The City of San Jose’s Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards. • Assisting and guiding land use and development to promote long-term goals and objectives that render safe, beneficial, and more sustainable communities

ABOUT THE DIVISION:

The Building Division is currently seeking applicants for the Principal Permit Specialist classification within the Building Permit Center.

The Building Division is divided into the following four sections:

• Permit Center: Plan intake and routing to plan review and Development Services Partners, over-the-counter permit processing, permit issuance, addressing, assistance desk, front-line customer service, public information, and ADU Ally.

• Plan Review: Review of private development project plans and calculations for compliance with the California Building Codes and state laws, coordination with Development Services partners, expedited review, and coordinated review.

• Inspection: Inspection of active private construction projects for compliance with the approved plans and adopted building codes and state laws.

• Support Services: Development Services call center, document imaging, records requests, and general support for the building division.   

The Department’s Building Division ensures compliance with all the above-mentioned obligations by annually reviewing, analyzing, conducting, researching, processing, issuing, inspecting, and providing:

• 30,000 building permits
• 6,000 plan reviews
• 100,000 inspections
• 35,000 customers assisted
• 65,000 calls answered

Position Duties

The Building Division is currently recruiting a Principal Permit Specialist in the Development Services Permit Center.

The total salary range for this classification is: $94,130.40 - $ 114,441.60 annually. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Principal Permit Specialist is responsible for supervising a unit of technical and clerical staff in performing a variety of development reviews, permit issuance, and counter functions related to development review processes and permit issuance. Duties may include but are not limited to: supervision, training, preparation of training materials and programs, monitoring of and distribution of workloads, creating and updating customer handouts and information; work on complex special projects as assigned.

Assigned duties require the exercise of judgment to determine development approval requirements, fee analysis, fee assessment and refund decisions sometimes without clear precedents and often with concern for the consequences of the action. This class has full supervisory responsibility over Permit Specialist/Sr. Permit Specialist and other clerical Permit Center staff.

Duties of the position will include, but are not limited to:

• Supervises day-to-day operation of Permit Specialists and Senior Permit Specialists 
• Prioritizes work assignment, monitor workload and customer wait times and redirect staff as needed on daily basis  
• Conduct team performance evaluations, promotion, termination and disciplinary 
• Ensure the staff are trained and prepares / improves training materials and programs 
• Creating and updating customer handouts and information material for both Public and department  
• Prescreen the Building Application prior to assignment for completeness of intake and issuance Processing  
• Building Application Fees Estimate, Processing and Audits 
• Work on complex special projects as assigned. 
• Monitor and resolve internal and external complaints 
• Assist or independently complete special projects related to Development Service Building Division 
• Perform other duties of similar level.

Minimum Qualifications

Education:

Licenses or Certificates: 

Possession of a valid State of California’s Driver License.

Physical Requirement:

These positions typically require the employee to be able to lift and move plans that can weigh up to 25 pounds, including storing them in a space that requires reaching into a cabinet with both high and low storage areas. Permit Specialists/Senior Permit Specialists may also sit and use a computer for long periods of time, and the workspace may be restricted and/or can be very noisy.

This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.

Facilities Management Unit (Position Code 751) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. SENIOR BUILDING INSPECTOR

EXAMPLE OF DUTIES

This position is responsible for the review of plans, to ensure compliance with applicable Federal, State, and local fire safety laws, ordinances, and codes. Although not all inclusive the following serve to represent the various types of plans to be reviewed: planning applications; applications for the subdivision of land; site plans for access and water supply; building and tenant improvement plans; fire protection systems including fire sprinkler, fire alarm, kitchen hood extinguishing systems; and other types of plan reviews that are part of various fire code permitted activities.

The position is responsible for performing inspections related to the project and plan review of both new and existing buildings; witnessing various tests required for sophisticated fire protection equipment and verifying proper operation and compliance with applicable codes and standards; prepares necessary correspondence, reports and records; with regards to projects confers with architects, engineers, developers, etc.; attends training courses and meetings of professional organizations as directed. 

Other duties include: attending meetings with other local government agencies such as planning and building departments, architects, contractors, developers, and the general public.  Utilizes the District’s citation process when appropriate and when other means of gaining voluntary compliance are unsuccessful. Provides supervision, work direction and technical assistance as directed. Utilizes tools and technology identified by the District related to performance of tasks. Performs surveys of fire hazards and processes complaints; conducts and participates in public education and public relations programs; performs other related duties as directed.

• Performs rough and finish carpentry; installs and repairs fascia, siding, roof and wall members, cabinetry and office furniture, doors, jambs and hardware.          
• Performs minor to moderate roofing repairs using underlayment, sheet metal, tile and composite materials.
• Repairs and installs plumbing systems, which may include copper, galvanized steel, plastic or cast iron; installs, repairs, maintains and adjusts commercial plumbing fixtures.
• Performs electrical installation, repairs and maintenance such as indoor and outdoor light fixtures, new circuitry, contactors, ballasts/drivers, lighting control and fixture upgrades, sub-panels, sport lighting controls and facility lighting timers.
• From drawings, sketches or oral instructions, alters, repairs and constructs improvements in materials such as wood, metal, plastics, concrete and masonry.
• Designs and fabricates various parts from a variety of construction materials.
• Operates torch, plasma cutter, grinder and welding equipment to cut or join metal parts such as fences, gates, bollards and benches.
• Installs, maintains and repairs heating, ventilation and air conditioning (HVAC) systems and equipment, as needed.
• Painting of interior and exterior surfaces.
• Repairs and installs various flooring materials.
• Inspects, maintains and repairs aquatic equipment including pool circulating and boost pumps, sensors, controllers, filters, boilers, chemical feed pumps and feed lines.
• Installs, maintains and repairs play structures, swings, electronic features and related equipment.
• Operates trucks, tractors and other special equipment, including aerial lift to heights of sixty feet.
• Weekend work and rotating schedules may be required.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from high school or GED equivalent and four years of related work experience performing building, facility and pool maintenance and repair, with a specialty in at least two building trades; or an equivalent combination of education and experience.

Language Ability: Ability to read and interpret documents such as safety rules, operating and mainten­ance instructions, and procedure manuals. Ability to write routine reports and corres­pondence. Ability to speak effectively with other District employees, patrons and vendors.

Math Ability: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.

Reasoning Ability: Ability to use common-sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Certificates and Licenses: 

• Certified Pool Operator.
• Valid California driver’s license with a good driving record and current automobile insurance.
• All full-time candidates require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.

Position Duties  

The Department of Public Works is recruiting to fill various Building Inspector Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.  

The Building Inspector Combination/Certified I/II/III/Senior positions will be located subject to business need. These positions will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard. 

Key responsibilities and duties may include, but are not limited to the following: 

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.  

• Investigate building, construction, and land use changes in the field by gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and preparing reports to use as evidence.  

• Provide technical assistance for development of codes and policies.  

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.  

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.  

• Provide technical support for agencies and the public which includes inputting data into system for general public access.  

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.

The Skywalker Fire Brigade Fire Chief (FC) position will supervise, lead, and train the Skywalker Fire Brigade (Department). This is a management position for 9 employees that staffs one private fire station and has the opportunity to build and direct a motivated staff of firefighters. The Fire Chief will oversee three duty Captains and their projects, providing guidance and leadership for the organization. The Fire Chief will oversee daily schedules with regard to standard prevention activities, training, and special events. Oversee fire prevention inspections, lead vegetation management projects including pile burning, shaded fuel breaks, and interact with the property insurance agent and facilities manager for future projects. The Chief will represent the Skywalker Fire Brigade during county-wide meetings for Operations and Training. Skywalker Fire employees provide an extraordinary level of customer service and hospitality to Skywalker Properties' clientele. While this role operates within a Brigade fire department, the position itself is mostly comprised of prevention and training. Schedule:

This position will work a semi-flexible 40hr work week as to oversee and manage 3 shifts who are on a 48/96 work schedule. Flexibility is determined by the President and subject to department need as well attending any critical meetings with leadership teams. Remote work hours may be included in the flexibility.

Although rare, there are times when the Chief might have to back-fill staffing and/or provide staffing on apparatus due to non-fillable vacancies or training needs.
