EXCITING OPPORTUNITY

The Town of San Anselmo is seeking applications for the full-time position of Senior Building Inspector in the Public Works and Building Department.  It is an exciting opportunity to work in a broad range of areas, to help shape the future of the Town.

The Department of Public Works maintains the Town’s infrastructure to support the community. With a staff of 15, the department is responsible for the operation and maintenance of the following public facilities: roads, parks, buildings, parking, equipment, and vehicle fleet. In addition, Town engineering, capital construction projects, and natural disaster response are also managed within the Public Works department.

THE POSITION

Typical duties of the Senior Building Inspector position include, but are not limited to:

• Make field inspections of buildings and public works permits to ensure compliance with approved plans, specifications, and applicable building, electrical, plumbing, and mechanical codes, statutes, and regulations of the Town, county, state and federal agencies.
• Review, approve and issue permits for construction work.
• Check plans and specifications for completeness, accuracy, and compliance with codes and ordinances.
• Investigate code violations and complaints.
• Conduct residential resale inspections, prepare and issue reports upon the sale of all residential property.
• Perform re-inspections and follow-up as necessary to gain compliance.
• Provide information and guidance to the public regarding codes, ordinances, and the permitting process.
• Provide technical information and interpretations regarding codes, ordinances and compliance methods to contractors, builders, designers, and the general public.
• Resolve difficult and complex code interpretation, enforcement, and inspection problems, issues, and conflicts.
• Prepare and maintain accurate records, reports, and files.
• Write clear and concise letters as needed.
• Provide staff assistance to the public at the department’s service counter as needed.

 Minimum Qualifications (Knowledge and Abilities):

• Knowledge of state and local building, electrical, plumbing, mechanical, energy, accessibility, and fire codes and local building, fire and zoning ordinances.
• Principles and techniques of building construction, building materials and accepted safety standards; Principles and techniques of building inspection.
• Ability to read, analyze and interpret building plans and specifications; understand, interpret and apply codes, ordinances, and regulations; communicate clearly and concisely in English, both orally and in writing.
• Use windows-based computer programs such as MS Word and Excel.
• Operate a car and pickup truck safely, back vehicle a long distance, and steer through narrow roadways and hillsides.

Experience and Training:

• Five years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which two (2) years must be at full journey level.
• Three years of experience as a building inspector or related field involving inspection or code enforcement.
• Graduation from high school or equivalent to the completion of 12th grade – college training in the field of civil engineering, architecture, or building technology may be substituted for equivalent year of work experience. Associated of Arts degree preferred.
• Possession of, or ability to obtain within 3 months, a valid California driver’s license
• Possession of, or ability to obtain within 6 months, certification, through the International Code Council, as a California Residential Building Inspector- J1 and California Commercial Building Inspector- I1

Special Requirements/Physical Demands:

• On-site field inspections and office work require a moderate amount of physical agility. Intermittently walk, stand, twist, squat, kneel, climb, and bend both in the office and in the field.
• On a continuous basis, sit at a desk or stand at a counter to answer questions of the public.  Write by long hand and use a computer keyboard to communicate through written means.
• Frequently lift or carry a weight of up to 10 pounds and occasionally up to 50 pounds.
• The nature of the work requires the individual to climb 30’ to 40’ ladders or scaffolding to reach high areas such as roofs, balance on narrow walkways or steep-pitched roofs, crawl through narrow openings and in confined spaces.
• During inspections, the individual may be required to walk on uneven surfaces. Work will require exposure to intermittent uncomfortable working conditions such as dust, noise, and extreme cold or heat. Inspections are done out-of-doors year-round.

Citrus Heights Water District is seeking a Construction Inspector / Senior Construction Inspector to join our team. The selected candidate will be placed in either classification, depending upon the applicant’s qualifications.

• The Construction Inspector is an entry-level class in the Construction Inspector series. The Construction Inspector class is distinguished from the Senior Construction Inspector level by the performance of less than the full range of duties assigned to the Senior Construction Inspector level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of the assigned area of responsibility are learned. 
• The Senior Construction Inspector is the journey-level class in the Construction Inspector series and is distinguished from the entry-level class by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Construction Inspector level once the incumbent meets the qualification standards of the Senior Construction Inspector level, demonstrates an ability to perform the full scope of the work, and meets performance standards.

• Plans, organizes, directs and controls all parts of projects from concept through design, permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.

EDUCATION and/or EXPERIENCE

Any combination of education and experience that provides the knowledge and abilities listed. 

• Equivalent to a bachelor's degree from an accredited college or university with major coursework in construction management, project management, civil, structural or mechanical engineering, facilities planning, design management, architecture, business, economics, planning or a related field

AND

• Five years of progressively responsible experience in project management related to the area of assignment.

The required education is interchangeable with project management experience related to the area of assignment on a year-for-year basis up to a maximum of two years.

Possession of a master's degree in a field noted above, professional registration or licensure, or Project Management Institute (PMI) / Construction Management Institute (CMI). Either may be substituted for one year of required experience 

• Valid CA driver’s license required.  
• Registration as a licensed architect or engineer in the State of California is desirable.

Deputy Fire Marshal
Salary Range: $6,750.00 to $13,383.33 Monthly
 

This position will report directly to the Fire Marshal. The Deputy Fire Marshal is an advanced level position. Duties include, but are not limited to reading, interpreting, and enforcing all State statutes and regulations under the authority of the State Fire Marshal (SFM), and all standards as adopted by SFM as well as UCDH policies. This position will act as a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas. This position will regularly lead projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organizational-wide impacts that include formulating strategies and administrating policies, policies, processes, and resources. In this position, the individual will perform detailed inspections of buildings under the authority of the UCDH Fire Marshal’s Office. Provide fire and life safety education to occupants. Analyze hazardous materials and functional use of space during construction plan review and validate post-occupancy use for compliance. This position may serve as State Fire Marshal (SFM) Designated Campus Fire Marshal (DCFM) for the UCDH Hospital and other UCDH medical¬ related facilities. Note, that SFM has the sole authority to approve a candidate as an SFM DCFM.

Additionally, persons in this position are expected to perform plan reviews, construction inspections, and existing building inspections, participate in the Incident Command System, and understand and apply Joint Commission and CMS requirements, NFPA Standards, and California Code of Regulations.

Required Qualifications

• OSFM Fire Inspector 2A- 2D training class series and/or ICC Building Code Certification.

IDEAL CANDIDATE

The City of San Rafael Public Works Department is seeking a full-time Associate Civil Engineer to lead a variety of Capital Improvement Program (CIP) projects related to Buildings/Facilities, Parks, Storm Drain, and Transportation.

The Ideal Candidate will possess expertise in municipal engineering and have strong critical thinking, communication and organizational skills that allow them to effectively manage all phases of multiple capital programs and/or projects. They will have a strong sense of customer service and the ability to provide recommended solutions to complex engineering and service challenges. They may serve as a supervisor to a small group of engineers and/or paraprofessional engineering staff. The successful candidate will support the CIP Division by effectively and efficiently delivering the design and construction of various capital improvements while collaborating with other DPW divisions and City departments. • Develops Requests for Qualifications (RFQs) and participate with other department staff in the selection of consulting engineers.

• Performs field inspections of various municipal construction projects, in progress and upon completion.
• Prepares written reports on civil engineering issues/projects for the department.

• Research and make recommendations on civil engineering issues/problems.
• Performs project management on Capital Projects during the design, environmental, bidding, and construction phases of the project.

Researches project design requirements, performs calculations, prepares estimates of time and materials costs and determines sequencing and detour requirements.
• Serves as Project Engineer (size and complexity based on classification), including serving as design team leader, handling contract administration and providing design support for the inspector during construction.
• Review plans and maps submitted by private developers for conformity with laws, ordinances, City imposed requirements and accepted professional standards with the goal of protecting the health, safety, and welfare of the community. Performs certain administrative duties associated with private development approvals such as preparing agreements, collecting fees, obtaining dedications, and coordinating with other agencies and City departments.
• Investigates field problems affecting the public, property owners, contractors and maintenance operations; collects the necessary data or assigns the collection of data to technical personnel; develops recommendations and meets with the appropriate parties to discuss and implement recommendations.
• Provides engineering information, including City requirements related to property improvements, to the public and other City departments. Arranges and participates in conferences with other engineers, developers and the general public on engineering problems.
• Assigns investigation, design and drafting tasks to subordinates, reviews completed work and assists in the developing solutions to difficult problems. 

EDUCATION and/or EXPERIENCE

The Associate Civil Engineer is the journey level classification in the engineering job class series. This job class requires:

• Registration as a licensed Civil Engineer in the state of California and 4 years of responsible post degree engineering experience (a master’s degree shall count for 1 year of post degree engineering experience).
• A valid drivers’ license 

Under direction, an Associate Civil Engineer performs difficult and complex engineering work and may serve as a supervisor to a small group of engineers and/or paraprofessional engineering staff. The position calls for a high degree of initiative, technical proficiency, and judgement.

The City of Sebastopol is seeking two diligent, energetic, dependable Administrative Technicians, one to serve in the Public Works Department and the other will serve the Building and Community Development departments. The Administrative Technician will perform a variety of technical-level administrative duties in support of an assigned City department or program. Duties may include areas relating to finance, grants, building, planning, public works, engineering, or general support of City operations. The selected candidates will conduct research, collect and analyze data, and prepare draft reports. In addition to tracking and reporting operational statistics, this position provides technical assistance to management.

There are two assignments within the City, one located in Public Works and one in City Hall. The Administrative Technicians will be expected to cross-train as emergency coverage for any department's administrative duties.

For the position assigned to Public Works: The Administrative Technician assigned to Public Works will report to the Director of Public Works/ City Engineer at 714 Johnson Street, Sebastopol, CA 95472. This position will perform clerical duties such as answering phones, providing office support services, and ordering supplies for the department. In addition, the position will manage budget tracking operations that include Springbook reports, invoicing, and project close-outs. The Administrative Technician will oversee contract processing, special event permit processing, and California Department of Industrial Relations(DIR) registrations. The selected candidate will assist in Council agenda reports and in preparing the agenda packets. This position will also serve as the Water Conservation Coordinator, providing news to the public on drought reports and Covenants, Conditions and Restrictions (CC&Rs) within the City.

For the position located in City Hall: The Administrative Technician will report to the City’s Building Official or Community Development Director at City Hall, 7120 Bodega Avenue, Sebastopol, CA 95472. The primary duties of this assignment will serve as the main City contact at the City’s public counter, providing support to the Building and Community Development departments. In, addition to supporting Building and Community Development in all permitting activities, this assignment involves providing administrative and analytical support for the City Clerk, Assistant City Manager and City Manager, serving as staff and support for public meetings, administering the media and public comment for assigned public meetings, tracking and responding to public records act requests, records retention assistance, assisting with records management, transcribing minutes, and updating the City’s website with official documents.

DISTINGUISHING CHARACTERISTICS

Permit Technician I is an entry-level class in the Permit Technician series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks.  The Permit Technician I call is distinguished from the II level by the performance of less than the full range of duties assigned to the II level.

SUPERVISION RECEIVED AND EXERCISED

Permit Technician I receives immediate supervision from the Community Development Department Director or designee; and technical and functional supervision from an assigned supervisor. 

ESSENTIAL FUNCTIONS

The following duties are not intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. • Responds to routine permitting inquiries and provides customer service to the public at the permit counter and via telephone, email and/or facsimile.
• Provides general information to the public regarding permitting processes.
• Receives and processes various types of permit applications; reviews application for accuracy and completeness.
• Researches and communicates the status of permits to applicants.
• Ensures that all permit records are kept and maintained as required in hard copy and electronic formats.
• Schedules inspections and pulls related permits for the Building Official.
• Calculates permit fees and provides fee estimates as requested.
• Routes plans to various City departments and/or divisions for review and sign-off; tracks plans and ensures their return in a timely manner.
• Perform a full range of technical duties in support of the Community Development Department’s services and activities in both planning and building services divisions including but not limited to, minor plan checks, and review and approve plans and accompanying documents on over-the-counter permits.
• Research, compile and analyze data for special projects and various reports.

KNOWLEDGE/SKILLS/ABILITIES

Knowledge of:  Permitting process, policies and procedures; pertinent local, state and federal building, zoning, engineering, planning codes and regulations as it relates to the permit process; City permit and plan check procedures, rules, regulations and guidelines; plan review and inspection procedures; principles and practices used in building and planning processes; land use planning and related construction permitting; organization and operation of the City and outside agencies involved with development approval and coordination; customer service standards and protocol.

Skills: Performing a variety of technical and administrative permitting functions; responding to routine permitting inquiries and providing customer service to the public; processing permit applications and monitoring for compliance; communicate effectively verbally and in writing.

Abilities: Perform detailed, technical and specialized permit support work; make sound, independent decisions with established policy and procedural guidelines; respond to and effectively prioritize multiple phone calls, walk-up traffic and other requests/interruptions; represent the department and the City effectively in meetings with other departments, public and private organizations and individuals; organize and maintain a variety of files and records including those pertaining to permit approvals; coordinate and monitor the progress of permit approvals through City departments and outside agencies; assist customers with obtaining permits; establish and maintain effective working relationships with employees and those contacted in the course of the work.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination preparing permits using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

THE POSITION
To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.

The purpose of this recruitment is to hire a Temporary / Part-Time position. Applicants who do not meet the minimum qualifications for the Facility Maintenance Worker I position may be considered for employment as an Intern. Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE
This position will perform semi-skilled tasks in a variety of light construction and maintenance activities. The Ideal Candidate will be customer-friendly and be a solutions-oriented professional who is flexible in dealing with shifting priorities, have good time management skills, and possess the ability to work effectively in the absence of supervision.

ESSENTIAL JOB FUNCTIONS
Maintain and repair City buildings, equipment and facilities by performing a variety of semiskilled carpentry, plumbing,  painting, heating/air conditioning, mechanical repair and electrical work as necessary. Inspect City buildings to locate conditions indicating the need for repairs and maintenance; assist in establishing and implementing preventative maintenance programs. Operate and maintain a variety of heavy tools and equipment, including small power and hand tools. Work cooperatively with others. Regular and consistent attendance.

OTHER JOB FUNCTIONS
Remodel and repair a variety of building components such as counters, tables, desks, bookshelves, cabinets, partitions, walls, windows and doors; boilers, water pumps, exhaust fans, compressors, and other water and sewage system plumbing as required. Perform electrical work such as wiring and rewiring; replace switches, ballast and receptacles as required. Prepare simple activity and related reports; maintain inventory and work records as required. Requisition supplies and materials. Perform general janitorial duties as needed. Perform other facility maintenance duties as assigned.

High School Diploma or equivalent.
Experience:
Six (6) months of work experience in carpentry, electrical and maintenance work is desirable.
