What You'll Do

Under general direction, assists the Human Resources Director in the administration, planning, and coordination of the operations of major functional areas of the Human Resources Department; coordinates assigned activities with other City departments, divisions, and outside agencies; and provides highly responsible and complex administrative support to the Human Resources Director.

• Assist in planning, directing, and coordinating the Human Resources Department’s work plan.

• Represent the Human Resources Department in meetings with other City departments, elected officials and outside agencies; explain and interpret Human Resources Department programs, policies, and activities; negotiate and resolve sensitive, significant and controversial issues; and provide advice and assistance to management staff regarding personnel matters.
• Assist in ensuring compliance with policies, contracts, Federal, State and local human resources management regulations; review and analyze reports, legislation, court cases, and related personnel matters.
• Act as liaison with regulatory agencies to address formal complaints of harassment and discrimination; and prepare reports and documents as required. 
• Select, supervise, train, motivate and evaluate assigned personnel; develop and implement action plans to address work deficiencies.
• Provide consultation to departmental managers on a variety of human resources matters; discuss organizational problems, develop alternatives and strategies for dealing with those problems; and assist in implementation of solutions, as necessary.
• Assist in the development and administration of the Human Resources Department budget, including the forecast of additional funds needed for staffing, equipment, materials, and supplies. Assist in monitoring and approving expenditures.
• Assist with coordinating Human Resources Department activities with those of other departments, divisions and outside agencies and organizations; provide staff assistance to the Human Resources Director, City Manager, and City Council; prepare and present staff reports and other necessary correspondence.
• Research, collect, compile, and analyze information from various sources on a variety of specialized human resources topics; prepare comprehen­sive technical records, reports, and summaries to present and interpret data, identify alternatives, and make and justify recommen­da­tions.

THE POSITION

The City is recruiting for up to two full-time Senior Management Analyst I/II or Management Analysts, who will join a team of talented Analysts across City Departments. In addition to establishing a list for future analyst vacancies, the City is also currently recruiting to fill an analyst vacancy within the Community Services Division and the City Manager's Office. These positions provide professional, advanced staff-level assistance to executive or other management level staff, performing a wide variety of responsible and complex administrative and analytic duties within their Department and cross-departmentally.

THE CITY MANAGER'S OFFICE

The City Manager’s Office consists of the City Manager, Assistant City Managers, Community Services division, Parking division, and Sustainability division. The City Manager, along with the Assistant City Managers, advises the City Council on policy matters and manages the operations of the City with economy, efficiency, equity, and effectiveness. The City Manager's office carries out the policy and directions of the Mayor and City Council. The City of Millbrae is seeking a highly organized and detail-oriented Management Analyst to join the Administration Department, which includes the City Manager’s Office, City Clerk, City Council, and Human Resources functions.

Experience: Four (4) years of increasingly responsible work experience in a fiscal or administrative capacity which included analysis, research, and program or project management. Previous experience in a public agency is desirable.

Licenses: Possession of a valid Class C California Driver's License with a satisfactory driving record as determined by California Motor Vehicle guidelines.

SPECIAL REQUIREMENTS

Speak clearly and understandably; stamina to attend and participate in evening meetings as assigned; vision adequate to quickly and accurately review reports and correspondence; ability to report to work at any hour of the day or night as required by a disaster or other emergency situation.  Maintain physical condition appropriate to the performance of assigned duty and responsibilities which may include sitting for extended periods of time and operating assigned office equipment.
