THE POSITION:

The ideal candidate is a working manager with real property management experience, excellent leadership skills and a firm commitment to superior service. Hayward places a high priority on providing excellent customer service to its internal and external customers. Good written and verbal communication skills are essential to succeed in this position. The ideal candidate will have five years of increasingly responsible experience involving real property appraisals, negotiations, acquisitions, relocations, and property management, including at least two years of supervisory experience. Experience with or exposure to public private partnerships is desirable.

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Develop and implement goals, objectives, policies and procedures related to the City’s real estate activities, plans and projects. 
• Manage City and Hayward Economic Development Corporation’s real estate acquisition and disposition initiatives to achieve City economic development and revenue objectives.
• Prepare requests for proposals designed to select developers and tenants; analyze business terms and negotiate complex lease and purchase agreements. 
• Manage the City’s portfolio of properties leased to third parties. 
• Consult and work closely with the City Attorney’s Office and/or outside legal counsel to ensure agreements, deeds, quitclaims, partial releases, partial reconveyance and other instruments are compliant with municipal, state and federal law. 
• Support Public Works Department with the negotiation and preparation of use agreements related to use of public right-of-way for telecommunication services, including but not limited to, fiber optic cable and small cell radio equipment; administer use agreements once entered. 
• Assist in the selection and contract negotiations with independent appraisers, relocation specialists, negotiators and other outside consultants involved with property, building and right-of-way acquisitions, appraisals, negotiations and relocations, and eminent domain proceedings; provide direction and instruction related to work as needed. 
• Manage administrative support staff to ensure records related to use agreements and leases are complied with, and payments are up to date, and follow up as needed on non-payment. 
• Review title reports to determine ownership, coordinate escrows, and assist other City staff in the preparation of property descriptions and reports related to real property. 
• Manage sales of City surplus property, including advertising, negotiations and recommendations regarding property sales. Provide technical assistance and advice to other City Departments as required relative to Real Property Program. 
• Coordinate outreach to tenants and property owners regarding projects requiring property acquisition; compile data to determine relocation and socio-economic needs of occupants and availability of relocation accommodations; and negotiate appropriate relocation terms and payments. 
• Prepare written and oral reports and correspondence to City Council, City Manager, other City Departments and Department staff. 
• Represent the City to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary. 
• Research and prepare technical and administrative reports; prepare written correspondence. Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public. 
• Foster an environment that embraces integrity, service, inclusion and collaboration. 
• Be an integral team player, which involves flexibility, cooperation, and communication. 
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Experience: Five years of increasingly responsible experience involving real property appraisals, negotiations, acquisitions, relocations, and property management, including at least two years of supervisory experience. Experience with or exposure to public private partnerships is desirable 

Education: Equivalent to a Bachelor's Degree from an accredited college or university in public or business administration, engineering, real estate or a related field. Appropriate experience may be substituted for education on a year-for-year basis.  

License: Possession and maintenance of a valid Class C California Driver’s License.

Under general supervision, the Shelter Volunteer Coordinator assists in the planning, organization, implementation and review of the Animal Care Volunteer Program; assists with recruiting, training, scheduling and evaluation of volunteer staff; performs community liaison functions, coordinates public relations activities; humane education programs and performs related work as required.

The candidate will have experience handling shelter animals and be able to train volunteers how to safely handle animals. The Department

The Community Services Department plays a key role in enhancing the community and ensuring the citizens of Fremont receive excellent customer service through the management of recreation facilities, quality recreation and environmental programs, and park planning.

The Position

The Park Ranger/Naturalist will provide information and assistance to the public, as well as enforce laws, rules, regulations, and the Fremont Municipal Code. The primary focus of the position will be to assist with implementing the initiatives of the Homeless Task Force. Additionally, the incumbent may conduct natural resource protection and environmental education programs.

Examples of Job Duties

• Work in prescribed uniform and is responsible for general patrol and supervision of City of Fremont’s parks, plazas and trails.
• Interact and engage with unhoused populations on a daily basis, providing guidance and encouragement, enforcing laws and regulations and connecting community members with service providers.
• Perform homeless response strategies and mitigation efforts, such as posting notice to abate nuisance tags, collection on unattended property and removal of debris.
• Provide assistance and act as a liaison to the public, responding to questions concerning park and recreation facilities, programs, policies, and rules and regulations.

The Position

The City of Fremont is seeking a full-time Urban Forestry Service Corps Supervisor. This position is temporary, starting January 6, 2025, and ending December 19, 2025. This position works five days a week supervising and instructing small cohorts of Urban Forestry Service Corps members through a combination of in-class learning and in-the-field service projects. This position reports to the city Urban Forestry Manager.

• Educate corps members on a variety of topics related to urban forestry.
• Develop instructional materials.
• Plan urban forestry service projects.
• Supervise and instruct corps members during completion of service projects.

The Position

This new Urban Landscape Manager will have a primary focus on park capital maintenance projects and all phases of park maintenance contractor service agreements under the direction of the Park Superintendent. Together both of the Urban Landscape Managers will manage park staff and contractors in the care and upkeep of parks, medians, municipal landscape and hardscape, trails and open space. This includes assisting the Park Superintendent with administrative duties, short and long-term planning, organizing and supervising park maintenance operations and functions.
 
Examples of Duties

• Oversee assigned park maintenance capital projects and ensure all purchasing and legal requirements are met.
• Plan, schedule, organize, manage and assign work within sections of the Park Maintenance Division.
• Supervise employees as needed in performing park maintenance activities.
• Assign, train, direct, evaluate and assist in selecting subordinate staff.
• Monitor and prepare employee performance evaluations and plan staff development.
• Determine the needs and direct the development of staff training in work techniques, safety and other work-related matters.
• With assistance from the Park Superintendent, review, mediate and resolve personnel problems, and administer discipline.
• Meet regularly with Park Superintendent to discuss program issues and receive input and/or direction on pertinent issues. When required, develop related recommendations to resolve problems.
• Develop and maintain work productivity measures and direct operational changes.
• Review field activities, confer with staff and direct the corrections of any noted deficiencies or deviations from accepted practices.
• Assigned projects should be completed within approved budget and timeline and any variance need to be communicated to the Superintendent for approval.
• Provide input for operating and capital improvement plan budget development.
• Prepare estimate of maintenance impacts due to park or landscape improvements.
• Monitor expenditures to ensure conformance with the Division’s budget.
• Prepare bid materials, contracts and specifications for the maintenance of City owned landscaped areas.
• Assist with consultants’ selection, contract administration and inspection of the work of contractors.
• Determine the type of work to be done, and the personnel and equipment required to complete the work.
• Coordinate with other departments as needed on assigned capital projects.
• Interpret and communicate appropriate application of policy and operational procedures.
• Confer with staff to review and monitor operations and program implementation.
• Coordinate activities of the Parks and Urban Landscape functions with those of other City units and outside agencies.
• Maintain  records and  prepare  a variety  of  complex  reports  and  memoranda  on  every  aspect  of  the section including maintenance reports on proposed landscape development projects and chemical reports for the County Agricultural Commissioner
• Other related duties as assigned.
