THE POSITION:
The City of Hayward is seeking a Senior Utility Leader - Water for the Field Services Division of the Utilities and Environmental Services Department. The Senior Utility Leader supervises one or more crews performing work in the installation and maintenance of water system lines, meters and associated equipment. This position is designated as the “Shift Operator” for water distribution in the City of Hayward. The Senior Utility Leader provides lead working supervision to water maintenance crews and is expected to exercise judgement and initiative in the independent planning, scheduling and prompt completion of work. Incumbents are expected to resolve most work problems with only occasional recourse to supervisors and are expected to exercise effective supervision over subordinate personnel.
 

THE DEPARTMENT:

The core mission of the Utilities & Environmental Services Department is to provide water, wastewater, and solid waste/recycling services  to Hayward residents and businesses and to implement the City’s Climate Action Plan. Verifies that all information on work orders and improvement drawings correspond.

 

Marks and telephones Underground Service Alert for location of all utilities within work area (installations, fire hydrants, main breaks, etc.).

 

Makes appointments with customers in response to complaints or inquires.

 

Participates in the short and long range planning and scheduling of specific activities to be accomplished by crews under his or her supervision and sees to the prompt and efficient completion  of the work.

 

Supervises valve crews, hydrant crew, marking and location of mains. 

 

Works with Construction Inspectors and other public agencies.

 

Provides field checks for all new water related installations, and evaluate leaks in water system.

 

Locates and coordinates with contractors and customers on all new water service installations; adjust service installations and locations when conflicts occur with other utilities.

 

Makes recommendations for installation changes at the work site.

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. ABOUT THE POSITION

The City of Gilroy is currently recruiting a full-time Engineering Technician/Inspector at level I or II or III (depending on experience and qualifications) for the Engineering Division of the Public Works Department. The position will support the engineering staff with technical tasks for public works improvements, public works projects, and land development projects, and will entail a mix of technician and inspection duties. The goal of the Engineering Division is to promote a better quality of life for those who live, work, and visit the city of Gilroy through the provision of efficient engineering services and the creation of orderly growth and development within the city.

 

EXAMPLES OF ONGOING PROJECTS

• Provide inspection support to various Capital Improvement Projects, to include water and wastewater projects. 
• Coordinate inspection efforts with consultants and outside agencies.
• Process and review various public works permits.
• Administer the Sidewalk Repair Program.

 

NOTE: To foster teamwork and collaboration in the department, organization-wide, and in the community, this full-time position works on-site/in-person. Remote work is not an available option.

The role of Clinics Manager is integral to the mission and vision of San Mateo Medical Center. We are seeking experienced supervisors and/or managers of outpatient clinics to apply for this opportunity. San Mateo Medical Center is a public hospital and clinic system fully accredited by The Joint Commission. The Medical Center operates outpatient clinics throughout San Mateo County and an acute-care hospital in San Mateo. The mission of San Mateo Medical Center is to "partner with patients to provide excellent care with compassion and respect." As part of an integrated Health System, the Medical Center serves the healthcare needs of all residents of San Mateo County, with an emphasis on education and prevention.

We are seeking two clinic managers who will operate under the general direction of the Deputy Director of Ambulatory Care. The clinic managers plan, coordinate, direct, manage, supervise and evaluate the full range of programs and services offered at the community-based health clinics; recommend, develop, implement and evaluate goals, objectives, policies and procedures related to clinics; provide leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing clinic services; and provide highly complex staff support to senior-level management. The clinic managers also lead and participate in complex performance improvement activities; develop systems to track the progress of strategic initiatives, departmental operational goals, and communicate progress in key forums; develop productive relationships with labor partners while navigating operational needs and developing and sustaining effective employee engagement processes. The clinic managers exercise direct and indirect supervision over a diversified clinical and support staff team.

The ideal candidates will have working knowledge of clinic operations, particularly in outpatient clinics that offer primary care, adolescent care, and pediatrics, as well as in budgeting and scheduling. The ideal candidates will also be experienced in change management, improving patient satisfaction scores, and continuous process improvement (Lean). Experience in a public/safety net clinic is highly desirable. The ideal candidates will also have the ability to lead complex performance activities.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, direct, monitor, coordinate and evaluate the operations and service delivery programs of a regional health clinic or clinics, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.

• Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures, and priorities that balance both mandated services and community health care needs.

• Assess the quality of patient care; develop and generate community support for changes or enhancements to service delivery methods; advocate for patients with medical staff to ensure appropriate care is provided.

• Monitor census/patient flow and project future patient care demands; develop staffing schedules and assignments to provide the necessary level and type of care.

• Develop, present, and advocate for clinic funding; administer and monitor the approved budget to ensure the accomplishment of clinic care objectives within budget restrictions.

• Act as liaison between senior-level management, advisory boards and commissions, regulatory bodies, and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.

• Maintain an effective working relationship with a variety of public and private organizations, including other Health Services Agency staff, County departments, and agencies.

• Consult with other program managers on relevant program issues; develop alternative strategies for dealing with community health needs and assist in the implementation of solutions as necessary.

• Act as advocate and spokesperson in the community in support of programs and services; interpret, explain, and direct the enforcement of community health-related standards, codes, and regulations.

• Provide highly complex staff assistance to senior-level management and related commissions and advisory boards on program issues.

• Prepare a wide variety of detailed written reports, policies, procedures, and contracts.

• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three years of administrative or managerial experience in a healthcare delivery, social, or community services organization, including significant responsibility for one or more of the following: program and budget development, program service delivery, funding, utilization, coordination of community resources, or program evaluation.
