office. This key leadership position is responsible for maintaining the integrity of the City’s official records, ensuring transparency in local government, and safeguarding public information.

The City Clerk oversees the preparation and maintenance of City Council agendas and minutes, directs municipal elections, administers the City’s Records Management Program, and serves as the Filing Officer for the Fair Political Practices Commission. The role also includes managing ordinances and municipal codes, providing complex administrative support to the City Council, City Manager, and Assistant City Manager, and supervising administrative and clerical staff.

This position requires exceptional leadership, judgment, discretion, and organizational skills, as well as extensive knowledge of municipal governance, public policy, and the role of an elected City Council. The City Clerk must work with professionalism, tact, and diplomacy when interacting with elected officials, staff, agencies, and the public. Key responsibilities include:

• Managing official and confidential records in compliance with federal, state, and local laws.

• Overseeing staff, budgets, and office operations.

• Preparing and editing reports, ordinances, and resolutions.

• Ensuring compliance with the California Public Records Act, Government and Elections Codes, Ralph M. Brown Act, Political Reform Act, and related regulations.

• Applying strong communication, organizational, and supervisory skills in a high-demand, public service-oriented setting.

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in Public Administration, Business Administration, Public Policy, Industrial Relations, Psychology, or a closely related field, and five (5) years of municipal government experience with a minimum of two (2) years in a City Clerk’s office, and two (2) years of supervisory experience.

License and Certificate:

• Certification as a Certified Municipal Clerk (CMC) is desirable. 

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations. 

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of one year of dispatch work; two years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net).  Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills. 

SPECIAL EMPLOYMENT INFORMATION

This is a one-year, limited-term assignment, with the possibility of extension based on budget, departmental needs and approval. The position will require a minimum of 24.5 hours and up to a maximum of 39.5 hours per week. The work schedule may include nights, weekends, and holidays. Shift schedules are reviewed every four months and are subject to change.

• Associates Degree or 60 college semester units in a related field from an accredited college, supplemented by one year of experience in code enforcement.  Experience may be substituted for education on a year for year basis up to a maximum of one year.
• Documented code enforcement related training from a recognized code enforcement association in the State of California, which includes training in the areas of property management and landlord tenant issues.
• Bilingual skills are highly desirable. 

Under general supervision of the Chief Building Official, the Building Permit Technician performs technical, paraprofessional support, customer service, and clerical work supporting the operations involved with the issuance and coordination of the building inspection and permits process.

CLASS CHARACTERISITICS:

The incumbent will usually serve the public at the front counter and provide information regarding permits and building code requirements.  The nature of the tasks requires good public relations skills and the ability to handle customers with tact and good judgment.  The position will perform routine and complex tasks associated with the receipt, review and tracking of building permit applications through the permit process to ensure the efficiency and compliance to department policies and procedures.  May receive functional or technical supervision from department staff.  May exercise functional or technical supervision over other clerical positions.
