Under general supervision, performs a variety of complex technical duties in support of the development review process, including planning, zoning, plan review, building inspection, plan intake and screening, permit issuance, and code enforcement; provides information to the public at a counter or over the telephone; supports regulation and control of design, construction, and quality of materials, use and occupancy, location, and maintenance of all buildings and structures within the Town’s jurisdiction; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management personnel.  Exercises no direct supervision over staff.   

This is the advanced-level classification in the Building and Planning Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

• Conducts building, land use, and engineering permit processing; reviews permit applications, plans, specifications, and supporting documents for completeness and compliance with legal standards and Town requirements; calculates permit fees; prepares bills, collects fees, and issues receipts; issues building, plumbing, mechanical, and electrical permits following established guidelines.
• Receives documents and completes planning and building review approval process on plot and site plans to ensure code compliance; resolves complex issues of compliance; reviews and approves plans and accompanying documents on over-the-counter permits for assigned projects; processes construction plans for commercial and residential projects; files or routes information to appropriate Town departments. 
• Applies departmental policies and procedures in determining completeness of applications, records, and reports; provides information and forms to the public; processes appropriate information. 

• Trains employees in work principles, practices, methods, policies, procedures, and applicable federal, state, and local laws, rules, and regulations.

• Assists staff with the resolution of situations that arise in contact with homeowners, builders, architects, and contractors regarding the interpretation or coordination of the department's work.

• Provides appropriate information regarding zoning, subdivision plans, and building ordinances, procedures, and requirements to the public including homeowners, developers, contractors, engineers, and architects, in person and over the counter and telephone; assists the public in the permit application process, coordinating and scheduling inspections, and other developmental processes; notifies applicants when plans or permits are ready for delivery or issuance; provides status updates. 
• Processes bond refunds and tracks deposit accounts and bonds issued for Building and Planning Department permitted projects. 
• Checks status of State contractors’ licenses, business licenses, and verification of worker’s compensation insurance.
• Tracks time limitations and constraints on construction projects; prepares standard periodic and special reports as required; researches files regarding prior actions, decisions, development activities, and other information related to the property under review.
• Provides staff support for internal and external meetings including preparing, posting, and distributing public hearing notices, agendas, and informational packets, preparing staff reports, coordinating meeting logistics and room set-up, attending meetings, taking and transcribing minutes, and processing action items; prepares and posts public and legal noticing related to board, committee, and commission actions.
• Stays current on changing code, laws, manufacturers, and material requirements. 
• Communicates orally, in writing with colleagues, managers, employees, the public, and representatives of various organizations. 
• Performs related duties as assigned.

The Town of San Anselmo is seeking applications for the full-time position of Senior Building Inspector in the Public Works and Building Department.  It is an exciting opportunity to work in a broad range of areas, to help shape the future of the Town.

The Department of Public Works maintains the Town’s infrastructure to support the community. With a staff of 15, the department is responsible for the operation and maintenance of the following public facilities: roads, parks, buildings, parking, equipment, and vehicle fleet. THE POSITION

Typical duties of the Senior Building Inspector position include, but are not limited to:

• Make field inspections of buildings and public works permits to ensure compliance with approved plans, specifications, and applicable building, electrical, plumbing, and mechanical codes, statutes, and regulations of the Town, county, state and federal agencies.
• Review, approve and issue permits for construction work.
• Check plans and specifications for completeness, accuracy, and compliance with codes and ordinances.
• Investigate code violations and complaints.
• Conduct residential resale inspections, prepare and issue reports upon the sale of all residential property.
• Perform re-inspections and follow-up as necessary to gain compliance.
• Provide information and guidance to the public regarding codes, ordinances, and the permitting process.
• Provide technical information and interpretations regarding codes, ordinances and compliance methods to contractors, builders, designers, and the general public.
• Resolve difficult and complex code interpretation, enforcement, and inspection problems, issues, and conflicts.
• Prepare and maintain accurate records, reports, and files.
• Write clear and concise letters as needed.
• Provide staff assistance to the public at the department’s service counter as needed.

 Minimum Qualifications (Knowledge and Abilities):

• Knowledge of state and local building, electrical, plumbing, mechanical, energy, accessibility, and fire codes and local building, fire and zoning ordinances.
• Principles and techniques of building construction, building materials and accepted safety standards; Principles and techniques of building inspection.
• Ability to read, analyze and interpret building plans and specifications; understand, interpret and apply codes, ordinances, and regulations; communicate clearly and concisely in English, both orally and in writing.
• Use windows-based computer programs such as MS Word and Excel.
• Operate a car and pickup truck safely, back vehicle a long distance, and steer through narrow roadways and hillsides.

Experience and Training:

• Five years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which two (2) years must be at full journey level.
• Three years of experience as a building inspector or related field involving inspection or code enforcement.
• Graduation from high school or equivalent to the completion of 12th grade – college training in the field of civil engineering, architecture, or building technology may be substituted for equivalent year of work experience. Associated of Arts degree preferred.
• Possession of, or ability to obtain within 3 months, a valid California driver’s license
• Possession of, or ability to obtain within 6 months, certification, through the International Code Council, as a California Residential Building Inspector- J1 and California Commercial Building Inspector- I1

Special Requirements/Physical Demands:

• On-site field inspections and office work require a moderate amount of physical agility. Intermittently walk, stand, twist, squat, kneel, climb, and bend both in the office and in the field.
• On a continuous basis, sit at a desk or stand at a counter to answer questions of the public.  Write by long hand and use a computer keyboard to communicate through written means.
• Frequently lift or carry a weight of up to 10 pounds and occasionally up to 50 pounds.
• The nature of the work requires the individual to climb 30’ to 40’ ladders or scaffolding to reach high areas such as roofs, balance on narrow walkways or steep-pitched roofs, crawl through narrow openings and in confined spaces.
• During inspections, the individual may be required to walk on uneven surfaces. Work will require exposure to intermittent uncomfortable working conditions such as dust, noise, and extreme cold or heat. Inspections are done out-of-doors year-round.

An Associate's degree or 60 semester units or 90 quarter units in engineering technology, architecture, construction management or related field; AND
Four years of professional, full-time experience as a building inspector with a public agency, OR

Four years of professional, full-time experience as a building inspector with a public agency and two years as a licensed general contractor.

Licenses/Certificates:

The City of Sausalito is seeking candidates who have a passion for planning and building, love people, and are avid learners to fill one full-time Permit Technician position to serve the Planning and Building Divisions in the Community Development Department.

Sausalito employees in this unit work four nine-hour days, Monday - Thursday for 36 hours a week.

The successful candidate will work seamlessly supporting the Planning team, Code Enforcement, the Building Inspector, and Chief Building Official in processing permit applications and in providing public counter services for both the planning and building divisions of the Community Development Department. 

The Building and Planning Permit Technician processes permits, issues over the counter permits, collects fees, advises the public, routes and collects plans to and from appropriate departments or consultants, reviews basic drawings and plans and permit packages for completeness, and performs related administrative/general office support and other duties as assigned to support both the building and planning divisions of the community development department. The class title for this position is Permit Technician.

Distinguishing Characteristics

The Principal Development Services Inspector classification is a single position classification allocated to the Development Services Division of the Department of Planning and Development.

The Principle Development Services Inspector is distinguished from the Senior Building Inspector and Supervising Construction Inspector in that the Principal Development Services Inspector is assigned continuing full supervisory responsibilities over the Senior Building Inspector and Supervising Construction Inspector, professional, technical and support staff; coordinates the activities of inspection operations across the Building, Land Development Engineering and Fire Marshal sections of the Development Services Division; whereas the Senior Building Inspector is responsible to supervise a phase of the inspection program and to perform the more difficult or more specialized inspections. The Supervising Construction Inspector is responsible for a major segment of a program area of construction projects and for supervising staff.
