Summary
Under general supervision, performs a variety of complex skilled irrigation, grounds mainten­ance and landscape tasks in accordance with District policies and procedures; works indepen­dently and exercises judgment; ensures daily workload is carried out through individual and cooperative efforts; performs preventive maintenance of District-owned properties; and performs related duties as assigned.

Essential Duties and Responsibilities

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal
• Develops and implements plans for daily/regularly-scheduled park irrigation maintenance; installs, repairs and maintains irrigation equipment, as necessary.
• Establishes water budgets for each park facility; audits and calculates park/facility water usage, analyzes and interprets data and provides monthly reports.
• Investigates and develops new methods and/or improvements to existing methods that result in effective management and conservation strategies of limited water resources.
• Evaluates and makes recommendations, provides technical expertise to District staff, and provides reports to supervisor regarding water conservation objectives.
• Provides irrigation/water management training to staff.
• Assists in the design and makes water usage/conservation recommendations for new parks/ rehabilitation projects.
• Assists in seeking grants for water efficiency devices.

Other Duties and Responsibilities

• May be required to drive District or personal vehicle.
• May provide technical work guidance to Groundskeepers, contractors or temporary staff; participates in prioritizing irrigation/maintenance/water conservation workload and monitoring work of other employees for completeness, accuracy and conformance with departmental standards; provides information, instruction and training on work processes, proper uses of equipment, and safe work practices.
• Participates during disasters or when emergency response is needed
• Non-exempt employees may be required to work overtime.
• Performs related duties as assigned.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the required knowledge and abilities would be: graduation from high school or GED equivalent and two years of pertinent experience in installing and maintaining landscape irrigation systems; or an equiva­lent combination of education and experience.

Language Ability: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to effectively present information in one-on-one and small-group situations to other employees and visitors.

Math Ability: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratios and percent, and to draw and interpret bar graphs.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions provided in written, oral, diagram or schedule form.

Certificates and Licenses:  

• Valid California driver’s license with a good driving record and current automobile insurance.
• Certified Water Auditor.
• All full-time employees require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.

Other Required Skills: Use of word processing and spreadsheet programs.

Supervisory Responsibilities: This job has no significant supervisory responsibilities but may direct contractors or temporary staff and provide technical direction to Groundskeeper classifications.

Examination:  Candidate selection will be based on competitive examinations.  Test content will be related to the job.  A driver license will be requested for identification and admission to the testing area.  If there is more than one part to an examination, candidates must pass each part.  Candidates with passing scores will be asked to compete in successive parts of the examination.

• Written Test/Practical Exercise:  A written test and a practical exercise may be used, in addition to the appraisal interview.
• Appraisal Interview:  A job-related appraisal interview will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.
• After the Appraisal Interview, the top candidates will be invited to a staff interview.

We are seeking a hands-on, mechanics and electronics savvy Instrumentation Technician to join our Public Works Sanitation division. This position maintains, repairs, inspects, plans, modifies, designs, installs and calibrates instrumentation, electrical, and SCADA control systems for wastewater treatment facilities; maintains a spare parts inventory; and trains operations staff in the understanding of instrumentation and control systems related to the process operation.

Wastewater Treatment Plant Operator III

($25.51- $32.66 per hour)

PURPOSE: Under general supervision, assists in the operation and maintenance of a Wastewater Treatment Plant on an assigned shift.  Performs related responsibilities as required.

DISTINGUISHING CHARACTERISTICS:

In addition to being a full, advanced journey-level position, incumbents are expected to provide lead supervision over wastewater treatment plant maintenance staff.  Employees assigned to this class coordinate and perform the full range of skilled duties to operate, maintain, repair and modify the Wastewater Treatment Plant and the wastewater collection system.  

This position reports to the Utility Systems Supervisor and assists in determining equipment, personnel and material needs.  This position may act as the WWTP Supervisor (or as the Utility Systems Supervisor, if qualified) during periods when the appointed Utility Systems Supervisor is on vacation or absent from work for other reasons.

ESSENTIAL RESPONSIBILITIES:

1. Assists in the operation of valves and other related controls to distribute flow through unit process and application of chlorine and chemicals to the wastewater.

2. Monitors control equipment such as pumps, motors, valves, blowers, sludge collectors, heat exchangers, sludge thickeners and other related process equipment.

3. Reads meters, gauges and other instrumentation.

4. Maintains a daily record of facility operation, samples collected and corrections to unit processes.

5. Adjusts or alters chemical treatment of the plant as necessary.

6. Collects samples for observation and analysis from unit processes.

7. Performs daily and weekly laboratory analysis as needed for process adjustments and performance indicators.

8. Performs preventative maintenance to equipment, such as routine service, lubrication and cleaning of process equipment and machinery.

9. Operated a wide variety of tools and equipment used in minor mechanical repair and operation of process equipment.

10. Assists in minor repairs to all process equipment as needed.

11. Performs building and ground maintenance, which may involve weed control, gardening and janitorial services.

12. Performs related duties as required.

Wastewater Treatment Plant Operator I

($22.13– 28.33 per hour)

The City of Chowchilla is seeking a Wastewater Treatment Plant Operator I for the operation and maintenance of the City’s Wastewater Treatment Plant. The Wastewater Treatment Plant Operator I is a journey-level class in the Wastewater Treatment Plant series, which normally works under general supervision, performing a group of related duties according to established procedures.  This position reports to the Utility Systems or Wastewater System Supervisor and does not supervise.

Wastewater System Supervisor

$33.69 - $43.12 Hourly

THE POSITION

The City of Chowchilla is seeking a full-time Wastewater System Supervisor who, under general direction, supervises, develops, and directs the work of staff performing difficult and complex technical and administrative support related to all programs and activities of the City’s Treatment Operations and Collection System Maintenance Operations; assists with long- and short-term project planning and overseeing the design, construction, maintenance, and operations of the wastewater collection system and wastewater treatment plant, facilities, and related appurtenances and other programs; works with technical and engineering staff to monitor and maintain water quality in accordance with State requirements; coordinates assigned activities with other City departments and outside agencies for services such as meter reading and repair; provides complex and responsible support to the Public Works Director and others in areas of expertise; and performs other duties as assigned.

Incumbent serves as the Division Manager of the City’s Treatment Operations and Collection System Maintenance Operations system. Responsibilities include planning, organizing, supervising, reviewing, and evaluating the work of wastewater operations, maintenance, and operations staff either directly or through lead workers. Incumbents are expected to independently perform the full range of wastewater treatment and collection, maintenance, and operations duties. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. This classification is distinguished from the water worker series in that it has direct supervisory responsibilities.
