SUMMARY DESCRIPTION

DISTINGUISHING CHARACTERISTICS

A paraprofessional classification requiring administrative, analytical, and specialized technical skills to perform semi-complex municipal planning duties. The role is distinguished from lower classifications by its scope of work and requirements for specialized training and technical proficiency in planning. This classification performs recurring tasks and solves problems independently under general supervision from the department director or assigned supervisor, and does not exercise supervision over staff.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Perform a wide range of administrative, operational, and technical tasks supporting planning programs and functions.
• Process, review, and evaluate plans, required planning documents and construction plans for completeness, consistency, and regulatory compliance.
• Administer zoning, land use, subdivision, and environmental regulations; provide recommendations on project issues, and assist applicants to ensure all requirements are met within established time frames.
• Interact with the public, and internal and external stakeholders;  serve as liaison to City staff, applicants, developers, consultants, and external organizations and agencies regarding City codes, policies, processes, and requirements.
• Conduct site visits; investigate zoning issues and complaints; advise property owners, developers, and the public on relevant City ordinances and regulations.
• Prepare reports and make public presentations to the Planning Commission, City Council, and other public groups.
• Conduct specialized planning studies, research, and analysis for current and long-range planning issues, including environmental evaluations and General Plan updates.
• Develop ordinances, resolutions, and regulations related to planning matters.
• Oversee and coordinate the current planning process including project scheduling for Historic Design Review Committee and Planning Commission, and project review with other staff.
• Maintain accurate and up-to-date planning records and data.
• Perform other related duties as assigned.

The City of Lincoln is hiring an Office Assistant II in the Recreation Department.

 

DEFINITION:

DISTINGUISHING CHARACTERISTICS:

The Office Assistant II is the full working level position in the office support series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of office and administrative support duties including lead responsibilities over Office Assistants I, organization and coordination of work load, maintenance of a calendar and scheduling appointments, preparation of reports, agenda materials, resolutions and ordinances. This classification is distinguished from the next lower classification of Office Assistant I by the greater complexity of assignments and higher degree of independent action.

 

SUPERVISION RECEIVED/EXERCISED:

Receives general supervision from administrative and/or management staff. May exercise functional and technical supervision.

 

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Performs the duties assigned to classes in the Office Assistant series including organizing and coordinating work; sets priorities and meets deadlines; performs a variety of office administrative tasks such as purchasing requisitions, ordering materials and supplies, monitoring supply budgets, and keeping current reference materials and files.
• Types drafts and a wide variety of finished documents from recording devices, notes, brief written or oral instructions; compiles and maintains records and prepares reports; prepares agenda materials, draft reports, resolutions and ordinances; inputs, retrieves and references various computer data management systems such as financial and/or budget systems; attends meetings and records and transcribes minutes.
• Performs specialized and/or confidential records maintenance and retention functions; scans and enters documents to database; maintains and retrieves records and documents; posts and distributes public notices; assists with the compilation of various city agenda packets.
• Makes appointments and maintains a calendar; maintains tickler file; schedules and arranges meetings and makes travel arrangements; organizes meetings by notifying participants, making room arrangements, and preparing required informational materials; sorts and distributes mail received by departmental staff.
• Provides follow-up and research information on inquiries and problems which require knowledge of services and programs of the City; resolves problems and responds to special assignments which require interdepartmental or staff communications; responds to questions and concerns from the general public; provides information as is appropriate and resolves complaints.
• Receives and processes fees, enrollment charges, fines or other money; prepares receipts and balances money received; prepares rental agreements and reviews for completeness.
• Maintains petty cash, daily cash and daily revenue records; performs a variety of general accounting operations including, receivables and bank deposits; processes purchase orders and checks incoming orders.
• Maintains office equipment and facilities; requests and follows up on building maintenance and custodial services; operates and performs routine preventative maintenance on office machines including data/word processors, copiers, field dispatch equipment etc.
• Receives incoming telephone and may receive voice radio calls; secures and records information and uses radio to dispatch necessary City services.
• Demonstrates understanding of applicable policies, procedures and work methods associated with assigned duties.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

PUBLIC SAFETY RESERVE DISPATCHER, Part-Time

SUMMARY DESCRIPTION

To operate a computer aided dispatch (CAD) and radio system, receiving calls and dispatching public safety equipment and personnel, and maintaining public safety records and reports.

DISTINGUISHING CHARACTERISTICS

Serves as a relief Public Safety Dispatcher. The Reserve Dispatcher performs the routine tasks and duties assigned to Public Safety Dispatchers working on-call and subject to various shifts and workday assignments including nights, weekends and holidays.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from sworn or other supervisory personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

·         Receive emergency and non-emergency telephone calls from the public and other jurisdictions.

·         Dispatch police personnel and equipment in response to such calls; transfer fire and medical                communications to appropriate agencies.

·         Relay emergency and non-emergency information to public safety personnel in the field.

·         Relay information to other agencies as required; search and relay warrant information.

·         Monitor multiple radio frequencies; maintain status of public works units, as necessary.

·         Maintain accurate record of location and status of public safety units.

·         Monitor security cameras and monitors for the various city facilities.

Experience:

EXAMINATION PROCESS 

Those applicants who meet the employment qualifications will be contacted via email regarding next steps in the recruitment process, a comprehensive multitasking test that assesses memory recall, map reading, spelling, sentence clarity, reading comprehension and data entry. BENEFITS

All of these positions are temporary/part time. Temporary employees work no more than 130 hours per month AND 960 hours in a Fiscal Year.

The pay cycle is bi-weekly.  Except for worker's compensation coverage and sick leave accrual, no other benefits are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

Application Integrator I

This classification is distinguished from the next higher classification of Senior Application Integrator in that the latter is an advanced journey level, performs the most complex assignments, and may have lead responsibilities.

Senior Application Integrator

The Senior Application Integrator is the advanced journey level and/or lead class responsible for a wide variety of complex database and application projects. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, and by the amount of time spent performing the duties.

 

SUPERVISION RECEIVED/EXERCISED:

Application Integrator I

Receives direct supervision from the Chief Innovation and Technology Officer. Incumbents of this class do not routinely exercise supervision.

Application Integrator II

Receives supervision from the Chief Innovation and Technology Officer. Incumbents of this class do not routinely exercise supervision.

Senior Application Integrator

Receives general direction from the Chief Innovation and Technology Officer or his/her designee. May exercise technical and functional supervision over assigned staff.

 

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Perform complex work related to database management and administration, including designing, configuring, and implementing databases infrastructure architecture, backup and recovery planning implementation, integrations, overseeing disk capacity of server and database infrastructure, and monitoring performance of assigned databases and servers; modifying and upgrading existing databases; coordinating, developing, and performing data export and import routines between applications; and creating and modifying query language scripts.
• Perform complex work related to application development, configuration, integration and administration, including designing, developing, overseeing, and implementing application and integration architecture; backup and recovery planning; and implementation, integration, performance monitoring, data analysis, modifying and upgrading existing solutions, creating and modifying applications utilizing programming languages including but not limited to HTML, JavaScript, PowerShell, JSON, SQL, and Python.
• Coordinates and monitors information technology operational systems for the City, including analyzing, diagnosing, maintaining, and troubleshooting assigned system areas, such as applications, operating systems, and database systems.
• Researches available technologies; assists in the development and administration of Requests for Proposal to acquire applicable departmental programs or systems from vendors in order to meet the identified needs; performs cost/benefit analyses of said systems; manages and executes installation upgrades and system patches; tracks problems and requests for system enhancement and equipment upgrades; identifies and recommends solutions related to the assigned program; and resolves problems as they occur.
• Assists with and performs installation of new and existing software, complex configuration duties, and related data migration, conversion, maintenance, and extraction work; performs modifications, testing, and implementation of vendor software; develops, coordinates, and implements plans to test business and functional processes during system development and quality assurance; participates in the design of all required system interfaces and reviews and monitors vendors’ work.
• Serves as a trainer for staff regarding new procedures and software applications; demonstrates the software application systems; prepares written procedures and training materials for staff; provides support for specific department applications; tests programs and applications from users’ perspective.
• Conducts systems analyses; develops business and technical requirements; designs functional and technical specifications, writes source code, and tests applications.
• Assists in the planning and coordination of migrations from legacy systems and the implementation of ongoing maintenance of new computer systems.
• Lead and manage complex projects involving multiple City departments.
• Acts as a technical resource for City staff; identifies and suggests alternatives and recommends process changes through information systems; assists in identifying potential required changes to business processes and/or procedures.
• Participates in defining requirements, development, design, and validation of new automated computer systems.
• Develops and runs custom reports using a variety of report applications and systems.
• Designs, writes, tests, and documents a variety of computer programs/report-writers using applicable programming languages.
• Prepares and maintains documentation and instruction; maintains and updates manuals, codebooks, templates, web pages, and related documents; follows recommended protocols and procedures.
• Creates and maintains users, user permissions, system privileges, passwords and other administrative tasks for assigned systems; monitors, logs, and files for evidence of problems and system issues; performs necessary backup/recovery activities at scheduled times.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in keeping records and preparing reports using a computer keyboard.  Additionally, the position requires near and far vision in reading written reports and work-related documents and acute hearing is required when providing phone and personal service.  The nature of the work may require the incumbent to lift equipment and materials weighing up to 25 pounds or more.

Analyze requirements and procedures to determine the technical database requirements of applications analysts and users; effectively work with City employees from multiple departments, contract employees, and outside vendors to complete information technology projects; conduct analyses of alternatives; develop and review a technical support plan; write computer programs in accordance with established standards and practices; maintain and update highly technical and complex manuals, codebooks, and computer control tables; prepare and maintain documentation for systems procedures, such as network applications, troubleshooting, backup, and recovery procedures; develop standards and procedures to be used by other to efficiently utilize database facilities; analyze users’ requests and needs, and apply appropriate guidelines and resources to resolve them; provide technical expertise and knowledge in design, implementation, and maintenance of database management systems; optimize existing data access and availability; troubleshoot and accurately diagnose a wide variety of software, hardware, and LAN problems; design and program a variety of database and specialized software utilizing standard programming languages; communicate effectively and explain software usage to computer users of all skill levels; train and instruct others in application and database procedures; respond appropriately, effectively, and promptly to the needs of internal and external customers using principles of good customer service.

THE POSITION
To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.

The purpose of this recruitment is to hire a Temporary / Part-Time position. Applicants who do not meet the minimum qualifications for the Facility Maintenance Worker I position may be considered for employment as an Intern. Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE
This position will perform semi-skilled tasks in a variety of light construction and maintenance activities. The Ideal Candidate will be customer-friendly and be a solutions-oriented professional who is flexible in dealing with shifting priorities, have good time management skills, and possess the ability to work effectively in the absence of supervision.

ESSENTIAL JOB FUNCTIONS
Maintain and repair City buildings, equipment and facilities by performing a variety of semiskilled carpentry, plumbing,  painting, heating/air conditioning, mechanical repair and electrical work as necessary. Inspect City buildings to locate conditions indicating the need for repairs and maintenance; assist in establishing and implementing preventative maintenance programs. Operate and maintain a variety of heavy tools and equipment, including small power and hand tools. Work cooperatively with others. Regular and consistent attendance.

OTHER JOB FUNCTIONS
Remodel and repair a variety of building components such as counters, tables, desks, bookshelves, cabinets, partitions, walls, windows and doors; boilers, water pumps, exhaust fans, compressors, and other water and sewage system plumbing as required. Perform electrical work such as wiring and rewiring; replace switches, ballast and receptacles as required. Prepare simple activity and related reports; maintain inventory and work records as required. Requisition supplies and materials. Perform general janitorial duties as needed. Perform other facility maintenance duties as assigned.

Education:
High School Diploma or equivalent.
Experience:
Six (6) months of work experience in carpentry, electrical and maintenance work is desirable.
License and Certificate:
Possession of a valid California Driver’s License required upon hire.
