THE DEPARTMENT

The City Clerk’s Office in San Rafael is led by a full-time, elected City Clerk who also serves as Department Head, supported by two Deputy City Clerks. Together, this team plays a vital role in promoting transparent, accessible, and responsive local government. As the official custodian of records, the Office is committed to preserving the integrity of the public record and ensuring open access to information -empowering residents to engage fully in civic life.

The City Clerk’s Office is seeking a full-time Deputy City Clerk to join a dedicated team committed to transparency, civic engagement, and exceptional public service. ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• In the absence of the City Clerk, functions as the City Clerk, attends City Council meetings and perform all of the duties of holding a public meeting, including facilitating public comment, calling roll for Council votes, etc.
• Ensures adherence to established Council meeting procedures and rules; processes Council actions in the form of resolutions and ordinances; performs research, data gathering and analysis for written reports to the City Clerk.
• Prepares Council Chambers or other rooms for meetings.
• Generates Action Agendas and finalizes official minutes. • Processes and responds to Public Records Act (PRA) requests.
• Plans, organizes, develops, implements and administers the City-wide records management system.
• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department.
• Participates in the development and administration of the department's budget.
• Maintains current knowledge of new trends and innovations in the field of records management.
• Answers telephone calls, responds to email, researches records and retrieves information for general public, City Council and City staff.
• Prepares agenda packets, hard copy and electronically, for Council meetings.
• Files and indexes official City records as prescribed.
• Maintains other City and departmental records and files.
• In the absence of the City Clerk administers oaths of office, acts as Notary Public and certifies official City records. 
• May be required to work evenings and/or irregular work hours.
• Makes recommendations regarding office procedures and processes, including technology, to improve workflow and implements improvements subsequent to approval.

EDUCATION and/or EXPERIENCE

Deputy City Clerk I: Equivalent to AA degree and three years of progressively responsible experience using state of the art technology in a local government agency, preferably in a City Clerk’s Office.

Deputy City Clerk II: in addition to the requirements for the Deputy City Clerk I, this level requires at least 4 years of experience as a Deputy City Clerk I or demonstrated ability to successfully complete the essential duties and responsibilities at the full journey level with a high degree of autonomy. Bachelor’s Degree preferred. Certified Municipal Clerk designation preferred. 

Both levels: Commission as a Notary Public in the State of California within six months of appointment

The City of Sebastopol is looking for a respectful, compassionate, empathetic Police Officer Trainee. The selected candidate must be currently enrolled or enrolled at a future date as a self-sponsored recruit in a certified Peace Officer Standards & Training Council (P.O.S.T.) Police Academy. The Police Officer Trainee is a non-sworn, training-level classification requiring no prior law enforcement experience. The incumbent performs a variety of entry-level police support duties in a learning capacity. The selected candidate will assist and observe Police Officers and civilian police personnel.

The successful candidate will attend the Police Academy to obtain a Basic P.O.S.T. Certificate of Completion, and perform related work which may require public contact but not the enforcement of laws. Police Officer Trainees attend a POST certified Police Academy, which follows a standardized curriculum in order to provide them with basic training in various aspects of policing, many of which are prescribed by law and/or statute.

The Police Academy training is designed to provide the candidate the necessary skillsets to prepare them for consideration for promotion to a probationary Police Officer position within the City and begin the Sebastopol Police Department’s Field Training Officer program. Attendance and successful completion of a Police Academy is a legal requirement to be hired as a Police Officer within the State of California and is a requirement for a City of Sebastopol Police Officer Trainee to be considered for promotion to probationary Police Officer with the City of Sebastopol.

THE DEPARTMENT

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to the Chief Assistant City Attorney, who provides operational leadership and management. This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the City. It is anticipated that a key responsibility of the Deputy City Attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also providing legal advice to other client departments.
• Reviews staff reports.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments
• Represents the City at various Brown Act meetings and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative or mediations proceedings.  Examples of routine matters include representing the Police Department in Pitchess motions and gun violence retraining orders.

The City of Berkeley invites applications for the position of Housing Inspector II (Certified)! In this role, you will perform skilled inspection work with City residential housing inspection programs. You will independently perform the full scope of work in the investigation, reporting and follow-up of housing deficiencies to gain compliance with housing, building, zoning, fire, mechanical, plumbing, electrical, and related codes and regulations.

Assignments are varied and generally require close interaction with the public, providing information and interpretation of applicable ordinances, codes and regulations. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and at least two years of full-time experience equivalent to Housing Inspector or Building Inspector or Code Enforcement Inspector for a public agency. 

Must possess:

• An International Code Council (ICC) OR California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and
• ICC or CA Residential or Commercial Electrical Inspector certification and ICC or CA Residential or Commercial Plumbing Inspector certification, or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

The incumbent in this position will be instrumental in directing the planning, design, and construction of public infrastructure projects, overseeing both city-led developments and private sector contributions. This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department. 

A few key aspects of this position are: 

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements. 

• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection. 

• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives. 

• Capital Improvement Management: Administer the City’s Capital Improvement Plan (CIP), including project selection, budget oversight, and coordination with City Council and other stakeholders. 

• Grant Applications & Management: Apply for federal and state grants to fund various public works projects. Monitor the expenditure and compliance of awarded grants.

EXPERIENCE AND TRAINING

EXPERIENCE AND TRAINING
Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education/Training:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.

Experience:

• Five (5) years of increasingly responsible experience in professional civil engineering work, including two years of supervisory and project management responsibility.

License:

• Possession of a valid driver license and a satisfactory driving record throughout employment.
• Current registration as a Civil Engineer in the State of California.

BUILDING ATTENDANT

Salary:  $17.37 to $28.95/hour, non-benefitted position, DOE

ESSENTIAL JOB DUTIES

Facility duties may include, but are not limited to:

• Unlock and lock buildings for renters and programs.
• Be present and assist renters during events.
• Set up and breakdown tables and chairs for rentals and program classes.
• Maintain and keep facilities clean during and after events.
• Move furniture/equipment and return to appropriate storage areas after events.
• Assist renters with facility equipment usage.
• Clean sinks, counters, mirrors, stalls, floors, restrooms, and garbage disposal before and after rentals and program classes to ensure facilities are clean inside and outside.
• Performs duties within OSHA standards.

SUPERVISION RECEIVED AND EXERCISED

Works under general supervision of the Facilities Supervisor.

QUALIFICATIONS

• Ability to relate well to the public.
• Be reliable and responsible.
• Inform renters of current facility policies and procedures.
• Demonstrate poise and good judgment.
• Work flexible hours including weekends or holidays.
• Move furniture and operate custodial equipment.
• Lift 50 pounds; carry 30 pounds.
• Follow oral and written directions.
• Work independently.
• Respond to emergency situations quickly and efficiently.

Desired experience:

Previous public contact experience desirable.  Knowledge of general custodial cleaning apparatus.

Education/Licenses:

High school graduate or equivalent.  Valid California Driver’s License required.
