San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• In family practice addressing chronic disease management

• In the diagnosis and treatment of sexually transmitted infections

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Maintain accurate records of assessments, follow-ups, and evaluations.

• Supervise subordinate health workers and participate in meetings.

• Actively participate in quality improvement efforts.

• Perform related duties as assigned.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure

• California Registered Nurse license

• California Board of Registered Nursing (BRN) Nurse Practitioner license

• California BRN Furnishing Number

• DEA Number

For OB-GYN assignments, a Nurse Practitioner license may be substituted with a Nurse Midwife License and at least one certification in women’s health.

This is a journey-level electrician classification that works independently with minimal supervision completing a variety of skilled electrician tasks. The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.
 

IDEAL CANDIDATE SECTION:

The ideal part-time Park Maintenance Worker will be able to prioritize work and coordinate multiple tasks while working cooperatively with a variety of people, consistently ensuring excellent customer service. Capable of organizing duties, meeting critical deadlines, and following up on assignments with minimal supervision to maintain parks and public facilities according to established standards. Additionally, the ideal candidate will have knowledge of basic techniques, tools, equipment, and materials used in park and landscape maintenance, as well as an understanding of occupational hazards and related safety practices.

Typical Duties and Responsibilities:

• Maintains all types of landscaped areas through mowing, watering, planting, trimming, weeding, and fertilizing.
• Applies insecticides, herbicides, and fertilizers.
• Operates trucks, tractors, mowers, chippers, and related grounds and tree maintenance equipment.
• Cleans and perform minor repairs to park and recreation equipment, buildings, and related facilities; maintains and prepares athletic fields.
• Assists in the maintenance of sprinkler systems; assists in the maintenance and minor repair of power-driven equipment.
• As assigned, works extended or irregular hours.
• Assists in the general cleaning and maintenance of the Corporation Yard.
• Performs other related duties as required.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in parks and landscape maintenance work is preferred. 

Training: Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

On behalf of the Express Lanes Joint Powers Authority, the City/County Association of Governments of San Mateo County (C/CAG) is seeking qualified applicants for the position of Program Director. While this individual will be hired through the City/County Association of Governments of San Mateo County (C/CAG), the individual will work exclusively on behalf of the Express Lanes Joint Powers Authority.  The City/County Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA) are both members of the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA). The Program Director will play a critical leadership role in overseeing operations, advancing priorities, and representing the SMCEL-JPA locally, regionally, and statewide. 
 
The Program Director oversees and manages the operations of the San Mateo County Express Lanes. The Express Lane Program Director will help to ensure alignment of the SMCEL-JPA’s mission and goals under the direction of the TA and C/CAG Executive Management Staff. The Program Director will coordinate with staff from both agencies as they deliver tasks and carry out functions related to SMCEL-JPA operations and management.  The Program Director will also serve as the representative and advocate of the express lanes locally and regionally. The Program Director is expected to maintain positive working relationships with partner agencies and external parties.   Furthermore, the Program Director will liaise, communicate, and keep an outstanding relationship with the TA and C/CAG Executive Management Staff.
 

This management position will:

• Provide technical and program management support to the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) on any and all express lane related issues.
• Coordinate with internal partners and external stakeholders on all issues and topics related to the SMCEL-JPA.
• Manage and monitor budgets related to the Express Lane program.
• Work with legal and policy teams to draft tolling policies, agreements, and contracts.
• Exercise leadership of diverse professional, technical, and clerical staff through subordinate management and/or supervisory personnel.

The San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) is a collaborative effort between C/CAG and the TA), both of which serve as founding member agencies. This partnership was established to jointly oversee the development, implementation, and operations of express lanes on U.S. Highway 101 in San Mateo County.

The following sections provide background on each member agency, their individual missions and responsibilities, and how they work together under the SMCEL-JPA to advance regional mobility and manage the Express Lanes Program.

C/CAG
The City/County Association of Governments of San Mateo County (C/CAG) is a joint powers agency whose members include the County of San Mateo and the twenty (20) incorporated cities and towns within San Mateo County. C/CAG is governed by a 21-member Board of Directors and is advised by nine standing committees. C/CAG is the designated Congestion Management Agency (CMA) in San Mateo County, also known as the County Transportation Agency (CTA), the Airport Land Use Commission, and the Countywide Stormwater Pollution Prevention Program Manager. C/CAG provides a collaborative forum for all jurisdictions in San Mateo County to pursue our goals for a safe, equitable, and accessible multi-modal transportation network and an environmentally sustainable, climate resilient future. San Mateo County Transportation Authority (TA)

The TA plans, funds and delivers transportation programs and projects throughout San Mateo County and was formed to administer the proceeds from Transportation sales tax measures (Measure A and Measure W) to fund a broad spectrum of transportation-related projects and programs. The TA has invested approximately $2 billion in transportation infrastructure projects in San Mateo County since 1988.  More information on the TA can be found at https://www.smcta.com/. 

San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA)

The San Mateo County Express Lane is a dual-agency project constructed with the goal to reduce traffic congestion, and to promote carpooling and transit use on US Highway 101 (US 101) in San Mateo County. The project was initiated in 2018 between the city/county Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA). 

In June 2019, C/CAG and TA approved a Joint Exercise of Powers Agreement (JEPA), allowing both entities equitable involvement in the SMCEL program. The agreement designated a JPA to manage the express lanes, which would be governed by a Board containing equal representation from each agency. Additionally, the JEPA established an Executive Council, which is formed by the Executive Directors of both agencies, and hired consultant support to develop and implement policies.

Since the JPA was established in 2019, two segments of the Express Lanes have been constructed. The south segment opened in 2022, and the north segment opened in 2023. The JPA manages 22 miles of express lanes on US 101 from Interstate 380 in South San Francisco to the San Mateo County/Santa Clara County border.   More information on the JPA can be found at https://101expresslanes.org/.

• Oversee contractors’ operations and management of the San Mateo US 101 express lanes, including but not limited to toll operations, enforcement activities, toll system/roadway maintenance, and incident response.
• Provide direction and develop a collaborative relationship with the consultant support team.
• Establish relationships and direct coordination and collaboration with relevant regional and state agencies as well as other express lanes operators.
• Manage contracts and provide oversight related to tolling operations, including but not limited to toll operations, enforcement, and maintenance.
• Assist with the oversight of the community transportation benefits program.
• Review express lanes performance and related reports, provide relevant updates to JPA Executive Management, and recommend any modification and/or refinement to the performance algorithms.
• Identify and recommend best practices for toll operations and traffic management to JPA Executive Management to optimize system performance.
• Prepare written reports and present them to SMCEL-JPA Executive Management and the SMCEL-JPA Board.
• Monitor budgets to ensure consistency with projections and tolling operations are financially sustainable.
• Coordinate with the TA’s Finance Division to provide regular revenue forecasts and ensure timely development of monthly revenue and expense reports, annual budgets, and audits.
• Review and approve program related invoices.
• Stay current with emerging technologies, industry standards, and trends in tolling systems and transportation infrastructure.
• Serve as the primary liaison for SMCEL-JPA-related topics at Regional Toll Operators meetings and the California Toll Operations Committee (in close coordination with TA and C/CAG leadership).
• Coordinate with the TA’s Government and Community Affairs staff on legislative issues at the state and federal level.
• Coordinate timely responses to media inquiries in coordination with JPA Executive Management and the TA’s Communications Division.
• Engage and collaborate with community-based organizations related to the Community Transportation Benefits Program (CTBP).
• Coordinate with the TA’s Communications Division to communicate program goals, benefits, and updates through press releases and marketing campaigns.
• Monitor local, state, and federal regulations related to tolling and express lanes operations and recommend updates to relevant policies to JPA Executive Management to ensure compliance with current standards.
• Work with the SMCEL-JPA general counsel and JPA Executive Management to draft and enforce tolling policies, agreements, and contracts.
• Support SMCEL-JPA representation at regional, statewide and national transportation and tolling organizations.  
• Complete initiatives and activities under the direction of the TA and C/CAG Executive Management.
• Ensure compliance with all applicable policies.
• Establish performance objectives.

ABOUT THE POSITION

At a 24 hour a day police dispatch center, you will be using a sophisticated Computer Aided Dispatch terminal. A Communications Dispatcher receives emergency calls from the public requesting police, fire, medical, or other emergency service; determine priority, and dispatch police, or other emergency units as necessary and in accordance with established procedures. 

Typical duties may include, but are not limited to the following:

• Maintaining contact with all units on assignment and maintaining status and location of police field units.
• Coordinating emergency calls (911) and relaying information and assistance requests involving other agencies.
• Entering, updating, and retrieving information from networks relating to wanted persons, stolen property, vehicle registration, stolen vehicles and other information.

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: Four (4) years of experience managing a section with oversight of contract negotiation, administration, operation, or compliance within a large organization, all of which includes experience supervising professionals.

Substitution:

1. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
2. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, economics, finance, business law, contract law, public policy, or other fields of study closely related to the essential functions of the job may be substituted for one (1) year of required experience.

The Belmont Parks and Recreation Department is recruiting for part-time Building Attendants. Building Attendants provide operational supervision of facilities during the absence of full-time staff.

Building Attendant I - This is the entry level class in the Building Attendant series.  Incumbents in this class work under close supervision.  As experience is gained, incumbents may be granted more independence of action under established guidelines.

Building Attendant II - This is the journey level class in the Building Attendant series. Incumbents are expected to work independently in the absence of close supervision.
