THE CITY

THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department’s mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.

The Recreation Division operates with a $4.93 million budget and 18 FTE. The Recreation Division includes 3 community centers, one cultural center, an aquatics center, two community gardens, 3 ballfields, a multi-use turf field, 3 community parks, 11 neighborhood parks, 6 pocket parks, and 5 special use parks. The Recreation Division is responsible for developing innovative, diverse, and community-centered programs and services at the City’s park and recreation facilities.

The Albert J. Boro Community Center and Pickleweed Community Park are important facilities managed by the Recreation Division. The Albert J. Boro Community Center and Pickleweed Park are located in the heart of the Canal neighborhood, a vibrant and diverse area that has traditionally been marked by socio-economic disparities compared to the rest of San Rafael. The facility is heavily utilized and is an important resource for a predominantly Spanish-speaking community. Programming of the facility is supported by the City Council-appointed Pickleweed Advisory Committee.

The Community Center is co-located with the Pickleweed Library and is a successful example of joint and collaborative use between the City’s Library and Recreation Divisions. The Pickleweed Library is scheduled for major renovation starting in Fall 2025, with select library programs relocating into the Community Center. Pickleweed Park is currently wrapping up another major renovation, which included converting two full-size soccer fields to all-weather turf, and adding new amenities, including a basketball court, fitness equipment, play area, and gazebo. The park is expected to be fully re-opened in late July.

IDEAL CANDIDATE

The Recreation Supervisor will oversee the Albert J. Boro Community Center and Pickleweed Park, serving as a key leader in enhancing recreational services for the surrounding community.

The ideal candidate for the Recreation Supervisor position will be a dynamic and service-oriented leader with a strong background in recreation programs and services, staff supervision, and community engagement. They will have demonstrated experience in planning, organizing, and overseeing recreation programs and services that align with the diverse needs of the community. A successful candidate will be skilled in fostering a collaborative and inclusive work environment, managing and mentoring staff, and implementing innovative programs that enhance recreation services.

This individual will be an effective communicator and problem solver, adept at engaging with community stakeholders, fairly and transparently balancing the needs of diverse user groups and ensuring that programs and services meet the needs of a multilingual community. Experience with City Boards, Commissions, and Committees; diverse program offerings (multilingual and older adult programming, rentals, gymnasiums, etc.); and multiuse sports fields are a plus.

Additionally, the ideal candidate will have experience in budget management, cost recovery strategies, and policy implementation to support recreation programs and services. The Environmental Services Department (ESD) is a national leader in pollution prevention, watershed protection, utility services, and climate action. With nearly 582 employees, ESD serves over 1 million residents and thousands of businesses in San José. ESD’s mission is to deliver world-class utility services and programs that enhance health, the environment, and the economy. This mission is executed through the following divisions:

Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.

• Experience: Seven (7) years of increasingly responsible experience in business management and/or administration, operations, or maintenance is required.

• Experience managing a work unit equivalent to a major division within a public agency is preferred.

The Administrative Analyst I position is the entry level class which allows the incumbent in this position to perform a variety of professional, administrative and analytical tasks of a technical nature; conduct various studies and research projects and may have programmatic responsibilities depending upon assignment; and perform related work as assigned by Department or Division Manager.

This position will be assigned to the Engineering Division and will receive direct supervision from the Public Works Director, or designee. This position may exercise direct supervision over subordinate clerical personnel as assigned.

The ideal candidate is a self-motivated, customer service-oriented team player with experience in local government engineering operations. They will have demonstrated experience in developing and managing the full lifecycle of the bi-annual Capital Improvement Plan (CIP) from initial draft to final publication. Preferred qualifications include experience preparing and compiling a variety of reports for City Council approval, coordinating with executives on responses, meetings, and funding matters, and preparing complex project invoices that require reimbursement.

Additionally, the Administrative Analyst I may be responsible for writing City Council staff reports and preparing PowerPoint presentations. The ideal candidate will also have experience managing the property damage recovery process, coordinating and writing articles for community newsletters, preparing professional service agreements, and managing various municipal programs.

Duties may include but are not limited to the following:

• Participates in the establishment and maintenance of financial records, administrative processes, administrative systems and public service functions.
• Prepares and submits regular reports related to assigned functions.

• In the absence of the City Clerk, functions as the City Clerk, attends City Council meetings and perform all of the duties of holding a public meeting, including facilitating public comment, calling roll for Council votes, etc.
• Ensures adherence to established Council meeting procedures and rules; processes Council actions in the form of resolutions and ordinances; performs research, data gathering and analysis for written reports to the City Clerk.
• Prepares Council Chambers or other rooms for meetings.
• Generates Action Agendas and finalizes official minutes. • Processes and responds to Public Records Act (PRA) requests.

Deputy City Clerk I: Equivalent to AA degree and three years of progressively responsible experience using state of the art technology in a local government agency, preferably in a City Clerk’s Office.

Deputy City Clerk II: in addition to the requirements for the Deputy City Clerk I, this level requires at least 4 years of experience as a Deputy City Clerk I or demonstrated ability to successfully complete the essential duties and responsibilities at the full journey level with a high degree of autonomy. Bachelor’s Degree preferred. Certified Municipal Clerk designation preferred. 

Both levels: Commission as a Notary Public in the State of California within six months of appointment

This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the City. It is anticipated that a key responsibility of the Deputy City Attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also providing legal advice to other client departments.
• Reviews staff reports.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments
• Represents the City at various Brown Act meetings and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative or mediations proceedings.  Examples of routine matters include representing the Police Department in Pitchess motions and gun violence retraining orders. 
• Manages claims and litigation with support from the other attorneys in the office.

EDUCATION and/or EXPERIENCE:
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
 

Deputy City Attorney I:

• Juris Doctor degree from an accredited law school.
• No previous municipal legal experience is necessary.
• Active membership in the State Bar of California.
• Possess and maintain a valid California Driver's License.

Deputy City Attorney II:

• Juris Doctor degree from an accredited law school.
• Two (2) years of progressively responsible legal practice in municipal law and any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities representing a public agency.
• Active membership in the State Bar of California.
• Possess and maintain a valid California Driver's License.

BENEFITS

This position is a regular position of the City’s Unrepresented Mid-Management group and is eligible to receive benefits including but not limited to:

• MEDICAL | City group health coverage, with the City paying a fixed dollar amount toward the cost of the monthly insurance premium. Employee only: $950.00; Employee plus one: $1,900.00; Family: $2,400.00
• DENTAL AND VISION | Premium fully paid for employee plus eligible dependents.
• VACATION LEAVE | 15 days annually, increases after 5 years of service
• SICK LEAVE | 12 days annually
• ADMINISTRATIVE LEAVE | 10 days each calendar year, prorated if hired after the first of the year
• HOLIDAYS | 12 paid City holidays plus 1 floating holiday per year
• BEREAVEMENT LEAVE | Up to 5 days paid leave
• END OF LIFE CARE LEAVE | Up to 80 hours paid leave
• PAID PARENTAL LEAVE (if eligible) | Up to 300 hours paid leave. Unrepresented Mid-Management employees also contribute to State Disability Insurance (SDI)
• LIFE INSURANCE & AD&D | $300,000
• LONG TERM DISABILITY | 66.67% of salary, up to $7,500 per month
• RETIREMENT | Enrollment in the Marin County Retirement System (MCERA) pension plan, a defined benefit retirement program
  • Tier 2 - hired on or after 7/1/2011: 2% @ 55, Average of 3 highest years
  • Tier 3 PEPRA - hired on or after 1/1/2013: 2% @ 62, Average of 3 highest years
• DEFERRED COMPENSATION | City will contribute one percent (1.06%) of base pay into a City-provided deferred compensation plan
• GYM MEMBERSHIP REIMBURSEMENT | Up to $198 per year
• BILINGUAL PAY (if eligible) | Up to $250 per month

The City of Orinda - an exceptional place to live, work, and thrive - is seeking a motivated and civic-minded Communications Intern to support our public outreach and digital engagement efforts.  This temporary, part-time internship offers hands-on experience in municipal communications, ideal for college students or recent graduates interested in public service, media, or community engagement.

About the Role:

Reporting to the Senior Management Analyst, the Communications Intern will contribute to a wide range of public information and outreach activities.  The ideal candidate is enthusiastic, responsible, detail oriented, and able to work both independently and collaboratively.  You will help craft digital content, support public engagement campaigns, and represent the City in a professional and tactful manner.

The position offers flexible part-time hours of up to 15-20 hours per week, with occasional evening or weekend hours required for community events.  Compensation is on an hourly basis for actual hours worked.

Key Responsibilities include:

• Create and edit content for the City's website, social media platforms (Facebook, Instagram, and Nextdoor), newsletters, flyers, and press materials.
• Capture and document City events and programs through photography, video, and interviews.
• Assist with the scheduling and management of social media content.
• Support updates to the City's website and weekly e-newsletters.
• Participate in community outreach events, help at public meetings, and collect community feedback.
• Research and design basic visual materials for presentations and public campaigns.
• Track engagement analytics across digital platforms and compile reports to guide communication strategies.
• Conducts basic office functions such as data entry and file management.

Required Qualifications:

• Enrollment in or recent completion of a degree in communications, journalism, public relations, graphic design, public administration or a closely related field.
• Proficiency in Canva, Microsoft Office, and social media platforms.

• Ability to work in a standard office environment including ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 20 lbs.
• Ability to pass a comprehensive background check and a pre-employment drug screen.
• Possession of, or ability to obtain, a valid California driver's license.

Preferred Qualifications:

• Flexible and adaptable with the ability to learn quickly while maintaining high quality work.
• Experience working in a collaborative, fast-paced environment.
• Understanding of basic public communications, social media, and/or media relations.
• Strong communication (written and oral), research, and organizational skills.
• Competency in basic computer programs/applications such as Microsoft Office, Google Drive, and design tools such as Canva or Adobe Creative Suite
