THE SAN RAFAEL SANITATION DISTRICT

The San Rafael Sanitation District (SRSD) is committed to protecting public health and the environment by providing safe, reliable, and cost-effective wastewater collection and conveyance services.  Serving residents and businesses in the San Rafael area, the District maintains and improves vital sewer infrastructure including pipelines, pump stations, and treatment connections to support a clean and sustainable community.  

As a sewer collection agency, the District maintains 33 pump stations, 13 miles of force main, and 132 miles of gravity sewer pipeline.  Each y ear the District replaces over 2.5 miles of gravity sewer as part of the annual CIP project.

IDEAL CANDIDATE

The San Rafael Sanitation District is seeking a detail-oriented and technically skilled Construction Inspector to help ensure the quality and safety of our vital sewer infrastructure. As a Construction Inspector, you'll perform field inspections on sewer system projects including pipelines, pump stations, and other capital improvements to verify compliance with plans, specifications, and District regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• Performs field inspection of contract work and ensure compliance with plans, specifications, and enforcement of SRSD regulations on various sewer facilities projects such as, but not limited to, construction and rehabilitation of sewer pipe improvements, pumping stations, and other maintenance and capital improvement projects.
• Performs construction related inspection, which includes installation and compaction of pipe, erosion, checking construction work against specifications and drawings, monitoring traffic flow, and checking existing facilities.
• Reviews drawings, maps, plans, and specifications for maintenance projects, capital improvement projects, and private projects.
• Performs field inspection of lateral connection and tests.
• Recommends field changes on construction work.
• Assists in preparation of progress payments.
• Prepares and maintains necessary records and reports.
• Performs field measurements, calculations, and sketches.
• Assists in the design of plans and specifications.
• Prepares "As Built" plans for construction activities.
• Assists in the updates and maintaining databases; performs field work in order to check discrepancies in computer data, and document existing conditions.
• Performs survey and layout for construction projects.
• Performs related duties as required.

EDUCATION AND/OR EXPERIENCE  

• Equivalent to AA degree with specialization in civil engineering or construction management (additional experience may be substituted for the educational requirement on a year-for-year basis up to a total of two years) AND 
• Two (2) years of responsible engineering inspection or administrative construction experience is required.  Municipal sewer inspection experience is highly desirable.
• Valid California Driver's License

The City of Sebastopol is seeking two diligent, energetic, dependable Administrative Technicians, one to serve in the Public Works Department and the other will serve the Building and Community Development departments. The Administrative Technician will perform a variety of technical-level administrative duties in support of an assigned City department or program. Duties may include areas relating to finance, grants, building, planning, public works, engineering, or general support of City operations. The selected candidates will conduct research, collect and analyze data, and prepare draft reports. In addition to tracking and reporting operational statistics, this position provides technical assistance to management. This is a lead position, assigning, reviewing, and training the work of other lower-level support staff.

The Administrative Technician will reflect a demonstrative cultural competency working with all community members regardless of cultural differences or circumstances, including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities.

There are two assignments within the City, one located in Public Works and one in City Hall. The Administrative Technicians will be expected to cross-train as emergency coverage for any department's administrative duties.

For the position assigned to Public Works: The Administrative Technician assigned to Public Works will report to the Director of Public Works/ City Engineer at 714 Johnson Street, Sebastopol, CA 95472. This position will perform clerical duties such as answering phones, providing office support services, and ordering supplies for the department. In addition, the position will manage budget tracking operations that include Springbook reports, invoicing, and project close-outs. The Administrative Technician will oversee contract processing, special event permit processing, and California Department of Industrial Relations(DIR) registrations. The selected candidate will assist in Council agenda reports and in preparing the agenda packets. This position will also serve as the Water Conservation Coordinator, providing news to the public on drought reports and Covenants, Conditions and Restrictions (CC&Rs) within the City.

For the position located in City Hall: The Administrative Technician will report to the City’s Building Official or Community Development Director at City Hall, 7120 Bodega Avenue, Sebastopol, CA 95472. The primary duties of this assignment will serve as the main City contact at the City’s public counter, providing support to the Building and Community Development departments. In, addition to supporting Building and Community Development in all permitting activities, this assignment involves providing administrative and analytical support for the City Clerk, Assistant City Manager and City Manager, serving as staff and support for public meetings, administering the media and public comment for assigned public meetings, tracking and responding to public records act requests, records retention assistance, assisting with records management, transcribing minutes, and updating the City’s website with official documents.

The City of San Mateo Public Works Department is looking for an Engineering Technician I/II

What You’ll Do

The Engineering Technician I/II performs a variety of technical drafting, office and field engineering work. The position receives immediate supervision from higher engineering personnel.

The Engineering Technician I/II position is flexibly staffed based on experience and may be filled at either level. Depending upon assignment, duties may include, but are not limited to, the following:

• Locate utilities, easements, property lines and other information on plans.
• Prepare topographical plan and profile maps of property and pertinent features from survey notes and legal descriptions.
• Check parcel maps, subdivisions and various other drawings.
• Participate in the preparation, filing, and retrieval of a variety of engineering maps, documents and records.
• Ink, pencil, trace and letter charts, graphs, maps, plans and other drawings; prepare miscellaneous illustrative materials such as charts and graphs on blueprint machine; monitor blueprint machine and blueprint paper supply.
• Prepare final drawings of existing improvements, rights-of-way, and other utilities using field notes, maps and photographs; check calculations used in designs and estimates.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Assist in measuring accurate distances to be used in the determination of locations of boundaries, easements, improvements, structures and topographic features; keep notes on measurements made.
• Write technical specifications for various maintenance contracts; inspect work on maintenance contracts; verify quantities for payment on maintenance contracts.
• Answer questions and provide information to the public concerning engineering activities; issue permits and accept permit fees over the counter; answer questions related to maintenance projects as applicable.
• Make and check mathematical calculations related to surveying and basic engineering.
• Inspect streets, sidewalks, sewers, drains and other public works areas for maintenance needs; prepare cost estimates of labor, materials equipment necessary for maintenance projects; assist in developing work schedules.
• Prepare and maintain production and related records regarding maintenance activities.
• Maintain various technical files and departmental logs.
• Manage and respond to resident service requests.

The Department of Public Works is seeking well-qualified candidates for the position of Stationary Engineer II.

About the Department
The Department of Public Works plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers.
 
Public Works has a budget of approximately $200 million and is comprised of over 300 employees in four divisions: Administrative Services and Airports, Engineering and Resource Protection, Facility and Capital Projects, and Road Services.
 
Facilities Maintenance & Operations
FM&O, short for Facilities Maintenance & Operations, ensures County facilities are safe, comfortable, and clean. From historic landmarks to modern offices, we keep things running smoothly.

The FM&O Stationary Engineers perform maintenance and repairs to the various plumbing, mechanical, and lighting systems throughout County facilities. These include boilers, chillers, pumps, motors, lamps, ballasts, drivers, toilets, sinks, and faucets as well as utilizing the lighting and building control systems to schedule and adjust run times of the various pieces of equipment. There are multiple Stationary Engineer I/II vacancies in FM&O.

The Position
Under the direction of a Supervising Stationary Engineer, Stationary Engineers are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, water treatment systems, boiler equipment, and piping repair, building automation systems, and miscellaneous equipment repair. Stationary Engineer II is a journey-level classification, and incumbents are expected to have proficiency, perform independently, and solve complex problems in all of the areas listed above.

There are multiple vacancies to be filled throughout the Department. Work locations will include Redwood City Government Center, San Mateo Medical Center, Youth Services Center, and Maple Street Correctional Facility.
Candidates hired as Stationary Engineers must be willing to work evenings, weekends, and alternate shifts. They must also successfully obtain and maintain a Sheriff's Office security clearance as a condition of employment. 
 
The ideal candidates for these positions will have:

• At least three years of journey-level experience as a Stationary Engineer.
• A minimum of three years of journey-level experience in mechanical, electrical, and plumbing systems.
• Extensive knowledge and experience working with boiler and HVAC systems.
• Proficiency in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake.
• Certification as a Backflow Prevention Tester.
• Experience in energy management and computer-controlled systems.
• The ability to troubleshoot, repair, and maintain a variety of equipment, including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, fresh air and exhaust fans, economizers, and humidifiers.
• Experience with Fire Alarm testing, troubleshooting, and NFPA codes.
• Experience in a hospital or healthcare setting.

Examples Of Duties:

Duties may include, but are not limited to, the following:

• Operate, maintain, install, and repair electrical, refrigeration, plumbing, heating, air conditioning, and ventilating systems.
• Operate, maintain, and repair boiler equipment.
• Repair and replace pipes, fittings, and other equipment used in plumbing, gas, and steam systems.
• Repair electrical equipment, including lamps, fixtures, and switches; adjust electrical controls, motors, and auxiliary equipment up to 480 volts.
• Test, operate, maintain, and repair emergency power systems, including UPS, emergency generators, and associated equipment.
• Use hand and power tools, including cutting and threading tools, grinders, reamers, wrenches, welders, saws, and other special tools.
• Make minor carpentry repairs to doors, windows, floors, and other parts of buildings.
• Do touch-up painting on repaired equipment.
• Remove or arrange for the removal of trash, pests, and other hazardous materials or debris in the course of performing work. 
• Properly place, set, and inspect traps, and collect and remove insects and pests.
• Reclaim or recycle refrigerant using Freon recovery systems.
• Operate water treatment facility, including wastewater and potable water.
• Adjust and calibrate boiler burners and controls.
• Adjust and calibrate chiller controls.
• Test, calibrate, and repair backflow devices.
• Calibrate HVAC controls and associated equipment.
• Monitor building management systems.
• Replace pumps and pump seals, and repair and replace motor valves.
• Repair and replace air conditioning units.
• Troubleshoot HVAC, plumbing, electrical, and energy power systems.
• Conduct preventative maintenance.
• Understand fire alarm systems.
• Repair and install chemical monitoring stations.
• Repair, test, and record data on generators.

If designated as the certified water treatment operator:

• Operate water treatment facility, including wastewater and potable water, consistent with performance standards, federal and state regulations, and variable operating conditions and emergencies.
• Make periodic inspections and reports of facility conditions to ensure adherence to maintenance procedures.
• Perform water sampling in coordination with the health laboratory.
• Maintain logs of facility operations, test results, scheduled maintenance, and other operating conditions.
• Control filter operations.
• Coordinate special projects related to water treatment and distribution, in close coordination with supervisor/manager.
• Troubleshoot complex technical problems related to water treatment and develop recommendations to improve water quality standards, facility effectiveness, and efficiency.
• Perform quality analysis of raw and treated water.
• Compile data concerning flows, chemical dosages, levels, pressure, volume, water quality, and other operational information.
• Prepare reports.

Qualifications:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  
 

• Completion of courses related to maintenance, installation, and repair of electrical, HVAC, plumbing, refrigeration, and power equipment.
• Two years of journey-level experience as a stationary engineer or equivalent, AND demonstrated experience in maintaining, installing, and repairing electrical, HVAC, plumbing, refrigeration, and power equipment in a large building, plant, or vessel.
• Two years of experience can be substituted with the completion of an apprenticeship program.

Licensure/Certification:

• Must obtain and maintain Sheriff's Office security clearance.
• Universal Certification in Freon recovery upon hire.
• Obtain Backflow Certification within six months of hire and maintain certification.
• If designated as the water treatment operator, possession of or ability to obtain a valid Grade II Water Treatment Operator Certification issued by the State of California within six months of employment is required.

The City of Marysville is seeking qualified candidates for the position of a Public Works Director; this recruitment will fill 1 vacancy and create an eligible list.  

Reporting directly to the City Manager, this position is responsible for executive direction, strategic leadership, and management of the Public Works Department, including City maintenance workers and capital improvement projects. 

As the principal administrator of the Public Works Department, the Director; plans, organizes, directs, reviews and manages all department activities and functions including Engineering, Parks and Recreation, Streets, Public Facilities, Wastewater Treatment/Sewage, and Storm Water Management.

The Director also coordinates departmental activities with other City departments, outside agencies, community groups and individuals; and provides highly complex professional advice and support to the City Manager and City Council; assures department compliance with and enforcement of applicable federal, state, and local laws, ordinances, and codes; manages and supervises staff; serves as a member of the City’s Executive Team.

REQUIREMENTS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Education and Certification

Education: Graduation from an accredited four-year college or university with a degree in Engineering, Construction Management or similar major.

Licenses: Possess valid California Class C Driver’s License.

Experience

Incumbents must have a minimum of three (3) years of managerial experience directly involving municipal services such as public works, public utilities, capital improvement project management, parks maintenance and management, and/or street and facilities maintenance.

 

The City of Belmont Public Works Department is recruiting for an Assistant Civil Engineer position.

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer.  This position will have a focus in development review but will also participate in Capital Project delivery.

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.
• Perform design and engineering studies for capital improvement projects, including the preparation of project plans, research project design requirements, drawing specifications, cost estimates and project schedules.
• Preparation of Request for Proposals, including scope of work for a variety of engineering projects and studies. Management of engineering consultant procurement process and oversight of engineering consultants.
• Manage advertisement and award of construction projects including the review of contract bids and proposals; management of construction contracts including participating in the review of contractor work activities; ensures contract compliance with contractual obligations, prepares and reviews change orders and manages contract close out and acceptance.
• Coordinate projects and assignments with businesses, utilities, special districts, and other City departments. Respond to complaints and assists in solving problems related to City projects and policies; provides information to property owners, contractors, engineers, consultants, and the general public on conformance to standards, plans, specifications, and costs.
• Conduct or oversee field inspections or investigation of capital projects during construction; ensure compliance with applicable codes and regulations; provides resolutions to construction problems; conduct or oversee survey, mapping, and data collection.
• Performs private development plan review.
• Perform a variety of engineering complex calculations and computation; prepare project cost analyses; prepare estimates of time and materials costs.
• Investigate field problems affecting property owners, contractors, and maintenance operations.
• Develop revised design and construction standards for public works structures and appurtenances.
• Prepare estimates and feasibility reports for new or modified services and structures.
• Prepare special engineering studies and reports.
• Prepare applications for state and federal grants.
• Review and provide plan check comments for private development applications and building, grading, and encroachment permits in accordance with City codes, ordinances, and policies. Review of required studies and coordinates with consultants to provide peer review of special studies.
• Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.
• Maintain a variety of public works department and engineering division program and project files and records.
