This is the journey level classification in the Mechanic series. The Mechanic performs a range of skilled tasks requiring journey level mechanical ability and aptitude. The Public Works Department is made up of four divisions: Engineering, Building Inspection, Maintenance, and Environmental Services. The City Engineer will be a key leadership position oversees the Engineering Division, ensuring the efficient delivery of public works projects, transportation initiatives, and infrastructure improvements that enhance the quality of life for our residents. 

The incumbent in this position will be instrumental in directing the planning, design, and construction of public infrastructure projects, overseeing both city-led developments and private sector contributions. This includes the review and approval of subdivision maps, street designs, stormwater management, and adherence to city and state standards for engineering projects. As a vital contributor to the City’s long-term development, the City Engineer will manage the City's Capital Improvement Plan (CIP), ensuring that infrastructure projects are aligned with the needs of our growing community. 

Some of the City's exciting in-progress and upcoming projects that this position will be involved in include: 

• A streetscape project funded with regional grants and state earmarks, celebrating a beginning to development of the downtown area. 

• A full list can be seen in the 2024-2026 Biennial Budget and Capital Improvement Plan (starting on page 201).  

This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department. 

A few key aspects of this position are: 

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements. 

• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection. 

• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives. 

• Capital Improvement Management: Administer the City’s Capital Improvement Plan (CIP), including project selection, budget oversight, and coordination with City Council and other stakeholders. 

• Grant Applications & Management: Apply for federal and state grants to fund various public works projects. Monitor the expenditure and compliance of awarded grants. 

• Collaboration & Communication: Provide guidance to other City departments and the public on civil engineering and urban development matters. Represent the City in regional discussions and public meetings.

EXPERIENCE AND TRAINING 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 
 
Education: 

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a closely related field. 

Experience: 

• Six (6) years of progressively responsible professional civil engineering work including three (3) years of supervisory and project management experience. 

License: 

• Possession of a valid driver license and a satisfactory driving record throughout employment. 

• Current registration as a Civil Engineer in California.

The Traffic Signal Technician performs a variety of semi-skilled and skilled tasks involving maintenance, repair, modification, inspection, and testing of traffic signals, controllers, and street lighting systems.

Examples of duties include:

• Electrical maintenance and repairs on traffic signal, street lighting, and battery back-up systems and equipment
• Troubleshoots, repairs, and installs traffic signal network communication devices, video detection systems, and closed circuit television cameras
• Performs electrical system wiring and installations
• Services generating units, switches, circuit breakers and other electrical fixtures
• Modifies detector loops and changes and repairs traffic signal heads
• Locates underground utilities
• Responds to emergencies or reported malfunctions

The City is currently accepting applications to fill two positions in the Landscape Division at the City’s Municipal Service Center in the Newbury Park area of Thousand Oaks.
 

Primary responsibilities:

• Perform skilled work in the pruning, care, and maintenance of trees and grounds maintenance, including chemical application duties
• Perform heavy manual labor in the care and maintenance of trees and in performing grounds maintenance
• Install, repair, and program irrigation systems and controllers
• Perform graffiti removal
• Perform routine and emergency work from an aerial lift bucket
• Assist in overseeing the work of contractors
• Assist with the cleanup of encampment and abandon property cleanup efforts 
• Support police personnel in non-enforcement and enforcement situations involving unhoused individuals, including posting, documentation, and storing private property 

Note: Work Schedule – 4/40 (Monday – Thursday, 6:30 a.m. to 5:00 p.m.). Position involves performing after-hours emergency work on an “as needed” basis and on-call duties on a rotating basis.

Program Assistant - Receptionist

Salary Range: $18.52 - $30.68/hour, depending on experience.

DEFINITION

Perform a wide variety of general clerical and/ or operational support duties at the Danville Community Center and/ or Senior Center. Incumbent serves as the facility receptionist, assisting with customer service-related questions and issues, and directing callers and visitors according to established procedures.
 

• This is a part-time temporary, non-benefitted position.
• 0-20 hours per week; not-to-exceed 950 hours per calendar year.

SUPERVISION

Direct supervision is received from the Administrative Assistant with indirect supervision from the Recreation Superintendent. May exercise supervision of part-time personnel and volunteers as assigned.

ESSENTIAL JOB DUTIES

Essential duties are inclusive of, but not limited to the following:

• Serve as first point of contact with the public; responds to information requests regarding services, classes, and events offered by the Town by email, in person or over the phone.
• Perform a wide variety of routine office duties to support department operations including filing, preparing basic reports, and program registration.
• Register participants, and support facility reservations using Active Net software.
• Performs cash handling duties, process payments, and issue receipts.

This position may be filled as Combination Building Inspector I ($36.0157 - $48.2645 per hour) or Combination Building Inspector II ($39.7935 - $53.3271 per hour), depending on candidate experience and qualifications.  

The Combination Building Inspector I/II plays a crucial role in protecting public health, safety, and welfare by reviewing construction projects to ensure compliance with minimum standards. Their inspections cover not only the structural stability of buildings but also key safety aspects such as fire protection, life-safety features, energy efficiency, and the proper functioning of plumbing, mechanical, and electrical systems. 

The Combination Building Inspector must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and project a very professional image through in-person, phone, and e-mail interactions at all times. Additionally, this position will plan check in specialized areas such as plumbing, mechanical and electrical.  

PRIMARY RESPONSIBILITIES 

• Conducts inspection work to enforce building, fire and life safety, mechanical, plumbing, electrical, energy, accessibility, and other related codes and regulations that govern the construction, alteration, repair, and use of buildings and structures.  

• Reads and interprets plans and specifications for inspection on commercial, industrial and residential buildings. Performs pre-construction inspections on complex permits to get familiarized with the project milestones and establish communication channels with the contractor and the design team. 

• Participates in the development of policies and procedures; recommends programs and projects to the inspector supervisor and the inspection team.  

• Ensures a high-performance, customer service-oriented work environment that supports the department and City’s mission, objectives, and values. 

• Confers and coordinates with, and provides information and assistance to owners, architects, engineers, contractors, builders, and the general public in the field and office; explains and interprets applicable codes, ordinances, and zoning regulations.
