General

The Claims Specialist will report to the Insurance and Claims Administrator and will assist with liability claims and insurance program for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA) and the San Mateo County Express Lanes Joint Powers Authority (SMCELJPA). 

• Claims Processing and Management: Responsible for the processing of third-party personal injury and property damage claims against the District, ensuring thorough documentation, and adherence to both legal requirements and the District’s claims handling procedures. 

• Technical and Administrative Support: Provide essential technical and administrative assistance to the District’s third-party adjusting firm and internal and external legal partners facilitating efficient claim adjustments and resolutions. 

• Insurance Program Support: Assist in the administration and documentation of the District's annual insurance program, contributing to the enhancement and modernization of insurance processes. 

• Process Improvement and Modernization: Support the Insurance and Claims Administrator in identifying and implementing process improvements and modernization initiatives, aiming to increase efficiency and effectiveness in claims handling and insurance management. 

• Documentation and Reporting: Aid in the documentation and tracking of claims, assessing budget impacts, and preparing comprehensive reports for internal and external stakeholders. 

Examples of Essential Duties:

• Claims and Lawsuits Management: Refer claims and lawsuits to the District’s outside third-party claims adjusting firm, ensuring proper handling and follow-up and provide support in discovery and litigation activities. 

• Consumer Complaint Processing: Address and process consumer complaints asserting injury or damage, ensuring timely and appropriate responses. 

• Records Maintenance: Maintain accurate and up-to-date records of claims and lawsuits against the District, ensuring compliance with legal and regulatory requirements. 

• Invoice Processing: Responsible for processing of invoices related to claims and insurance operations, ensuring financial accuracy and accountability. 

• Subrogation Assistance: Assist with third-party subrogation processes, ensuring the District recovers costs effectively from other parties when applicable. 

• Insurance Documentation Support: Compile supporting documentation necessary for the annual insurance program applications, facilitating thorough and compliant submissions. 

• Records Management: Perform records destruction in accordance with the District’s guidelines, ensuring that all actions comply with legal standards for document retention and destruction. 

• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents. 

• Perform other duties as assigned. 

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, full time work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• AA degree in Business Administration, Accounting, Finance, Statistics, or another directly related field

• Three (3) years of experience in the field of insurance, personal injury claims, or risk management

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the City’s parks, playgrounds, sports fields, and other landscaping and performs a wide range of tasks in order to care for City parks and open spaces. Position Summary

Under general direction of the Secretary of the District, performs complex and highly analytical work for the Secretary of the District, members of the Board of Directors and associated committees.   Departmental lead on government tort claims, legal documents and communications and participating in complex, sensitive, and detailed analytical work in the areas of budgets, historical preservation and economic, regulatory and administrative policy. Provides internal customer service by assisting managers and executive level staff in complex analysis.  This position requires a high degree of accuracy, discretion, confidentiality, excellent communication skills, and robust customer service skills. 
 

Essential Responsibilities

• Serves as the primary analytical support to the District Secretary;
• Interprets meeting proceedings and prepares draft meeting minutes, with minimal oversight and as assigned, may attend meetings in the absence of the District Secretary;
• Performs legal functions of the office and guidance to office staff in the absence of the District Secretary;
• Performs a wide variety of complex legal analysis, research and briefings about claims for the District, Bridge, Bus and Ferry Divisions, and works with legal counsel in the areas such as government tort claims, subpoenas, Brady requests, small claims and lawsuits;
• Provides a wide variety of complex, confidential analytical duties in support of the District Secretary, Board of Directors, and standing Board committees;
• Independently composes, researches, compiles, summarizes, and prepares a variety of complex correspondence, reports and documents; reviews finished materials for completeness and accuracy; ensures documents comply with District standards, policies and procedures;
• Perform special studies for the District, and coordinates assigned activities with other District departments, and divisions, and outside entities;
• Independently responds to and resolves difficult and sensitive citizen inquiries and complaints;
• Coordinates and assists in the development of the annual budgets of the Board and District Secretary’s Office and monitors, reviews and approves department expenditures, and performs financial analysis for budgetary purposes;
• Assists the District Secretary with providing direct support in varied, analytical administrative projects related to the Board and its committees;
• Independently prepares and presents a variety of oral and written reports, correspondence, and statistical analyses with extreme attention to detail and accuracy;
• Works with Procurement to select vendors and purchase department services as needed for projects, and participates on panels for various District procurements especially those related to the District’s third party administrators for public liability and workers compensation, insurance advisors and e-document conversion;
• Has an in-depth understanding of the department’s functions and especially its role with the Board of Directors such as the steps involved in planning and executing Board events and maintaining key Board documents such as Rules of the Board, Master Ordinance and record of the Board’s proceedings;
• Autonomously draft client correspondence and legal documents, using proper format and appropriate language and content;
• Oversees newspaper advertisements for public hearings/meetings;
• Monitors activities and ensures maintenance of files related to insurance and accident claim matters to fulfill department records retention schedule;
• Engages with a wide variety of District representatives including the Board of Directors, Executive Team, mid-managers and staff in a wide variety of roles including those engaged in specialized trades;

Position Summary

Under the general direction of the Senior Information Systems Manager, this position provides system support during implementation and ongoing support after implementation including report writing, configuration, routine inquiries and user support for the District’s various enterprise technology systems including UKG Pro Workforce Management Time & Attendance and Central Square Technologies Finance Enterprise.   The Business Information Systems Engineer works with end-users, vendors, and members of the Information Systems Department to identify, analyze, and resolve systems issues and provide maximum capability and satisfaction to users.

Essential Responsibilities

• Serves as a technical lead of the enterprise application
• Focused on delivering excellent customer service
• Adhere to incident, problem, change management, and other Information Systems best practices
• Plan, organize, direct and coordinate the ongoing automation and usage of the district-wide application systems
• Develop and maintain user and technical knowledge of application systems
• Serve as the liaison between application system users, vendor provided help desk as well as the Information Systems Department
• Plan, co-ordinate and test system upgrades
• Fulfill users various data mining requests
• Support the various large interface integrations between the application systems and fixing data problems that occur in these interfaces
• Develop and provide user training for all modules of the systems
• Writes user documentation, provides user information, procedures, and training materials in a variety of formats as needed

• Continue to monitor and stay current on new features contained in new releases of the software
