This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in. 

Education: 

• High school graduate or its equivalent. 
• Completion of 30 semester (or equivalent quarter) units from an accredited college or university preferred. 

Physical Capabilities/Vision:

• Must be capable of performing the full range of work assigned to a Police Officer free from physical, mental or emotional restrictions, which would adversely impact job performance. 
• All vision must be corrected to 20/20.
• Must be free from color blindness and have a normal field of vision.

Hearing:

• Normal hearing acuity.

Height/Weight: 

• Weight in proportion to height, age and frame.

Age: 

• Applicant must be 21 years of age minimum by completion of Police Academy.

Citizenship: 

• California Government Code Section 1031(a) requires that Police Officers be citizens of the United States.  California Government Code Section 1031.5 requires that permanent resident aliens who desire to be employed as Police Officers be eligible for and have applied for citizenship.

License:

• Possession of a valid California driver’s license issued by the Department of Motor Vehicles.

Qualifications

Certificate: As required by the State of California, incumbents at this level must possess a valid California Basic POST Certificate.

Education: High school diploma or its equivalent.

License: Valid California Class C Driver License or equivalent.

Background: No felony convictions and no recent drug use.

Physical Requirements: Must be free from any condition which might adversely affect fitness for the duties of the position; uncorrected visual acuity of at least 20/100 in each eye, correctable to 20/30 in each eye; weight must be in proportion to height.

Other requirements: Willing to work irregular hours, holidays, weekends, and rotating shifts. Refrain from using tobacco products at any time for employees hired by the County after October 1, 2004.

Under supervision, the Community Service Officer (CSO) performs a wide range of field and office support duties in the patrol and support services divisions within the Marysville Police Department.

This is a specialized, full-time, non-sworn classification. The Community Service Officer has no powers of arrest.

Definition: 
To perform varied and routine non-sworn duties with emphasis on parking enforcement and vehicle abatement program.

Examples of Duties:

• Enforce sections of the Marysville Municipal Code, other enforcement codes; and assist other City Departments in various code enforcement

• Perform traffic control and non-violent crowd control

• Assist Police Officers in routine investigations and respond to and investigate non-injury traffic collisions
• Respond to general inquiries from the public not requiring a sworn officer, in person at the front counter, on the telephone, through electronic mail, or in the field; take and process crime reports; provide information, assistance and required forms.
• Participate in animal control enforcement activities.
• Respond to general public service calls and complaints; perform a wide variety of citizen assistance tasks.
• Operate computer systems and access data bases such as the California Law Enforcement Telecommunications System (CLETS) to enter, search, confirm and retrieve a wide variety of information related to local, state and national crime activity and investigations using established codes and screens, determine alternative approaches to locating information such as use of aliases and other name variations

• Complete effective presentations to community groups, provide crime prevention information, and help with community events and related duties.

• Testify in court or at hearings on case records and investigative activities.

SUMMARY DESCRIPTION

To operate a computer aided dispatch (CAD) and radio system, receiving calls and dispatching public safety equipment and personnel, and maintaining public safety records and reports.

DISTINGUISHING CHARACTERISTICS

Serves as a relief Public Safety Dispatcher. The Reserve Dispatcher performs the routine tasks and duties assigned to Public Safety Dispatchers working on-call and subject to various shifts and workday assignments including nights, weekends and holidays.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from sworn or other supervisory personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

·         Receive emergency and non-emergency telephone calls from the public and other jurisdictions.

·         Dispatch police personnel and equipment in response to such calls; transfer fire and medical                communications to appropriate agencies.

·         Relay emergency and non-emergency information to public safety personnel in the field.

·         Relay information to other agencies as required; search and relay warrant information.

·         Monitor multiple radio frequencies; maintain status of public works units, as necessary.

·         Maintain accurate record of location and status of public safety units.

·         Monitor security cameras and monitors for the various city facilities.

·         Assist public safety personnel in data collection or transmission.

·         Perform clerical duties related to public safety operations such as data entry, filing, answering phones and assisting the public.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Equivalent to the completion of the twelfth grade supplemented by successful completion of the basic dispatcher course within a specified time period.

Experience:

Two years of increasingly responsible clerical experience that includes customer service in an environment with frequent interruptions.

EXAMINATION PROCESS 

Those applicants who meet the employment qualifications will be contacted via email regarding next steps in the recruitment process, a comprehensive multitasking test that assesses memory recall, map reading, spelling, sentence clarity, reading comprehension and data entry. Testing may be limited to the number of seats allowed in the testing center.  Those candidates who achieve a passing score on the multitasking test will be invited for a panel interview.  Successful candidates from the interview will be placed on an eligibility hiring list for hiring consideration.

SELECTION PROCESS
